The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Backfilling using coal waste is not a novel means for waste disposal throughout the world; yet, backfilling using a high density (paste) backfill is relatively new, except in Germany and Poland. One of the main benefits of a high density backfill, as opposed to a low density (slurry) backfill, is that, if placed at a low permeability and low moisture content, the risk of water table contamination can be relatively low. In addition, if paste backfill can be placed cost effectively, environmental benefits are huge because the surface impoundment footprint can be greatly reduced or even eliminated. This is especially true in room-and-pillar applications. In its current state, backfilling is considerably more costly than surface disposal. This is mainly because paste, as opposed to slurry, significantly increases backfill placement costs; however, this could be offset by increasing the achievable extraction rate. Overall, such a system could potentially improve the public?s image of coal mining in the US for a myriad of reasons. This paper discusses a proposed backfill system for a typical room-and-pillar coal mine in the Illinois Basin of the US and clearly shows the technical advantages, although costs are still higher with fill. The cost differential will likely reduce over time, in favor of the backfill option, as costs of traditional surface disposal increase, due mainly to ever-restrictive disposal regulations.

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces. Australian coals tend to be young in geological age and high in ash by world standards; preparation of the coal before marketing is almost universal. On the basis of float and sink data from 39 locations in the Eastern Australian coalfields, the coals are placed in four categories representing increasing difliculty in their washability characteristics. These seem to be related neither to the geological age nor the geographical position of the deposit and Hunter Valley coals, for example, span all categories. The influence of crushing on the washability of Australian coals is briefly considered and from limited data it is concluded to be appreciably smaller than for British or North American coals. A strategy for the float and sink analysis of Australian coals is proposed and the influence of washability characteristics on current trends in the selection of separating processes for coking and steaming products is discussed.

I lamata is within the Morobe Goldfield (7¦ 25' S, 146¦ 39' E) on the Wau (SB 55-14),1:250,000 scale map sheet (Fig 1). The deposit is 13 km SW of Wau, within the headwaters of the Upper Watut River, at an average elevation of 2000 m. The steep mountainous terrain is covered by dense tropical rainforest and access is by helicopter or by foot track. The deposit has been described previously by Wells and Young (1991) and 1)enwer. Leach and Mowat (1995). Data collected to late 1996 have been used to estimate an Inferred Resource of 9.2 Mt at 3.1 g/t gold using a cutoff of 0.5 g/t. This contains a high grade portion for which an Inferred Resource of 1.2 Mt at 9.7 grt gold has been estimated using a 5.0 g/t cutoff.

The Eighteenth International Symposium on the Appli¬cation of Computers and Mathematics in the Mineral Industries was held in London from 26th to 30th March, 1984. The Symposium was organized by the Institution of Mining and Metallurgy under the leadership of Mr M.J. Cahalan, Chairman of the Organizing Committee. The venue chosen was the Royal School of Mines, Imperial College of Science and Technology, in South Kensington. Some 300 delegates from all parts of the world attended, which included a delegation from South Africa that numbered about 20 persons. This extremely successful series of international meet¬ings was begun in 1961 in Tucson, Arizona, and has grown in strength and importance over the years. The arrange¬ment of the symposia is regulated by the International Council for APCOM under the Chairmanship of Professor R.V. Ramani (U.S.A.), the other current members being Professor J. Elbrond (Canada), Dr Thys B. Johnson (U.S.A.), Professor Young C. Kim (U.S.A.), Professor D.G. Krige (R.S.A.), Professor A.J. Lynch (Australia), Professor C.T. Shaw (U.K.), Dr A. Weiss (U.S.A.), and Professor F.L. Wilke (F.R.G.). There is no doubt that the enthusiasm and dedication of this small group of people and the excellent working relationship that exists between them are responsible for the continued success of APCOM meetings.

