An underground mine fire can seriously threaten the lives of all personnel in the mine. This fact makes fire emergency planning a high priority in the mining industry. The optimum warning alarm must be fast and able to reach all miners, regardless of their location or work activity. Current means of fire warning are varied, and include such methods as stench, telephones, and word-of-mouth (messengers). Unfortunately, none of these methods are entirely satisfactory. A novel fire warning alarm which enables instantaneous warning of all underground personnel, the Canary Nine Messenger System, has been developed by VLF Magnetic Systems Inc. in conjunction with Noranda Technology Centre and the U.S. Department of the Interior - Bureau of Nines. The warning is sent by an electromagnetic signal which penetrates through mine rock to receivers housed in the battery packs which also power each miner's cap lamp. A loud buzzer in the integrated battery/receiver unit and the flashing of the cap lamp alerts miners to incoming messages. Testing of prototype equipment has demonstrated that the transmitted signal is capable of penetrating through over a mile of mine rock and activating the receiver. This report describes the theoretical basis for through-the-rock ultra-low frequency electromagnetic transmission, and the design of recently available transmitter and receivers.

The trend in the U.S. coal industry in recent years has been a continuous increase in the percentage of coal produced by surface mining methods. Though the predicted energy demands promise a good market for coal, growing legal and environmental issues make the exploitation of a coal deposit by surface methods a difficult and challenging task. Major emphasis has to be placed on the development of integrated mining and reclamation schemes which enhance the possibilities of post mining land uses. Since no major breakthroughs are foreseen in the near future in surface mining equipment, innovative applications of current equipment must be developed. Draglines have been and are expected to continue as the primary earthmovers in surface mining of coal. A dragline simulation model has been developed which has the capability to analyze various deployment schemes such as conventional side casting, advance benching, and extended benching. The mathematical aspects of the model, the input data, and the output results are discussed with reference to an application in an operating mine. The model can be used to select a suitable dragline for given geological and mining conditions and to study the effect of alternative mining layouts and spoiling plans on machine production.

Continuing its objective of sharing new ideas, methods, theory, and engineering developments, more than 550 members of the underground fraternity gathered in New York City for the 1985 Rapid Excavation and Tunneling Conference (RETC). Since the first meeting in 1972, RETC’S aim has been to lay a foundation of tunneling experience on which the industry could expand and develop over the years. The RETC is jointly sponsored by the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the American Society of Civil Engineers, in cooperation with the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada. The 17 sessions included 72 papers that explored up-to-date practices in the mining and civil engineering fields. Session topics ranged from geotechnical and seismic design, through design, construction, and support of underground openings, to ground water control in shafts and mine openings. Case histories of tunnel boring machines and large diameter tunnel and underground openings were also reviewed. All the papers presented at the three-day conference are valuable additions to improving the state of rapid excavation. A few sessions, however, are particularly noteworthy as they are geared to the mining industry. The two volume proceedings of the entire conference are available from SME. (See ad on page 1003).

Methods of measuring in situ rock thermo-physical properties are rapidly evolving. Among those existing in the literature, a particular measurement procedure was selected for further development. The measurement is based on creating a spherical temperature field in a drill hole using a point source heater of constant heat flux. The bivariate temperature distribution 0 (r, t) is measured at several points along the length of the drillhole, radius r from the heater and at particular time intervals (t). A number of different evaluation methods were tested for calculating the unknown thermal conductivity (k) and diffusivity [] from the measured temperature and the known heat flux. The results showed that evaluation using the finite difference scheme and small temperature differences measured at points close together, cannot give a reasonable result. In order to solve the problem a new general analytical evaluation method is developed. Using an appropriate technique, it is possible to simultaneously obtain values for k and [], incorporating a semi least square technique to reduce the uncertainty in the evaluation. The new device and evaluation method makes it possible to obtain from a single drill hole highly precise k and [] values within an 8 hour period. The method has been used in several underground mines in the U.S. with good results.

The purpose of roasting gold ores is to release for extraction, typically by cyanidation, the small particles of gold which are surrounded by refractory stone. The roasting simply opens up passages for the penetration of solution into the interior of the ore particles. This is accomplished by the removal by volatilization or formation of volatile oxides of certain constituents such as sulfur, arsenic or antimony. Temperature is an important parameter. High temperatures tend to form a dense iron particle rather than a "spongy" calcine. The dense iron particles result in lower gold recoveries. High temperature can cause melting of some components which also results in gold encapsulation. Roasting of refractory gold ore concentrates has been practiced for decades. Multiple hearth, rotary kiln and muffle reactors were first used for roasting. Fluid bed roasting provided a low capital cost, low maintenance technology with better process control and soon became the favored technology. The first fluid bed concentrate roasters were commissioned in the late 1940's. Early fluid beds were "bubbling" type. Environmental considerations did not significantly impact on the design. Feedstocks were highly exothermic and reaction rates were relatively rapid. Roasting today must compete with other technologies for treatment of refractory ores. Ore bodies which are not

