I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. The Dos Pobres Mine is a copper oxide heap-leach operation located near Safford, AZ. Mine production is 163 kt/d (180,000 stpd) with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The engineering department began a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore, the crush and convey and ore control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, drill energy index and databases, improved fragmentation size has been achieved and results have been verified while controlling costs.

The Bureau of Mines is developing a new technological approach to handling the problems of fires in abandoned coal mines and waste banks. This new technology involves the accelerated combustion of "waste" coals in place (i.e., in situ) under controlled exhaust ventilation conditions, which allows for total management of the combustion products; including utilization of the heat produced" This new concept could significantly lower the costs of reducing the environmental and public safety hazards associated with waste coal fires, and could lead to the conversion of a coal waste to a coal resource. The controlled burnout technology has progressed from the laboratory stage to a full-scale field evaluation stage at the site of an abandoned-coal-mine fire. This first report describes the site selection, evaluation, and preparation, and the design and construction of the full-scale controlled burnout installation. Subsequent reports will deal with the results of the operational field trial.

O emprego de fontes renováveis de carbono encontra nos processos de coqueificação uma forma de reuso de partículas carbonosas finas ou fora das especificações necessárias para utilização em outros processos metalúrgicos, além de reduzir as emissões de carbono. O presente trabalho avalia os principais efeitos da incorporação de um carvão vegetal de eucalipto a uma mistura de carvões para a produção de coques em forno piloto. Para isso, o carvão vegetal foi adicionado em teores de 3%, 5% e 10%, e em duas frações granulométricas, a uma mistura de carvões. A qualidade dos coques gerados foi avaliada e discutida ao longo do trabalho por ensaios de caracterização do coque como, análise imediata, teor de enxofre, reatividade e resistência pós-reação (CRI/CSR), resistência mecânica a frio (DI 150/15) e textura óptica. Foi observado que a adição de 3% de carvão vegetal, na fração mais grosseira, à mistura de carvões resultou no coque de melhor qualidade.

The U. S. Bureau of Mines made a reconnaissance In the western Crazy Mountains for cobalt and associated metals as part of the Alaska-wide critical and strategic metals program. The area, located about 75 miles north of Fairbanks in central Alaska, is underlain by complexly faulted, predominantly clastic sedimentary rocks bordering the Tintina Fault system. Above background metal concentrations were found to occur in altered fault zones, tectonic breccias, soils, and ground water seeps and precipitates that either cut or are derived from the faulted clastic sedimentary rocks. Up to 0.115 pct cobalt and more than 2.0 pct zinc were detected in soil samples. Spring precipitates contained up to 1.3 pct zinc, 0.037 pct tungsten, and other metals. Some localities lacked cobalt but contained anomalous amounts of copper, lead, zinc, silver, and other metals. No outcropping of primary metallic minerals was located because of Colluvium and vegetation cover and extensive deep leaching. Therefore, whether the metal values encountered are due to primary deposits with economic development potential or are the results of concentration by ground water from low-grade sources is unknown. The presence of cobalt, nickel and zinc, and the identification of minor tin and tungsten indicate that further investigation is warranted.

Na produção de bobinas laminadas a quente, além da força aplicada pelos cilindros de laminação sobre a tira para promover a redução de espessura, o material é também submetido a tensões avante e a ré, durante o seu bobinamento e desbobinamento, que devem ser inferiores ao limite de escoamento do material conforme sua temperatura de trabalho. Este estudo trata da caracterização das tensões de escoamento do aço elétrico de grão orientado com 3,2 % de silício em altas temperaturas. A necessidade do estudo surgiu devido a ocorrência do defeito estiramento durante processo de laminação a quente de acabamento em laminadores reversíveis tipo Steckel, defeito este que consiste no estreitamento da largura da tira em regiões localizadas. Isto acontece em função do desconhecimento do limite de escoamento real do material nas temperaturas de trabalho. Os ensaios foram realizados em máquina de tração a quente, em temperaturas previamente determinadas. Através dos resultados dos ensaios, foram determinadas as curvas tensão x deformação do aço e valores limitantes de tensão conforme variação da temperatura, para que o processo não exceda o limite de escoamento do material.

