Many cases of derailments, train accidents and traffic interruptions due to the slope failure and rockfall have been reported in the past on Konkan Railway trackline because of unstable rock slopes. The authorities installed stability enhancement measures such as wire netting, rock bolting and shotcreting which were found insufficient. The failed geotechnical measures prompted authorities to excavate the unstable slopes. Rock blasting is generally not preferred for the excavation of slopes along the transportation route. Stabilisation and widening of slopes by blasting need closure of the route for a considerable time. Discontinuing traffic on Konkan Railway route was undesirable as it connects two important port cities Mumbai and Mangalore. The paper presents an innovative directional controlled blasting (DCB) technique for excavating three unstable slopes (i.e. cuttings) in hilly terrain without disturbing the traffic. New empirical formulae for small geometry blasting to estimate burden and throw have been developed. A unique sequence of firing and excavation with powder factor varying between 0.04 and 0.39 kg/m3 irrespective of the actual free face was used for rock blasting. The process controlled the throw of blasted material over the track and resulted in a smooth and stable wall. The slope angle has been changed from 80 to 82° to 45–47° and probability of wedge, planar and toppling failures was eliminated. About 100 such accident-prone slopes (52 km cumulative length, 7% of total route) situated at discrete locations along Konkan Railway route were stabilised using the technique. No incident of rockfall and slope failures along these slopes has been observed after the stabilisation.

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

The Stillwater Mining Co. is a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corp. The Stillwater Mine, located near Nye, MT, is the Western Hemisphere’s only primary platinum-palladium deposit. The mine began production of flotation concentrates in March 1987. In the fall of 1987, an integrated pilot plant testing campaign of electric furnace smelting and oxygen-blown converting confirmed the feasibility of further upgrading to semi-refined matte, or “white metal.” In the summer of 1990, the production smelter was brought on line. The record of the discovery and development of the Stillwater deposit, mine and concentrator has been summarized in several articles (White, 1987; Kennedy, 1987; and Hodges and Clifford, 1988). Similarly, the pilot campaign to test the feasibility of treating the flotation concentrates in an integrated smelting plant has been described (Hodges and Clifford, 1988; Matousek, et al., 1989; and Matousek and Whellock, 1990).

There are close to two million tons of Industrial Minerals processed and sold in North America wherein the processor/marketer has no affiliation with the source mine. The largest quantity, about 800,000 tons, is barium sulfate, which is sourced in lump ore form mainly from China and India. The Alumina Trihydrate Industry sources several hundred thousand tons from various alumina refineries. Substantial quantities of bauxite, zircon, magnesite, and fluorspar arrive in North American ports each month. There are also rapidly growing quantities of offshore talcs and calcium carbonate ores being processed in U.S. plants. These feedstocks are usually quite pure, have unique properties, and enjoy bulk rail or waterborne freight economies that allow successful competition with locally sourced raw materials. With increasing restrictions on mining activities, and the increasing need for sophisticated functional minerals, the importation of minerals will continue to grow.

Production In 1993, it was estimated that United States mine production of barite increased 24%. Barite consumption, either sold or used by grinding plants, increased by 39% and imports increased 4%, according to the US Bureau of Mines (USBM). Nevada continued to be the leading producer of barite with 80% of the total, followed by Georgia. It is estimated that 83% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 17% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Prices The value of domestically produced barite, f.o.b. mine, decreased 1%, according to the USBM. The declared value c.i.f. US port of all imported crude barite during 1993 decreased from $40.09/t ($36.37/st) in 1992 to $37.72/t ($34.22/st). Uses Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals, fillers in paper, plastics, brake shoes and glass. The tonnage consumed in the drilling fluids market increased due to the higher average rig count during 1993. The average number of rotary rigs operating in the United States was 754, 5% greater than the 1992 average of 717. Imports Crude barite imports in 1993 were 443 kt (488,000 st) greater than 1992, representing an increase of 137%. Imports accounted for 67% of the barite consumed (apparent) in the United States.