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

Development of process control in the metallurgical industry over the past ten years has been highly influenced by technical advances centered on use of computers as well as on measurement and associated equipment. The discussion in this section reviews advances in computer technology, measurement devices, data input-output techniques, and their use in mineral processing for the objective of guiding application of process control principles. Advances in the next ten-year period through the 1980's can be foreseen in the cost and application of data handling facilities in the coincident fields of data processing equipment, interface and control devices, and computer programming systems. These will lead to greater acceptance in a widely expanding range of mineral processing fields. It can be predicted that process control methods now known to be effective will become more re- fined. Costs of on-stream analyzers for assays and particle data will be reduced. Continued innovation can be anticipated in measurement devices required for effecting control. Control techniques developed over the last decade in key process operations such as crushing, grinding, flotation, smelting, and hydrometallurgical processes are described in the following chapters. The general forms taken by computer process control are first outlined briefly.

Ever since A Decade of Digital Computing in the Minerals Industry was published in 1969, mining men have expressed the need for an additional reference on computer methods. It was felt such a volume should spell out the "how to" of computer applications in the solution of their problems. Computers in the minerals industry will be 20 years old when the 1979 SME Fall Meeting and the 16th International Symposium on the Application of Computers and Operations Research in the Mineral Industry (APCOM) take place jointly in Tucson, AZ. On such an occasion it was thought appropriate to publish an anniversary volume which reviewed current practices and projected what might prevail as computer methods for the future. Thus was born the idea to publish Computer Methods for the 80's. The first planning meeting for this volume took place in Las Vegas, NV, during the 1976 annual meeting of the American Institute of Mining, Metallurgical, and Petroleum Engineers. It quickly became evident that no single computer method existed to solve most mining problems; rather, mining computer methods are generally tailored to fit unique geologic, mining, and organizational conditions. Hence a format which included both the theory and practice for each of the computer applications was adopted for this volume.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

The Van Stone zinc-lead mine is located in northeastern Washing- ton in Stevens County. It is about 24 km (15 miles) south of the Canadian border and 48 km (30 miles) west of the Idaho line. The deposits occur in late Cambrian age limestones and dolomites of the Metaline Formation. The bedding controls the trend of the zones containing the lenses of zinc-lead mineralization. The Van Stone property and vicinity is almost entirely covered with glacial drift averaging perhaps 6 m (20 ft) in thickness. Outcrops are very sparse. Outcropping gossan with zinc mineralization was first discovered by George Van Stone in 19 13, in what is now known as the South Ore Zone. Only minor trenching was done at that time. The property was idle until the mid- 1920s when Hecla Mining Co. drove several short adits and performed minor diamond drilling. In 1938, Willow Creek Mines of Nevada Inc. acquired the Van Stone plus adjacent parcels and commenced drilling on the known South Ore Zone. In the course of an expanded drilling program, the nonoutcropping North Ore Zone was discovered and was drilled out along a N30°E strike for about 305 m (1000 ft), beyond which point no mineralization was intersected.

Under a Section 319 Water Quality grant from the U. S. Environmental Protection Agency, a working group of government agencies, mining industry representatives, and University of Alaska researchers undertook reclamation of an abandoned mine site on Birch Creek, near mile 101 of the Steese Highway. Stream hydrology, water quality, and the extent and nature of natural revegetation, were measured before the site was then recontoured to decrease the bedload deposition and bank erosion of the streams. Methods for stabilization of streams and rivers appear to have much in common with those for locations further south, but are subject to complications unique to the North, such as the formation of aufeiss, and to a lack of accurate climatological data. Natural revegetation appears to be possible for most northern placer mine sites. However, it may take place more slowly than required by public perception. Preliminary data indicate a surprising lack of nutrients in the floodplains of mined areas. Natural revegetation may be enhanced by selective planting of grasses and willows, which will contribute variously to soil quality, bank stabilization, and short-term appearance. Monitoring of hydrologic and water quality data, and of natural and artificially placed vegetation will continue at the .Birch Creek site through the summer of 1995,

As a significant mineral supplier, consumer of primary fuels, and producer of wastes and emissions to air, water, and land, the domestic copper industry through its investment and operating decisions influences the nation's economy and the environment. In turn, the copper industries' decisions are influenced by various factors: government energy and environmental policies, economic conditions, and technological considerations. The authors have developed a framework for assessing in an integrated manner the impact of these factors on the future investment and operating decisions made by copper firms. Specifically, this model is designed to capture the technology forcing nature of regulatory constraints, the differential situation of individual copper deposits and plant locations, and the price of factor inputs and conditions in the nation's economy. The capability to do this has only become real because of the decision of the U.S. Bureau of Mines to create Mineral Availability system1 or MAS. This system contains detailed but confidential information about each mine and mill in each of 35 mineral industries." Without MAS or a similar information system, the utilization of the methodology we offer would be impractical, but with. MAS it offers a unique technique of dealing with environmental-resources policy questions.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Abstract - A shiploading terminal near Punta Arenas, the southernmost city of the world (lat. 53°-10'S, long. 70°-54' W) is described. Strong winds, choppy seas, frequent gales, rain, and snow make it difficult to load ships at an offshore berth in this area. Detailed site investigations, including a wind-recording program, supplied sufficient information for the analysis of operating conditions. The weather pattern of the entire region, including the predictability of gales, was utilized in the analysis. The results showed that a bulk loading terminal at this location is feasible, provided that the design takes into consideration the specific problems of the site. The final layout shows a terminal that can be approached from several different directions, depending on the direction of the wind. The mooring system is arranged to allow alter- native ways of attaching and casting off mooring lines and executing docking and departing maneuvers. The berth is supported on piles and contains the minimum of structures, relying on a slewing shiploader to reach the ship in any position, with only limited fore and aft shifting of the vessel for loading the extreme hatches. Results of wind recording, statistical analysis of wind and wave data, operating criteria, and the results of berth availability analysis are included in the paper.

