This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

In underground activities ground control is a challenging problem. It affects safety, production, and efficiency. As per statistics of accident data, ?fall of roof/sides? is one of the major causes of mine accidents. In many cases, our experiences and understanding of soil and rock behavior still fall short of being able to predict how the ground will behave. Presently, empirical approaches to design are widely used in estimating mine support parameters. Under these circumstances, expert judgment plays an important role, and such accidents can be obviated with accurate measurement and optimization of data and analysis using the neuro-fuzzy technique of artificial intelligence. Recently, a neuro-fuzzy hybrid approach has become one of the major areas of interest in engineering fields because it gets the benefits of neural networks as well as those of fuzzy logic systems, and it removes the individual disadvantages by combining them on the common features. Neural network and fuzzy logic technologies have common features, such as a distributed representation of knowledge, the ability to handle data with uncertainty and imprecision, etc., like in ground control. Fuzzy logic technique has tolerance for imprecision of data, while neural networks have tolerance for noisy data. In this paper we have focused an intelligent technique, i.e., neuro-fuzzy technique, to approximate the setting load given to the standing support (props) erected for the purpose of supporting freshly exposed roof during underground mining. We have used twelve input variables of rock parameters, and after having trained using a neural network with a sigmoidal function as an activation function, simulation was done to find the output parameter, i.e., the pre-load (setting load)to be applied on props. Outputs of the neural network were again fed to the fuzzy system together with the twelve parameters, incorporating five triangular membership functions for each parameter. Final optimum output was approximated using the MATLAB program, which was found to be satisfactory. Neuro-fuzzy technique has better performance over individual neural networks or fuzzy logic technique.

[Thermodynamic properties of two amphibole asbestos minerals were determined by the Bureau of Mines. The enthalpies of formation were determined by the hydrofluoric acid solution calorimetry method. Heat capacity measurements were made with an adiabatic calorimeter over the range of 5 to 315 K. High-temperature enthalpies above 298 K were determined with a copper-block drop calorimeter to 852 K for amosite and to 902 K for crocidolite. Thermodynamic data determined for amosite of the composition Fe5+2.2766Mg1.5209 Fe+03.12Mn0.0825) Si7.9163Al0.0837022.0363)(OH)1.9637 are: S°298 = 168.8 ± 5 cal/deg-mole; ?Hf°298-15 (elements) = -2419.24 ± 2.95 kcal/mole; ?Hf298.15 (oxides) = -30.92 ± 2.47 kcal/mole; and ?Gf° -2260.1 kcal. Corresponding data found for s3 ,1s = crocidolite of the composition (Na1.9Ca0.1)(Fe2+.024Fe2.5 01Mg0.475) (Si7.9713024Fe+2 2.501Mg0.475) (Si7.971 Al0.029022.095) (OH)1.905 are: S2.98-15 - 161.1 ± 4 cal/deg-mole; ?Rf° 2 298.15 (elements) = -2433.56 ± 2.99 kcal/mole, 10298.1s (oxides) = -87.69 1.70 kcal/mole, and ?Gf°298.15 = -2269.8 kcal.] Calorimetric values from this investigation were combined with other data from the literature to calculate the Gibbs energies of formation and equilibrium constants of formation over the temperature range of the measurements. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature both from the elements and the constituent oxides.

THE DEVELOPMENT by the Iron Ore Company of Canada of the Quebec-Labrador mining project, which eventually led to 'Iron Ore in 1954', involved, from the start, several distinct undertakings. Among them, the most important were: The construction of a 360-mile railway, linking Knob Lake with Seven Islands. The erection of a railway terminal, and harbour facilities, at Seven Islands itself. The building of an entire townsite at Schefferville (formerly Knob Lake) The construction of two hydroelectric plants; and, finally, The development of a sufficient number of orebodies to enable a production of 10 to 15 million tons of ore a year. Since these phases of the project have already been the subject of previous discussions, this paper will not elaborate further on them but will rather concern itself with a brief outline of the Company's current mining practices.

