Popular concepts of resin and conventional roof bolting The conventional roof bolt with shell anchor was first introduced for coal mine entry support in the late 1940s. The general concept of a reinforcement mechanism for this type of bolt is suspension. This means the shell anchor must be anchored well inside a competent rock stratum (such as sandstone, limestone or firm shale) so the bolt suspends the underlying weaker strata. This concept has and will continue to dominate the use of conventional roof bolts. Under this concept, the conventional roof bolt is not suitable for the stratigraphic sequences in which a strong, firm stratum is not available within the economic anchorage horizons.

As the mining industry is enjoying a much needed and long awaited increase in demand for natural resources, consolidations in both the mining and mining service industries and a generational departure of experienced industry professionals is challenging today’s mining companies, not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies, oftentimes lacking in operating properties to draw from for experienced professionals and having to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This paper discusses some strategies developed by Anatolia Minerals Development Limited in developing its Çöpler Gold Project in central Turkey.

The Inter-Island Tunnel is a 7.7 kilometer (25,160 foot) long by 3.5 meter (11.5 feet) diameter concrete lined tunnel through the Cambridge formation below Boston Harbor. Constructed as part of the Boston Harbor Project, this tunnel will bring untreated wastewater from the MWRA’s South System headworks facility at Nut Island in Quincy, MA to the new Deer Island treatment plant. A myriad of problems delayed the construction of the tunnel. These problems included salt water inflows of over 22,000 liters (5,812 gallons) per minute, a major fire in the access shaft, weak rock and soil collapsing on the tunnel boring machine, and hand mining operations.

The sandstone type Devladivske uranium deposit is located within the limits of Eocene pale-ovalley filled with alluvial sediments. Mineralization with uranium content up to 0.1% forms several ore beds divided by redox barriers. In the period 1962-1983 the deposit has been exploited over an area of 918000m2 by in situ leaching (ISL) using drillholes with a depth between 35 and 100m. During mining operation about 200,000 t of H2SO4, 6,300 t of HNO3, and 15,000 t of NH4NO3, have been pumped in the ore body. In 1983, the groundwater pollution aureole had a length of 4.5 km and a width of 400-600 m. There is a hydraulic connection between the uranium-bearing aquifer and both the upper and lower ones. The technological solutions used for ISL caused partial contamination of these horizons. After mining completion, dilution of the residual technological solutions with "pure" natural waters took place through gaps in impermeable sediments between aquifer horizons. Calculation of self-purification process kinetics shows that the sulfate ion pollution aureole will disappear approximately after 120-150 years at a distance up to 2.0-2.5 km from the western margin of the deposit. This means that there is no risk for contamination of the river Saksagan? that flows at a distance of 17km from the deposit.

In 1996, the Office of Surface Mining (OSM) and the U.S. Fish and Wildlife Service (FWS) completed an Endangered Species Act (ESA) programmatic Section 7 consultation. From the resultant Biological Opinion, it was found that coal mining operations conducted under federally approved state regulatory programs would not likely jeopardize the continuation of federally listed species nor result in the destruction or adverse modification of critical habitats. The requirements of the ESA and their integration into the SMCRA permitting process and the responsibilities of the regulatory agency, the FWS and the coal operator will be discussed. Guidance on the development of protection and enhancement plans will be provided and site-specific examples given.

