Introduction The endeavours to mechanise the shaft sinking operations have led to the development of shaft boring using a V-Mole. The method implies competent ground and a pilot hole of sufficient verticality. This connects the top and the bottom of the shaft and serves for air ventilation and the transport of mullock. The shaft boring machine - nick name V-Mole - with a general pattern similar to a tunnel-borer reames the pilot hole to the designed diameter of the shaft. (Figure 1) The excavating of the rock, the removal of the mullock from the face and the lining of the shaft wall are done simultaneously. If they can be done also continuously this than creates a high potential of productivity. The verticality of the shaft can be garanteed due to the laser beam guided steering system. The diameter of the shaft is variable in steps of 0.5 m between 6.0 and 10 m in accordance with the need. It decides the capacity of the V-Mole to be applied. The depth of the shaft does not depend on the machine. It is practically unlimited as long as a suitable pilot hole is available. Up to 1988 almost 12.656 m of shaft have been drilled on 40 individual projects in Germany and the U.S.A. using a V-Mole. The rocks penetrated were Carboniferous sediments consisting of Sandstones, Shales, Conglomerates and Coal seams. The average uniaxial compressive strength was in the range of 300 - 700 Mpa with a maximum of 1700 Mpa in some singular sandstones.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

For at least five decades, a plume containing acidic metal-bearing water has been moving through the shallow alluvial aquifer along Pinal Creek in the Globe-Miami area. Two chemical facies of water are distinguished in the alluvial aquifer: (1) a metal-rich acidic plume with gram per liter concentrations of metals (primarily iron) and pH values between 3 and 5 and (2) neutralized water with a pH greater than 5, low concentrations of metals, and high concentrations of sulfate and manganese. Historically, the acid plume has moved through the aquifer at an average velocity of 0.6 m/day, ten times slower than the average pore velocity of groundwater in the aquifer calculated using the Darcy equation. The rate of migration of the metal-rich plume is retarded by pH-dependent chemical reactions between acid water and the aquifer matrix. As acid water is neutralized by reaction with calcite, rising pH conditions in- crease the oxidation rate of iron and decrease its solubility resulting in the precipitation of ferric hydroxides. The formation of ferric hydroxides is a proton releasing reaction which main- tains acidic conditions. The acidit of the plume and the neutralization capacity of tKe aquifer are best assessed in terms of the iron content of the water and not the hydrogen ion activity computed from pH measurements. The parameters controlling plume migration are: (1) the calcite content of the aquifer (2) the iron acidity of plume water, and (3) the rates of acid neutralization and ferrous iron oxidation. A numerical solute transport and reaction model based on the concept of iron acidity effectively simulates the historical development of acidic conditions, predicts the behavior of the plume, and was used as a management tool to identify the most efficient and cost effective remedial strategy.

In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Controlling worker dust exposure on longwall mining systems is difficult because the working face area serves as an immediate return during the mining cycle and the amount of airborne dust generated is directly related to production. Since improvements in longwall mining technology have significantly boosted production levels, additional technology is needed to control the airborne respirable dust generated at present and future production levels. One concept to reduce longwall worker's dust exposure is to maintain two splits of air at the face -- a clean intake split in the workers walkway, and a return (dusty) split over the face conveyor. The U. S. Bureau of Mines has recently investigated a concept to overcome the visibility handicap of face partitions by utilizing a permeable polyester mesh. The mesh material was anticipated to provide adequate air-splitting capabilities as long as the pressure differential between the face and worker walkway was minimal. Initial testing of this concept at the Bureau's Lake Lynn Laboratory showed that notable reductions could be achieved with a 1/8 in (3.18 mm) and 1/16 in (1.59 mm) mesh opening size. Dust reductions at 100 ft (30.5 m) and 200 ft (61.0 m) downstream of source were 58 and 36 pct, respectively, for the 1/8 in mesh and 79 and 55 pct, respectively for the 1/16 in mesh. Longwall application of the 1/8 in mesh showed similar results to the Lake Lynn Laboratory tests. A flame retardant mesh was used underground with portable lighting mounted on the shearing machine for face side lighting.