"Xstrata Alloys – Eland Platinum concentrator (South Africa) has recently been commissioned and is now initiating a challenging optimisation program encompassing the entire operation. Process control improvements are key elements of the program and initial results have demonstrated how leveraging from current assets can bring significant improvements through overall reduction of variability. This paper gives a brief overview of the operations and details how Eland is striving to become a top tier leader with advanced regulatory control strategies recently implemented. Results reveal that what can be achieved in a standard control system (PLC or DCS) should not be underestimated as the first interventions led to a steadier operation of the primary ball mill circuit. Following the improvements, significant and sustained reductions of standard variation were observed for key process variables around their set-point: primary ball mill feed rate (72 %), rougher feed density (58 %), and rougher feed flow rate (47 %). A path forward has been identified to tackle further opportunities around the primary grinding circuit: water balance management, throughput optimisation as well as charge and power draw control.INTRODUCTIONThere are numerous approaches to mineral processing plant optimisation. As the benefits of determining the right reagent types, mix, dosage and addition points, or the proper charge of grinding media in a mill are fully appreciated, there is still nowadays some misunderstanding and misconceptions about process control in general and how it can contribute to the whole optimisation process. The confusion between the various disciplines involved, i.e. instrumentation, control system programming, automation and process control, certainly does not serve the best interest of the industry with this regard."

Daily field management of earthmoving operations requires quick and regular decisions for allocating available equipment to different jobs on a project. A general foreman?s day starts with matching several activities with a suitable set of available equipment to achieve the highest productivity and lowest unit cost. Usually, this decision-making process needs to be quick, and depends to a great extent on the foreman?s experience, which varies from one individual to another. Many analytical solutions with various degrees of sophistication and optimization exist to address such decisions. However, adopting any of these solutions is contingent on how accessible and easy-to-use the solution is. This paper discusses the development process of a webaccessible solution for evaluating earthmoving fleet composition and allocation scenarios. The solution relies on discrete event simulation and an optimization backend engine, but introduces the user with a simplified and easy-to-use interface that is accessible from any mobile device, and is customized to specific user?s needs. The developed system gathers most equipment and site-related input data from a company?s information systems to minimize user input. The user mainly needs to formulate equipment and job combinations and allocation scenarios (e.g. soil type, quantity, and hauling distance), according to equipment availability each day. Then the system will evaluate the productivity and unit cost estimates for each scenario, allowing the user to choose the most suitable one. It may also be used to automatically recommend the optimum solution given an available list of equipment. The paper presents the process followed in prototyping the proposed system in collaboration with a major Canadian earthmoving contractor, and customizing it to the user needs within the company. It also describes the overall structure of the developed system and its core simulation model.

A two-dimensional multi-scale solidification model was developed to study the heat transfer, fluid flow, and grain growth occurring in the molten pool during the laser engineered net shaping (LENS) process. This model coupled the finite element method to calculate mass, energy and momentum transport in the macroscale with the cellular automaton technique to calculate liquid/solid phase change at the microscale. The validation of the model was performed by comparing the simulation results with experimental data from previously published works, showing good agreement in temperature distribution and the dendrite morphology (size and shape). The simulation results showed that Marangoni convection, caused by the temperature gradient along the pool surface, played a critical role in determining the flow pattern in the molten pool and exerted influence on the pool size and shape. It was also found that columnar dendrites can be formed, with dendrite arm spacings as fine as a few microns due to the high cooling rate during the LENS process. In addition, the influence of fluid flow on the dendrite growth in the pool was discussed.