In the wake of the Crandall Canyon mine disaster, the U.S. Congress asked the National Institute for Occupational Health and Safety (NIOSH) to study the safety of deep cover pillar recovery operations in the US. The legislation defined ?deep cover? to be greater than 1,500 ft, but NIOSH is also evaluating mines at depths greater than 1,000 ft when multiple seam interactions are encountered. By these definitions, there about 35 active mines that engage in deep cover pillar recovery, in the states of UT, CO, VA, WV, and KY. To date, NIOSH has documented ground conditions and ground control experience at nearly all of them. This paper provides an overview of current deep cover pillar recovery practice. Radomiro Tomic, the new CODELCO division, is a copper deposit located at 3000 m a.s.l. and 40 Km from Calama in northern Chile. It has total oxide reserves of 802,000,000 tonnes with an average grade of 0.59% total Cu (using a cut-off grade of 0.4% total Cu). The copper oxide ore is mainly atacamite and chrysocolla. Startup is expected to commence in December 1997 of 150,000 t/y of Cu cathodes. Future expansion to 250,000 t/a of Cu cathodes is currently being planned. The process consists of an open-pit mine, a two-stage crushing system, agglomeration with sulphuric acid and emplacement on a heap leach pad for a 45-day leaching cycle. Solvent extraction and electrowinning will produce LME "A grade cathode. A number of significant technology innovations have been incorporated into the project.

The RiverRenew Tunnel System project in Alexandria, VA forms part of a CSO scheme aimed at reducing overflows of combined stormwater and sewage into the Potomac River during storm events. A major piece of the project is a 12-foot internal diameter tunnel of approximately 12,000 feet length lined with a single-pass precast concrete segmental liner and excavated by an Earth-Pressure Balanced Shield TBM. The tunnel lies between 120 to 140 feet below grade in the clays of the Upper Potomac Formation with occasional dips of more granular, saturated soils of the Terrace Formation and the Alluvium. The TBM is launched from a figure-8 configuration Pumping/Screening Shaft located within AlexRenew’s operational Water Resource Recovery Facility. This paper discusses the challenges encountered during the launch of the TBM in short mode within a highly congested site and from narrow deep shafts.

The object of underground excavation--apart from mining-- is to create an opening to serve as a part of some useful structure. The value of the opening lies in its conformity to the design configuration and its stability during the planned life of the structure. The wire saw could be used to excavate openings of high value at a cost competitive with present methods. First, a discussion of present methods will be used to explain where wire sawing fits in and how it should be applied. PRESENT EXCAVATION METHODS Tunnel Boring A recent advance in tunneling technology is the use of mechanical boring machines. There are many ways that a boring machine can reduce the cost of a tunnel or increase its value. I will mention a few of the advantages that have been demonstrated in tunneling projects. A tunnel can be bored without overbreak, allowing concrete lining to be poured to the design thickness without waste. Boring creates a minimum of disturbance to the tunnel wall, preserving the natural strength of the rock and reducing the amount of support which must be installed to maintain stability. A boring machine maintains the tunnel at its full dimensions and proper shape, and it leaves no rock projecting from the wall which must be trimmed off. The use of boring machines is presently limited to openings of uniform cross section and great length. If the previously mentioned attributes of mechanical boring could be applied to excavation of a wide variety of chambers and passages, then a corresponding decrease in cost and gain in value would be possible for chambers.

The flocculation of fine-particle suspensions by polymers is a nonequilibrium process whose performance is strongly influenced by physical as well as chemical variables. A standardized test procedure has been developed that provides quantitatively reproducible measurements of process performance in terms of the floc settling rate, supernatant turbidity and sediment compressibility. The procedure provides information on the development of flocs in response to polymer addition and on their degradation behavior during subsequent handling. Extensive experimental observations using a variety of solids and flocculant types have been used to develop criteria for reagent selection and process design. It is shown that the appropriate choice of reagent(s) is determined primarily by chemical factors (solid type, solution chemistry, etc.). However, actual performance depends more on physical variables, such as agitation intensity and the rate of flocculant addition. Some general guidelines for flocculant selection and process design in industrial applications are suggested.

