Law of the Sea. - The Ninth Session of the Law of the Sea Conference resumed July 28 at Geneva and will run for 5 weeks. The 160-nation Conference began in 1973. Two of the major factors to be discussed are the transfer of technology to the UN-controlled Enterprise or mining authority, and how the 36-member Council will make decisions. As the session completed its third week, delegates expressed little hope of completing a treaty text this year. There was a feeling, though, that substantive issues might be settled so that a treaty text can be completed next year. The Deep Seabed Hard Mineral Resources Act signed by the President on June 28, provides an interim regulatory procedure for ocean mining activities conducted by U.S. nationals that may be superseded by a law of the sea treaty.

ABSTRACT Seismicity and rockburst problems in hard-rock mines negatively impact safety and profitability. The authors propose a design risk methodology as a relative risk assessment for underground excavations vulnerable to rockburst damage. It considers rock mass conditions relating to mininginduced stress, geological structure, rock mass properties, and mining influence. Application of the methodology to rockburst cases involving seismically active fault zones at the Craig mine in Sudbury, Ontario, Canada, demonstrates that design changes can reduce exposure and economic risks. Mines with high geotechnical risk can use the design risk methodology to evaluate design alternatives as a risk management strategy.

Coal is an important fuel for energy generation, and since there are no adequate alternatives it will also be for the next decades. The deep lying hard coal is important in particular because of its high energy content. Automation of underground mining has led to major improvements in productivity and safety. A fully mechanized longwall shearer workface has already reached a high degree of automation and provides a high productivity for example utilizing the memory cut. Current researches and developments in longwall mining are focused on extending this method by adaptive cutting drum height adjustment. The so-called horizon control is often based on memory cut methods. Horizon control in this way requires information of the environment, which can be provided by models (seam model, cut model) and coal interface detection (CID). Available CID systems only provide an optimal output under specific conditions. The authors propose the shield-data-based horizon control (SDHC) system as an alternative approach. SDHC does not require information from a CID system or an environmental model. All necessary information is provided by roof supports, shearer and process monitoring. The SDHC system was tested in simulation under different seam conditions and yielded promising results which will be presented in this paper. In cooperation with the German mining company RAG the SDHC has already reached an experimental stage. A test assembly was built up at the surface and the SDHC system was implemented on real mining equipment. To make the test scenario as realistic as possible, the SDHC system was only connected to the monitoring system, not to the simulation model. The aim of these tests was to establish the cooperation between all subsystems, find appropriate controller parameters, locate and address safety critical aspects and finally to achieve an automatic cutting drum height adjustment. An introduction of SDHC for shearer guidance is given in this paper. The experimental tests are described and the control results of the realized SDHC system on the test assembly are shown.

In this paper the link between process metallurgy, classical minerals processing, product centric recycling and urban/landfill mining is discussed. The depth that has to be achieved in urban mining and recycling must glean from the wealth of theoretical knowledge and insight that have been developed in the past in minerals and metallurgical processing. This background learns that recycling demands a product centric approach, which considers simultaneously the multi-material interactions in man-made complex ‘minerals’. Fast innovation in recycling and urban mining can be achieved by further evolving from this well developed basis, evolving the techniques and tools that have been developed over the years. This basis has already been used for many years to design, operate and control industrial plants for metal production. This has been the basis for Design for Recycling rules for End-of-Life products. Using, among others, the UNEP Metal Recycling report as a basis (authors are respectively Lead and Main authors of report), it is demonstrated that a common theoretical basis as developed in metallurgy and minerals processing can help much to level the playing field between primary processing, secondary processing, recycling, and urban/landfill mining and product design hence enhancing resource efficiency. Thus various scales of detail link product design with metallurgical process design and its fundamentals.