Introduction What drives the price of gold? Supply and demand, of course. But in ways far different from the forces that drive the prices of other major metals, such as steel, aluminum, and copper. Gold, in fact, is one of the few commodities where both buyers and sellers are happy when the price goes up. Current production, production costs, and variations in production have little influence on its price. Gold inventories are so tremendous that current production has small impact on the amounts available to the market at any time. Worldwide gold inventory and production The world's inventories seem to be between 78 and 98 kt (2.5 and 3 billion oz). Since biblical times, the gold miners of the world have produced about 98 kt (3 billion oz), mostly in this century. Only small amounts have been thrown away and most of it - more than 78 kt (2.5 billion oz) - remain in bullion, coins, or jewelry. About 40% is held by central banks and other governmental authorities, 30% by private individuals as bullion or coins, and about 30% as jewelry. Except for some of the jewelry and the few industrial applications, this inventory is constantly available in marketable form at a price. By comparison, gold production is indeed small. The US Bureau of Mines estimates that the world produced 1.5 kt (50 million oz) of gold in 1986. Consequently, production increased world inventories by only 2%. Variations in production have a negligible or very short-term effect on the supply and, consequently, on the markets for gold. Although South Africa mines about 40% to 50% of the world's annual production, continuing labor strife there does not seem to have ruffled gold prices. Determining gold's price Gold prices, however, do determine cutoff grades in the mines and, thus, do influence production. Nonetheless, changes in production have little impact on the inventory supply. Consequently, it has small influence on the price of gold on the market. With a fairly stable supply, price changes are driven by changes in its demand. Unlike other metals, very little of the demand for gold comes from industry. Dental, electronic, and other industrial uses for gold consume less than 46.6 t/a (1.5 million oz per year). It would be safe to assume that such uses are less than 124 t/a (4 million oz per year) for the entire world. Variations in the 124 t (4 million oz), compared to a supply of 78 kt (2.5 billion oz) of supply can have only a negligible effect. Production net of industrial uses adds perhaps 1% annually to world inventories. This could, in time, affect markets. The increase, however, is mostly absorbed by population growth - more people wanting to own gold - and by gold being put in more attractive forms, such as coins. "Laboratory-scale sulphuric acid leach tests were conducted on Elliot Lake and Rabbit Lake ores in the presence of various oxidants, namely: Fe2(SO4)3, CI2, H2O2, NaClO3, MnO2, H2SO5, HNO3, Oxon e, K2Cr2O7, KMnO4, O3 and O2. Uranium extraction is significantly accelerated when an oxidant is present in the leach slurry. Uranium extraction of 96-99% can be achieved by maintaining the oxidation potential of the leach slurry in the range of400 to 500 m V (S.H.E.). A rough cost comparison of all the oxidant s indicates that the use of Fe2(SO4)3, 02, O3, C12, HNO3 or MnO2 is far less expensive than NaClO3 and the uranium extraction rates are similar to or better than with NaCIO3. For uranium extraction, it is concluded that gaseous oxygen (i.e., air or oxygen) would be the most effective and economical oxidant for the 24- to 36-hour leach of Elliot Lake ore; whereas for the 8- to I2-hour leach of Rabbit Lake ore, a strong chemical oxidant (e.g. NaCIO3, H202, 03, K2Cr2O7, H2SO5 or HNO3) would be a logical choice.IntroductionThe common practice for the treatment of uranium o res is leaching with sulphuric acid or with a carbonate-bicarbonate mixture. Generally, the latter process is ad opted when an excess (> 18%) of acid-consuming components (e.g., carbonate) is present in the ore. Irrespective of the nature of the leachant, the addition of an oxidant to the leach mixture is necessary to obtain a high uranium extraction.The maximum extraction of uranium can only take place when all the uranium is in the highest oxidation state (i.e.,U +6-uranic ion) . Because a certain percentage of uranium present in the ore is invariably in the lower oxidation state (i.e.,U+4-uranous ion) , the addition of an oxidant to the leach slurry is necessary to oxidize uranous ion to the uranic state."

No presente trabalho foi proposto uma análise da eficiência de desfosforação de uma mistura padrão M1 e outras cinco misturas, onde foi realizada variação da massa de mistura adicionada ao sistema (60,70 e 80g), temperatura de trabalho (1350ºC e 1350ºC ajustada) e metodologia de adição. Os testes experimentais foram realizados a uma temperatura de 1400°C, com agitação de 450 RPM, em um forno de resistência. Para a análise das propriedades da escória, foram realizadas simulações através do software de termodinâmica computacional FactSage 7.2 e análises de imagens obtidas da superfície do cadinho ao final dos experimentos no software Quantikov. A mistura M1 apresentou melhor desempenho do que as misturas em todas as situações estudadas, sendo observado que melhores condições experimentais foram a utilização de 70g de mistura, a uma temperatura de 1400ºC, com a metodologia padrão de adição de toda a massa da mistura no início do experimento.

