The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Introduction Pebble mill grinding can be defined as wet or dry grinding in a tumbling mill with pebbles used as grinding media instead of metal balls. To clarify the terminology, which may differ in the various mineral industries, it is essential to point out the differences between grinding with partially sized and carefully sized grinding media. When grinding with partially sized media (limited top size only), sizing is usually the setting of the primary crusher and there is no bottom sizing-all fines, chips, sand, and small sizes are included. This is often called run-of-mine or primary autogenous grinding. In this case the entire crusher discharge is fed into the mill and part of it becomes "charge" and the rest is "sand feed." When grinding with carefully sized media (i.e., media that is sized both at the top and bottom of the size range), no fines or chips should be present in the charge to the mill. This is pebble milling and the grinding media consists of ore, rock, Danish pebbles, gravel pebbles, or ceramic pebbles-media that is appreciably lighter than steel balls. The grind¬ing charge is fed to the mill to maintain a load and it does the grinding usually on a classified sand product of suitable size. If the grinding media is the same as the raw material being ground, this type of grinding is also called secondary autogenous grinding. Pebble milling was in common use in the gold mines of South Africa in the early 1900s. It is by far the oldest form of autogenous grinding. It may be used to grind crushed ores from a maximum size of about -% in. to all -10 µm. Pebble milling differs from "run of mine" grinding in many ways, but two big differences are: I) The ore itself is crushed to approximately t/4 in., or it may be further reduced to 8 or 10 mesh in a rod mill or fine crusher. 2) Then carefully screened ore of the correct size is placed in one or more stages of pebble mills to grind the ore to its desired final size. The media size is carefully selected to be the most efficient for the particular size reduction required in each stage. This is a precise practice, and pebble mills can be designed as easily and accu¬rately as can rod mills or ball mills by those skilled in the art. A pebble mill is a rotating cylinder in which the grinding media has been carefully sized for the job in hand. If the mill is doing coarse grinding, the media will be correspondingly large and the mill might be called a primary (or intermediate) pebble mill or a lump mill. If it is to do fine grinding, the media selected is proportionately smaller and the mill would be called a secondary or tertiary pebble mill. The media itself is normally rounded pebbles made from screened ore from the primary-crusher discharge. The charge could be rounded pebbles of the correct size removed from a primary autogenous mill, or the pebbles could be carefully sized gravel, sized beach pebbles, or sized flint pebbles. Usually the specific gravity of a pebble is from 35 to 55% of that of steel balls. It commonly varies from 2.66 to 4.2, depending on the specific gravity of the ore. Primary pebble mills, or lump mills, would be charged with pieces of rock up to 10 in. maximum and 5 in. minimum and would grind crusher discharge with a maximum size of 1/4 in. on hard ores and 3/8 in. on softer ores. Secondary pebble mills could be charged with pieces of rock screened on 4 x 4-in. square mesh and retained on 1 1/2 x 1 1/2 in. These mills would grind material with a top size of 8 to 10 mesh. Tertiary pebble mills could be charged with screened rock that would pass 3 x 3 in. and be retained on 1 x 1 in. and grind 35 to 48 mesh sands. Principles of Operation Media Size To operate a pebble mill efficiently it is imperative that great care be taken in screening the rock feed that is fed into the mill to round up into a range of pebble sizes that are suitable for grinding of the sands that are also being fed into the mill, having regard to the top size and the average size of such sands. Since most mill operators know from experience the correct size of steel balls to be used in a mill to handle different sizes of sand feed, it is convenient to relate the pebble size to a ball size. If the correct ball size is not known, it is relatively simple to conduct batch laboratory tests in 12- to 18-in. laboratory mills to determine the optimum size of steel ball. Also, Bond and others have published formulas for calculating the optimum ball size. When the correct size of the individual steel ball is known, then a pebble of the same weight will perform the same grinding if used in the proper size of mill and under the proper conditions, which will be defined later. This media size, as defined by the average weight of the individual pieces, is most important. The following tests will serve to clarify this point. Laboratory Tests Using Steel Balls or Pebbles. Several labora¬tory grinds were made to compare a given size and weight of steel ball with a pebble of the same weight but larger size, and of the same size but lighter weight. The following loads were used in the 12-in. laboratory mill: All 1 1/4-in. steel balls weighing 122 ± 10 g. All 1 3/4-in. pebbles weighing 123 ± 5 g. All 1 1/4-in. pebbles weighing 45 ± 3 g. To equalize capacity, the test with the steel balls was run only 34% as long as the tests with pebbles. In each case, 2,500 g of primary sands were ground at the optimum gravity for the media being tested at a speed 78 1/2 % of critical speed, and for 170, 340, and 680 revolu¬tions for the steel balls, and 500, 1,000, and 2,000 revolutions for the pebbles. The first test is summarized in Table 74 by showing the 80% passing size in microns for the feed and for each of the grinds. Two other tests are summarized in Table 75 showing the screen analyses