A fire in a coal mine conveyor belt entry represent a major safety and health risk to miners. Fighting belt entry fires can be a commanding effort. If there is a failure of one aspect in the fire fighting needs such as a dissimilar hose-valve connection, then it can result in the inability to extinguish a fire. Fire incident data compiled over nearly 30 years for underground coal mines shows that fires in belt entries account for 15-20 percent of the total number of fires. Fires in the belt entries of coal mines have resulted in injuries and fatalities. New regulations have been promulgated that require an unplanned fire not extinguished within 10 minutes of discovery to be reported to the Mine Safety and Health Administration (MSHA). A fire that is not extinguished within several minutes may take hours or days to extinguish or may require sealing a section or the mine in some cases. The current fire protection regulations in the U.S. Code of Federal Regulations (CFR), Title 30, Part 75 are designed to prevent or control the fire hazards present in a belt entry. These requirements and other factors affecting belt entry fires are discussed, including fire detection and warning, fire suppression devices, type and location of fire fighting equipment, waterlines, and cleanup and removal of combustible materials. The fire suppression systems used to extinguish/control a belt fire and the effect of ventilation on the propagation of conveyor belt fires are also discussed.

More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Because the Conexpo-Codagg exposition is so large, "shows within a show" have been created to help attendees locate the products and services best suited to their interests. Seven product concentration areas will be formed. Each area houses suppliers and manufacturers of similar products or services.

The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.

Friction Rock Stabilizers, trade name Split Set*, is a new support system invented by the author and under development by Ingersoll-Rand and Lee-Norse Company. Split Sets are a substitute for standard bolts or fully grouted resin bolts and have certain advantages which are: 1. Improved safety for the miner 2. A rational design is possible based on rock mechanics principles 3. Supports can be made either to be yieldable or rigid 4. Supports can be used to build a roof beam or to suspend roof material 5. It is cheaper than the resin system and costs about the same as standard bolts.

[There are significant quantities of anthracite silt deposits in Pennsylvania, known as 'liver silts" (l,2). These contain from 20 to 55 per cent of non-combustible materials, the major portion of these impurities being clay slimes. Both the anthracite coal and impurities are mostly of extremely fine particle size. The utilization of these raw silts in power-plants faces such serious problems as, handling difficulties causing plug-up in equipment, disposal of enormous ash-residue, and corrosion. These problems may be solved by upgrading the raw silt with a cleaning process, which will be capable of removing most of the clay slimes and electrolytes.]

In the previous work (1,2), initial developments in a novel tracing technique employing specifically prepared trace particiles were fully described. The synthetic tracers produced proved to represent coal particles in specific gravity based coal washing equipment in this work, a detection system has been developed that can detect the artificial tracers in the product or refuse part of the density-separating coal cleaning units and thus indicate the performance characteristics of the circuit. This system could not only be a simple, accurate, and inexpensive replacement for the usual time-consuming washability analysis, but it could also be used for diagnostic purposes in coal separatory devices.

A survey of the copper mining industry in Western United States revealed that uranium is almost universally present in the solutions resulting from leaching the waste ore dumps to recover copper. The U308 content ranges from about 2 to 15 ppm and a potential production of up to 1,000 tons of U3O8 per year is indicated. A six-week pilot plant test at the Bingham Canyon mine of Kennecott Copper Corporation showed that the uranium is readily recoverable by ion exchange techniques. The design of the new types of countercurrent ion exchange columns and operation of the pilot plant are described.

Geologically, this region is occupied by Mesozoids, a folded belt of Triassic and Jurassic sediments and volcanics. Gold mineralization is of Upper Jurassic age. Most of the stream placers formed during the Quaternary. Placer gold was first discovered in 1916. Between 1930 and 1957, mining was carried out by the "Dal'stroi," a Russian death- camp organization. At the mines, "Dal 'stroi" exterminated 5-7 million captives taken from Russia's different colonies, each prisoner extracting 1-2 kg of gold before he died. Since 1966 the mines have been worked mechanically. About 10 mining districts are now active, producing altogether 110-135 tons of gold annually.

The responses of calcite, feldspar, and quartz minerals In a laboratory free fall electrostatic separator, before and after tribocharging with stainless steel, PVC, and copper plates, have been investigated. The effect of H3BO3 and BaCl2 chemicals pre-treatment on the electrical properties of the minerals is examined. The changes in the electrical properties are discussed with the determined charge, dielectric constant, and electrical conductivity of the mineral samples. Electrical properties of the minerals and their responses to the electrical field during separation, after tribocharging and chemical pre-treatment, are explored for the need to characterize the electrical behaviour of the minerals.

The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

New technology for removal of nitrate from low-temperature waters has been developed. Typical results from the first operational-scale system (operating at a metal mine in Montana since January 1996) are over 90 percent nitrate removal at a flow rate of 130 gpm and a water temperature of 12°C. The system also operated successfully at flow rates as high as 300 gpm and water temperatures as low as 2°C. The ABC is advantageous because it is: a) cost-effective to design, construct and operate, and b) effective at cold water temperatures. The system can be designed for a variety of flows, nitrate concentrations, water temperatures and water qualities.

Smectite is a common impurity in the kaolins of Georgia. This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms a hydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.
