"INTRODUCTION Of all the natural resources being taxed by the needs of the modern world, perhaps the most important is the continually expanding demand for water resources. As water becomes scarcer, and increasingly important, new technologies are needed to find innovative ways to preserve this precious resource. In Chile, for example, the mining industry is investing billions of dollars to build desalination plants and pipelines; bringing ocean water as far as 200 kilometers inland to meet their demand and maintain operations. It is a full-blown crisis for that nation and a top priority for their government and economy. It has been reported that world water consumption will increase by 40 percent in the next 10 years, representing nearly exponential growth. In the U.S., as more and more communities continue to be built, more drain on the current water infrastructure is created. For 25 percent of people and operations that rely on water from aquifers, this source is being consumed at a rate that will create significant problems meeting the demand in as few as two generations.1 A PROACTIVE APPROACH When it comes to controlling dust at your operation, whether a landfill, a transfer station, a haul road or another ancillary area, what are the options? We know watering is not the answer, but at the same time, we need to prevent dust from flying to ensure a safe environment and keep our skies clear of pollution, for both regulatory requirements and neighbors. Creating a Dust Mitigation Program instead of looking to buy the first dust control product off the shelf is a first step to conserve water and, at the same time, maintain the operational demands and environmental standards for a given site. The program concept is straightforward enough. However, the process of effectively constructing and executing a program is quite involved. When undertaking a program, each manager needs to work with their team and their partners/vendors in analyzing the following elements: 1. Site Expectations—It is important to understand how to balance your internal standards with your regulatory requirements, as well as how to keep your neighbors satisfied. 2. Site Aggregate—Variations in native soil, such as clay content or gravel levels, greatly affect the approach that will yield the highest results. 3. Climate—Relative humidity and seasonal variations are critical to achieving predictable results through product choice, application frequency and timing. 4. Daily Traffic—The type and frequency of traffic is an essential variable for site management. 5. Environmental Responsibilities—If you have additional, specifically defined responsibilities, the approach to your site may vary. 6. Budget—While efficiency is the goal of any program, some sites will have more stringent restrictions than others. 7. Current Usage Rates—Document and understand where you’re starting from, both with water, supporting products, and maintenance so that effective measurement of results is possible."

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

It has recently been discovered that the pH at which gold can be extracted from cyanide solution with primary, secondary, and tertiary amines can be increased 2 to 5 pH units by the addition of modifiers. Under these circumstances gold can be extracted at pH values from 9 to 11, commensurate with the pH range found in cyanide leach liquors. The selectivity of the amines and amine/modifier combinations for AU (CN)[-2] over other metal -cyanide complexes is presented and discussed. In addition, potential applications for the solvent extraction of gold from cyanide solutions are discussed.

Newmont Gold Company began full production in early 1995 at the Carlin East underground mine. The mine is currently producing at the rate of 900 tpd (1.000 stpd). for an annual production of 150.000 ounces. Approximately one hundred twenty five hourly and salary personnel are employed at the project for the estimated six-year mine life. Two mining methods are currently utilized at the mine. Longhole stoping with cemented backfill accounts for 70% of the total mine production. Conventional underhand drift and cemented fill accounts for the balance of the daily tonnage. In December 1996. Newmont purchased a new AC-Eickhoff ET-210 Roadheader. The machine went into service in mid-June of 1997 and is used in both longhole stope topcut development and cut and fill production at a rate of 225 tpd (250 stpd). The Carlin East mine is operated by Newmont Gold Company. The mine is one of four underground gold mines in production in northeastern Nevada owned by Newmont Gold.

Ground freezing was chosen as an initial support method during construction of two deep shafts at the Mill Creek project. The Mill Creek, Phase 2 tunnel (MCT-2) is utilized to convey and store combined storm and sanitary sewage collected from the member communities in the greater Cleveland area. The main objective of groundfreezing was to provide a strong support structure to resist soil and groundwater pressures. This was achieved by creating a watertight, frozen-ground barrier around the shaft perimeter. The paper will provide an overview of ground freezing techniques applied during the construction of two shafts, each 250-feet deep.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

Kaolin is an important industrial mineral because it exhibits desirable properties in many applications and because of its relatively low cost, Approximately 2,000,000 tons of kaolin from Georgia and South Carolina are processed and used commercially in the United States each year. Strictly defined, the name kaolin is applied to a group of hydrous aluminum silicates of which the mineral kaolinite is the most common. Kaolinite has such desirable properties as natural whiteness, chernical stability, non- abrasiveness, and very fine particle size. Kaolinite particles are characteristically thin, flat, and hexagonal in outline. The particles range in size from submicron to as much as 40 microns (equivalent spherical diameter). In addition to the general properties mentioned in the first paragraph, it is soft, has low viscosity at high solids content in many systems, is readily wet and dispersed in water and some organic systems, and can be produced with a controlled particle size distribution. Some of the important physical constants of kaolin are: specific gravity, 2.60; index of refraction, 1.56; hardness (Mohs scale), 2; fusion temperature, 1850°C; dry brightness, 78-92 percent.1

