The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to &apos;Environmental Control Department&apos;. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and &apos;Total Environment&apos; includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

Introduction Asamera Minerals (US) Inc. and its joint venture partner, Breakwater Resources Ltd., discovered ore grade gold mineralization on their 20 km2 (5000 acre) Wenatchee, WA land position in February 1983. Due to the high grade nature of the discovery ore and the known reserves of ore in the "B Reef&apos; and "B West" zones previously outlined by other companies, a decision was made to construct a mine/mill operation near the known ore occurrences. Further drilling in the discovery area quickly expanded known gold occurrences to more than 3.6 Mt (4 million st) with tentative in-place ore grade of 7 g/t (0.25 oz per st) and minor silver values. Based on existing knowledge of the ore body and the rapidly increasing ore reserve, a decision to build a 1.8-kt/d (2000-stpd) mine and mill complex was made in the second quarter of 1983. A schedule was devised to begin immediate mine development, shaft sinking, environmental and land use permitting, and mill and tailings dam construction (Fig. 1). Meeting the scheduled startup date, April 1, 1985, required a fast track schedule in all areas. To this end, Asamera purchased the Oracle Ridge Partners concentrator. This was an assemblage of new equipment designed for use as a copper concentrator in southern Arizona. The purchase contained all of the major mineral dressing equipment - crushers, screens, rod and ball mills, etc. and an engineering package. It did not include most of the other required items, such as buildings, conveyors, pipelines, tanks, and pumps. At the same time, core samples were sent to two independent process development laboratories for initial flowsheet development. Due to the refractory nature of the carbonaceous ore, cyanide leaching was not feasible. Flotation was selected as the concentration process. Further testing showed that autoclaving of the flotation concentrate followed by cyanidation would result in overall recovery of about 85% gold. A mine manager was hired to begin assembling an operations staff, hire an environmental consulting firm, and begin mine development. Environmental and land use concerns were major obstacles due to the mine&apos;s close proximity to a city of 20,000 people. These concerns had to be rapidly defined so as to mitigate any adverse impacts from and mining processing operations. Baseline data dealing with weather, air and water quality, and sound were measured before start of mine construction. Concentrator and flowsheet development remained static until October 1983 while definition drilling and mine development proceeded. In late October, a process engineer was hired to coordinate development of a process flowsheet, purchase the remainder of the concentrator equipment, prepare a concentrator construction contract, finalize concentrator detail engineering, and combine environmental and process requirements with a tailings dam design. Process development There were only 17 months remaining to mill start up from the hiring date of the process engineer. Therefore, the process flowsheet had to be finalized rapidly. To accomplish this, samples of drill core from the highest grade (and therefore potentially the most commercial) ore zones were sent to an outside metallurgical laboratory to confirm beneficiation tests on the flotation process. Test results again showed that flotation would provide about an 86% gold recovery. Therefore, all further testing was concentrated on flotation and autoclave/cyanidation of flotation concentrates. Focusing on a well known process such as flotation was important in accomplishing the rapid design and construction of the concentrator. If, during these next phases, we were continually changing design concepts, layout, and process flow, the mill startup would have been delayed many months. Once a process flowsheet is selected the process engineer must obtain the process criteria needed to design the beneficiation system. For example, it was known in early December that the Oracle Ridge rod and ball mills were too small to grind 1.8 kt/d (2000 stpd) of Wenatchee ore. A decision had to be made to purchase a large, used ball mill and convert the Oracle Ridge ball mill to a rod mill. The process engineer must be cognizant of the process criteria needed to size and select equipment. If not, the process engineer must use the professional services of the equipment manufacturing companies to review the requirements that the equipment is asked to perform. For the Wenatchee system, this resulted in the adaptation of a ball mill to a rod mill with a weight limit of grinding rods to protect the mill bearings and drive trains. When a decision is required, the process engineer has to present the facts and options in a manner that allows a rapid decision. This information must include costs, equipment availability, and effect on the construction schedule. At the Cannon mine, there were process development details that resulted in decisions similar to the ball mill purchase. These included an increased flotation residence time from eight to 25 minutes, an increased thickener area requirement, a high pressure tailings pumping system, and area constraints in plant layout. All of these decisions had to be timely and required assistance from manufacturers&apos; service engineers, and knowledge of the alternate costs and effects on construction completion. Fluid flow phenomena and therefore the flotation efficiency of air-sparged hydrocyclone (ASH) flotation are strongly dependent on operating and design variables such as air and slurry flow rates, underflow and overflow opening areas, percent solids of the feed, reagent levels, particle size and ASH length. Time-averaged multiphase flow characteristics, as determined by X-ray CT (described in a previous publication), are used to understand and explain the steady-state ASH flotation of quartz. A detailed parametric study of quartz flotation by a nominal 2in. diam. air-sparged hydrocyclone (ASH-2C) revealed the influence of these variables on the flotation response, which is discussed in terms of the multiphase flow characteristics. Thus, a phenomenological description of quartz flotation has been established to assist in the further development and utilization of the ASH technology.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

A model incorporating rate and residence time to describe the froth flotation process was used to provide data for the evaluation of various kinetic flotation models and to provide scale-up information from laboratory to industrial scale coal froth flotation. Rate constants were determined in laboratory and plant froth flotation tests and the residence time distribution was measured for a bank of four 21 ft 3 (0.6 m3 ) WEMCO cells treating Upper Freeport seam coal and a bank of four 300 ft 3 (8.5 m3 ) cells treating Lower Kittanning seam coal. It was found that a lag time for continuous flotation should be incorporated into scale up models and that a kinetic froth factor ratio of between about 2.0 and 2.8 should also be used to scale up data from laboratory to plant scale.