In the present study, the possibilities of use of natural zeolitic tuffs from the Skaloma area, Rhodope prefecture, Greece, for the removal of Pb and Zn ions from aqueous solutions has been studied. The equilibrium data were examined for different grain sizes, pH?s and initial concentrations. An apparent kinetic study was also carried out for different time intervals at constant temperature and pulp density. For the chemical equilibrium study the Freundlich isotherm was used. The experimental results verified the favored behavior of zeolite on lead ions and the quick kinetic of the process whilst the efficiency of the ion exchange on zinc is rather limited. The grain size of the material did not greatly affect the performance of the process. The removal of metal ions worked better at lower pH. The Freundlich isotherms are in good agreement with the experimental data.

Besides the conservation and closing activities, an important issue to achieve is the environmental rehabilitation of the mining perimeters, also assuring the continuity and sustainable development of the mining activity in the Jiu Valley. Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer's correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer's instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud. Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

The present work investigates whether dielectric spectroscopy can be used to detect contamination, which may appear in a natural porous material, due to the spreading of pollution. For this purpose, dielectric and conductivity measurements, in the frequency range of 10mHz to 1MHz, were carried out in sandstone samples, partially filled or saturated with solutions of leachates, at different concentrations. The experimental results suggest that although the role of water is dominant to the measured electrical conductivity, variations of two orders of magnitude are observed due to the different concentrations of leachates, in partially filled sandstone samples. Experimental data are well fitted with a Havriliak?Negami dielectric relaxation function, superimposed with a conductivity term. The parameters of the fitting function have been correlated to the concentration of leachate in the sandstone samples and considerable changes have been observed at low leachate?s concentration.

It has been observed in some mineral processing plants that grinding circuit efficiency varies seasonally, such as in some plants which are located in the northern U. S. and Canada and undergo large seasonal temperature changes, with the grinding circuit efficiency different between summer and winter. This indicates that the temperature of grinding circuit slurry has a noticeable effect on grinding performance. The effect has rarely been studied. To this end, an investigation to examine the effects of changing temperature on efficiency and determination of the mechanism responsible has been carried out. Plant investigations and laboratory experiments have been conducted in order to study hydrocyclones. It was demonstrated that under otherwise constant operating conditions, the d50(c), size decreased linearly with increasing temperature, while the shape of the reduced efficiency curve remained constant. This effect was determined to be due to changes in slurry viscosity with temperature.

The Mineral Creek Diversion Project is at the Asarco Ray Mine Complex, about128 km (80 miles) east of Phoenix, Arizona. The new tunnel will intercept the waters of Mineral Creek about 2,134 m (7,000 ft) upstream from an existing tunnel. The 5.74 m(18.83 ft) hard rock TBM will break into the old tunnel about 2,162 m (7,090 ft) in from the old portal after mining 3,888 m (12,753 ft). The TBM will mine through a series of igneous and metamorphic formations including volcanic tuff, soft volcanic ash, massive diabase, fractured quartzite, and schist. The TBM will hole through into the existing 4.88 m (16 ft) dia. horseshoe tunnel where the TBM will be disassembled and removed from the tunnel.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. The sign of the surface charge of selected potassium soluble salt minerals namely KClO4 , K2SO4 , KNO3, and KCl was determined from nonequilibrium electrophoresis measurements and found to be negative for each of the salt. Dodecylamine flotation of these salts revealed that the concentration of amine required for flotation increases in the order KClO4< K2SO4< KNO3<KCI. Precipitation of the amine collector colloid was not required for flotation of the oxyanion salts and in this case it appears that adsorption of the dodecylamine cation is sufficient to create the hydrophobic surface state. The order for flotation is explained in terms of surface hydration of these respective potassium salts based on contact angle measurements and FT Raman spectroscopic characterization of water structure.
