Dean Roscoe Pound, of Harvard Law School, in addressing the A.I.M.E. Petroleum Division on Feb. 22, 1934, said, "When you are able to work out a program that is mechanically feasible, that is economicaIly advisable, and which seems in your judgment, which is just as good as that of anyone, to be politically wise, you will not have very much trouble in the end in inducing the courts of today to find that it is legally sound." The purpose of this paper is to show: first, legal conditions necessary to promote conservation and stabilization; and second, to suggest operating procedure when those legal conditions are established. The proposal is mechanically feasible and economically advisable. A growing public understanding should make it politically wise. The disappointing progress in the development of conservation and stabilization can be attributed to the lack of two legal concepts as integral parts of oil and gas law; i.e., (1) a practical substitute for the capture rule, (2) collective ownership control for the individual oil and gas pool. When these two concepts are established on an equitable basis, conservation and stabilization procedure will become a comparatively simple process, more or less automatic in its adaptation and operation. Establishing these concepts is the function of the law-making agencies and might well be left to them for discussion except that the mechanical processes that give them form and substance must first be developed by the engineer. A Substitute for the Capture Rule Much has been written on these subjects, but the most concrete statement that has come to the attention of this writer is the following from an article by Charles G. Haglund in the Kentucky Law Journal of May, 1934: The Oxford1 case is not only authority for the proposition that it is competent for the legislature to modify the old property law of capture with respect to oil and gas but that it may also delegate such authority to a subordinate body.

In spite of the wide use of lead compounds to enhance cyanidation of free milling sulphide-bearing gold ores, an industrial control method was only implemented four years ago. This study presents the results of the investigation that led to the development of the on-line control technology. Two free milling sulphide-bearing gold ores and high purity minerals were used to develop and test the concept. The first ore contains 2.8 g/t Au, 6.2% pyrrhotite, 2.1% pyrite 0.6 % arsenopyrite, 0.1% chalcopyrite and 0.1% organic carbon. The second ore contains 10.4 g/t Au, 3.2% pyrite, 0.8% pyrrhotite and 0.38% chalcopyrite. The first ore showed a much higher oxidation rate in the pre-leach than the second one and consumed seven times more cyanide. A relation between the formation of thiosulphate and thiocyanate and the additions of lead nitrate were quantified. The ?reducing power?, a titration with permanganate, predominantly determines the concentration of thiosulphate and thiocyanate in cyanide solution. The relation between the reducing power and the addition of lead nitrate at various concentrations of pyrrhotite and chalcopyrite in the ores was established, providing a monitor/control strategy for lead nitrate addition.

A study has been made of the use of ThO2-Y2O3 solid electrolytes to determine activity of chromium in Fe-Cr and Ni-Cr alloys in the temperature range 1300° to 1700°K. This method has been shown to give results which agree with the best vapor pressure measurements. SEVERAL investigations1"5 have been made of chromium activities in Fe-Cr alloys. Most of these have been made by vapor pressure measurements using knudsen cell techniques while one has been made using gas equilibration with H2/H2O gas mixtures. In the present investigation electromotive force measurements have been made on this system using a thoria yttria solid electrolyte. This system was -chosen to establish the technique of measurement at low oxygen potentials, before extending it to Fe-Ni-Cr alloys. The cell used was Pt Cr • Cr2O3 ilThO2 • Y2O3 llalloy • Cr2O3 IPt Since the oxygen pressure of the chromium-chromic oxide mixture lay in the range 10"19 to 1027 atm in the temperature range investigated, thoria yttria electrolytes were used. It was soon found during the investigation that considerable care was required to prepare satisfactory electrolytes and a study was made to find the best method of preparing pellets of TI1O2-Y2O3 solid solution of as near theoretical density as possible. Various compositions in the range 2 to 15 mole pct Y2O3 were studied but the experimental measurements were made with electrolytes containing 4 to 5 pct Y2O3. The method of preparation finally adopted was to use thorium oxalate and yttria as raw materials. The thorium oxalate was decomposed at 900°C for 6 hr to give a reactive powder. This powder was then mixed with the appropriate amount of yttria and ground in an agate mortar for about 4 hr. The powder was moistened with absolute alcohol as a lubricant and pressed in a metal die at a pressure of 7 tons per sq in. The pellets were then heated at 1100°C for 24 hr followed by 24 hr at 1250°C. After this firing cycle the material was reground and repelleted and again fired at 1100° and 1250°C followed by heating for 7 days at 1600°C. It was found in later experiments that a further firing of 4 hr at 2000°C improved the density further and gave pellets of only 2 pct porosity. After firing, the pellets were polished on emery paper and finally with the 2 µ diamond paste. The polishing was followed by a final firing of 24 hr at 1500°C. Investigation showed that this final treatment minimized reaction between the electrolytes and chromium oxide. It was believed that this was because of a lowering of the surface energy of the electrolyte surface. "Ecological Engineering, a biotechnological approach to the decommissioning of base metal mining wastes, is being tested on two pits (Gloryholes) in Newfoundland, Canada. Pit #2 has an average pH of 3.5 and flows into Pit #1 where, through additional ground water contribution, the pH is circumneutral, ranging between 5.5 to 7.The AMD in Pit #2 originates from underground workings and exposed massive sulphide on the pit walls. The overflow from Pit #1 averages about 10 L/s with less than 0.2 mg/L of Cu and 40 mg/L of Zn.Ecological Engineering utilizes organic substrate as a source of carbon and nutrients for microbial populations which can generate alkalinity and reduce metals. In 1989, limnocorrals (enclosures of 4 m diameter and approx 3 m depth) were placed in both pits to test the most suitable organic amendment (peat and sawdust). Microbial alkalinitygeneration was evident 95 days after placement of the amendment on July 4, 1989. The pH had increased after 120 days from 3.5 to 4.5 and by day 480 the pH was 7 in limnocorrals in Pit #2. Zinc concentrations in the limnocorrals in Pit #2, dropped from an average of 35 mg/L to about 2 mg/L or less, by day 480.A scaled-up experiment has been under way since August 25, 1990, where 390 m3 are treated in pit #2 and 750 m3 in Pit #1. One hundred eighty days after placement of the amendment, zinc was reduced in the acid Pit #2 from 40 mg/L to 15 mg/L. Research is underway to determine those factors which limit microbial activity."

