The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables. FUGITIVE DUST Most state air pollution regulatory agencies now have rules and regulations requiring control of fugitive dust. Fugitive dust has been defined by the courts as particulate matter other than that emanating from a specific point such as a stack or chimney. A typical air pollution control agency regulation reads as follows : “Fugitive Dust " "No person shall cause, suffer, allow, or permit any material to be handled, transported, or stored; or a building, its appurtenances, or a road to be used, constructed, altered, repaired or demolished without taking reasonable precautions to prevent particulate matter from be- coming airborne. We report Hitachi's approach to establish the recycling process for rare-earth metals in magnet. We have developed a process to disassemble the used electric products to collect the magnets, a process to remove the surface plating film of the magnet, and processes to separate rare-earth metals from the magnet. All processes are operated without chemical solutions in order to minimize the environmental impact due to the waste water emission. For the disassemble process, we have developed an equipment to generate continuous shock on the electric products to loosen screws. A sand blast technique is applied for the plating removal process. Rare earth metals in the magnets are extracted by immersion of the magnets in molten magnesium. The extracted rare-earth metals are separated from Mg by evaporation of Mg. The overall yield of recovery is 86.8 %. The purity of the final rare-earth metal is 98.8 %.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and surface mining. This chapter discusses the relationships of the environment to land as it applies to surface operations ill the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds. abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores: and coal mining. Production of coal by surface methods is now approaching 300 million tons annually, amounting to almost 50% of the total coal output. Surface coal mining can be classified into the following four broad categories: Open pit mining is practised where the coal beds are extremely thick, as in some western states, or where the coal beds are sharply pitching, as in the anthracite region of the eastern United States. Water is a most remarkable substance. It is essential for life of all kinds. Not only can no one live without water, but man has always needed water for farming, raising animals, manufacturing, transportation, and recreation. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created by man. However, with our growing population and our ever-increasing demand for goods and services, the public, industry, and government at all levels have become aware of the need to more efficiently manage the water resources of this nation. Coal has helped this nation to become the greatest industrial nation in the world. Coal has generated our electricity, run our railroads, and helped arm our nation during wartime. The result has been the highest standard of living in the world, a time of widespread prosperity, and a national defense potential that has delivered the hardware during four wars in this century. The use of water in coal mining is somewhat different than in most industries. With the exception of the small amount of water used in cleaning plants and for fire protection, most of the water encountered in coal mining operations is unwanted since it serves no useful purpose. In other words, it must be removed, otherwise it will interfere with mining operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface. Ditches were often used to drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. Advancements in tunneling technology and underground construction, plus rapidly rising costs of land, and a higher priority being placed on urban esthetics, make tunnels a more attractive option for certain portions of the highway construction program. Recent emphasis placed on fuel conservation reinforces the need for tunnels as a means of shortcutting circuitous routings designed to avoid potentially undesirable environmental impacts on any given area. Larger and more complex tunnels which have been constructed in recent years attest to this greater interest. More than 100 major highway tunnels are in operation in the United States. Highway tunnels commonly have much higher initial cost compared to surface routes. Where extensive cut and cover is involved, temporary disruption of the surface area may prove costly. In exchange for these costs, certain environmental advantages result. The purpose of this paper is to discuss some of the environmental advantages of highway tunnels and some of the unsolved problems related to obtaining maximum use of highway tunnels and research underway to help solve these problems.

Many disputes related to environmental issues in mining are resolved through often-antagonistic negotiations in a regulatory context or through litigation. These approaches are certainly the best choices for resolving certain disputes. However, just as no single remediation technology is the right fit for every site, so no single dispute resolution process is the best choice for every situation. This paper introduces a range of dispute resolution alternatives (from collaborative decision making through mediation, arbitration, and litigation). Especially when money is tightest, cost-effective dispute resolution(and the outcomes that can accompany it) can have an impact on the bottom line.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

This risk management approach is based on probabilistic risk assessment and established decision analysis techniques, and appropriately considers the relationships among various mine development decisions, tradeoffs among consequences, the uncertainty in predicting consequences, and the benefits of flexibility to respond to changed conditions.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

Many gold deposits also contain significant quantities of deleterious elements such as arsenic. Several biological pathways are possible for arsenic exposure; special care and caution must be used while undertaking metallurgical testwork on ores and concentrates that contain high levels of arsenic. Laboratory precautions pertaining to handling of airborne dust concentrations, necessary personal protective equipment, and effluent treatment are discussed.

"Acid Mine Drainage (A.M.D.) formed from oxidation of disposed pyritic wastes presents a potential pollution hazard for Equity Silver Mines Limited and the mining industry in general. Failure to collect and treat these acidic effluents can eventually affect the quality of receiving streams and endanger aquatic life forms. Treatment and discharge of A.M.D. to the receiving environment must comply with stringent anti-pollution laws.Wastes mined at Equity Silver Mines Ltd. are predominantly acid generating and must be handled according to a materials management plan to minimize impact on the environment. Effluent collection and treatment facilities have been constructed to address the short term environmental concerns with reclamation and research programs being developed to address and monitor abatement measures for control over the long term.The purpose of this paper will be to offer a brief overview of these measures. Key topics for discussion will be: kinetics of Acid Mine Drainage, acid generating potential, water treatment and sludge handling, special wastes, waste dump construction, waste rock amendments, bacteriocide research, simulations, and reclamation measures. Programs designed to evaluate impact on the receiving environment, although they form an extensive part of the program, will not be discussed in this paper.INTRODUCTIONEquity Silver Mines Limited is located in the Central Interior of British Columbia, within the Omineca Division, 35 kilometers southeast of Houston Mining and approximately 575 kilometers by air north-northeast ofVancouver (Figure 1).The deposit consists of three economic mineralized zones: The Southern Tail, Main and Waterline Zones. Mining of the Southern Tail commenced in April, 1980 and was completed in the first quarter of 1984. Main Zone production was initiated during the last quarter of 1983 and the Waterline Zone remains undeveloped to-date. Remaining reserves are in the order of four years contingent on favourable metal prices. The three deposits (Figure 2) occur within a window of interbedded volcanic and minor sedimentary rocks. The older volcanic sequence is bounded on the west by a small granite-like stock and on the east by a gabbro-monzonite complex. All are overlain by a series of younger lava flows."

British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. Environmental due diligence investigations, also known as Phase I Environmental Audits, are increasingly important to major investors, venture partners, or prospective purchasers or sellers of mineral properties. Knowledge of environmental risks associated with a property will allow better appraisal of a property's overall desirability prior to completing the transaction. It is possible that the cost of environmental cleanup could exceed the value of the property. Topics appropriately investigated include permit status, water quality, past use of the property, hazardous materials management, storage tanks, public records pertaining to the environmental character of the property, and environmental costs.

Environmental information is an essential part of successful mine design and approval. In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

The environmental and social responsibilities of the mining industry have long been recognized by the industry itself, but during the past decade it became one of the main targets for the more radical members of the community. This came as something of a shock to an industry which had always considered that it had acted responsibly within the standards of the day. As far back as early 1968, the Australian Min- ing Industry Council (AMIC) was clipping from newspapers the odd letter written by environmen- talists and critics of mining activities. In those days every such letter was carefully studied to ensure that AMIC, if not having the answers, at least had an understanding of the types of argu- ments then starting to be used against mining activity and in favour of environmental preserva- tion. Within 18 months, the infrequent letter to the editor had become a flood of such letters and feature articles, and the environmentalists' attack on mining activities had been launched in all its Vehemence.