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

The NC State University Minerals Research Laboratory (MRL) and Waste Reduction Partners (WRP) of the Land of Sky Regional Council joined efforts in 2000 to initiate a technically sound and practical program for the management of high-volume coal combustion by-products (CCBs) in North Carolina. The accumulation of CCBs from coal burning boilers throughout the state of North Carolina posed a substantial storage problem, and the area was overripe for an effective management program, which would be environmentally sustainable. In particular, the public utility generators had filled storage ponds on their properties, and the storage overload had grown to critical proportions. Much the same situation existed for paper mill biosolids, which were stored on site in landfill cells along with daily output of CCBs from the mill boilers. A conversion process via the patented pyro-process12 (US Patent No. 5,342,442) to produce synthetic light weight aggregates (LWA) from CCBs and paper mill sludge was conceived to process large quantities of both these waste materials. MRL and WRP initiated and formed a consortium that brought together academia, private industry and state agencies to evaluate the production of LWA by the pyro-process. The industry partners included representatives from the power companies, industrial ash generators, expediters for coal ash products, as well as concrete block manufacturers. It was important to welcome interested parties from not only the western North Carolina area and other parts of the state but also from neighboring states including Tennessee, South Carolina and Georgia. Membership of this consortium evolved during the intervening years to include the following participants and supporters: Progress Energy Carolinas; Duke Energy; Santee Cooper; Full Circle Solutions; Land-of-Sky Regional Council; NC Department of Pollution Prevention and Environmental Assistance; Ecusta Business Development Center; Blue Ridge Paper Products; Jackson Paper and Manufacturing Company; Miller Perlite; Appalachian Products; General Shale Brick; Metromont Materials; Small Business Technology Development Center of the University of North Carolina system and North Carolina State University The initial development program conducted at the Minerals Research Laboratory (MRL) was to formulate an acceptable LWA product, which fulfilled user specifications for light weight concrete block and structural concrete application. Support work and program coordination efforts were furnished by retired technical volunteers in WRP. The work advanced steadily, using proven technologies well established in the mineral industry, to generate a very satisfactory LWA. The consortium then concluded that a more comprehensive CCB conversion program would have more appeal for full scale manufacture and commercialization, if a variety of products from CCB separation were generated. This product assortment would include bottom ash, low carbon fly ash, recovered carbon of high purity, as well as the synthetic LWA. The bottom ash would serve the concrete block market, the fly ash was in demand for ready-mix concrete, and the high carbon product could be pelletized and used as a fuel for reburn or by the steel industry, and the LWA was a sought-after component for light weight concrete applications. After scouting all these potential markets and finding them to be viable, the consortium then inaugurated an integrated pilot plant program for the CCB separation and conversion. The plan was organized in three (3) parts: (1) Phase I ? bench scale evaluation studies (2) Phase II continuous pilot plant evaluation and (3) Phase III ? conceptual commercial plant design including marketing efforts and attraction of business entrepreneurs to build a full scale manufacturing plant. Phase II would serve to validate the process in a continuous mode and produce substantial quantities of products for preliminary marketing efforts and for demonstration-of-use purposes. The consortium agreed to the name, CAROLINA ASH PRODUCTS, (CAP), for the integrated pilot plant program. The products generated might be designated with the CAP label as: bottom ash would be named CAP Granules, low carbon fly ash would become CAP Ash, recovered high carbon product would be CAP Carbon, and LWA would have the name CAP Stone. Phase II of the program processed 20 tons (18 t) of ponded ash from Progress Energy storage at a rate of 600 lb (271 kg) of raw ash per hour with favorable results. PRELIMINARY STUDIES Prior to committing laboratory research and development effort as well as support and coordination activities to this program, it was necessary to determine (1) the level of need for a freshly launched CCB reutilization program in this state and (2) what degree of versatility was necessary for such a process. State agency records and a survey of recent boiler operations indicated that in the state of North Carolina at least 77 facilities manage CCBs from their boiler operations. Despite continuing development efforts in more eastern parts of the state, the use of CCBs for commercial applications has not increased to a level which alleviates the need to store vast quantities in private monofills on the generator?s property. More than 1.25 million tons (1.13 million t) of CCBs are landfilled in NC annually, with 300,000 tons (271,985 t) per year generated in western NC alone. Many different boiler types, which span both very old units and those that are modern and efficient, were to be found. These included stoker-fired units, pulverized coal boilers, slag-tap furnaces, and fluidized bed combustion boilers covering a range of sizes. Any systems designed to separate CCB components from all these sources and convert them to useful secondary products would need broad processing latitude and flexibility. Up to the present there has been a paucity of research done in the western part of the state to find productive alternatives to storage in landfills. With tipping fees in our largest landfill now approaching $40 per ton ($44 per t) and escalating transportation fees (about $200 per truckload up to 40 tons, traveling a distance of 25 miles), the problem has become urgent both economically and ecologically. A well-designed, integrated wet process for CCB separation into value-added products had much potential to be less expensive than landfilling as well as to provide saleable materials with acceptable profit margins. These preliminary investigations also revealed that other major waste streams, in particular paper mill sludge and municipal and animal waste biosolids were important candidates for priority attention. Since these biosolids could furnish the organic component of a synthetic LWA product, they could be consumed as part of the same program. This added interest value to a growing list of partners to support and participate in the program.