In late 2007 Neptune Minerals Plc. commissioned Genesis - a leading consultancy and engineering company affiliated to the Technip group - to undertake a Seafloor Mining Conceptual Study for mining of Seafloor Massive Sulphides (?SMS?) in Neptune?s New Zealand licenses. A key deliverable of the study was information to de-risk the perception of SMS mining for investors the minerals, and that deep-sea mining of SMS material is technically feasible, commercially viable and can safely be managed as a sustainable marine resource industry. The aim of the study, completed in April 2008, was to evaluate alternative existing marine technologies for seafloor mining, ore lifting, dewatering and surface offtake, considering the following parameters: ? "In Pennsylvania’s rich mining history, various forms of room-and-pillar mining have been in use for over 150 years. Longwall mining, introduced in the late 1960s, occupies only the last 60 of those 150 years and now represents the dominant method of extracting coal in the Pittsburgh coalbed. The introduction of longwall mining allowed larger quantities of coal to be extracted in safer and more efficient manners than room-and-pillar mining. However, the associated formation of subsidence basins have elevated both the number and intensity of watersource and surface structure impacts. When these first longwall panels were mined the factors responsible for these impacts were poorly understood and regulations were focused only on surface structures. Today, with over 600 panels mined under a wide range of conditions, these factors are known and regulations have developed to help mitigate water supply and surface structure impacts.The cause and severity of surface effects are thought to be dependent on multiple factors, including the location within the subsidence basin, overburden, panel width, and orientation of the panel. The changing characteristics of over 600 longwall panels mined in the last 60 years are analyzed to determine factors important in subsidence related surface impacts. This study compares the location of the surface impacts with the longwall panel size, overburden, and maximum predicted vertical subsidence. The data shows that changing these characteristics are impacting surface features in a significant manner as measured by the number of company liable reported effects.INTRODUCTIONLongwall mining has occurred in Pennsylvania for over 60 years, and at the current mining rates, longwall mining is expected to continue in the Pennsylvania Pittsburgh Coalbed until the reserves are exhausted. Figure 1 shows all mining that has occurred in the Pittsburgh Coalbed, as well as the area that is left to mine. It is predicted that there are 40 years left of longwall mining on the Pittsburgh Coalbed, under the assumption that 50% of the total 280,000 acres will be mined at the current rate of 3500 acres/year."

My recent experience has been with wet tropical environments, which address a different set of concerns than Nevada, for example. Spraying rather than drips are required in most cases just to assist the water balance requirement, and my comments address those situations. Most tropical operations are faced with both extremely wet and very dry seasons, with some having multiple cycles during the year. A heap leach operation must address the rate of solution building up within the ponds and how long the volume must last until the next rainy season. It may be easier to construct sufficient pond volume to permit yearlong operation than by discharging excess solution now, and searching for water later. Pond capacity requirements can help with the following: Consider using the solution that could be locked up in the pads during leaching to assist water balance problems. Spray excess solution continuously onto spent ore that would not be normally be sprayed again to "soak up" the excess solution, and stop spraying when the water balance is low, allowing the solution in the spent ore to return back into the system-with or without cyanide added. In a multiple lift system, if intermediate HDPE liners are planned for solution grade control, have drips placed before the HPDE liner is in place. The drips can distribute excess precipitation throughout the lower lifts to control the water balance, while the most current lifts are being leached and sent directly for the preg pond. With only 2 million tonnes (2.2 million tons) of spent ore involved, up to 200,000 cubic meters (53 million gallons) of solution could be moved into or out of the water balance system, if proper methods are designed and installed. That is equivalent to one meter (40 inches) precipitation falling on a 200,000 square meter (2.2 million square feet) pad area. You may even get a little bit more gold recovered as the solution drains from the earlier pads, as well.

Beginning in late 1985 and continuing through 1987, Bureau of Mines personnel investigated longwall chain pillar and entry design in two-and three-entry gate-road systems at a deep underground coal mine located in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau of Mines hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in roof falls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

Many coal combustion products (CCPs) have historically been unsuitable for placement as mine backfill because of their physical and geochemical properties and/or regulatory status. However, innovations in paste production and transport of CCPs utilizing the high, fine particle contents of these fine-grained waste materials and their water retention colloidal properties produce a non-segregating, self-cementing material that may be environmentally suitable for placement as mine backfill. Both industry and the regulatory agencies are enthused by the possible cost reductions, both in design and construction of disposal sites, and the reduced environmental impacts of CCP realized by implementation of this new use/disposal technology.