Over the past 5 years the Department of Mining and Metallurgical Engineering, McGill University, has been involved in the performance monitoring of both percussive and rotary drills. Studies conducted in open pit coal and iron ore mines using microprocessor-based research and commercially available instrumentation resulted in the monitoring of at least 6 performance parameters while drilling vertical production blastholes.

One of New York City?s largest subway projects is under way 43 m (140 ft) beneath the surface of downtown Manhattan. The East Side Access project, more than 30 years in the making, was halted after a partial excavation in the 1970s due to a lack of funding. The project, once dubbed the ?Tunnel to Nowhere,? has been revitalized into a groundbreaking subway line that includes unique tunnel boring machines (TBM), construction methods and muck removal systems. Project overview The East Side Access project involves construction of a new 6.7-km (4.2-mile) subway line needed to relieve heavy traffic congestion between the boroughs of Queens and Manhattan. The line will serve approximately 160,000 commuters daily between Grand Central and Sunnyside rail stations. Manhattan and Queens will be connected under the East River by the 63rd Street tunnel, a submersed double-decker tube. The submersed tube consists of reinforced concrete sections barged in place on the riverbed. The tube contains operational subway lines on the top deck, while the bottom deck (the ?Tunnel to Nowhere?) will become operational when the East Side Access project is completed in 2013.

Este trabalho tem como objetivo o estudo de matérias-primas utilizadas nas indústrias de cerâmica vermelha da Região do Cariri-Ce, de forma a adequar o processamento às especificações de composição, umidade e temperatura para obtenção de componentes com qualidade e características satisfatórias. Para tal, foi realizada a análise de composição através de FRX, limites de Atterberg, retração linear, absorção de água e tensão de ruptura à flexão, pós queima, em três temperaturas distintas. Pode-se observar que algumas argilas apresentaram composições típicas das utilizadas para a fabricação de produtos da cerâmica vermelha, aumento de tensão de ruptura e retração com a temperatura de queima, redução da absorção com o aumento da temperatura de queima e a penas as amostras AM e BP encontraram-se no intervalo de extrusão satisfatória.