At 14 per cent, the representation of women working in the mining industry is the lowest among primary industry categories in Canada. Despite an increase in research and industry commitment to advance and retain women in the mining industry, the gender gap in mining organisations persists.This paper is based upon a recent Canadian survey of 163 highly qualified women (HQW) working in the mining sector. For the purpose of this research, HQW were defined as women with a BachelorÆs degree or higher. This research sought to identify career progression and retention patterns of women who in theory have the educational qualifications to advance into positions of leadership in mining operations. We considered why womenÆs advancement in mining organisations has stalled; examined the career development pathways of HQW; and investigated the interactions of mining workplace culture on HQWÆs career development and retention within the Canadian mining industry. Results?indicated two distinct career pathway trends for HQW. æThe specialistÆ; a career characterised by multiple professional scientific and technical positions, and æthe corporateÆ; a career characterised by professional administrative roles and roles in mid-level management. It was found that neither æcorporatesÆ nor æspecialistsÆ systematically progressed into senior management and executive roles. These findings suggest that HQWÆs careers in mining are stalled, despite a strong indication by respondents of interest in their professional career advancement. With regards to?workplace?culture, respondents indicated that blatant forms of gender discrim-ination have been reduced in mining workplaces; however, exclusion from informal networks, implicit bias and subtler forms of workplace discrimination persist. Consistent with previous mining sector research, improving work-life balance, work flexibility and mentorship were found as key drivers for HQW to advance and remain in the industry.CITATION:Hughes, C, Scoble, M and Roberts, M, 2012. As a result of a test-drilling program conducted by the Research Council of Alberta in 1968, a gypsum deposit averaging 30 feet in thickness, with a chemical purity of 84 per cent gypsum, has been proven to underlie the Clearwater River valley for a distance of 18 miles at depths ranging from near-surface to 300 feet. This and other subsurface deposits in the vicinity of Fort McMurray, Alberta are the product of local hydration of anhydrite beds believed to be the water-insoluble remains of the leached Prairie Evaporite formation of Middle Devonian age, the thick salt section of which is preserved down dip. The effects of salt solution are seen in the disturbed bedding and the intermixture of greyish green shale with gypsum in the core, the shale content being responsible for the rather low chemical purity of the deposit. A similar gypsum deposit, but probably of higher purity, is postulated to occur beneath the Athabasca River valley about 60 miles north of Fort McMurray.

The pores within iron ore sinter are important for producing a high quality material that is strong and easily reduced. The complementary methods of mercury intrusion porosimetry (MIP) and X-ray computed tomography (CT) were used to characterise the structure of industrial and pilot scales sinters across a wide range of pore sizes (3 nm to 100 µm for MIP and 50 µm to 5 mm for CT). The inhomogeneous nature of sinter and the variation in the measurements make it difficult to compare samples. The generalised additive modelling (GAM) approach, using the open source statistical software package, R, has been applied to highlight where there are peaks in the concentration of pore sizes. Importantly, the shape of the GAM-fitted function and the heights of the peaks show statistically significant differences between samples. For the samples investigated, the GAM-fitted functions for the MIP volume distribution of pore diameters were found to have a common set of distinctive peaks at 0.005, 0.6 and 20 µm. The GAM approach was also applied to the X-ray CT measured pore wall thickness, highlighting a single peak whose position varies between samples. The cause of these distinctive peaks and their implications for sinter quality are discussed. Correlation was found between the volume in peak 1 (0.005 µm) and the concentration of primary hematite. No correlation was found between the pore wall thickness and the strength of the sinter, suggesting the composition of the pore walls may be more important. Future work will focus on small-scale sinters produced under tightly controlled conditions to study sinters with a wider range of quality values.CITATION:Harvey, T, O’Dea, D, Evans, G, Godel, B and Honeyands, T, 2017. KIRKLAND LAKE and Porcupine in 1931 accounted for more than $41,625,000 of Ontario's total gold production of $43,117,688. For the first time, the younger camp surpassed the older in gold output, producing $21,734,000 against $19,891,000 for Porcupine. Present output of both camps is increasing, and should pass the record figures of 1931 before the year is out. In May of this year, Porcupine mines milled 285,759 tons, with a bullion value of $1,810,009; the corresponding figures for Kirkland mines are 149,188 tons and $2,104,757. A much higher average value per ton for Kirkland ore, $14.10 against $6.33 average for Porcupine accounts for the difference. The two fields are about 100 miles apart by rail, and there are important differences in the character of the ores, which accounts largely for the difference in milling costs and in final tailing values, despite excellent metallurgical work in both the fields.