The controlled addition of ammonia to cyanide solutions inhibits the leaching of copper minerals but extracts up to 80% Au using as little as 10% of the cyanide compared with conventional cyanidation of copper-gold ores. The solubility of copper minerals and copper speciation in solution is dependent on NH3, CN-, pH and Eh. Rotating disc and electrochemical studies show that gold is leached by a mixed Cu-CN--NH3 complex with either Cu(II) or O2 as oxidant. This complex is slowly oxidised to CuCN and Cu(OH)2 by air.

This presentation will highlight solution phase synthetic methods for in situ coating of fillers such as SiC, Al2O3, AlN and SiO2 and some properties of the product solids.

INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Computer-aided lithogeochemistry was used to "prospect" for stratabound scheelite (a tungsten ore) that occurs in many Precambrian clastic and chemical rocks, northeastern Brazil; The district is a metallogenic province covering about 5000km2. Exploration bedrock lithogeo-chemistry was applied at regional, local, and mine scales to identify regional tungsten trends and dispersion halos associated with economic tungsten mineralization. Regional coarse-mesh sampling (Cu,Mo,W) in 25km2 cells "found" all major mines and significant prospects using objective and cost objective computer mapping of bedrock geochemical data. The method is efficient ; of the 3600km2 study area only 9% of the original area remained after the initial pass. Of this area, the geo- chemically highest ranked (4%) cells contained the mines and prospects. Similar computer-aided treatment was applied to Cu,Mo,W,F, and Be lithogeochemical data from several mining concessions and prospects with outcropping and subsurface W mineralization. At a local scale out-cropping W mineralization was recognized at a distance of 500m. Fracture zones through which hydrothermal solutions traveled were identified; these were related to W mineralization at a depth of 200m.

Intensive coal cleaning usually necessitates fine grinding of the feed in order to liberate inorganic constituents from the surrounding organic matrix. This however adversely affects the ability of flotation techniques to beneficiate coal. Such difficulties are mainly attributed to the increase of particle population density, the decrease in capture efficiency, and the greater tendency of inorganic components to report with the froth. A three-pronged approach was adopted in an attempt to overcome these difficulties. The aggregative flotation technique was used to reduce particle population densities and improve capture, while unconventional spargers were used to generate a wide range of bubble sizes. Use of unagitated flotation columns allowed for the maintenance of countercurrent flows in both the recovery and washing sections. The combined effect of these parameters enabled the recovery of 92% of the carbon content of coal having an average particle size of 20.5 µ m, while rejecting 85% of the ash. This was accomplished using 2 kg of fuel oil per tonne of coal in a column 2 meters high operating at 2-3 tph/m3, a capacity which compares favourably with conventional cells.

The major goal of this study is to decrease iron content in wet-process phosphoric acid. Reducing the amount of post-precipitated sludge in the acid is another important objective in this investigation. In order to achieve these goals, research efforts have focused on bench scale testing of an iron-chelating reagent to remove iron from phosphoric acid produced from South Florida high-iron and -magnesium phosphate concentrate, and plant testing using freshly produced concentrated acids for reducing the post- precipitated sludge. The data obtained in the above studies suggest that the addition point of the precipitating reagent is very important, as the precipitated iron compound has higher solubility at higher P2O5 concentrations. Up to 60% Fe2O3 removal efficiency is achieved depending on the amount of the reagent, concentration of acid used, and operating conditions. The addition of precipitating reagents to freshly concentrated phosphoric acid leads to a decrease of up to 84% in sludge volume percentage depending on acid type and clarification conditions. Decreasing the volume percentage of the sludge facilitates acid handling as well as decreases the adherent water- soluble P205 leading to lower total P2O losses.

As part of its research program on column flotation, the Bureau of Mines, Salt Lake City Research Center has performed studies on (1) column flotation amenability and comparison with conventional flotation results for over 15 mineral systems, (2) alternative methods for improving column bubble generation systems, (3) mineral behavior within a column, and (4) the effect of changes in column operating parameters on flotation grade and recovery. Based on results from these studies, flotation columns (1) are capable of producing higher grade concentrates in fewer stages than conventional flotation cells at equivalent or increased recoveries, (2) require less retention time than conventional flotation cells, and (3) can be divided into cleaning and collection zones that have characteristic mineral-upgrading-per-foot values. Attempts to improve the column air sparger have led to the development of a superior external bubble generation system, which can (1) achieve increased air holdups. (2) produce bubbles from 400 Um to 4,000 Um average bubble diameter with minimal frother addition, (3) provide superior bubble size control, and (4) be maintained without column shutdown. Efforts are continuing to improve column flotation and transfer successful technology to industry.