Equilibrium CO2 /CO ratios of a gas phase coexisting with selected oxide phase assemblages of the system CaO-"Fe0"-SiOz and vnetallic iron have been determined at 1080°C. The data obtained are used to calculate activity-conzposition relations for metasili-cute, orthosilicate, and CaO- "FeO" solid solutions, and to determine a new value for the free energy of formation of C&S&0,. The metasilicate solution is practically ideal, whereas large deviations from ideality exist in the othe,r two solid solutions. BECAUSE of the geochemical and metallurgical importance of the oxides CaO, "FeO", and SiOz, the system CaO-"FeO"-SiO2 has been the subject of several experimental studies during the past 30 years. Following the delineation of phase relations at liquidus temperatures by a group of investigators at the Geophysical Laboratory of the Carnegie Institution of Washington in 1933,1 Chipman and associates in the early forties2,3 determined activities of FeO in liquids of this system. Since that time, many attempts have been made to interpret the data of Chipman et al. in terms of the constitution of the silicate liquids and the interaction parameters among the various constituents of the system (see for instance papers by Richardson4 and by Flood and coworkers5). One of the assumptions made in some of these interpretations4 is that the binary silicate systems CaSiO3-FeSiO3 and CazSi04-Fe2SiO4 mix ideally in the solid state. The objective of the present study is to provide experimental data on activity-com position relations in solid solutions of the system CaO-"FeO"-SiO2. Such data will contribute toward an understanding of the thermodynamics of silicate solid-solution phases in general, and will serve specifically to confirm or refute some of the assumptions made in interpreting liquid slag behavior. PREVIOUS WORK Phase relations in the system CaO-"FeO"-SiO2 in contact with metallic iron were determined by Bowen, Schairer, and Posnjak,1 and additional phase-equilibrium data for this system have been presented by Allen and snow.' A reproduction of the most up-to-date phase diagram for this system is shown in Fig. 1.7'8 Of particular interest in the present investigation are the relations among the various crystalline phases slightly below the lowest solidus temperature in the system, as shown in Fig. 2. A qualificação das sucatas ferrosas e beneficiamento por moinhos shredder são operações utilizadas pelas usinas semi-integradas com objetivo da melhoria na produtividade e qualidade do aço produzido. Um benefício adicional é a redução de impurezas e a melhoria da qualidade ambiental desta matéria-prima. Neste trabalho é avaliada a influência da qualidade da sucata no teor de cloro e de metais residuais em poeiras de aciaria elétrica provenientes de três usinas semi-integradas, com diferentes perfis de produção. Os resuItados alcançados mostraram uma possível redução do teor de cloro de cerca de 50% com a utilização de sucata processada por shredder. Os menores níveis de cloro potencializam a aplicação posterior de métodos para adequação do teor de cloro, favoráveis à reciclagem, incorporação ou coprocessamento destas poeiras.

Organo-bentonite production enjoys important applications including solvent based paints and, more importantly, the production of polymer/bentonite nanocomposites. Quarternary ammonium salts in this regard are still considered as the most versatile reagents in the process of hydrophobization. In this study, a purified form of Resadiye region bentonites, which is one of the most significant sodium bentonite deposits in the world, was used. The raw Na-Bentonite was typically characterized by chemical analysis, XRD and DTA analysis and more importantly for its cation exchange capacity (CEC). Other technological properties such as swelling index, pH, apparent viscosity, water absorption, oil absorption were also conducted on the raw bentonite. The mineralogical analysis of the raw bentonite reveals that it contains about 80 % montmorillonite together with other associated gangue minerals including feldspar, quartz, calcite, dolomite, coloured impurities and other clay minerals. The raw bentonite was subjected to two stage processing involving a series of hydrocylones. Different apex and vortex diameters and different pressures were employed in order to produce a bentonite concentrate with 95 meq/100g CEC from a CEC of 71 meq/100 g. This high quality concentrate was used in the production of organo-bentontonite. The modification was performed with two different quaternary amines, i.e. Trimethyl Phenyl Ammonium Chloride (TPAC) and Hexadecyl Trimethyl Ammonium Bromide (HDTMA-Br). In the modification procedure, three parameters, i.e., adsorption density, zeta potential, swelling index and apparent viscosity were studied simultaneous-ly from the same suspension to identify both the mechanism of the process and also the degree of hydrophobicity. Adsorption measurements were made as a function of conditioning period, pH, and reagent concentration. Simultaneous examination of the adsorption density, zeta potential and apparent viscosity enabled us to pinpoint the optimum region of hydrophobicity which was subsequently tested by settling and critical coagulation concentration in both water as polar and toluene as nonpolar solvents. The results are analyzed in the light of experimental data.

"INTR0DUCTIONThis publication is a third of a series devoted to falls of roof and coal in coal mines of the Western States. It gives the results of examinations of the mines of the Rock Springs coal District of Sweetwater County, Wyo., which represent the principal coal beds therein and approximately 75 percent of total production of the State.A study was made of safety conditions at all the producing mines of the district and suggestions were offered the operators regarding methods and practices which would, in the opinion of the writer, provide additional safeguards to prevent accidents from falls of roof and coal.In presenting the subject, consideration must be given to such features as character of the coal beds, depth of cover. methods of mining, timbering practice, roof testing and supervision, and for comparative purposes to certain statistical matter bearing upon relation of accidents to their causes, tonnage produced, men employed, days worked, and lost days due to accidents during the 3—year period covered by this study.ACKNOWLEDGMENTSThe writer acknowledges the cooperation of the officials of the various coal companies, without whose assistance this work could not have been completed.F0UR REPRESENTATIVE COAL OPERATIONSThis report relates to four representative coal operations in the Rook Springs district of Sweetwater County, Wyo., which are referred to as mines A, B, C, and D. When slope angles are designed during open pit optimization, there is a risk factor applied in steepening the slopes. The steepening of slope angles has implications for the safety and economics of the mining operation. The steeper the slope angles, the greater the probability of slope failure. Although a slope failure will result in added costs, the challenge is to compile an accurate cost-benefit exercise optimizing the economic benefits of the project without exposing mine workers and equipment to unacceptable risk of rockfalls. A balance between the safety of the operation and the economics of the investment is therefore required. The ideal situation is to have a slope monitoring system that will predict slope failure by detecting any ground movement before the actual failure occurs. This early warning will allow the risk factor to be applied with a high degree of confidence, knowing that the risk will be adequately mitigated. The objective of this paper is to provide guidelines on how to design an optimal survey slope monitoring system. It is the authors? view that for a survey monitoring system to yield desirable results, it should adhere to survey principles such as working from the whole to part and consistently cross-checking. The case study used is Jwaneng Mine, and the design strategy outlined can be used as a guideline for developing a new slope monitoring system or to optimize an existing one.

