Explosives identification tagging refers to the addition to explosives, during manufacture, of coded microparticles that can survive detonation, be recovered and decoded, and allow the explosives to be identified and traced to the last legal possessor as a result of distribution records kept of the coded tagged explosives. This study seeks to prepare the way for National implementation of identification tagging of all dynamites and cap-sensitive slurries (also known as water gels) by resolving technical issues and by developing a plan for pilot testing of the program. It is presented in two volumes: Volume I, National Implementation Model, and Volume II, Pilot Test Plan.

ABSTRACT This paper evaluates the potential of freeze-thaw dewatering using Albian mature fine tailings (MFT). Freezing tests were first performed to study the effect of freezing rate on dewatering efficiency. Lower freezing rate resulted in higher thawed solids content and shear strength. Subsequently, large strain consolidation tests were conducted to investigate consolidation behaviour and how it is affected by freeze-thaw. The consolidation behaviour was presented in terms of effective stress versus void ratio and permeability versus void ratio. The results can be used to predict the field behaviour of Albian MFT and optimize the application of freeze-thaw for MFT dewatering.

At long last, mining is on the rebound in Minnesota?s Iron Range and the excitement is starting to show. The SME Minnesota Section?s annual meeting was once again held in the heart of Iron Range country, at the Duluth Entertainment and Conference Center on the Duluth waterfront. The conference boasted a record attendance of 475 people and its largest-ever trade show. Appearances by Governor Mark Dayton?s new Iron Range Resources & Rehabilitation Board (IRRRB) appointee, Tony Sertich, as well as a local Fox news crew (see clip on SME website [link: http://fox21online.com/news/duluth-mining-conference-breeds-optimism-tech-innovation]) made clear that a lot of eyes [ ] are on the industry as it dusts itself off from the 2008-2009 recession. While the early years of the 21st century were very good to the Iron Range, the global drop in commodities prices and production left many companies reeling and brought back bad memories of the collapse of the industry in the 1980s. However, two years of solid growth and a rebound to above pre-2008 production levels have let the Minnesota mining industry to relax a little and talk seriously about long-term growth and stability.

Blasting specifications and guidelines are very important aspects of detailed project specifications covering any scope of work (SOW) that involves explosives and blasting procedures. A lot of larger construction or tunneling projects require some degree of project specifications for the entire scope of work on such project, including blasting specifications. It is important that all blasting specifications effectively and accurately address all explosives and blasting concerns associated with the SOW for such project. This includes safety and security, required personnel and their associated responsibilities, procedures and applications involving explosives, blast design and planning, blast monitoring and reporting, quality assurance and quality control, and local, state, and federal regulations and limitations. With the of wide range of information required in blasting and overall project specifications along with the risks associated with work involving explosives, it is also important to ensure qualified personnel are involved in interpreting or compiling and approving any blasting specifications and guidelines. The purpose of the following paper is to explore and present the basic information, as summarized above, that should be included and considered in the creation of detailed blasting specifications and guidelines. Detailed information is presented in specific relation to a potential bid package that would be compiled for a construction or tunneling project requiring protective or high-profile blasting.

"By the time the latest expansion of the Washington Metropolitan Area Transit Authority (WMATA) system, known locally as Metro and which opened in 1976, is completed in 2020, the system will serve 97 stations and operate on 188 km (117 miles) of track on six interconnecting lines. Metro provides a critical transportation link to a population of approximately six million people within a 3,900-km2 (1,500-sq-mile) Washington Metropolitan area and has allowed job growth to expand to all corners of the region. In the 1950s and 1960s, when the system was first conceived and construction began, most jobs were centered in downtown Washington, and most of the workforce commuted by bus or car. Today, transit-oriented development has increased residential, commercial and government facilities near most of the existing 91 stations increasing the importance of the Metro system as a critical transportation link for the region. According to recent American Public Transportation Association (APTA) data, Metro is the second busiest transit system in the United States (after New York City’s transit system).During the nearly 50 years of construction on the Washington Metro system, technology improvements and lessons learned from the global tunneling industry were implemented. Portions of this background and history have been adapted from other work by the authors Roach et al. (2017) and expanded for use herein. For soil tunnels, these improvements included the change from a “two-pass” tunnel lining with a typical initial lining of steel ribs with wood lagging or segmental precast lining erected within the tunnel shield followed by a final lining of cast-in-place concrete to a one-pass lining system of pre-cast concrete gasketed segmental lining. Soil tunnels were originally excavated using open-face tunnel shields, but changed over time. By the late 1980s, tunneling using closed, pressurizedface tunnel boring machines (TBMs) using a one-pass tunnel lining consisting of segmental precast concrete permitted tunneling in a wider range of soil conditions with much less risk of damaging overlying utilities or structures, greater safety for tunnel construction personnel and without the need to dewater the soils. However, due to concerns about conditioning clays with earth pressure balance (EPB) TBMs, open face machines were still favored by contractors for their better advance rates, lower cost and ability to deal with boulders that were occasionally encountered in the Coastal Plain Terrace Deposits."