Hibernia de Mexico SA de CV, based in Durango, Durango, Mexico built and put into operation a 700-t/d (770-stpd) agitated cyanide leach plant in Guanacevi, Durango. Plant construction began in March 1993 and operations began in November 1993. Hibernia de Mexico, a wholly owned subsidiary of Hibernia Holdings, Inc., is a privately held Tucson, AZ-based company. The startup procedures described here deal with Mexico's legal, import-export and finance requirements, and labor and security requirements. The 700 t/d (770 stpd) Guanacevi project is located next to the town of Guanacevi. The project is an agitated cyanide leach plant built to process about 2 Mt (2.2 million st) of flotation tailings over its life. The plant is operated by Servicios de Guanacevi, Asociasion en Participacion. It is owned jointly by Hibernia de Mexico and Metalurgica Guanacevi SA de CV. Legal, importation of equipment and financing For a foreign company to operate in the mining industry in Mexico, it must form a Mexican company. A Mexican company presently must be at least 51 % owned by a Mexican entity. The other 49% may be owned by non-Mexicans.

Liebherr Mining Equipment Co., of Newport News, VA and Baxter Springs, KS, introduced the T282, a new two-axle, diesel-electric, AC drive haul truck with a payload capacity of 327-t (360-st). The T282 was unveiled at a press briefing in October 1998 at the company's Baxter Springs research and development1 manufacturing facility. In addition to an increase in pay- load capacity, the truck's AC drive system has been de- signed to allow for easy configuration to a trolley-assist system with minimal additional equipment. The T282 provides fuel savings, reduced maintenance requirements, and reduced downtime and maintenance costs, providing the mine operator with increases in productivity. Basic dimensions and weight of the T282 are: ? Overall length, 14.5 m (47.5 ft). ? Overall width, 8.7 m (28.7 ft). ? Loading height, 6.5 m (21.2 ft). ? Height - body up, 13.9 m (45.9 ft). ? Cosmo Howley is a gold deposit in the Northern Territory of Australia. The geology is complex and the input of geological data is an important part of the grade control process. As the geology of the deposit has become better understood, grade control and mining techniques have evolved to meet the changing circumstances. Present grade control depends on the use of angled blast holes, 21/2 benches and selective mining. Data is processed on site using 2 386 PC's running Surpac software. An environmental protection programme is employed, including soil stripping and stockpiling, sulphide waste containment and water quality monitoring.

With an ongoing concern for safety and health in the workplace, NYCO® requested three medical evaluations be undertaken to study possible health hazards of wollastonite. Two of the evaluations were conducted by the National Institute of Occupational Safety and Health (NIOSH). One was in 1976 (Ref. 1), and the second in 1982 (Ref. 2). The aim of the two studies was to answer the following two questions: 1. Do wollastonite workers exhibit more respiratory abnormalities than workers not exposed to wollastonite? 2. Is there a relationship between prevalence of respiratory abnormalities and accumulated expo-sure time to wollastonite?

The US Bureau of Mines investigated germanium and gallium extraction from an ore containing 0.089% Ge and 0.036% Ga. While previous researchers concluded that a reducing agent, such as SO2 is needed to extract germanium and gallium from such ore, this research showed that high extractions (87% Ge, 97% Ga) were possible using sulfuric acid alone, if the acid concentration were properly controlled. This control was achieved using a two-stage countercurrent leach circuit. Microprobe analyses revealed that the non-extracted germanium is in solid solution with quartz, and therefore cannot be leached with SO2 or sulfuric acid.

Although Mexico is known for its important base-and precious-metal deposits, and lately oil, some industrial minerals play an important role in the Mexican economy. Sulfur, the most important industrial mineral produced, accounts for approximately 7.5 percent of the total value of mineral production. This commodity is followed by fluorspar, which accounts for 6.4 percent. Predominantly, the fluorspar deposits are very high grade (75 percent CaF) and are contained in lower Cretaceous limestone in the states of Coahuila and San Luis Potosi. Base-metal deposits in the area of Parral (notably San Francisco del Oro), however, have become important fluorite producers in their own right. (San Francisco del Oro has 12 percent fluorite gangue.) Salt from the Guerrero Negro solar-evaporation ponds in Baja California account for 6 percent of the total shares; phosphate from Baja California also accounts for 6 percent. Barite from man to deposits in Lower Cretaceous limestone in Coahuila and exhalative deposits in the Paleozoic section of Sonora account for 1.0 percent. In addition, Mexico is an important producer of gypsum, graphite, and celestite. Although graphite and celestite are not large-scale operations and thus do not contribute much to the Mexican economy, the Mexican graphite and celestite deposits are among the most important in the world; Mexico is one of the world's few sources of celestite. The celestite is in the form of large, high-grade mantos in Cretaceous limestones in northern Mexico.