In 1967, development of the Cyprus Thompson Creek molybdenum deposit began near Challis, ID. The first mining claims were staked on an intrusive rock out-crop. Exploration continued for 14 years. In 1978, the decision was made to develop the deposit. In Dec. 1980, approval was received for the environmental impact statement and facilities construction and waste rock removal began. By the middle of 1983, 126 Mt (139 million st) of rock had been removed and all facilities completed. Location The Thompson Creek project is located about 58 km (36 miles) southwest of Challis in Custer County, in south central Idaho. The mine and mill are situated between 2.2 and 2.6 km (7,217 and 8,530 ft) in elevation. The project is located in an isolated area. The Energy Act of 1992 has many users of ac-induction motors eyeing premium-efficiency motors with mixed feelings and perhaps some confusion. When the October 1997deadline arrives for compliance with the1992 standards, the winners will be the environment due to reduced need for more power generating plants and the petroleum economy because of reduced dependency on foreign oil. But what will it mean for industrial users? The most obvious benefit is the potential for smaller electricity bills. Motors account for about 64% of the electricity consumed in the United States, at a yearly cost of $112 billion. Every 1% reduction in motor demand cuts 0.64%, or $716 million, off the industry wide bill. Higher efficiency motors also run cooler. This lightens the load on air-conditioning systems and further reduces plant demand. Lower total demand can lead to lower rates by helping to minimize peak-demand surcharges. As rates increase over time, these savings get bigger.

Injuries and fatalities resulting from roof falls are still a major concern in U.S. coal mines, and many researchers are focused on developing meaningful approaches to minimize this hazard. In the United States, coal mine roofs can vary widely in composition, geometry, and inherent heterogeneity, leading to a wide array of different roof fall failure types. Researchers frequently employ numerical modeling tools to reproduce this physical phenomenon and provide key guides to engineers regarding roof conditions and control as long as the input data and constitutive relations are appropriately selected. Simulating such complexity requires expertise and constitutive models that adequately simulate roof behaviors. However, the currently available constitutive models have shortcomings in capturing some of the roof fall failure types common in underground coal mines, such as guttering. A new constitutive model is developed to address the shortcomings of constitutive models commonly used for coal roof stability analysis. The constitutive model developed in this study combines the anisotropic-elasticity and nonlinear strain-softening responses. In addition, the developed constitutive model can simulate up to three different joint sets implicitly, allowing for use in both continuum and discontinuum settings, and can be used in both Lagrangian finite-volume and distinct element method codes of Itasca. First, the mathematical expressions of the model are provided. Afterward, the validation phase of the developed model that covers comparisons with analytical solutions and those of existing models (e.g., anisotropic elasticity, ubiquitous-joint, and bilinear strain-hardening/softening ubiquitous-joint plasticity) is presented. Finally, a hypothetical coal mine roadway facing high horizontal stress is simulated. The presented model successfully shows three distinct stages of a cutter roof in a shale roof: (1) initiation of shear cracks at the rib– roof intersection, (2) extension of cracks deeper into the roof (i.e., above the roof bolt length horizon), and (3) cantilevered roof. It is demonstrated that the presented constitutive model has the potential to help future researchers in simulating various roof responses.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