The roles of organic matter in ore deposits are complex and represent a specialized effort in the larger subject of the geochemistry of ore deposits. The organic carbon cycle can be considered with particular emphasis to ore deposits in order to understand the origin and genesis of the organic matter. Organic matter may play one, several, or none of the following important roles in the formation of ore deposits: leaching, transport, concentration, reduction, and precipitation of metals. For deposits that contain organic matter, detailed field relationships and laboratory characterization of the organic matter are required to make an ore deposit model that Includes the organic matter and specifies its role(s). Examples of the involvement of organic matter in several types of uranium deposits are contrasted as being direct or indirect, syngenetic or epigenetic, and necessary or unnecessary. Examples of organic matter in deposits containing gold and lead-zinc, and In metal rich shale are discussed with respect to ongoing work and critical questions.

Variations in ore grade, mineralogy, and copper pricing structures over the life of the Inspiration mine have mandated many modifications to the treatment methods to maximize process economics. In the 1970&apos;s, copper prices generally declined, while inflation, wages, and interest rates increased. A metallurgical treatment route had to be developed for this continuing economic climate which would be capable of minimizing labor, energy, and capital cost requirements. After many years of development, the patented "Ferric Cure" process was introduced to satisfy these requirements. This dump leach process for treatment of mixed oxide/sulfide ore includes: strict mineralogical control of ore placed for leaching, controlled leach pad construction, solution saturation and curing of the pads with higher acid concentrations, and, finally, rinsing of the cured pads for removal of dissolved copper. Leach solutions, high in sulfuric acid during the cure application and low in sulfuric acid during the rinse, contain sufficient ferric iron to enhance the leaching of chalcocitic sulfide minerals.

"Mining began, in the Colstrip area in the 1920&apos;s by the Northern Pacific Railroad. The coal was used for steam locomotives until 1957, when the advent of diesel power made them obsolete. In 1959, Montana Power Company purchased the Northern Pacific properties including the mining equipment, coal leases and the town of Colstrip. Western Energy Company, a wholly owned subsidiary of Montana Power Company was formed in 1966 to manage the mining operations in Colstrip. The Rosebud Mine officially re-opened in 1968 to supply coal for Montana Power Company&apos;s J. E. Corette Plant In Billings. Since 1970, Long Construction has operated the mine equipment for Western Energy Company". The Rosebud Mine is located in Southeast Montana and supplies coal to two 350 megawatt power plants located in Colstrip and one 180 megawatt plant located in Billings. Approximately 30 percent of Western&apos;s annual production is consumed by these plants. The remaining production is shipped to the mid-west and burned by utility companies and municipalities.

The Raman spectroscopic technique was used to study electrochernically oxidized pyrite in-situ. It was found that Raman-active sulfur oxidation products could be detected after a proper potential was applied to the pyrite electrode for a threshold period of time. There existed a minimum potential below which sulfur could not be observed. However, when the applied potential exceeded a certain limit, the intensity of the sulfur spectra decreased. The minimum potential at which sulfur could be observed changed with solution pH. For both acid (pH 2.7) and weak alkaline (pH 9.2) solutions, the minimum potential was 0.8 V/SCE, whereas for neutral (pH 6.5) solutions the value was 0.4 V/SCE. In strong alkaline solutions (pH 12.5) surface sulfur oxidation products could not be detected at any potential.

The leaching of gold in ammoniacal solutions containing various oxidants in an autoclave has been investigated. Also studied are thermodynamic and kinetic aspects of the ammonia leaching of gold and silver. The variables studied included stirring speed, temperature, concentration of ammonia, ammonium, and various anions. Arrhenius activation energy values were found to be between 47.1 kJ/mol and 86.2 kJ/mol depending upon the kinds of oxidants used. An electrochemical reaction controlling mechanism has been proposed for the dissolution reaction. The leaching behavior of gold and silver from various ores in ammoniacal solutions containing various oxidants has also been investigated. The samples tested included sulfidic as well as carbonaceous refractory ores. The recoveries of gold and silver from these refractory ores were better than 96% within 2-3 hours of leaching time.

Since the early 1950&apos;s exploration in the Yukon Territory, Canada, has been confined largely to Selwyn basin where at least five large stratiform or massive sulfide Pb-Zn deposits have been discovered. The five ore bodies total nearly 100 million tons of 10-16% combined Pb-Zn with 1-3 oz./ton Ag. The only deposit currently in production is the Anvil Mine operating at 8,000 tons per day. Beginning in 1972, exploration in the Mackenzie Mountains, east of Selwyn basin and west of Mackenzie arch, resulted in finds of Mississippi Valley type Zn-Pb mineralization in a belt of Proterozoic and Lower Paleozoic carbonate rocks (Figure 1). Four districts have been located and intensive exploration by numerous Canadian and Arnerican mining companies is currently in progress over a length of 400 miles in the carbonate belt. The consensus is that a major new Zn-Pb province may be taking shape.