"CANMET’s Mining and Mineral Sciences Laboratories have developed the Canadian Mining Technology Network (CMT-Net), a website to provide industry with up to date information on technologies in several areas. This paper gives background on the Mineral and Metal Processing sector, describes the steps leading to the development of the websites strategy and gives a tour of CMT-Net. IntroductionThe government of Canada is developing a strategy aimed at fostering the development of value-added activities in the area of mineral and metal processing (MMP). Natural Resources Canada (NRCan) and Industry Canada will partner in delivering on this strategy. Instrumental in defining the main thrusts of the value-added strategy was a series of consultations held across Canada with representatives of companies and organizations active in the sector. The objective of the consultations was to identify barriers to the development of activities which add value in the sector, as well as point to positive factors.Following the consultations, a discussion paper was produced, “From Mineral Resources to Manufactured Products: Towards a Value- Added Mineral and Metal Strategy for Canada” (Natural Resources Canada, 1998). The paper reviews the sector’s structure and main statistical information, lists some of the positive factors and barriers to value-added activities and defines a new partnership between industry and government that will lead to more valueadded activities. The main objective of the paper is to serve as a discussion document between stakeholders during the development of the strategy."

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. Project-scale decisions in surface mining operations rely on the optimization and subsequent evaluation of pit limits. This process ignores the ability for mine plans to adapt as more information is gathered. Stochastic methods, which consider uncertainty in the pit optimization, generally act to refine the boundaries of the pit on a fine scale. This paper extends uncertainty-based methods to consider unique scenarios through a clustering of the realizations that are being optimized. This results in the generation of multiple sets of similar realizations. A separate pit is optimized on each set of realizations, resulting in the production of a series of planning scenarios. This accounts for the adaptability of mine planning as more information is gained. A decision-making framework is then applied to the resulting scenario plans to select the optimal choice. The improvements stem from the joint uncertainty considered when realizations are grouped that is not considered when the probability of a block being in any optimized pit is considered. Mining operations today can benefit from considering additional planning options as identified and evaluated in this workflow.

"Lithium is the lightest of the metals, with high reactivity and great electrochemical potential. It has a low thermal expansion coefficient and high caloric value, and it forms very light and resistant aluminium alloys. These properties make lithium an attractive element for use in battery manufacture and glass and ceramics production, in addition to its applications in the aeronautic industry. Today, two sources of raw material are economically viable for lithium production: pegmatite rocks and brine. The world production, in 2012, was approximately 150,000 tons of LCE (lithium carbonate equivalent), almost triple the production in 2000. The forecasted consumption for the current year, 2013, was approximately 162,000 tons of LCE, and for 2020, it could be as much as 280,000 tons of LCE, stimulated essentially by the growth of world production of electric (EV), hybrid (HEV) and hybrid plug-in vehicles (PHEV), the batteries of which are based on Li-ions. With the growth of world demand and increasing prices, lithium minerals such as spodumene, petalite and amblygonite, once considered uneconomical for the production of lithium carbonate, are regaining their economic value. New projects to produce lithium compounds based on mineral sources are being developed in many countries, aiming to produce battery-grade lithium carbonate (99.95% Li2CO3). Although Brazil has large lithium pegmatite reserves, the domestic production of lithium carbonate and hydroxide is very low, at approximately 600 tons of LCE, which represents 0.4% of the world production. The application of these products is mostly in the grease and ceramic industries. The national lithium market is under government protection due to its potential use for nuclear purposes. Thus, the industrialization activities and import and export of ores and lithium minerals, as well as organic and inorganic products, such as metallic lithium and lithium alloys, are controlled by the National Commission for Nuclear Energy (Comissão Nacional de Energia Nuclear - CNEN). The objectives of this work to quantify the real lithium demand in the Brazilian market, considering that a large amount of lithium is indirectly imported in the form of the Li-ion batteries used in equipment such as mobile phones, cameras, tablets, notebooks and e-bikes, and to compare this demand with the current national production of LCE. Finally, some technological alternatives will be discussed, with the aim of increasing the competitiveness of the lithium industry in Brazil."

"A significant effort is expended on preparation of the capital estimate for feasibility studies. The development of the operating cost estimate is usually allocated a significantly smaller budget and less emphasis is placed on ensuring the accuracy of the operating cost. This paper presents a comparison of capital and operating costs of hydrometallurgy processing plants in order to demonstrate the importance that variations in operating costs have on the overall life-of-mine costs. The analysis is supported by a case study on the operating costs of a water treatment plant at an existing Australian hydrometallurgy facility at the feasibility design level. INTRODUCTIONDetermination of the economic validity of a minerals processing project is a critical outcome of a feasibility study. In many cases, the financial results of the feasibility study will determine if the project should proceed to execution. Ensuring that these results are reliable and built upon sound engineering practices allows companies to make informed decisions on resource opportunities and the selected technology.The methodology for developing a capital cost estimate at the feasibility level is well established. Specialist engineering estimators use budget quotations, first principle estimation and rules-of-thumb to develop an estimate with an accuracy of typically -10% to +15%. Cost reporting software packages are used to methodically build up the estimate from design information supplied by the engineering disciplines. Risk analysis and capital expense workshops are carried out to identify potential deficiencies in the estimate. It is widely recognized that in order to successfully produce a feasibility level capital estimate with an appropriate level of accuracy, a rigorous development process is necessary.The development of the operating cost estimate is typically less rigorous than the capital cost estimate. The operating cost is normally derived by the process engineering discipline and rarely are specialist estimators used to support the development. The allocated budget for producing an operating cost is usually smaller and less emphasis is placed on ensuring the accuracy and contingency reflect the most likely operating cost scenario."