The Corner bay copper deposit is the first significan discovery on the south limb of the Dore Lake Complex, located at the eastern end of the Detour Lake-Chibougamau greenstone belt, Quebec. The deposit was discovered in March, 1981, after 26 years of intermittent work in the area. Mineralization is found in a shear zone cut ting rocks ranging in composition, from gabbroic anorthosites to anorthositic gabbros which have been intensely altered and deformed by at least two tectonometamorphic events. Both the copper-bearing shear zone and its host rocks are cut by a large NE-striking gabbro dyke. Most of the known mineralization is found east of the dyke, but two deep exploration holes have shown that the down dip extension is present to the west of the dyke. The mineralized shear varies from one to 15 metres in width, strikes around 010° and dips from 70° to 80° to the west, and has been tested for a length of 700 metres. The wall rocks are usually chloritized and silicified. Mineralization is characterized by chalcopyrite, pyrite, molybdenite, magnetite, and sphalerite occurring mainly as the matrix to quartz-carbonate breccias in the "main" shear zone. The predominant sulphides are pyrite and chalcopyri te as crystals or fragments. The brecciated mineralized shear shows evidence that there was at least one remobilization of the shear and it is suggested that copper-bearing fluids invaded the shear during its remobilization. The exact timing and source of mineralization are not known. Up to February 1984, 38 holes had been drilled to outline indicated reserves to a depth of 450 m of 1,5 million tonnes grading approximately 4% copper, 0.34 gm, gold and 13.71 gm silver per tonne. It is believed that there is considerable reserve potential in the block west of the gab bro dyke, the down dip extension of the main zone.

"It is important to make a clear distinction on the scope of work of the Global Mining Standards and Guidelines (GMSG) guideline for sampling grinding circuits. Many mineral processing practitioners are familiar with the sampling and surveying of comminution circuits, in particular grinding circuits, for performance diagnosis and the identification of optimization potential. These surveys often provide information for population balance modelling of individual comminution and classification unit processes, and consequently require a large amount of information to calibrate and validate the unit models. As a result, these surveys are labour intensive, somewhat expensive, depending on internal capabilities of the mine site or company and have a long time span from initial planning to final reporting. They also require a high level of expertise to process the survey data, simulate the circuit and make sensible recommendations on follow up actions.As a result of these factors, full grinding circuit surveys are not a common occurrence at a large number of processing facilities, and several years may pass before follow up surveys are conducted. In the ensuing gap between surveys, the efficiency of the grinding circuit must often be taken on faith, and this is considered an unacceptable lapse in an environment of strained natural resources and low commodity prices.To support the rapid and productive energy efficiency analysis being promoted by the ICE working group, a much simplified survey and analysis process is required. The process reflected in the GMSG guideline is indeed more conducive to frequent analysis, at a skill level that is well within the capabilities of the average plant metallurgist. As a result, it becomes feasible to conduct mini-surveys of plant performance, which can be used to quickly and precisely diagnose the high level impact of process changes. These methods can also be manipulated by an experienced practitioner to provide sufficient information for modelling of the circuit to estimate the impact of process changes, allowing an initial rate and rank exercise to focus plant optimization efforts."

