Froth flotation has been shown to be an effective method for reducing Loss-on-Ignition (LOI) of ponded or landfilled fly ash. Reduction of LOI is required for many fly ashes, particularly those produced from low-No, burners, in order to meet ASTM requirements for use as a mineral admixture in Portland cement concrete. An additional ASTM requirement, fineness, is critical in determining end use applicability, and in many cases, classification of fly ash is necessary to produce an acceptable product. Hydraulic classification has been shown to be a simple, cost-effective method for classification of a variety of minerals including silica, phosphate, mica, coal, etc. and has shown to be similarly effective on fly ash. The combination of froth flotation and hydraulic classification facilitate the production of a high quality pozzolan that meets or exceeds ASTM specifications. This combination has been rigorously evaluated and results of pilot-scale testing are presented. Pilot scale testing was conducted on fly ash from two active utility storage ponds and demonstrated that high quality, consistent pozzolan could be produced using APT's Fast Float? Technology. Along with the pozzolan, additional production of aggregate for masonry mortar and a low sulfur, medium Btu fuel were also demonstrated. The Fast Float? process incorporates several simple unit processes to ensure pozzolan consistency; classification controls particle size distribution which is critical to achieving early strength, flotation controls the grade with respect to L.O.I. (Loss on Ignition) while dewatering controls the moisture content.

This report concerns Contract No. 3B of the Port Richmond Project, for the Department of Water Resources of the City of New York. It involves the construction of 7, 000 ft. of 7 ft. finish I. D. interceptor sewer by tunneling in soft ground, as well as associated manholes, regulator chambers, siphons and miscellaneous sewers and structures, beneath a heavily travelled perimeter road in Staten Island. The Contractor is Richmond Constructors, a joint venture of Grow Tunneling Corp., sponsor, MacLean Grove & Company, Incorporated, Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Project manager is Paul DeMarco, Vice-President of Grow Tunneling Corp. The cortract, as designed and bid, requires the use of liner plates 101 -0" O. D., and both cast iron and steel designs of several widths were included in the bid documents by the owner. The specifications also required the contractor to install and put into operating condition, prior to commencement of mining, a complete low pressure compressed air plant and all accessories for mining in compressed air, even though the contractor was given the option of using other methods of ground water control. A third requirement of the specifications was that a shield be used, either manual or mechanical, and with full provision for "breasting". Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. It has been known for a long time that summing pressure drops and rises due to friction, shock, fans and natural ventilation is incorrect. In fact, lost works and works should be summed. In spite of this, the traditional method of finding a fan/system operating position has been the H/Q Curve. This paper presents (lost) work/m curves, progressing from a single fan moved around the system to include natural ventilation work, and fans in a series, parallel and series/parallel. The solutions obtained graphically are substantiated by dry air thermodynamic solutions, and the traditional solutions are shown to be in error. This method of solving problems is particularly useful when moving fans around the system, and essential in series/parallel and series situations with substantially different fan densities. The dry air analysis is employed because of its simplicity. Real air, with evaporation and condensation, will react somewhat differently, and one should use real densities (i.e.[l + w +w]/va ) when using this method. One source of error when applying this method to real air, although probably not major, will be investigated in a subsequent paper. Friction and shock losses are proportional to the square of the mass rate of flow, leading to the typical parabolic system curve. However, the unbalanced water stuff potential energy term, on a unit mass basis, is substantially independent of the mass rate of flow. It is possible that this could be handled as a negative natural ventilation work.

Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. Researchers combine expertise from a variety of technical and nontechnical fields in their quest to shape the post-mining era that completes the mine life cycle. In this respect, the Research Center focuses on four research areas: Perpetual tasks and mine water management, Geomonitoring, Material sciences and site transition. With more than 200 years of successful partnership with the mining industry in Germany and abroad, THGA offers a perfect setting for fresh and sound ideas in order support mining’s social license to operate. The aim of the paper is to describe the Post-Mining Research Center along with exemplary research projects that are of interest to the mining industry globally and to foster technical communication and research networking.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. CANMET/MRL has been contributing to an industry/government program to assess the quality of air in mines, and improve the working environment for Canadian miners. The ultimate aim of this program is to recommend a sampling methodology and appropriate concentration limits for both the soot (diesel particulate matter - DPM) generated by diesel equipment, and respirable combustible dust (RCD) as measured underground. The program was conceived by the Canadian Adhoc Diesel Committee, which consists of representatives from seven major Canadian mining companies, three provincial inspectorates, one union representative, two manufacturers of diesel equipment, and CANMET, a Federal Canadian research agency. This paper describes the modification and laboratory confirmation of an existing methodology for the sampling and analysis of DPM/RCD, including: sampling problems, filter selection, filter efficiency, DPM size distribution, the approximate performance of fractionating devices, and it reports the results of current ambient measurements of exposure levels in Canadian underground mines. Because of the concern about the health impact of DPM/RCD on mine workers, North American agencies are in the process of establishing limits for these aerosols. So far, the Province of British Columbia is the only jurisdiction in North America to legislate the maximum exposure level of RCD in its underground mines, i.e. 1.5 mg/m3 interim level recommended by the Adhoc Diesel Committee. It has also recommended the use of the CANMET/ADHOC RCD sampling protocol.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

Fly ash as an additive for oil well cement was introduced to the oil industry by the Halliburton Company in 1949. Since its early usage in the Illinois area of the U. S., the total amount of fly ash pumped into wells has exceeded 30 million sacks, The advantages of using fly ash-portland cement mixtures in wells are fundamentally the same as for concrete except the conditions of placement and curing are variable and the nomenclature of properties are expressed somewhat differently. In some instances deep wells have been cemented with mixtures of fly ash and hydrated lime together with an activator which functions as a catalyst for setting. This fly ash-lime formula has many advantages for high temperature-pressure conditions found in wells.