"The interaction of amorphous silica particles with several hydrogen bonding agents (H2O,, C2H,OH, C,H,NO) was investigated by monitoring the changes in the bulk and surface IR vibrational modes of silica using photoacoustic spectroscopy, It is argued that the intensity of the silanol band at 3747 cm-1 provides (an inverse) quantitative measure of the interaction of surface groups, along with the shift in the broad hydroxyl band, the interaction following the order C,H,NO > C2H2OH > H2O.The use of IR spectroscopy to study the adsorption on solid surfaces is well documented in the literature,"" For example, hydroxylation of a clean silica surface results in the formation of the free silanol group Si-OH, with a sharp IR band near 3747 cm-1. Further hydroxylation produces a broad band near 3500 cm-1, which is believed to result from various hydrogen-bonded silanol bands leading to a multilayered surface structure of few nm.3-6 Earlier studies had indicated a relationship between the surface silanol band and various chemical activities of silica such as cytotoxicity,7-9 catalysis,10-12 and others.13 Recent studies from our group14-in which the intensity of the silanol band and cytotoxicity of silica, heat-treated at various temperatures up to 1095°C, were investigated-have provided a strong correlation between cytotoxicity and intensity of the silanol band.Coating of silica by PVPNO (polyvinyl-2-pyridine N-oxide with the empirical formula C7H8N0), a strong hydrogen bonding agent, is known to reduce the cytotoxicity of silica, presumably by chemically blocking the silanol groups from phospholipids.15 This interaction of the hydrogen bonding agents with the silica can be studied by IR spectroscopy, and Knozinger16 and Rouxlet and Semples17 have used transmission IR spectroscopy to study the effect of various chemicals on the surface IR modes of silica. However, one of the major disadvantages of transmission IR spectroscopy is that the sample preparation (grinding and mixing with KBr and pelletizing) usually distorts the surface modes (see, e.g., Ref. 14) and there is always a doubt about the effect of the sample preparation on the measured properties, In recent years, photoacoustic (PA) spectroscopy has become the technique of choice for studying the IR spectra of samples in their natural state, since no sample preparation is necessary.18,19 Moreover, according to a recent paper,20 the relative intensity of the surface modes in PA spectroscopy of silica particles is much higher than that in transmission FT-IR spectroscopy. Consequently PA spectroscopy is ideal for studying the surface chemistry, In this work, we have used PA spectroscopy to investigate the interaction of three hydrogen bonding agents (C7H8NO, C2H5OH, and H20) with the silica surface by monitoring changes in the surface IR modes, Our results show that the surface IR modes get perturbed to a larger extent than the bulk IR modes in interaction with the hydrogen bonding agents, Moreover, whereas in the earlier studies, the shift of the broad silanol band near 3500 cm-1 was used as a measure of the interaction with hydrogen bonding agents,16,17 here we show that the relative decrease in the intensity of the sharp silanol band near 3747 cm-1 also serves as a quantitative parameter for the relative surface coverage and surface modification, Details of this work are given below,The Cab-O-Sil samples of silica used here were obtained from the Cabot Corporation of Tuscola, IL, In our earlier studies,14,20 we have shown these particles to be amorphous and about 0.05 am in size, For coverage of these particles with H20 and C2H50H, the following procedure was employed. The use of continuous mining machines has greatly minimized the necessity for blasting in coal mines, even during pillar recovery; however, explosives are still used to blast stumps. The use of improper blasting materials, improper procedures, or both has caused mine explosions and fires, with loss of life and property damage. Researchers and manufacturers are continuously improving explosives and blasting accessories; use of the more recently developed materials will make the blasting operation safer. Extreme caution is mandatory when blasting stumps, as the ignition of methane or coal dust may trigger an explosion or cause a fire. Since the blasting of stumps will no doubt continue, although often unnecessarily, this paper summarizes recent findings published by the Bureau of Mines and recommends safer methods.

