To insure domestic production of aluminium for, essential civilian and defense uses, the Government, under authority of the Defense Production Act of 1950, programed and promoted an aluminum-expansion program that will more than double the primary production capacity that existed in 1949. In view of this vastly increased production, the raw materials, with respect to both quantity and sources, are reviewed. The raw-material consumption pattern, the requirements during an expansion period when excess quantities of materials for starting up new facilities are consumed, and the probable requirements for production of 1.7 million tons per year of primary aluminum are discussed. The raw materials that presented the most difficult supply problems were bauxite, electrical power, and fluoride salts, and the supply pattern for these materials probably will undergo changes. A major part of the electrical energy for the increased capacity was to come from thermal generation, Jamaica-was to become a major source of bauxite, and synthetic fluoride salts were replacing natural cryolite in increasing quantities. Other raw-material requirements discussed are: Soda ash; lime, and limestone; starch; filter cloth; fuel; alumina; the carbonaceous materials, green and calcined petroleum coke, high-and low-temperature pitch and coke or anthracite; cryolite; aluminum fluoride; the materials going into production of synthetic fluorides, acid-grade fluorspar, and sulfuric acid; and labor. INTRODUCTION The raw materials for the aluminum industry that have received the most publicity are bauxite, the ore that supplies elemental aluminum, and electrical energy, the means by which aluminum oxide is reduced to metal. A number of other important materials are, however, required in large quantities in the production of primary aluminum metal.

THE bases of the work by the committee whereof I am chairman were (1) the abolition of extra-lateral rights and (2) the preservation of the maximum of the existing laws. The matter of extra-lateral rights had been under prolonged discussion among mining men and up to the time when our com-mittee began its work (in 1917) the expression of opinion in every way whereby it could be made known -and those ways were extensive-was only a little short of being unanimous that extralateral rights ought to be abolished. I have not observed important evidence indicating a change of opinion on the subject since 1917. ABOLITION OF DISCOVERY LOGICAL Now, when it be decided that extralateral rights ought to be abolished, there can not be merely a simple change to that effect, but it is found that consequential changes are necessary all the way through the existing laws. Abolition of extralateral rights implies abolition of discovery as a prerequisite to location, for otherwise there would be no legal means for locating claims on the dip of a vein. Quite apart from this consideration, abolition of discovery as a prerequisite to location is supported by other good reasons. Among these are the occurrence of orebodies with no exposure on the surface and which often are hidden at great depth. A prospector who has reason to suspect the occurrence of such an orebody must have legal means for the location of a claim within which to explore, and obviously he may. not be able to make any discovery on the surface sufficient to locate and hold legally such a claim under the terms of the law as it stands at present. As a matter of fact, discovery as a prerequisite to location was abolished by common consent many years ago, not only for the reasons that I have given here-inbefore but also for others. It is highly desirable to revise the mining law in this respect, so that it will conform to the conditions of practice and not require people to perjure themselves in making locations, even if it be for praiseworthy purposes.

RCS opened the way for a new generation of computerized drill rigs based on modern, standard PC-computer technology. Drilling accuracy, information logging, reduction in manpower in some types, and serviceability have all taken a quantum leap forward when compared with previous generations of drill rigs. RCS is modularized and distributed by means of CAN-bus technology. This technology, which is well proven in automobile applications, forms the communication backbone of the rig. The modularity facilitates almost unlimited possibilities for the expansion and adaptation of drill rig functions."

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. An amphoteric collector was tested for dolomite removal from phosphate ore. The effects of some operating parameters and their significance on the flotation of dolomite were studied using statistically designed experiments. The parameters studied were impeller speed, pH and collector dosage. Analysis of the results showed that pH is the most significant parameter. Moreover, a concentrate containing 0.53% MgO and ~31.1% P2O5 with a recovery of ~ 90% can be achieved at optimum values of studied parameters, i.e., a pH of 12, an impeller speed of 1,000 rpm and a collector dosage of 2.5 kg/t.

The Richmond-San Rafael Bridge is a 6.92 kilometer (4.3 mile) long major toll bridge span that crosses the northern San Francisco Bay in a highly seismically active region. Tutor-Saliba / Koch / Tidewater JV was contracted by Caltrans to conduct a comprehensive seismic retrofit. The JV provided geotechnical planning and quality control services as described herein, under normal oversight by Caltrans. Part of the robust foundation retrofit design included the installation of 26 new, large diameter piles, including eleven 3.81 m (12.5 ft) diameter, cast-in-drilled-hole (CIDH) marine piles that were drilled 9.15 m (30 ft) into the bedrock beneath the Bay, where the water depth ranged up to about 21.3 m (70 ft). These reinforced concrete-filled composite piles have a steel shell permanent casing from the bridge substructure pile cap through the water column and 30.5 to 39.6 meters (100 ft to 130 ft) of marine sediments to the top of rock. This paper discusses construction, inspection (ranging from the QA employed in the planning of the CIDH pile installation methods and equipment to the actual construction inspection required for the routine installation of the shafts), problems that were encountered during construction, and the solutions that were developed and implemented. Inspection, particularly with the usual difficulties in the marine environment, coupled with the difficult and complex bedrock conditions was particularly challenging, and ranged from non-destructive testing to "in-water, inshell" diver inspection. Similarly, the complexities of dealing with both the steel casing "riser" and the associated drilled shaft (rock socket) portion of these composite foundation elements created some unusual issues. The paper also presents important lessons learned from the project.