Public domain ventilation simulation programs have been well accepted by the mining engineers, but preparing the input and interpreting the results are labor intensive tasks. High performance personal computers and versatile CAD packages provide the means to quickly create the network and display the results. The enhanced simulators work from computerized as-mined map, the projected mine layout and timing maps. Using on screen displays of these maps and the snap-on feature of AutoCAD, the planner designates nodes in the ventilation network, connects them into branches and selects the branch characteristics from a side bar menu. The color coded ventilation network appears with the parameters shown along each branch. The software then calculates the length of airways and computes the branch resistances where needed and converts the input into the required format and passes the data to the Pennsylvania State University or U.S. Bureau of Mines ventilation programs. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation displays are to scale and can be plotted separately or superimposed on the mine maps.

The potential for roof falls in underground mines remains a clear and present danger for mine workers. An investigation of ground conditions in nearly 50% of the nation’s underground stone mines found that the state of roof stability is primarily determined in a limited and subjective manner. These large opening mines, with roof heights typically of 7 m or more, make physical observation difficult. Although some mines use monitoring techniques to gain additional information on roof stability, this practice is usually short-term and localized to address ground conditions in a particular section or part of the mine. A methodology to assess the risk for a roof fall is proposed in a preliminary fashion based on engineering judgment acquired from extensive underground stone mine experience and examination of related literature. The proposed method utilizes an observational technique to identify the risk of roof falls in three categories. Case study scenarios provide a realistic picture of model implementation. Providing the mine level decision maker with an accurate assessment tool to ascertain the level of risk related to ground conditions is expected to reduce mine worker injuries and fatalities. Moreover, the presences of danger can be overcome with a clear picture of quantified ground conditions.

The gold refinery at Barrick Goldstrike Mines has increased production to more than 2,000,000 ounces poured per year while reducing the labor requirement. Safety and health has not been compromised with this increased production and in fact incident rates and exposures have reduced over the past five years. Streamlining procedures, improving ergonomics and the wise use of unique innovations has accomplished this significant achievement.

INTRODUCTION A compaction grouting program to control ground loss, and to minimize surface settlement, was developed for the West Tunnel of the Phoenix Storm Drain Tunnels. The West Tunnel was 4,200 m long, 7.56 m in excavated diameter, and was excavated with shallow cover through the central Phoenix business district. The tunnel could not have been successfully excavated without the compaction grouting program. HISTORY After heated political debate over a ten year period, the Arizona Department of Transportation (ADOT) was granted approval to build the Papago Freeway, an extension of Interstate 10, through central Phoenix. To comply with environmental constraints, a portion of the Freeway was depressed, requiring an excavation 10 meters in depth, thus intersecting surface run-off from the northern section of Phoenix. This required that ADOT and Project Design Consultant, Howard, Needles, Tammen & Bergendoff (HNTB) design a drain system to collect run-off and transport it approximately 4 kilometers to the Salt River through the City of Phoenix. Tunnels were chosen for the main discharge conduits because depth and location of the system made cut and cover construction impractical. A contract for construction of the tunnels was awarded to Shank-Artukovich-Ohbayashi (S-A-O) on May 24, 1984.

The U.S. Bureau of Mines' Salt Lake City Research Center has developed porous polymeric beads containing immobilized non-living biological materials for extracting metal contaminants from waste waters. Immobilized biological materials include peat moss, algae, biological polymers, and other materials that demonstrate high affinities for heavy metals. The beads, designated as BIO-FIX beads, have distinct advantages over traditional methods of utilizing biological materials in that they have excellent handling characteristics and can be used in conventional processing equipment or low-maintenance systems. Toxic metals such as copper, cadmium, zinc, lead, and mercury are several of the many heavy metals effectively removed from mine waste waters using BIO-FIX beads, Continuous cyclic testing indicated that the beads continued to produce treated effluents which met National Drinking Water Standards (NOWS) after 150 loading-elution cycles. Adsorbed metals were removed from the beads using dilute mineral acids. In many cases, the extracted metals were further concentrated to enable processors to reclaim the metals, thus minimizing the generation of a hazardous sludge, Tests indicated that use of the beads in a low­maintenance system was particularly effective for treating remote acid mine drainage waters and small toxic seeps from hard-rock mining districts.

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.