Seismic surveys utilizing the MD-1 have been performed by Geophysical Specialties Company since 1957 in many parts of the, U. S. and Canada and in several foreign countries. These surveys have proven the refraction seismic technique to be applicable to a wide variety of engineering problems. The best known applications of the instrument have been in the, construction industry, where it is used for the delineation of material and mineral deposits and for bedrock depth determinations. Fast on-the-site depth determinations give reliable subsurface&apos; information even in boulder-strewn soils. A widely publicized use of the MD-1 is to make rippability studies in which the instrument is used to determine the seismic velocity of the materials to be excavated. By use of special tables which correlate rippability with seismic velocities, such as those prepared by the Caterpillar Tractor Company using the MD-1, the rippability of-a specific material may be determined.

For the purposes of this presentation, "refractory clay" is intended to include any clay suitable for refractory products and thus represents a description based on industrial application. Other common examples based on use would be white-ware clay, bleaching clay, paper clay, or cement clay. Most users and producers of refractories have specific quality requirements which determine the quality or type of clay that can be utilized. Many clays can however be interchanged or substituted in use by changing manufacturing processes or upgrading less desirable clays. U.S. Bureau of Mines publications (Ampian, 1985) categorize days into six groups. These are kaolin, fire clay, ball clay, bentonite, fuller&apos;s earth, and common clay. These are practical groupings based on clay production and usage in the United States. Among these groups bentonite, fuller&apos;s earth, and common clay are primarily composed of the minerals, smectite, illite, or chlorite, and are non-refractory. Kaolin, ball clay, and fire clay are commonly used in refractories and thus qualify as refractory clays.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

During the past ten years we have experienced a period of rapidly-changing ground rules for the mining industry. Domestically we have had to contend with numerous new regulations controlling the impact of mining-related activities on the environment. However, for the purposes of this presentation we will assume that in the United States, after a certain amount of compromise on all sides, the industry will be able to work within the framework of the new regulations, and therefore we will concentrate on offshore developments. Due to the limitations in time and scope, this paper will be directed primarily toward the metal mining industry. We contend that the U.S.-headquartered mining company should remain active, and even expand its interests in foreign countries in the future. This is our feeling in spite of recent setbacks and the low return on investment experienced in recent years by some of the metal mining companies in their foreign operations.

The U.S. Geological Survey has developed mathematical-modeling techniques to assess potential impacts on the hydrologic system resulting from mining of coal and oil shale in northwestern Colorado. Potential impacts of oil-shale mining on ground-water hydrology have been simulated using a quasi-three- dimensional finite-difference model. The model has been used to simulate hypothetical mine-dewatering operations at two proposed oil-shale mines. Dissolved-solids distribution and solute transport were simulated with a three- dimensional finite-difference model that was used to evaluate the effects of flooding in hypothetical abandoned mines. The potential impacts of coal and oil-shale mining on watersheds were investigated using a digital watershed model. This deterministic physical- process model predicts responses of the hydrologic system to modifications resulting from mining in basins having snow as the major source of runoff and recharge. Potential impacts of coal development on surface-water quality were investigated using a river-quality assessment model.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

Longwall mining is a relatively new mining method in the United States. Early trials in the eastern and central coal fields were not successful, mainly because, among others, the face supports did not have sufficient capacity. It was not until in the late 1960&apos;s, when the high- capacity self-advancing powered supports became available, that longwall mining was successfully reintroduced. Since then the number of mines employing the longwall method has been steadily increasing. It has reached approximately 7.5% in 1981. Currently longwall mining is used mainly in the Appalachian coal field. The seam depth ranges from 150 to 2500 ft. but mostly between 300 and 1400 ft. The seam thickness ranges from 32 to 144 inches with the majority between 40 and 100 inches. Nearly all longwall mining are in flat or nearly flat seams extracting in single slice, although one inclined and one thick seam longwall mining have been either operated or initiated in Colorado.

Joplin, one of the most famous zinc mining camps of a bygone era, is today experiencing a healthy growth in manufacturing enterprises. Manufacturing requires water, and knowledge of its availability and quality often is the main factor in location of industry. For this reason in January 1964, on the suggestion of the former State Geologist, Dr. Thomas R. Beveridge, a study of the water resources of the Joplin District was undertaken as a cooperative effort of the Missouri Geological Survey and Water Resources now under the direction of Dr. William C. Hayes and the U. S. Geological Survey. The project area is in southwestern Missouri on the Springfield Plateau and is bordered on the west and north by the Osage Plains of Kansas and Western Missouri, (fig. l). Upland altitudes rise from 900 feet above sea level in the west to 1400 feet in the east. The countryside is rolling to moderately hilly and much is excellent farmland.