The large increase in secondary industries in this country, during the war and post war periods, has caused a shortage of capacity for the production of merchant bar.To overcome this shortage, an expansion of rolling mill facilities has been undertaken by the Broken Hill Pty. Co. Ltd. A small, but modern, merchant mill has been erected at Kwinana in Western Australia and a strip and skelp mill is under construction at Newcastle. The latter mill will roll strip and skelp at present being rolled by the Newcastle 10 in. Merchant Mill, enahling this mill to concentrate on merchant bar production.The Kwinana mill was installed to supply the Western Australian market. This state has a small population (approximately 658,000) and is not at present highly industrialised. It was necessary, therefore, to design a mill which would be capable of producing a wide diversity of sections and could be expanded as the demand increased. To begin with capital expenditure had to be kept within reasonable bounds. The design work for this mill, with the exception of a few specialised items of equipment, was carried out at Newcastle.All design work for the Newcastle mill was carried out by the lVIorgan Construction Co. of America. Although initially intended for rolling flat. products, the designers were asked to make the mill as flexible as possible, so that should the market for flat products decrease, this mill with additional equipment could undertake the rolling of medium sized sections.

Approximately 800 private consulting engineering firms in America specialize in geotechnical engineering. The gross income from these firms totals about $500 to $600 million per year. Sixty-five to seventy-five percent of this geotechnical work is per­formed by consulting engineers that belong to the Association of Soil and Foundation Engineers (ASFE). This paper presents statistics concerning the business activities and functions provided by ASFE member firms. The procedures used in typical projects are described. The paper concludes with a summary of major trends which are impacting the American geotechnical practice today.

This work has as its objective to characterize ceramic bodies for vitrified tiles elaborated with the mixture of nepheline-syenite flux and kaolinitic clay. Formulations were prepared with 0, 30 and 50 wt.% of nepheline-syenite incorporated in a kaolinitic clay. To determine the physical and mechanical properties such as dry bulk density, linear shrinkage, water absorption and flexural rupture strength, specimens were prepared by 30 MPa uniaxial pressure-molding and then fired in a laboratory furnace at 1150oC. The microstructure of the fired ceramics was evaluated by scanning electron microscopy. The results indicated that the nepheline-syenite improved the evaluated properties of the clay and attended the specifications of vitrified ceramic tiles.

The technical-and-economic furnace exploitation indices are considerably influenced by the system of heat utilization. In the situation of total output decrease works are forced to exploit furnaces at the partial loading, sometimes even at the idle running for the sake of steam production. The furnace exploitation in this regeme is known to cause the increase of the heat portion, taken away together with waste flue gases. The losses can be partially compensated at the expense of heat exchange efficiency development in the recuperator or heat-exchanger. One of the well-known methods, characterised by high efficiency and low expenditures is the intencification of the heat exchange process by the means of pulsation method.

Structural alteration of pyrophyllite during mechanical activation in a planetary mill was investigated by X-ray Diffraction (XRD) and Fourier Transform Infrared Spectroscopy (FTIR) techniques. Mechanochemical effect markedly promotes the decrease in reflection intensities with increasing the grinding time. Prolonged grinding causes the pyrophyllite to become the amorphous structure. It can be indicated that pyrophyllite is very susceptible to alteration by grinding. Crystal size (d006) of pyrophyllite appears to be a limit after 2h grinding. IR spectroscopy analysis shows a little alteration in the bands of pyrophyllite after mechanical activation. The results indicate that the ordered structure of pyrophyllite is destroyed and lattice deformation occurs. Porous silica was then successfully prepared via leaching the mechanically activated pyrophyllite. Pyrophyllite was first ground for 6 h. Ground samples were subsequently leached with 4 M hy-drochloric acid at 80 °C for 2 h to produce porous silica with specific surface area of 188.1 m2/g, total pore volume of 0.18 mL/g and average pore size of 3.9 nm from N2 adsorption analysis. Otherwise, the porous silica obtained from direct leaching of the original pyrophyllite only has a specific surface area of 4.3 m adsorption analysis. 2/g and total pore volume of 0.03 mL/g. It is inferred that grinding is favorable for the formation of microstructure pores. It offers a simple and convenient route for the preparation of porous materials from natural minerals.