In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

This paper summarises the research, development and initial application of a sensing platform that has the potential to monitor subsurface deformations, pore pressure and other variables simultaneously to gain a better understanding of rock mass behaviour. The platform is based on Networked Smart Markers (NSMs) devices, which, with their ability for wireless communication between individual sensors and the possibility of real-time data acquisition and processing, will assist in the development of predictive tools to better assess rock mass behaviour.A good opportunity to implement this technology is in the specific application of transitioning from an open pit mine to an underground caving operation. One of the key elements to maintaining the mining business during such a transition is having a good understanding of the unique geotechnical conditions of mutual influence created during the open pit to underground interaction. The knowledge acquisition will require the implementation of a robust platform for geotechnical monitoring, which could be enhanced by incorporating the NSMs. The integration of sensors within the NSMs would enable the collection of additional data about rock mass behaviour (ie caving propagation and crown pillar fracturing), which could be used to improve the management of mining operations and, specifically, allow the development of reliable predictive tools based on the data collected.CITATION:Widzyk-Capehart, E, Hölck Teuber, C, Fredes, O, Rivero, V, Sanchez, E, Pedemonte, I, Gonzalez, N and Steffen, S, 2016. This report describes the results of a research project carried out to investigate the feasibility of using transducer arrays, located on surface or in shallow boreholes, above an active coal mine to detect and locate the source of underground microseismic activity which normally occurs during mining. The initial stage of the project involves the design and development of a self-contained mobile microseismic monitoring facility capable of use in remote field locations. Following this a variety of transducers, and transducer field installation techniques were investigated to obtain optimum sensitivity and high signal-to-noise characteristics. Preliminary efforts were also undertaken to develop semi-automated techniques for analysis of microseismic field data. Using the facilities and techniques developed field studies were carried out at a number of surface locations over a central Pennsylvania coal mine operating at depths of the order of 500 feet. In particular studies were con-ducted over a previously mined development area, troubled by extensive problems of roof instability, and over two longwall panels during mining. Although many of the field studies were carried out during the development stage of the project, results in general have been most encouraging. Limited results were obtained over the development area, however excellent microseismic signals, correlating with underground strata instability, were detected over both long-wall areas, proving the general feasibility of surface monitoring techniques. More recent studies, carried out as part of a subsequent project, and utilizing modified geophone installation techniques at a third longwall site, have verified explicitly the feasibility of measuring underground microseismic activity from surface locations. Sections of typical field data are included in this report along with a brief review of the studies carried out at each of the field sites. Detailed analysis of data obtained at the second and third longwall test sites will be presented in a later report.

"The Westerose Leduc (D-3) pool, a Devonian reef reservoir situated in Central Alberta, Canada, has now been producing for over seven years. As a unit operation, the pool pro-vides an interesting example of the full exploitation of gravity segregation tendencies. The reef has a 238-foot oil column, underlain •by bottom water and over-lain by a substantial gas cap. The original hydrocarbons in place were 147.96 million STB oil and 94.4 MMMCF of Taw gas cap gas. Nine-teen producing wells on 80-acre spacing have been completed, most of which are highly productive. Gas injection operations return solution gas to the gas cap. A study of the rock and fluid properties of the pool show it to be conducive to production by gravity segregation at high rates. Monthly average producing rates have varied between 800 B/D and 8,000 B/D and have recently totalled 3,000 BID to 5,000 B /D. Recovery and performance predictions under partial pres-sure maintenance at 10,000 BID indicate an ultimate recovery of 66 per cent of the original oil in place. In the absence of pressure maintenance, recovery would be only slightly less."

Unfortunate occurrences resulting in injuries, loss of life, and destruction of property by explosion, fire, and other mishaps during shaft sinking in the past few years have focused the attention of the Bureau of Mines on the need for safety standards for such operations. Several States have some rules and regulations applicable to local conditions, and several Bureau publications (including some now out of print) cover the hazards that may be encountered in shaft sinking. Certain requirements of the Federal Mine Safety Code and Federal Coal Mine Safety Act may be applied, but there are no definite, uniform standards that will guide those desiring to sink a shaft safely and bring about uniform safety inspections.