Deformation Rate Analysis (DRA) and porosimetry have been used to demonstrate the “stress memory” effect in rock and to estimate the vertical in-situ stress in samples of fine-coarse grained sandstone and carbonaceous mudstone. The results of this study indicate that the stresses predicted using both methods are similar to those determined from depth and density of the overburden rocks. The results confirmed that DRA was still applicable even when the core had been sampled 18 months prior to testing. Additionally, the DRA results were modelled using the software PFC2D. A uniaxial test was modelled using the same rock parameters as those observed for the actual core samples. This numerical technique can be used as an aid for DRA results analysis, and can also be used to predict the minimum stress level at which the DRA technique is applicable. The results confirm that any rock mechanics laboratory having standard test equipment could apply the DRA method combined with standard UCS testwork to determine the in-situ stress. Mit der Analyse der Deformationsrate (DRA) und der Anwendung der Porosimetrie wird der Spannungsgedaechtnisseffekts (Stress Memory Effect) im Fels demonstriert, und es werden Abschaetzungen fuer die vertikale in-situ Spannung einer Probe aus mittelgrobem Sandstein und carbonierten Lehmstein getroffen. Die Ergebnisse dieser Untersuchung zeigen, dass die mit Hilfe dieser beiden Methoden ermittelten Spannungen sind vergleichbar. Die Ergebnisse bestaetigen, dass DRA noch anwendbar ist, wenn die Proben schon 18 Monate vor Untersuchungsbeginn gesammelt worden sind. Darueber hinaus wurden die DRA Ergebnisse mit Hilfe des Sofwarepakets PFC modelliert. Ein einaxialer Test wurde mit genau die gleichen Felsparametern, die fuer die eigentliche Probe gelten, modelliert. Diese numerische Methode kann sowohl als eine Unterstuetzung fuer DRA Ergebnisanalyse als auch zur Ermittlung der minimalen Spannung, bei dem die DRA Methode noch anwendbar ist, herangezogen werden. Die Ergebnisse bestaetigen, dass jedes Felsmechaniklabor, das mit den ueblichen Testgeraeten ausgestattet ist, die DRA Methode in Kombination mit dem Standard UCS Testarbeit zur Bestimmung der in-situ Spannungen anwenden kann. "In July 1943, the Bureau of Nines received an appropriation to investigate the beneficiation of Minnesota iron ores through the use of lignite. The broad objective was to find a way to link the large deposits of lignite in North Dakota with the low-grade iron ores of Minnesota. It was proposed that sponge iron might be made through new methods of processing, and one of the objectives was to determine the possibilities of gaseous reduction of fine ore. The problem of obtaining high-hydrogen reducing gases from lignite was assigned to the Subbituminous Coal and Lignite Section of the Bureau of Mines in August 1943.Through the advice of technical consultants and men familiar with the mineral resources of Minnesota and North Dakota, a tentative program of development was outlined. The first proposal was to study the gasification of lignite briquets in a standard water-gas machine. Previous experience with gasification of lignite indicated that the raw fuel would not be suitable for use in the conventional water-gas process on account of degradation, but gasification of lignite briquets appeared possible. Through the cooperation of the Northern State Power Co„ a series of tests was made at the company's plant in Grand Forks, N. Dak., on lignite-char briquets made by the Lehigh Briquetting Co. at Dickinson, Dak. These briquets are made by the Lurgi process, and they have been used satisfactorily as a domestic fuel. The object of the tests was to compare gasification properties of lignite-char briquets with those of gas. coke made from Kentucky coal, normally used in the Grand Forks plant. The tests revealed that the lignite-char briquets were not suitable for gasification, in the standard water-gas process because of disinte-gration and low efficiency caused by loss of fine carbon.While these investigations were underway, a joint Minnesota-North Dakota Development Commission was formed to aid in planning investigations on development of mineral resources of the two States. Some members of this commission were technical men, who with consulting engineers on the Bureau's staff made up an unofficial technical committee, and assisted in solving certain problems connected with gasification of lignite and beneficiation of iron ores. This committee has been of 'real assistance in guiding the investigation.A technical meeting was held in Minneapolis on November 10 and 11, 1943, for further discussion of objectives and certain technical problems. Results of tests on lignite briquets were presented, and several reports analyzing other methods of gasification were discussed. The Reyerson-Gernes process for the continuous gasification of lignite in an externally heated retort was considered from several angles. This process differs from others in that the natural moisture in the coal is utilized to help gasify the coal, and the volatile matter is largely decomposed. Although this process had been carried out successfully in a small steel retort, no definite design for a commercial-scale retort had .been developed. It was first proposed that the process might be carried out in a Glover-West retort. However, it was brought out that a Glover-West retort would require modification to simulate the process correctly, and that good results might not be obtained even then owing to the leakage of gas through the refractory walls and to an anticipated low rate of heat transfer at the gasification temperature suitable for lignite. Further, the probable leakage of inert furnace gas into the water-gas would be adverse to the Objective to obtain a gas that could be purified to 96 percent hydrogen."