The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

In mineral processing plants ore extracted from mines is processed to obtain a concentrate with the highest possible concentration of this valuable product. It is a complicated multi-stage process. Usually, the first step is sieving the ore, which is typically done using vibrating mining screens. There is often only a limited number of these machines in the technological chain, which is why their continuous operation, and proper maintenance is crucial for the whole process. Predictive maintenance is the best strategy in this case because it allows for minimising the number and duration of unexpected stoppages. It consists of the prediction of future failures based on available real-time data, and predictive models built upon this data using, for example, machine learning techniques. In this paper we concentrate on feature generation for future predictive maintenance model development for a vibrating screen, based on an example of a KGHM ore processing facility in Polkowice-Sieroszowice. We focus on two types of measurements: bearings temperature and vibrational data. Based on the raw data, the process of more advanced feature engineering is described. By transforming the temperature data we calculate characteristics of bearing cooling and heating dynamics, while based on vibrational data, the aggregated characteristics of the vibrations are derived. Such features are calculated on a long-term basis, and then they are compared to the data related to vibrating screen maintenance to estimate their significance for the prediction of particular failures of the machine.

Lac Cinquante is a mineralogically simple, vein-hosted uranium deposit in Archean basement rocks (Angikuni greenstone belt) that originally were unconformably overlain by Proterozoic sedimentary and volcanic rocks of the Baker Lake Group (BLG). Basement rocks are mainly pillowed and massive tholeiitic lavas (N-MORB) with interbedded tuff; overlying sedimentary rocks comprise a basal talus/fault breccia that grades upward into fluvial sedimentary rocks and subaerial, trachytic volcanic rocks; granite and porphyry dikes (Hudson and/or Nueltin granitoids) intrude the basement rocks. A typical section through the Main Zone comprises 1) laminated ‘tuff’, 2) altered (carbonate-hematite-chlorite) schistose ‘tuff’, 3) a pitchblende-bearing, breccia-vein, 4) altered ‘tuff’, and 5) laminated ‘tuff’. The vein comprises brecciated chlorite, hematite, and pitchblende with carbonate cementing the breccia. Graphitic ‘tuff’ with sulfide-stringer veinlets locally overlies or underlies the vein. Pitchblende also occurs in the altered rocks and in gash veins that cut basement rocks. U-Pb ages on pitchblende fall into two groups: one at 1828 } 29 Ma reflects primary uranium mineralization, and a second at 1437 } 31 Ma represents resetting. Pb-Pb chemical ages show other resetting events at 1260-1321Ma, 895 Ma, 741-813 Ma, and 660-706 Ma. One possible genetic model for the Lac Cinquante deposit involves leaching of uranium from granitoids and the BLG by basinal brines that migrated to depositional sites where graphitic rocks acted as a reductant. A second model requires that uranium was sole-sourced from the BLG and that granitoid rocks provided heat to drive the hydrothermal system, which leached and ultimately precipitated uranium. The deposit has characteristics similar to vein-type uranium deposits in the Beaverlodge District of Saskatchewan

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.

It is well-established that hydrostatic pressure distribution is hardly achieved during uniaxial compaction of powders. All the previous investigations1-4 give consistent results and this variation is attributed to the die-wall friction. The conclusions are based on measurements of the density of very small portions of the compact. Although the analysis of the density or the strain distribution in the compact is very helpful in obtaining information about the stress distribution within a powder compact, it does not describe the problem from a more fundamental point of view. The densification in metal powder compacts takes place chiefly by plastic deformation (ignoring particle rearrangement) at the points of contact of the powder particles. The onset of yielding and subsequent growth of the contact areas (for spherical powders) take place fixed by a constant stress equal to three times the yield stress in tension or compression,5-7 assuming little or no work hardening. Therefore, by deforming spherical powders in the die and measuring the contact areas on each particle, the load at each contact point can be determined. In the present investigation, this was done by hot-pressing uniform spheres of lead, K-Monel, and sapphire. The details of the experiment have been described elsewhere.' The spheres were studied for the size and the number of contact points on each particle using a specially designed goniometer. It was found that the deformed faces that were approximately normal to the direction of pressing were about 2.2 times larger than those parallel to the direction of pressing. Fig. 1 shows the typical deformed sphere. A detailed study showed that the mean value of the contact areas on each sphere was within 5 pct for all the spheres in the die (ignoring those touching the die walls and the top and bottom of the die).' The spheres touching the die walls and the top and bottom of the die were found to have larger contact areas (8 to 10 pct) which indicates higher pressures in these regions of the compact and thus higher compact densities in these regions. These results show that density distribution calculated from such an experiment will give results consistent with the previous investigators. As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.