"The most important metals in the jewelry sector are undoubtedly gold and silver. As a result of workmanship work done in the jewelry industry, the tiny metal and jewel fragments and metallic powders are scattered. Given the prices of gold and silver on the market, the dust that emanates from these workshops is of great importance. Gold recycling has become as important as raw material production within the mass market and gold production industry. In 2016, 29% of the world gold supply has been obtained through recycled gold production. Waste derived from jewelry activity is included in this category, and represents an essential component of this percentage. In the scope of this study, the recovery possibilities of Au and Ag from jewelry sweeps floor sample was investigated using flotation method. In the experiments, optimum pH value, particle size, the effect of dispersant, type and amount of reagent were investigated. As a result of these studies, it was determined that the optimum pH value was 6.5 and the particle size was -212 microns. It was observed that the most suitable reactive combination was Aero 242 and Aerophine 3418A and Na2SiO3 has no positive effect on recovery of Au and Ag as a dispersant agent. As a result of tests, a final concentrate containing 268 ppm Au and 2122 ppm Ag was obtained with 81.4% and 74.5% recovery respectively. INTRODUCTION Because of the softness of pure gold, it is usually alloyed with base metals for use in jewelry, altering its hardness and ductility, melting point, color and other properties. On the other hand, gold has some special chemical properties which in normal conditions, don’t react with water, dry or humid air, oxygen, ozone, nitrogen, hydrogen, fluorine, iodine, sulfur and hydrogen. In these days, gold is used in different sectors like jewelry, electronics, finances and investing, dentistry, medicine, aerospace, awards & status symbols. According to Deutsche Bank Research, the primary usage of gold is jewelry. It has been used to make ornament and jewelry for thousands of years. In this sector craftsmen learned that alloying gold with other metals like copper, platinum and silver to increase gold’s durability. Alloying gold with other metals changes the color of the products. Another significant sector of gold is electronics. Conductivity, both electrical and thermal, are attributes accounting for about 70% of the applications of copper and its alloys. This paper presents results of on-going research into two new applications that depend on copper's excellent conductivity. The Copper Development Association (CDA), together with materials and motor company partners, is working toward a solution to the key problem preventing pressure die casting copper for the conductor bar/end ring structure of the induction motor rotor, i.e., lack of a durable high-temperature mold material. Work is showing that a combination of high- temperature materials and elevated temperature processing gives much improved mold life compared to die steels. Substitution of copper for aluminum in the rotor can result in a 20% decrease in electrical losses in motors consuming 35% of electrical power generated in the U.S. The second development uses the excellent thermal conductivity of several high-strength high-copper alloys to simultaneously improve productivity and part quality in the injection molding of plastic parts.

A numerical approach for modeling coupled Hydro-Mechanical fracture behavior in 2D is presented in this paper. This approach accounts for the strong dependence of the flow characteristics on fracture apertures and offers an anisotropic description of the flow propagation in the fracture. An interface finite element and a constitutive model are developed . In order to validate the applicability of the model to general geomechanic problems, 2D simulations were performed. Results show the good application of the mathematical model and the fundamental hydraulic role played by the fractures. In diesem Beitrag wird ein Stoffgesetz vorgeschlagen um hydromechanisches Kluftverhalten numerisch zu Modellieren. Dieser Vorgang nimmt die starke Abhängigkeit der Fliesseigenschaften von der Kluftöffnung mit in Anbetracht. Ein Interfaceelement und ein Stoffgesetz wurden entwickelt. Zum validieren der Anwendbarkeit dieses Modells wurden 2D Simulationen durchgeführt. Ergebnisse haben gezeigt dass das mathematische Model anwendbar ist und dass Klüfte eine fundamentale hydraulische Rolle spielen. Une approche numérique pour la modélisation du comportement couplé hydro-mécanique des fractures en 2D est présentée dans ce papier. Cette approche prend en compte la forte dépendance des caractéristiques du flux de fluide sur les ouvertures des fractures et présente une description anisotrope de la propagation du flux dans la fracture. Un élément fini d'interface et un modèle constitutif sont développés. Dans le but de valider l'applicabilité du modèle à des problèmes généraux de géomécanique, des simulations 2D ont été réalisées. Les résultats montrent la bonne application du modèle mathématique et le rôle hydraulique fondamental joué par les fractures.

Since Jameson Cell flotation technology was first installed in a coal flotation application in 1988/89 at Newlands Coal Handling and Preparation Plant (CHPP) there have been fundamental improvements to its design which has led to its current status as the leading technology in Australia for fine coal flotation. These improvements, which include key hardware modifications, consist of the re-development of the orifice plate to produce considerable increase in wear life and reduction in power consumption for a given air entrainment and a significant increase in the amount of air that is entrained. Modifications to the downcomer allow maximisation of residence time and air entrainment while changes to the feed and air distribution system allows a reduction in installation cost and a reduction of solids ingress into the air line. Additionally, operational improvements such as the use of recycle to maintain constant flow to the cell feed are discussed. The recent installation at Hail Creek in the Bowen Basin, which consists of three B6000/20 Jameson Cells (6 m diameter bottom-fed distributor with 20 downcomers) will be reviewed as a case study. The latest design and operability of the cells are summarised and compared against one of the original designs at Riverside CHPP also in the Bowen Basin.