In recent years the procedures for functionally designing bulk storage bins and hoppers have evolved from qualitative guess and try methods to a quantative method based on theory and tests of the bulk solid to be stored. This quantative method, developed and implemented by Dr.'s A. W. Jenike and J. R. Johanson as with any new design, must prove its effectiveness and validity in the actual operation of the finished equipment. How accurate are the theoretical predictions? Is it possible to extrapolate from bench size tests on a small ample of the bulk solid to the full scale bin design? Can the theoretical designs be economically translated into working hardware? In this paper the answers to these questions are discussed in light of actual bin operations.

The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), in collaboration with the Mine Safety and Health Administration (MSHA), the mining industry, and seal manufacturers recently conducted a series of full-scale experiments within the underground experimental mine at PRL’s Lake Lynn Laboratory. The purpose of the experiments was to evaluate the explosion-resistant characteristics of several new seal designs for rapid deployment during mine emergencies. These seals can be deployed in 6 to 10 hr and are capable of withstanding explosion overpressures in excess of 140 kPa (20 psi). These novel seal designs use available mine materials, do not require conventional rib hitching, and, most importantly, can substantially reduce exposure time for coal miners during sealing and mine recovery operations.

The viscosities of various FeO-SiO2 slags were calculated using a previously developed structural-based model. Using hole theory and the atomic pair model, an expression was derived to relate the viscosity to temperature and the fraction of the bridging oxygen in silicate melts. The deduced equation was successfully applied to predict the viscosities of FeO-SiO2 slags in the composition range of 0.1 < XSi02 < 0.423 for several temperatures. The calculated data agree well with the experimental viscosity data.

Automated monitoring of steep embankments allows the early detection of instability and can be used to avoid or mitigate possible slope failures. A system that uses multiple and different types of sensors has been created and successfully tested at the Highland Valley Copper mine in British Columbia. The system uses robotic total stations (RTSs) as the primary measurement sensor, with surveys repeated at predefined intervals selected to optimize operational efficiency. A methodology has been developed to improve the system’s accuracy and reliability by reducing the effects of systematic errors created by atmospheric refraction and unstable instrument and reference point positions. The inclusion of GPS sensors to monitor the RTS positions creates additional operational flexibility and maintains system integrity when insufficient reference stations are available.

NIOSH researchers and an industry partner conducted an investigation to study the effectiveness of ergonomic interventions in mining. The study required a significant commitment of time and resources from the cooperating site, Bridger Coal Company. This paper focuses on some of the challenges faced by the researchers and their cooperator. Challenges included the need to redesign methods of identifying and prioritizing injuries, and the need to train the workforce in ergonomics while still maintaining progress and interest in the process. The authors discuss some practical interventions implemented by Bridger Coal to date, and discuss future research implications brought about by PacifiCorp’s Generation Business Unit, who monitored the project to determine whether an employee-owned ergonomic process could be implemented throughout their operations.

In 1994, Cyprus Twentymile Coal Company and Scandura formed a joint task force charged with the purpose of developing the highest rated fabric belt for underground longwall coal mining. This paper details the development efforts and concepts utilized by Cyprus and Scandura to meet the challenging demands of Twentymile Coal&apos;s East Mine District (EMD). The finished panel consisted of a 5,500 meter (18,000 feet) conveyor with 245 meter (800 feet) of drop over the first 3,660 meters (12,000 feet) and 245 meters (800 feet) of lift out-by over 1,830 meters (6,000 feet). The panel was designed with an operating capacity of 4,500 tph (5,000 stph) and 4.1 m/s (800 fpm) belt speed.

A paste technology investigation was completed for non-pozzolanic fly ash from Units 3 & 4 of PPL Montana’s Colstrip Steam Electric Station. The purpose was to assess the feasibility of converting from dilute slurry deposition of ash products to a system using thickened or paste ash to reduce excess water storage in the impoundment, reduce seepage losses, and increase storage efficiency. The investigation included laboratory and field testing to characterize the rheological, geotechnical and dewatering properties of the ash products, an assessment of potential seepage reductions and an evaluation of potential for increased ash storage capacity by modifying impoundment operating procedures. The studies concluded that the conversion project was feasible, cost effective, and permittable. Critical facilities for the conversion project are currently under construction.

This paper is the first preliminary report on the bauxites and terra rossas of the Caribbean. It concentrates on the islands of the Greater Antilles, and for reference purposes the Yucatan Penin- sula is included. At this point, observations made in Jamaica, Haiti, and the Dominican Republic are compared with reported information on Puerto Rico, the Bahamas, Cuba, the Cayman Islands, and the Yucatan Peninsula with regard to occurrence, as well as physical, chemical, and mineralogical composition. From this, an attempt is made at classifying the types of bauxites in the Caribbean, indicating the best reserves estimates, and the process ability of these bauxites. Some suggestions are also provided to fuel the controversy over the likely source material(s) or origin of the Caribbean bauxites.