7.1 INTRODUCTION Subsidence measurements include surveys of surface and sub- surface movements and measurements and monitoring of surface structural damages. In this chapter the most commonly employed methods are discussed. 7.2 MEASUREMENT OF SURFACE MOVEMENT Surface movements involve two basic components, subsidence and displacement. The other five components (i.e., slope, curvature, strain, twisting, and shearing) are derived from the two basic components. Since all measurements are geometrical, they can be measured by common surveying techniques. 7.2.1 MONUMENTS The first step is to select the types of monuments or surveying stations. Various types of monuments have been employed. The simplest one is a paint mark on the pavement or concrete slab, although this should be discouraged because it is easily affected by artificial or environmental factors. Others use steel or wooden rods, 2 to 3 in. in diameter or square by 2 to 5 ft long, driven all the way down, flush with the ground. Both types of-monuments have no provision for frozen ground heave and both are tampered with easily. A more elaborate type is shown in Fig. 7.1 (O'Rourke et al., 1982). A rebar or iron pipe, 2 in. in diameter by 6 ft long is driven down to nearly flush with ground surface. The top 4-ft section of the hole around the pipe is enlarged to 1 ft in diameter and grouted with concrete. The most sophisticated type of monument is shown in Fig. 7.2 (Conroy and Gyannaty, 1983a). It consists of two hollow steel pipes. The inner I-in. pipe, 10 ft. long is enclosed by a 2-in. pipe at the upper 5-ft. interval. The gap between pipes is filled with foam to isolate the inner pipe from external environmental effects. The bottom of the inner pipe can either remain open or be sealed with a cap, depending on whether the ground is dry or wet. 7.2.2 MONUMENT ARRANGEMENT AND SURVEY LINES The monuments are installed strategically to form survey lines. Three basic types of monument arrangements are shown in Fig. 7.3. Figs. 7.3a and 7.3b are for single and multiple panels respectively; Fig. 7.3~ is mainly for research purposes with multiple survey lines both in longitudinal and transverse directions. This is extremely useful for defining the distributions of ground deformation, as shown in Figs. 2.10 and 2.11. Basically there are two types of survey lines: the whole basin survey line which extends across the panel width or length (e.g., lines R, R, in Fig. 7.3 a&b), and the half basin survey line which covers approximately half of the panel width or length (e.g., lines R, F in Fig. 7.3 &b). Survey lines are generally straight and linear. They should be located on the major crosssections of the subsidence basin. Survey lines must extend beyond the edge of the opening for a sufficient distance so that the edges of the subsidence basin can be determined accurately. The minimum distance from the edge of the opening must be [ ] where h = mining depth, [ ] = angle of draw, and [ ] = 5 to 7 times monument spacing for whole basin surveys, or 8 to 10 times the monument spacing for half basin surveys. There must be at least two controlling monuments at each end of each survey line. Controlling monuments must be located beyond the influence of underground mining. The spacing of the monuments ranges from 15 to 200 ft. The UK National Coal Board (NCB, 1975) recommended a spacing equivalent to 0.20 of the mining depth. Peng and Geng (1982) recommended that the maximum monument spacing be dependent on mining depths as follows:

The efficiency of Thiobacillus ferrooxidans in the desulfurization of a high-sulfur content New Mexico coal was demonstrated. The optimum condition of process variables were found to be pH = 2.3, particle size = 38 µm, pulp density 14.1% (W/V) and temperature 33.9°C. Larger scale experiments carried out with these optimum conditions resulted in coal desulfurizations above 97%, while in sterile controls this was only about 10%.- The rate of desulfurization was described with an exponential expression with respect to the effects of coal particle size. The effect of pulp density on coal desulfurization was quantified by a Monod type equation. The apparent activation and deactivation energies, the frequency factor and temperature coefficient were derived from the effects of temperature to be ?aE - 11720 cal mol-1 and A = 30.44 mol dm-3s-lin the range of 20 - 35°C; ?Ed = 43930 cal mol-1 and A = 9.82 x 10-39 mol dm-3s-1 in the range of 35 - 45°C; and Q10 = 1.94 in the range of 20 - 30°C. The thermodynamic values [(?G+, ?H+ and ?S+)] of the activated complex were calculated. The generalized second order regression equation relating the degree of biodesulfurization of coal to the leach parameters was shown to adequately predict coal desulfurization within the range of process variables studied.