"Drill and blast represent the most important, and sometimes the costliest processes in the mine. The cost of drilling and blasting operations greatly contributes to the “high cost trends of the overall mining operations” (Afum and Temeng, 2015). The use of available information to improve the drill and blast processes can be the difference between a wasteful process and one that is optimized for costs, safety and desired fragmentation. Mining operations have access to several types of data sets that include a variety of different systems. This information can be used to improve, evaluate and apply processes for drilling and blasting. This may include different types of data from the different stages of the process (before, during and after the drilling and blasting operations), such as hole locations (planned and actual), penetration rates, drill operators, fragmentation (expected and resulting), explosive (design and usage), geology, vibration and others. This information can be used on its own or combined for further analysis to reduce costs, improve safety and evaluate results. Fortunately, due to advances in mining software, drill and blast engineers can exploit this data and create reports to evaluate results and improve the drill and blast process. However, as users start combining information from multiple datasets and establishing standard operating procedures for reporting across multiple sites, it becomes valuable to create auditable, automated and sustainable workflows for handling the information.In some cases, the task of aggregating and standardizing the data formats has already been completed and is available to consumers via the Enterprise Data Warehouse (EDW). A data warehouse team extracts data from the source systems and transforms it so that it is meaningful for decision support (Wixom, Watson, 2007). The author’s initial implementation plan for the drill and blast solution included using data stored at the sites on local servers. However, we learned early in the process that much of the work for aggregating and supplying the required data was already completed and was available in the EDW ready for use. This saved time, reduced risk and added value to the system.The goal for this case study is two-fold: to show how information can be used to make decisions and improve processes, especially highlighting the value of using an EDW for managing drill blast information; and to discuss how technical challenges encountered during the implementations were resolved. This article targets users that want to better manage their drill and blast data or try to set up standardized workflows for using this information.This case study will discuss the process of implementing a drill-and-blast workflow at multiple sites within Freeport-McMoRan (FMI) using both data at the sites and information available from the EDW."

"As the International Conference on Ground Control in Mining (ICGCM) enters its 35th year in 2015, it is time to look back and identify the areas that need to be emphasized and to look forward to see what areas need to be researched in the future. In the past three decades, ground control has made a tremendous advancement, and many case studies published in the 36 volumes of proceedings have demonstrated its important role in the daily mining operations. However, there is still plenty of room for improvements. This paper discusses the research needs in 12 subject areas, including mine geology, rock property, zones of disturbance in overburden, computer modeling, underground stress measurements, research method, roof bolting, coal pillars, failures, subsidence, shield supports, and coal bumps.INTRODUCTIONThe International Conference on Ground Control in Mining (ICGCM) was founded in 1981. Since then, 1,546 papers have been published in the 36 conference proceedings, including the three surface subsidence workshops held in the 1981, 1986, and 1992. All types of topical areas regarding mining, from geotechnical core loggings in the exploration phase through backfilling after mining to finally spoil piles stability on the surface, have been addressed. A review of these papers, and other related literature as well, indicate that ground control has developed to become an inseparable part of mine design and a problem-solving tool for safe production.After 34 years, it is time to look back and identify the areas that need to be emphasized and to look forward to see what areas need to be researched in the future. There is no doubt that the conference series has achieved the goal for which it was originally designed: to provide an annual forum for the exchange of information among the researchers, government regulators, equipment manufacturers, consultants, service providers, and—above all—mine operators. There have been many papers addressing the application of ground control techniques for successful mine design and safe production, and, without these papers, many projects would have failed. In fact, the conference emphasis on application types of papers may have steered too far toward the application side. A review of the conference papers shows that papers have been leaning mostly toward the applied side, leaving most, if not all, fundamental issues behind in nearly every topical area. This paper addresses research needs in 12 topical areas: mine geology, rock property, zones of disturbance in overburden, computer modeling, underground stress measurements, research method, roof bolting, coal pillars, failures, subsidence, shield supports, and coal bumps."