Demonstrating aquifer restoration is an essential component of regulatory approval needed to mine uranium, copper, and other minerals by in-situ recovery (ISR). A PHREEQC geochemical model provided a useful means of forecasting the time for restoration and predicting future groundwater quality following low pH mining at Strata Energy’s Ross ISR Project in northeast Wyoming. The model simulated groundwater quality at three phases of the process: at the end of mining; during restoration; and post- restoration. The model utilized the one-dimensional reactive transport and dual porosity features of PHREEQC. Mineral surface ion-exchange, dissolution/precipitation reactions, and adsorption processes were simulated to estimate water quality as the pH was shifted from circumneutral to acidic during mining and back to neutral during restoration. The model results showed that cost-effective management of mine water could meet regulatory requirements. Additionally, the model was used to interpret results from a field trial and inform operational decisions. The predictive approach and geochemical understanding developed have application in assessing aquifer restoration for other ISR projects.

It is a pleasure to have the opportunity of being here today to discuss the application of horizontal filters in the metallurgical industries. The use of horizontal type filters has been limited in metallurgical plants. However, in the recent past there have been new designs of this type equipment which greatly broaden their field of application. Through their use in many applications, important economies can be achieved over more conventional methods. The first of the modern continuous horizontal filters was initially developed by Oliver United Filters as their scroll type horizontal filter. This was an outgrowth of the old Oliver Sand Table that was limited to very coarse, free filtering pulps containing no appreciable amount of fine particles. The sand table was rather limited in application. The later continuous scroll type horizontal filter provided for a reverse air blow after discharge which reslurried the heel remaining and permitted the filtration of pulps containing finer particles. In the manufacture of phosphoric acid by the ?wet? process, the filtration of gypsum from the strong acid presented an extremely difficult filtration problem due to blinding of the filter media caused by crystallization of the soluble salts contained in the acid. A filter which allowed for continuous cloth washing was required, and this led to the development of the continuous pan type, and travelling belt type horizontal filters which provided for this need. Among the filters developed were the Prayon by Engineering and Industrial Corporation of Luxembomg for use in their phosphoric acid plants. They are one of the largest manufacturers of phosphoric acid in Europe. The Dorr-Oliver Traveling Pan Filter was also developed by Mario Giorgini, Manager of Dorr-Oliver?s Italian subsidiary, for use with the Dorr Company?s phosphoric acid process. Basically, there are four existing types of horizontal filters in commercial use at this time: The scroll discharge non-pan type, the continuous belt type (Lurgi), rotary pan type, and the traveling belt type. The construction and principle of operation of these various filters will be discussed.

A unique machine has been designed for mining narrow veins. The machine, called the NONN, walks on the walls of the stope and carries a boom-mounted hydraulic impact breaker. The concept of walking on the walls allows an existing muck handling system such as LHDs to operate beneath the NOMN. The NOMM has four sets of legs which can be manipulated independently or concurrently to cause the carrier to walk in any direction and to turn sharp corners. The mining rate using the breasting method is targeted to be 25 t/hr.

INTRODUCTION As the experience in Canada indicates, it is becoming more and more common to evaluate major mining projects, especially those relating to uranium, with respect to their environmental effects. As part of this evaluation public hearings are becoming the rule rather than the exception. In this area the 1970's and presumably the 1980's can be characterized as the age of "Environmental Assessments" or "Environmental Impact Statements" which form the basis of these hearings. These documents tend to require significant amounts of research, data collection and effort in their preparation, and tend to be closely scrutinized by the hearing body and by groups in opposition to the project. This opposition is becoming more organized and sophisticated. The assessment or impact document, together with the evidence supporting it during the hearings can: (a) mean the difference between a lengthy and hence costly hearing and a smoother, shorter and less expensive one, (b) result in requirements for extensive modification at the expense of the proponent to his project, (c) result in the proponent being required to carry out extensive studies, research or monitoring programs, and (d) conceivably may in certain situations result in the project actually being turned down. Therefore, while on the one hand it is important to have available technical answers to concerns relating to uranium, its associated and perceived hazards, it is getting more and more important to be able to present these answers in both a written and oral format in such a way as to meet the criticism and concerns of the opposition, be they citizens in general or special interest groups including environmental lobbyists. JURISDICTION From a Canadian perspective, the first legal question to be answered is which level of government has jurisdiction over uranium mines in general and specifically over aspects relating to the environmental effects, including the health and safety aspects, of uranium mines and

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student's interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru.