The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

The Kidd Creek orebody is a massive, base metal deposit with widths up to 600 feet and a strike length of 2,200 feet. The orebody dips eastwards at 70° to 80° and is amenable to sub-level open stoping. Five distinct zones (Fig.1) based on structural wall rocks and ore type parameters occur within the orebody. These zones are: Zone 1 - Mainly copper stringer ore Zone 2 - Massive pyrite ore Zone 3 - Massive sphalerite and chalcopyrite Zones 4 and 5 - Are banded and variable in nature Compressive strengths vary from zone to zone with an average of 22,000 p.s.i. and highs of 40,000 p.s.i. The mine is developed from a ramp extending from surface to the 1600 foot level and a 24 foot diameter, 3050 foot vertical shaft with main levels at 400 foot intervals. Sub-levels at 100 foot vertical intervals are driven from the ramp. transverse and longitudinal pillars to support the crown pillar left under the open pit. The layout allows an opportunity to enlarge or reduce pillar sizes and also to introduce fill on any horizon should conditions warrant. It also offers a large number of operating stopes spread through the various ore zones giving good ore blending characteristics. All ore from the stopes is handled through drawpoints using Wagner ST8 scooptrams with an average one way haul length of 650 feet.

"Rock dust is applied in underground coal mines to prevent the propagation of coal dust explosions. The application is conducted either dry or wet. Both methods have advantages and disadvantages however the formation of caked rock dust particles is cited as a significant concern for wet applications. A study was conducted to evaluate the effect of modifying the rock dust particle surfaces to repel water and each other by the addition of oleic acid (OA) and sodium oleate (NaOL). At a NaOL dosage of 2 lbs/ton, a contact angle of 112o was measured indicating strong surface hydrophobicity and ability to repel water. FTIR studies indicated a chemisorption mechanism which is necessary for long term stability of the surface modification. The dispersion rate of the modified rock dust samples was elevated by the application of both OA and NaOL thereby indicating a significant reduction or elimination of the detrimental effect of caking. Tests in an explosion chamber showed a 79% reduction in the dust explosion potential relative to untreated rock test applied by the wet technique. INTRODUCTION Mine explosions have been a long-time threat to underground coal miners attracting significant attention to the accumulations of combustible dusts and gasses. In the presence of sufficient oxygen and heat, the accumulations of combustible dust and gass can lead to large-scale underground coal mine explosions [Harris et al., 2010]. To alleviate the problem, rock dust such as limestone can serve both as a thermal inhibitor and a heat sink to inert the coal dust explosibility thereby prohibiting the occurrence of dust explosions [Richmond et al., 1975; Amyotte et al., 1995; Dastidar et al., 1997; Man et al., 2009]. The dispersibility of the rock dust is an important characteristic that determines the degree of explosion prevention [Greenwald et al., 1938; Mozumdar et al., 1974; Amyotte et al., 1995]. Unfortunately, the environmental conditions of an underground mine has the potential to cause caking of the rock dust which reduces the dispersive characteristics needed. The dispersive property of rock dust can be enhanced by modification of the particle surface properties by the application of chemical additives [Greenwald et al., 1938; Mozumdar et al., 1974; Spence, 2004; Vogt, 2011; Doidge et al. 2014]. The major mechanism for rock dust caking is the adsorption of water which forms liquid bridges at the particle-particle contact points where saturated solutions of soluble powder ingredients are present. Changes in temperature or relative humidity result in solvent (water) evaporation and the formation of dry bridges [Rumpf, 1958; Specht, 2006]. One method to prevent caking is creating hydrophobic rock dust to repel water from the solid surface thereby preventing the formation of liquid and solid bridges."