In carbonate flotation, oleate has been used for many years as a collector in industrial scale. Compared to sulfide minerals, the flotation of carbonate minerals requires more collector consumption and has lower yield and selectivity. It has been previously shown that surfactin provides higher yields in smaller amounts than oleate in the bioflotation of calcite as one of the carbonate minerals. In this study, the usability of surfactin as a flotation collector for magnesite was investigated. For this purpose, the adsorption of surfactin on the magnesite surface was inspected with analyses such as FTIR, SEM–EDS, contact angle, and zeta potential measurements. In addition, the effect of surfactin on the surface tension of water was also revealed. The same analyses were also performed for oleate as a reference point. All flotation experiments were performed without optimizing with both collectors. FTIR results showed that the surfactin, like oleate, was chemically adsorbed on the magnesite surface. Surface tension analyses showed that the surface tension of water decreased to approximately 32 N m− 1 at 10− 4 M oleate concentration, and this value decreased to below 25 N m− 1 at the same surfactin concentration. According to contact angle measurement results, the contact angle of magnesite was 85° after the surfactin adsorption of 2 × 10− 4 M concentration, while this value remained at 46° for oleate. Finally, according to flotation experiments, high temperatures and high collector dosages are necessary for acceptable flotation recovery with oleate, yet surfactin can produce the desired result at ambient temperatures and lower collector amounts.

The recycling of process water comes with increased electrolyte concentrations that affect water quality, which may in turn affect the flotation performance of valuable minerals (Hirajima et al, 2016). Electrolytes such as Ca2+, SO4 2- , Mg2+ and S2O3 2- have been surmised to have an impact on the action of flotation reagents such as collectors (Ikumapayi et al, 2012). Xanthate collectors are known to play a significant role in imparting hydrophobicity on mineral surfaces to enhance their flotation. The interaction between minerals and xanthates is well known to be electrochemical in nature. Such redox processes may be elucidated by electrochemical techniques. Since the mechanisms involving the interactions between electrolytes in process water with sulfide minerals and the subsequent adsorption kinetics of collectors are not well understood, this study therefore aims to provide fundamental knowledge to unpack the mechanisms involved when electrolytes interact with Platinum Group Minerals (PGMs) and how these interactions may affect xanthate adsorption. The interaction of sodium iso-butyl xanthate (SIBX) in the presence of electrolytes at increasing ionic strength was investigated by rest potential measurements, to explain the impact of electrolytes on the adsorption of SIBX on PGMs in the flotation process. Rest potential measurements for PdTe2 and PdS were conducted in an air saturated 0.05 M di-sodium tetraborate decahydrate solution, in the absence and presence of SIBX and electrolytes. It was found that the existence of sulfide and telluride on palladium affects the mechanisms in which electrolytes interact with Pd mineral surfaces. An increase in the ionic strength of Na2S2O3, CaCl2 and MgCl2, increased the interaction between the salts and PdS, thus decreasing the extent to which SIBX interacted with PdS. An increase in ionic strength for Na2S2O3 increased the interaction between Na2S2O3 and PdTe2 and therefore decreased the extent to which SIBX interacted with PdTe2. Other salts investigated in this study increased the rate of oxidation of PdTe2 with an increase in ionic strength thereby enhancing the interaction of SIBX and PdTe2. This study has shown that mineral type, electrolyte type and concentration all have an impact on the mechanisms that result in the adsorption of SIBX on PGMs.