THE only previous investigation of the phase equilibria in the Ta-Pd system was reported by Greenfield and Beck.1 Their work (actually a portion of a much broader survey) was limited to the composition range 50 to 75 at. pct Ta and to a single temperature, 1000°C. The results indicated that no intermediate phases were present at this temperature. They pointed out that this was an unexpected result in view of the fact that niobium, which belongs to the same group in the periodic table as tantalum and has essentially the same atomic size, forms a o phase with palladium.' Also, tantalum in combination with rhodium,' iridium,' or platinum' stabilizes the s phase. By analogy, the Ta-Pd system would also be expected to contain a s phase. The present investigation was therefore undertaken to explore more fully the phase relationships in this system. Alloys were prepared by arc melting on a water-cooled copper hearth in an argon-helium atmosphere. The purity of the starting materials was greater than 99.9 pct. The weight losses on melting were less than 1 pct and therefore the alloys were not analyzed chemically. Specimens were wrapped in molybdenum foil, encapsulated in quartz capsules under a vacuum of at least 1 x 10-5 mm of Hg, annealed as indicated in Table I, and water quenched. Optical and X-ray metallography were used for identifying the phases present in the annealed and quenched alloys. The alloys were resistant to attack by several acids; however, a sodium cyanide electroetch and an immersion etch containing 1 part HF, 1 part HNO3, 2 parts H2SO4, and 5 parts H2O by volume were found satisfactory. The X-ray diffraction patterns were taken with a Straumanis-type Debye-Scherrer camera and filtered copper or chromium radiation. A summary of the phases found in this investigation is presented in Table I. No attempt was made to determine the composition limits of the various phases. The present results indicate that this system consists of two terminal solid solutions separated by at least four intermediate phases at the approximate compositions Ta3Pd, -TaPd, TaPd,, and TaPd3. The Ta-rich solid solution, containing less than 10 at. pct Pd at 1150°C, is in equilibrium with a o phase which is stable in the vicinity of 25 at. pct Pd. The latter phase is also in equilibrium with a bct phase at the equiatomic composition. At high temperatures it appears that the Pd-rich solid solution extends to at least 66.6 at. pct Pd and is in equilibrium with the bct phase. When annealed at 900°C, a sample containing 66.6 at. pct Pd transformed to an unidentified phase designated as X. An X-ray diffraction pattern of this phase contained sharp low-angle lines while the high-angle lines were characteristically diffuse. The observed d-spacings and relative intensities for lines in the low-angle region are presented in Table 11. In the vicinity of 70 at. pct Pd an intermediate phase having the TiA13-type structure is formed. It is stable to at least 1100°C, and presumably dissolves congruently into the ter-

The paper highlights the experimental investigations to characterize texture and plastic strain ratio r-Bar in auto grade steel sheets by ultrasonic measurements, whereas attempts were made to characterize interlamellar spacings in pearlite, tensile stresses and torsional properties in prestressed concrete wires by eddy current measurements. Good correlations were obtained between the testing parameters (such as ultrasonic attenuation and velocity in case of steel sheets as well as eddy current out put voltage and phase angle in case of steel wires) and the materials properties (such as texture, plastic strain ratio r-Bar, interlamellar spacings in pearlite, tensile stresses and torsional properties). 15 MHz normal direct contact and 20 MHz delay line normal shear wave probes were used for ultrasonic measurements. Eddy current measurements were done using an absolute coil probe with variable frequency selection. The experimental results show the possibility of nondestructive on line measurement of the above microstructures and properties.

Coke breeze consists of the smaller particles of coke formed by handling coke on and after removal from the ovens. Its value as F, fuel is less than that of the larger pieces, both because the smaller pieces contain more ash and therefore have a lower calorific value, and because a greater draft is required to burn it.The tests described below show its value as a fuel when mixed with bituminous coal and burned in a hand fired boiler of a size considerably greater than that used in an ordinary house. The results of these tests, however, can be used to give a fairly good indication of the value of coke breeze when burned with bituminous coal in a domestic furnace.All who fire a domestic furnace know that for only a comparatively short part of the day, and then only on a few days, is it necessary to open fully the ash, pit door and stack damper to get the required rate of combustion in the average furnace in the average house. It will be practical, therefore, during the greater part of the heating season, to fire coke breeze with the coal and use more of the available draftsFor domestic heating the coke breeze should be stored separately, and used when the draft is sufficient to burn it in mixture with bituminous coal, at the rate required to warm the house.Purpose of tests: The tests were carried out at the request of the Chamber of Commerce of Pittsburgh, Pa., in order to determine the steaming value of coke breeze as a fuel when mired with Pittsburgh coal and fired by hand, and to see whether the mixture when burnt would give off an objectionable quantity of make.