For public organizations, preparing accurate project cost estimates is a critical component in capital project planning. Project delivery methods provide a structured approach to moving projects through the design and construction lifecycle, and typically use cost estimates as key inputs at each stage to determine if the project will advance. As design stages can occur years or even decades before construction contracts are awarded, estimates need to make reasonable assumptions about how the work may be executed (means and methods) as well as potential future market trends so that appropriate values for material pricing, labour costs, escalation, and owner’s costs can be included. This process is challenging enough during stable markets, as historic trends can often be misleading and require a suitable understanding of economic factors to use appropriately. When you mix in the market volatility that has been observed since 2020, developing accurate project cost estimates becomes even more challenging. In cases such as this, having a structured approach to cost estimating that includes an adequate risk-based reserves cannot be overstated as it provides the basis for ongoing project decisions. This paper explores some of the historic and more recent market trends that have impacted key aspects of project cost estimates for capital project planning. It also provides recommendations on how to develop cost estimates for infrastructure projects, with examples from Metro Vancouver, which plans for and delivers regional-scale services to 2.6 million residents. A brief commentary on the use of escalation clauses in contracts is also presented.

Issues between resource utilization and resource preservation often develop in connection with coal mining. One such conflict exists in eastern Utah where PacifiCorp and Energy West Mining Company are working with State and Federal agencies to address the resource recovery/resource preservation dispute. The effects of underground longwall coal mining on golden eagle (Aquila chrysaetos) cliff nesting sites have been studied at the Cottonwood Mine since 1986. Subsidence, escarpment spalling, and the nesting activities of the local eagle population were monitored.

Defining the Risks The bad news is peak commodities, energy and economic crisis and stock markets collapsing are the issues that are already hitting everyone?s bottom line and draining the treasuries of every mining company around the world. Higher energy costs are affecting the bottom line more than ever before, which is creating more risk for companies. Mining companies have major land positions around the world and they have major energy needs. Uncontrollable increases in energy costs, increased regulations for diesel fuel emissions and energy intermittencies are costing mining companies more time, money, and man-power, which are cutting into profits and hitting the balance sheet. The good news is, there are practical energy solutions which are off the grid, tried and true methods which can be implemented in a cost-effective manner and will increase profitability and save shareholder values as well as energy security for these companies and their projects. To date, most of the mining resource industry has not yet considered or used other forms of power like clean, sustainable, or alternative energy for their own energy needs. The reasons have primarily been pushback from the mining industry due to beliefs of older technologies in alternative energy, a lack of understanding of the cost advantages long term, and perceptions of environmental relativity.

Introduction Mineral exploration interest, principally for gold, in the south-western Pacific has surged to new proportions. This is primarily due to the application of epithermal exploration concepts in the Australian-Oceana region. Other factors that have contributed to the high level of exploration interest include governmental policies supportive of mineral exploration, along with relative ease of tenure access and a relatively short bureaucratic process. This paper highlights exploration and development activities in the North Island of New Zealand, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea (Fig. 1). It provides a framework to understand the overall recent enthusiasm that has been brought to the south Pacific by explorationists. Through these recent developments, it is clear that the south Pacific region will become a significant gold producing area and thereby worthy of attention and study. Papua New Guinea alone is the free world's seventh largest producer (Table 1). And, with the addition of production from deposits presently being developed, this status is likely to be raised. History Gold was first noted on various Pacific islands in the late 1500s by Spanish explorers. They thought they had reached the legendary King Solomon mines. Since then, the history of prospecting in the southwest Pacific has coincided with the colonization of the region. Settlers in New Zealand extensively mined alluvial and lode gold deposits starting in the 1850s. The spread of European colonization to the more remote Pacific islands from 1880-1940 was accompanied by varying degrees of prospecting activity by planters, traders, and settlers. Some were successful, others may have been successful, but never returned due to hostile indigenous peoples or disease. In general, records of such prospecting activity are meager and exploration leads are, in some cases, gained through local village folk memory. Most early discoveries were alluvial finds. These led to placer operations, particularly in New Zealand, the Solomon Islands, and Papua New Guinea. Continued prospecting located lode deposits such as the Morobe Gold-field of Papua New Guinea, the Coromandel Peninsula of New Zealand, and the Emperor of Fiji. Some areas were prospected thoroughly. Yet others, such as Vanuatu, remained relatively unexplored until the present exploration surge began. During World War II, interest in minerals was diverted. It was renewed significantly until the middle 1960s and early 1970s when regional porphyry copper exploration was conducted.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.