O atingimento de limpeza inclusionária está ligado ao entendimento de como cada etapa de processamento de aços influenciam no comportamento inclusionário. Neste estudo, retiraram-se amostras de aço antes e após o tratamento a vácuo e no distribuidor do lingotamento contínuo em uma planta siderúrgica. As amostras foram submetidas à análise via MEV/EDS automatizado e a medições de oxigênio total. O posicionamento da composição química das inclusões varridas em diagramas ternários remetidas à análise de suas morfologias, bem como a correlação do nível inclusionário com parâmetros de processo e de escórias, possibilitou o entendimento de como as inclusões se comportam. A forte agitação promovida pelo desgaseificador aumenta as interações entre banho, escória e inclusões, de modo que o conteúdo de CaO e de SiO2 nas inclusões aumenta. A transferência de elementos da escória para as inclusões por intermédio do banho é acentuado, fato observado pela geração de espinélios (MgO.Al2O3) ao final do processo. De modo geral, observou-se que além do efeito do abaixamento da temperatura na geração de novas inclusões, o fator reoxidação deve ser levado em conta. Em contrapartida, há a diminuição nos níveis de inclusões maiores desde o início do tratamento em vácuo até o distribuidor. O objetivo deste estudo foi verificar como ocorre a remoção, tratamento e modificação das inclusões nas etapas finais de processamento em aciaria.

"Cerium is the most abundant rare earth metal and is often found in deposits along with small amounts of more valuable metals such as neodymium and gadolinium1. As a result, the production of cerium oxide often exceeds market demands, thus in some cases it would make more sense to remove the cerium from the process solutions before further purification. A common method of cerium removal is to precipitate CeO2 from the acidic leach liquors by raising the pH to oxidize cerium(III) to cerium(IV). This study investigates the oxidation kinetics using three oxidants; hydrogen peroxide, sodium hypochlorite, and potassium permanganate. The effect of oxidant, pH, cerium concentration and temperature on the oxidation kinetics will be discussed. Cerium oxidation in solutions with pH ranging from 1.0 to 4.0 was investigated at cerium concentrations ranging from 2.0 g/L to 16.0 g/L. A cerium recovery of 40% can be achieved at different conditions with each oxidant at room temperature, with higher recovery at 60°C.INTRODUCTION Over the last 70 years, the rare earth elements (REE) have become crucial components of modern technology. These metals are categorized as light rare earths (LREE) or heavy rare earths (HREE) by governments and miners based on weight, abundance, and therefore value. The minerals bastnaesite, monazite, and xenotime compose the majority of the world?s exploitable sources of these metals (Binnemans, 2013; Parker and Baroch, 1971). Geologists classify the LREE ores as „cerium group? minerals, approximately 50% cerium oxide by weight. The cerium group minerals monazite and bastnaesite compose the majority of world production, leading to an overproduction of cerium relative to world demand. This ratio of light to heavy REE in deposits has led to a phenomenon referred to as the balance problem (Binnemans et al., 2013). As an example, to produce 1 tonne of europium oxide from a bastnaesite deposit 450 tonnes of cerium oxide must be processed. This means that any push to increase production and access the value of the HREE metals will drive down the value of the LREE metals leading to diminishing returns (Zepf, 2016). These ores also contain measurable levels of thorium, subjecting them to complex radioactive waste regulations. During the 20th century, the USA was the largest producer of rare earth metals (REMs), primarily sourced from the Mountain Pass mine in California. However, due to a combination of market dynamics and regulations, China has dominated the market for the last two decades. The largest Chinese REE mine, Bayan Obo, produces rare earth (RE) concentrate as a byproduct of iron mining, decreasing their relative production costs (Gupta and Krishnamurthy, 2005). This mine alone represents about half of world bastnaesite production (Zhi and Yang, 2014). Rising demand for high-tech products has forced Chinese producers to commission other large mines, climbing to 90% of world production in the early years of the new millennium (Mancheri, 2016). This presents the west with a looming supply risk of these critical metals in the future."

The attempt should be made to try to pull together and synthesize what has been heard. The topic of this paper, however, is even more daunting. The task is not only to analyze and discuss what is happening now, but also to look into the future—to the year 2000.The future seems to have an endless capacity for surprises, often unpleasant. This is one of the lessons learned in the twentieth century, particularly over the last 15 or so years.This paper covers three areas of managing in a changing com¬petitive environment: (1) the major global and domestic trends that will influence the ways in which Canadian organizations are managed (2) how Canadian companies are responding or will need to respond to these trends; and (3) the implications of the preced¬ing for human resource management and human resource professionals."