The production of iron and steel and non-ferrous metals by pyrometallurgical processes will remain a critical element in meeting the demand for materials in both developed and developing nations. Given the important need to reduce and minimise greenhouse gas emissions the technological focus of future pyrometallurgical R&D by universities and industry alike must concentrate on sustainability issues such as improved energy efficiency, recycling and waste minimization. Continued efforts are also needed on process optimization and new process development with a view to reducing capital and operating costs of the new large “mega” plants. Using the academic and industrial backgrounds of the authors, the present paper reviews the current status of R&D in pyrometallurgy in university departments with a particular emphasis on sustainability issues. The role of industry and government laboratories is also reviewed although primarily for developed countries. The paper also includes comments and suggestions on the future requirements for education and R&D in pyrometallurgy in developed countries to maximise sustainability. It is also suggested that future R&D in pyrometallurgy will be even more concentrated in developing countries – most notably China.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

A brief review of the silver industry is presented to set the stage for the analysis of the distribution of silver production by source from various types of mines in Canada and of the changing relationship between the total output of silver and the total output of base metals. The decline in the average grade of the Canadian mines is also discussed and a trend for the future is proposed. The report then examines in broader aspects the world primary silver production and concludes, in the section on outlook, that the effective supply in primary silver will grow at a rate significantly lower than the growth rate expected for base metals. A cumulative deficit of some 900 million ounces is projected for the period 1975-1980 and a further deficit of some 1,100 million ounces if projected for the 1980-to-1985 period.

To suggest future enhancements for the IMVAL Template and SME Valuation Standards, and to suggest future roles for the IMVAL and SME committees. From the author’s review, Ellis draws the following conclusions.The SME Valuation Standards comprise a minimum set of principles-based standards and guidelines for developing and reporting valuations of mineral properties (including petroleum properties) for public and private use, subject to jurisdictional requirements. The standards are also designed to provide mineral valuation guidance that supplements application of the International Valuation Standards Council’s International Valuation Standards (IVS) and the U.S. government endorsed Uniform Standards of Professional Appraisal Practice (USPAP), published by the Appraisal Foundation.The SME Valuation Standards is the first set of valuation standards developed by a minerals institute adopting and modifying the IMVAL template. As a result, the SME standards are essentially totally harmonized and otherwise aligned with the IMVAL template. IMVAL was initially conceived in 2012 as a discussion body to aid harmonization of each member’s valuation standards, by modifying to function the same. IMVAL primarily developed the IMVAL template, published in July 2016, to produce an agreed reference framework of essential mineral valuation guidance content as the goal for harmonization of the Australasian Code for Public Reporting of Technical Assessments and Valuations of Mineral Assets (VALMIN Code), The South African Code for the Reporting of Mineral Asset Valuation (SAMVAL) and the Canadian Standards and Guidelines for Valuation of Mineral Properties (CIMVal standards and guidelines). The harmonization would result from each mineral valuation standards committee modifying its standards to operate similarly to the IMVAL template, producing valuation reports with similar content and value for the same mineral property. The template is also available for other bodies to adopt and modify for their regional setting’s needs, as SME did, or use as a convergence goal when updating an existing standard."

The CIM Definition Standards on Mineral Resources and Reserves (CIM Definition Standards) establish definitions and guidance on the definitions for Mineral Resources, Mineral Reserves, and mining studies used in Canada. The Mineral Resource, Mineral Reserve, and mining study definitions are incorporated, by reference, into National Instrument 43-101 – Standards of Disclosure for Mineral Projects (NI 43-101). The CIM Definition Standards can be viewed at mrmr.cim.org. Readers should be aware that reports written by persons issuing technical reports that disclose information about exploration or other mining properties to the public in Canada are governed by a number of securities regulations.