The personal dust monitor (PDM) is a new coal mine respirable dust sampling instrument that has the ability to provide accurate end-of-shift and real-time respirable dust exposure data. A hypothetical cost comparison analysis of the PDM with the current MSHA-required coal mine dust personal sampling unit (CMDPSU) was conducted. Some simplifying assumptions were made to create hypothetical cases for analysis. This analysis was limited to respirable dust sampling of one designated operator (DO) and one designated area (DA) for one mechanized mining unit (MMU) which operated one shift per day. Only sampling intervals of the minimum sampling as required by federal regulations and continuous sampling were analyzed. This cost analysis from the company perspective is only one part of an overall cost/benefit analysis that should be conducted at a later date. In this analysis, company-associated costs were examined for both sampling systems. Results show that the PDM, while it has high initial costs of approximately $12,600, may be a cost-effective sampling system for measuring coal mine respirable dust. The estimated present worth cost of conducting the minimum required dust sampling over a five-year life ranges from $5,850 to $19,000 for the CMDPSU, with the higher present worth cost including costs of potential violations incurred. For the PDM, the comparable present worth cost is $14,900 to $19,300, with the lower present worth cost representing a lower capital cost of $8,150 per unit if more than 850 units are produced per year, while the higher present worth cost reflects the result with the higher $12,600 capital cost.

San Manuel has been a modern prodigy from its inception to its present status as a block-caving operation producing 33,000 tons per day. The deposit was discovered, prospected, and developed with modern techniques, and nearly all planning was done from results of an extensive drilling program through an average overburden of 670 feet. The Federal Government had a prominent part in the discovery and primary development of San Manuel. The first 17 holes were drilled by the Bureau of Mines, and discovery of the large, low-grade, disseminated copper deposit is credited to the Bureau. A loan fund of 94 million was granted through the Reconstruction Finance Corporation to the San Manuel Copper Corp. for development of the deposit and erection of concentrating and smelting facilities. Then, while the mine was still being developed, the Defense Materials Procurement Agency contracted to buy a large amount of copper at a pegged price.

The Que River Mine is a small under-ground base and precious metals mine located in north-western Tasmania. Current production rate is 220,000 tonne/yr from reserves grading 0.37% copper, 7.1% lead, 12.2% zinc, 195 g/tonne silver and 3.4 g/tonne gold.Ore is mined using longhole open stoping techniques. Cemented fill is placed in primary stopes to permit safe and efficient recovery of pillars. The operation is trackless with both shaft and decline access from surface.Ore produced is trucked 40 km by road to be sold to the Electrolytic Zinc Company of Australia Ltd., for treatment at their Rosebery concentrator.

"Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

The surface tension from 240° to 844° C and the density from 236° to 583° C of 99.999 percent purity liquid tin has been measured using the maximum-bubble-pressure method. Results for surface tension (y) show y (dynes/em) = 566.84 -4.76 X 10-2 T (° C) with a standard error of 1.9 dynes/cm. Results for density (p) show p (g/cm3) = 7.16 -6.3 X 10-4 T (° C) with a standard error of 0.012 g/cm3. Comparisons with other data found in the literature are discussed. The experimental results are considered to be as good as any data presently available.

O fluxo simétrico e distribuição de temperatura uniforme são de grande importância no processo de Lingotamento Contínuo de Beam Blank, porém a utilização de duas válvulas para alimentação do molde traz dificuldades operacionais relacionadas ao posicionamento das válvulas e controle de vazão. Neste sentido é interessante trabalhar com apenas uma válvula. Neste trabalho técnicas de modelagem física e matemática foram utilizadas para avaliar o fluxo de fluido no molde, comparando-se o caso em que se empregam duas válvulas tubulares, com aquele em que se utiliza apenas uma válvula. Verificou-se que esta última configuração resultou em uma mudança no comportamento do fluxo, aumento na profundidade de impacto, porém a velocidade na região do menisco não teve variação significativa em comparação com a utilização de duas válvulas tubulares.