The U.S. Bureau of Mines has constructed a smoke chamber and developed sensitivity tests for smoke detectors. Response of ionization-and optical-type commercially available smoke detectors have been investigated. Six smoke detectors were measured with respect to visually obscuring smoke characterized by a corresponding optical density for smoldering and flaming coal combustion in the smoke chamber. It was determined that for one type of ionization smoke detector the alarm time was nearly equivalent to that of an odor monitor's alarm for smoldering coal combustion experiments and earlier for flaming coal combustion experiments. The experiments showed that an average CO concentration of 5 ppm corresponded to an optical density of 0.022 m-l for smoldering and flaming coal combustion. Two of the commercially available ionization-type smoke detectors were more responsive to flaming than smoldering coal combustion at an optical density of 0.022 m-l, whereas the optical smoke detectors showed the opposite trend. The responsive characteristics of the detectors evaluated with respect to known smoke conditions in the smoke chamber shows their potential for use as mine fire sensors or part of a mine atmospheric monitoring system to improve mine safety.

The work presented in this paper mainly involves two parts. Firstly, the fundamental characteristics of the high pressure carbon dioxide gas fracturing technique (CO2 technique), including, a proposed method of TNT equivalence calculation, which is used to calculate the TNT equivalence of discharge of CO2 technique, and the comparison of the explosion volume generated by dynamite and expansion volume of liquid carbon dioxide is conducted to show the differences of fragmentation capacity between the two of them. Secondly, the coal seam fragmentation mechanisms of CO2 technique are proposed, including, 1) Gas jet cutting and penetration by shaped charge, 2) Gas volume expansion by changing phases of carbon dioxide, 3) Coal seam softening by destress blasting and 4) Coal seam fragmentation by discharge vibration, associating with the mechanisms, the equations for calculating fragmentation radius are developed and verified.

Previous inuestigators have repovted unusually low H* and Do values for self-dzf@szon in certazn bcc metals, e.g., chromium nnd y -uvanium. It has been postulated that this is nn experimental crl -tetion for the existpnce of a four -atom ring meclzanzsm, mid there could be. zmpovtant theoretrcal Implicatlons. By utilizing a precise sectioning technique with Cr51 as the tracer, self-dzffi-lsion measurements in large grains of 99.99-pct Cr were extended from 1200° fo 1600"C. A least- squares analysis of the data yields that D 0.280 exp (-73,20U/RT) cm2 sec-'. These AH* and Do unlues are not anomalous; there is little reason to believe that n vacancy mechanism is not opevatiue. Apparent differences at lower temperatures may result from preferential diffusion along short-circuititing paths and/or sample contamination. WITH continued technological effort, chromium and chromium-base alloys should ultimately become useful high-temperature structural materials. Accurate measurements of self-diffusion coefficients in the pure metal are necessary for a quantitative understanding of sintering, grain growth, creep, and other related rate processes. However, two conflicting determinations have been reported.* Using an Since careful diffusion studies normally yield Do values ranging from 0.1 to 10 cm2 sec-l, the Paxton-Gondolf results require independent experimental corroboration before an undue amount of speculation arises to explain the apparent anomaly. As discussed by Nowick6 and clearly shown by Hoffman and Turn-bull7 for self-diffusion in silver, a low AH* and Do can arise from preferential diffusion along grain boundaries or other short-circuiting paths. The most reliable data come from high-temperature measurements where volume effects predominate. Following a precise sectioning technique developed for determining silver diffusion in the intermetallic compound AgMg8 and cation diffusion in the corundum oxide Cr2O3,9 the purpose of this study was to measure true volume diffusion in high-purity, large-grain samples at higher temperatures than considered previously. Another point of interest is the frequent proposal10-12 that chromium undergoes an allotropic transformation between 1375" and 1800°C where the diffusion data might then show a discontinuity. I EXPERIMENTAL 1) Sample Preparation. The highest purity (99.997 pet) Cr currently available is produced by reduction of chromium tri-iodide.