Mine sealing programs for the alleviation of acid mine drainage were begun by the Federal Government in the '30's. As part of an acid mine research project to The Ohio State University, a field test was undertaken to determine the effectiveness of mine seals for reducing mine acid. Details of the tests made at the McDaniels mine show the feasibility of air-sealing and flooding an acid-producing drift coal mine. Work by the University continues. The Federal Government undertook in the early thirties an extensive mine sealing program for the alleviation of acid mine drainage. In the states of West Virginia, Ohio, and Pennsylvania many general summaries have been made on this program but no critical evaluation with supporting data has been found on the effectiveness of mine seals for reducing mine acid. Because of this it was decided to undertake a field testing program as part of an acid mine research project of the Engineering Experiment Station, The Ohio State University. The objective of this phase of the project was to develop and install a field research laboratory for acid mine drainage studies. Specifications for such a mine laboratory were developed and resulted from the following considerations: 1) Size and preservation—the test mine shou1d be of limited size to permit frequent and detailed examinations; it should be in a reasonably sound condition to permit safe entry. 2) Isolation—the mine should be physically separated from all other mines. 3) Openings—a minimum number would be desirable to reduce the sealing problem. 4) Structure—the mine especially near the openings should be structurally sound. 5) Acid production—the mine should be producing significant quantities of acid. After considerable searching, the McDaniels mine was selected in the Hocking coal field in Vinton County just above Lake Hope State Park in southeastern Ohio. The small drift mine in the middle Kittaning coal consisted of two small rooms with one mine opening about 6 ft above a seasonal stream bed. Before it was finally decided to seal the mine, a short study was made of the acid drainage over several months. Fig. 1 shows a plot of acidity (milligrams per liter), flow (gallons per minute), and acid production (pounds per day) vs time over the sampling period. In view of the large number of wells directionally drilled from offshore platforms and urban drillsites, greater interest is being focused on the directional survey and on the uncertainty inherent in calculating the position of the bottom of the hole, or other benchmarks in the wellbore. Of the two methods presented here for evaluating this uncertainty, the first is analytical and uses the principles of probability and statistics. The second method uses Monte Carlo simulation to generate a pattern of the scatter of possible bottom-hole locations. Both methods are based on a model for which the usual assumption is made that the curvilinear axis of the wellbore is adequately represented by a large number, M, of linear segments joined end to end from the top to the bottom of the hole and closely following the course of the hole. The errors due to this approximation are assumed to be negligible and are not studied here. One form of the model is to consider that for a given hole there exists a perfect set of data describing it, of the above form. Each linear segment has an angle of inclination with the vertical 7, in radians, an azimuthal angle from true north xi in radians, and a length Si, in feet. The subscript variable, i, extends from 1 to M. Each of the M linear segments representing the axis of the wellbore has three components in the X, Y, and Z directions. The Polish underground mining has its long lasting tradition. High production of coal, that has recently been approaching 200 milion tons per year, put this small country among the bigest world producers of coal. To achieve such a high production, which mainly originate from very unfavourable mining and geological conditions, Polish scientists and engineers have to introduce new and original solutions to the mining practice. Many of the solutions on mining methods, ventilation, stability, subsidence etc., have had the world wide reputation, however, insufficient translations from Polish cause , that many of the recent Polish mining achievements are not known to foreign specialists.

Although lifetime estimates for sulfate reduction based on total substrate carbon typically range from 20 to 30 years, field and laboratory experiments showed that rates of sulfate reduction decreased over time as readily available organic material was consumed. When the rate of acid input exceeded the rate of sulfate reduction, alkalinity was removed from the substrate, pH decreased and metals increased. Output pH increased from 4 to over 6 after the system was shut down for several weeks and the rate of acid input was reduced. Successful long term treatment requires a design based on the input pH and the long-term organic decomposition rate.

The purpose of this review paper is to succinctly present the most significant works related to Mineral Processing and Environmental Bioremediation and developed by the Mineral and Environmental Technology Group (METG) of the Materials Engineering Department of the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). In mineral processing it was emphasized the use of the Rhodococcus opacus bacteria as a bioreagent in the bioflotation of some mineral samples (magnesite, calcite, hematite, quartz and apatite). The adsorption of the bacterial cells on the mineral surface can be due to specific and/or non-specific interactions, which will depend on several factors, as their surface charge and hydrophobic character. The zeta potential evaluation of the mineral particles before and after interaction with the R. opacus cells showed that the biomass modified the zeta potential profiles of the minerals, which confirm the adsorption of bacterial cells on the mineral surface. Moreover, the bacterial cells adsorbed caused a change in the mineral flotability which is related to a change in their hydrophobic character, thus, the mineral bioflotability was found to be dependent on the pH and the bacterial concentration. On the other hand, the environmental bioremetiation assessed the biosorption potential of three metal ions (lead, copper, and cobalt) by four different biomass Streptomyces lunalinharesii, Rhodococcus opacus, Rhodococcus ruber and coconut shell powder. For this purpose, biosorption process was characterized under different operating conditions such as initial pH and biosorbent dosage. The Freundlich and Langmuir isotherm models were applied to the equilibrium data obtained at different concentration.

This paper presents the results of an extensive hydrological and geomechanical monitoring program which Gas conducted at a longwall coal mine in W. Va. The field program included monitoring of groundwater levels. overburden hydraulic conductivity, overburden movement, and surface subsidence relative to the passage of the longwall. Overburden geology and rock strength characteristics were evaluated prior to mining. A postmining corehole was drilled to evaluate main roof fracturing. An overburden response model is proposed based on the correlations between hydrological and geomechanical data.