For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

This paper addresses the prediction of groutable joint apertures, grout penetration limitations, and possible grout take volumes per cubic metre of rock, as a result of 5 to 10 MPa pre-injection pressures ahead of tunnels. Joints are obviously opened more than in the preceding Lugeon tests, and many rock mass properties can apparently be improved if stable micro-cement based materials are used. The goal of this presentation is to firstly, review mine effluent permits in a number of regulatory jurisdictions; and secondly, to develop a strategy for incorporating the regulatory requirements into the environmental assessment (EA) process for new mine proposals. The focus was on the province of British Columbia (BC) and their recent initiative on the One Project, One Process initiative. This task was approached by reviewing mine effluent permits for various regulatory jurisdictions and comparing them to BC mine effluent permits. This comparison revealed a variety of approaches for designing mine effluent permits, but there is a common scientific approach, which supports the conclusion that the permitting of mine site discharges can be designed based on a scientific approach. This approach is expected to: (a) achieve sound environmental protection, (b) demonstrate the application of Best Achievable Technology, (c) incorporate sound sustainability approaches, (d) incorporate regulatory objectives, and (e) create efficiencies for the regulator and mining industry. There is an essential precursor to developing a sciencebased effluent permit for which the proponent must provide: (1) the necessary technical assessment information to demonstrate the mine effluent permit application will result in an environmentally protective effluent discharge, to the satisfaction of the permitting agency; (2) the necessary level of detail for essential mitigation pollution control works to demonstrate how they will be operated to achieve the necessary treatment goals; (3) the necessary level of detail for non-treatment mitigation (passive treatment, or passive pollution control); and (4) the necessary level of detail to demonstrate how pollutants will be prevented from being mobilized (or being generated) from ore and waste materials, or, if the pollutant originates from an added milling reagent, how the reagent will be reduced. While (active) mitigation pollution control equipment is more definable in an effluent permit, non-treatment mitigation is more nebulous in terms of defining in a mine effluent permit; it is therefore recommended that appropriate management plans be developed for essential mitigation pollution control and non-treatment mitigation (passive treatment) and submitted with the proponent?s EA/effluent permit application packages. Major deficits in adequate active and passive pollution control will inevitably lead to regulatory impediments to developing a permit and allowing a mine to be developed, although EA processes strive to preclude major permit information gaps; the onus is on the proponent to provide complete information in this area. Hence the importance of EA processes ensuring that the major technical information requirements for effluent permit development are included in the EA phase. Recently, this aspect of the mine EA process has taken on a new role under the political efforts of One Project, One Review Process (Canadian) and One Project, One Process (in BC). These initiatives translate, in part, to ?synchronous permitting? (in BC): effluent permitting, for example, may be initiated shortly after the proponent submits the EA application to Ministry of Environment.