"The oxidative leaching of chalcopyrite in ammoniacal solutions has been evaluated using electro-analytical techniques. The anodic dissolution process has been established to be a seven-electron transfer process under nitrogen in ammonia–ammonium sulphate solutions and ammonia–ammonium carbonate solutions. The number of electrons transferred in the carbonate and sulphate salts suggests that the sulphur is oxidised to a thiosulphate intermediate and the copper and iron released as Cu+ and Fe2+. The Cu+ and Fe2+ is subsequently oxidised in solution in non-Faradaic reactions. The deportment of Fe2+ and S2O32- is affected by choice of the ammonium salt used in the leaching process. In the perchlorate salt, only five electrons are transferred, however observations made on the mineral surface after leaching do not support the formation of elemental sulphur. Scanning electron microscopy and energy-dispersive spectroscopy analysis of the mineral surface suggest presence of an iron–sulphur surface layer completely free of copper under the ammonia–ammonium sulphate conditions, an iron-rich surface layer under ammonia–ammonium perchlorate solutions and absence of surface layer build up under ammonia–ammonium carbonate solutions. INTRODUCTION Hydrometallurgical processes for copper extraction provide a viable route to recover the metal from mixed and low-grade ores, as well as overcome the environmental challenges faced by the traditional pyrometallurgical processes. Chalcopyrite is not only the most abundant of the copper sulphides, but also the most stable, making it recalcitrant to hydrometallurgical processes. Hence, hydrometallurgical processing of chalcopyrite continues to be an attractive area of research due to the vaguely understood surface chemistry of the mineral in different aqueous media. Different approaches to hydrometallurgical treatment of chalcopyrite can be carried out. These include thermal treatment prior to leaching, direct leaching and direct electrochemical leaching (Venkatachalam, 1991). Direct leaching of chalcopyrite can be carried out in various solution systems, as reviewed by Roman and Benner (1973) and Venkatachalam (1991). Ammoniacal solutions are attractive and effective lixiviants that form stable amine complexes with some base-metal cations while rejecting iron. Leaching of chalcopyrite in ammoniacal solutions in the presence of an oxidant is possible due to the stabilisation of copper(I) and copper (II) by ammonia at elevated pH levels. In oxygenated ammonia solutions, it has been suggested that chalcopyrite dissolves according to Equation 1 (Beckstead & Miller, 1977a):"

Three different sulphidic raw materials were treated in a laboratory scale laminar flow fur-nace simulating suspension smelting conditions. The materials were a pure chalcopyrite concentrate, a high-antimony concentrate (tetrahedritic), and crushed copper mattes. The gas preheating temperatures were 500 -1 100°C ana the atmospheres ranged from N2 to N2 -75 % O2, Two particle size fractions were used for the concentrates with x = 20 -38 um and x = 62 -74 um, and three for the granulated copper mattes with x < 37 um, x = 62 -88 um, and x = 125 -177 um. Scanning electron microscopy combined with energy dispersive analysis and backscattered electron analysis was used for determining the morphology and the mineralogy of the reacted particles. Fragmentation of the particles were observed in all materials during the flash oxidation, the conditions depending on the iron and sulphur content and the original particle size fraction of the material. The melting and/or reaction stages of the particles in different conditions were studied from powder samples. Polished sections were examined in order to follow the development of porosity and the mineralogy of the particles.

Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.

BUREAU OF MINES helium plants produced a. record-breaking 477 million cubic feet of this essential element in 1959. The supply of helium was less than the demand before operations were resumed at the Navajo plant in July and begun Sit a. new plant at Keyes, Okla., in August. Helium was in abundant supply after August, and the informal allocation system which had been in use intermittently since 1955 was discontinued Delivery of 26 new tank cars in August and September increased the total in the tank-car pool to 163. Defense and space agencies and the Atomic Energy Commission continued to use more helium in their operations and research.

In 1960 over 93 percent of the coal cleaned mechanically in the United States was cleaned in processes that utilized water or dense-medium suspensions of fine solids in water. Thus, in the process of removing deleterious ash-forming and sulfur-bearing minerals, another deleterious substance--water-- is added to the coal. The subsequent removal of the water from the coal, and the concomitant recovery of the coal from the water, is not troublesome in the sizes coarser than 1/4-inch. In the finer sizes, however, it is a difficult procedure that often costs more than the original washing operation. Because of the importance of liquid-solids separation in coal preparation, the Bureau of Mines has a continuing program of research in this field. The objective is to make available information on the performance characteristics of various types of equipment available for liquid-solids separations, thus promoting the wise selection of equipment for specific applications, and, thereby, more effective processing of coal. Results of work on flocculation as an aid to filtration5 and the sieve bend screen6 have been published. The present investigation of the screw-type classifier operating in combination with the cyclone was undertaken primarily because such classifiers are comparatively new to coal preparation and information on their performance is not available. The cyclone has become well-known since its introduction in this country by the Bureau of Mines in 1948.7 Use of the cyclone in conjunction with the screw-type classifier represents an attempt to provide the maximum recovery of solids at minimum moisture content.
