As you know, NIOSH is the part of the United States Public Health Service with responsibility for conducting and supporting research leading to prevention and control of occupational diseases and injuries. Some years ago, NIOSH went through a process of identifying and leading occupational health and safety problems in the United States. Candidate problems were evaluated in terms of the number of people affected, the importance of the effects, and how amenable the conditions are to preventive interventions. Lung diseases were ranked first on the resulting list. Diseases from mining continue to contribute substantially to this unfortunate position of prominence. The work of the Generic Center is one of many answers to this critical problem. Although the research is often expressed in terms of dust characterization or dust control, the reality is that high dust levels are much like high blood pressure. No one cares about hypertension per se. We are concerned about the consequences of exposure to untreated high blood pressure--heart disease, kidney disease, and stroke. Similarly, if dusts were truly only a nuisance, there would be little justification for the diverse research program supported by the Bureau of Mines or by NIOSH. But mineral dusts do cause a range of significant health problems: pneumoconiosis, bronchitis, and emphysema. The research supported by the Center is aimed at doing something about them. Within a public health approach to occupational health, we have a hierarchy of interventions. Primary prevention of problems is prevention at the source: solving a problem before it affects a worker. What we call secondary prevention is an attempt to identify health problems at a sufficiently early stage that some intervention will interrupt the disease process or the development of significant impairment. Tertiary prevention refers to rehabilitation of the worker who has already suffered significant loss of function. At NIOSH, and in the Generic Center research programs, the focus is on primary prevention. Basic investigations into those things about specific dusts that promote or reduce toxicity is critical for our understanding of how to prevent disease. Also, the search for engineering solutions to reduce or control dust generation is essential to solving problems of dust over-exposure. But until the engineers create the foolproof safe environment, it will also be necessary to discover better ways to identify the earliest markers of disease. To do this, we must explore and explicate the basic mechanisms of disease through laboratory investigations as well as human observation and physiologic testing. The unique opportunity provided by the Generic Center program and highlighted in this diverse program over the next few days is that these efforts are being carried out in multiple disciplines concurrently. Also, there are periodic small and large gatherings such as this one where investigators have the chance to get together, formally present papers, and informally stimulate each other's progress towards disease prevention. To ignore the potential for this cross-cutting interaction would be a significant loss. To take full advantage of it is potentially revolutionary. I recently pulled out a book I hadn't read since I was an undergraduate. It specifically concerns the nature of intellectual ferment surrounding the development of the concept of a sun-centered rather than an earth-centered universe in the sixteenth century. The book is about more than developments in astronomy: it is a discussion of the nature of scientific revolutions. Scientific revolutions result from the brilliance, insight, and good fortune of the few superimposed on the evolutionary work of the many. They both cause and reflect significant itellectural and social ferment. For example, the revolutionary work of Copernicus in recognizing the limitations of the concept of an earth-centered universe reflected contemporaneous developments in optics, mathematics, physics, economics, and philosophy.

Covers with capillary barrier effects (CCBE) have been used in recent years as gas barriers for the isolation of wastes, including reactive mine tailings. Capillary barrier effects help to maintain a high degree of saturation in the moisture retaining layer, which then reduces gas flux. Various factors affect the degree of saturation of the moisture retaining layer in a CCBE, such as the material water retention characteristics and layer thickness. Slope geometry can also influence the hydrogeological behaviour of a CCBE, but this factor has frequently been ignored in the past. In this paper, the authors show some results of a numerical study that illustrates the influence of slope on the behavior of capillary barriers made of different types of material. The numerical model calculations are based on an actual case of a CCBE constructed in northern Quebec. This investigation shows that the water content profile is greatly affected by the position along the slope. Thus, it is necessary to evaluate the influence of the geometry to properly establish the performance of a cover system.

Indian coals, which are of Gondwana origin, contain high amounts of mineral matter, wherein the extraneous material was intimately mixed in the coal matrix during the formation stage, causing a high level of impurity in the run-of-mine (ROM) material. These coals possess difficult to very difficult washability characteristics. Beneficiation of high-ash non-coking coals of India has become the prerequisite for improving the overall economics and efficiency of power generation. The use of dry cleaning systems in India for beneficiation of non-coking coals has gaining renewed interest recently. The benefit of the dry beneficiation process is to exploit the given resources while providing a more reliable and consistent quality fuel with a low operating cost. M/S Allmineral has introduced a technique for the dry beneficiation of coal, which is being tried in India for the treatment of high-ash non-coking coals. The first commercial air jig of 50 t/hr capacity was installed and commissioned to beneficiate high-ash coals of 40 x 5 mm feed with an ash content of 40%; a clean coal product of 33% ash was produced and is being used for a sponge iron plant.

INTRODUCTION Underground gold mining operations are found in South Africa, U.S.S.R., Canada, the United States, Zimbabwe, Ghana , Brazil. Australia, China and many other countries. The methods used for extraction differ from highly mechanized trackless mining in the developed countries to the labour intensive systems of the third world nations. The climatic conditions in which mines are situated vary from equatorial to arctic. The rock temperatures and the depth of workings also vary significantly from shallow to extreme depth. The Western Deep Levels mine in South Africa is the deepest and exceeds 4.000 metres in depth with strata temperatures above 55°C. These major differences between mining fields result in significantly different ventilation problems in underground gold mines. The ore types also vary and some deposits have high silica contents while other mines extract sulphide ores. Methane may also be encountered in underground gold mines and can have a large influence on the ventilation practice. Tunnelling with hydraulic drills has been a success in Norway. In the fall of 1976 excavation of tunnels for the development of the Aabjoera scheme was started. Two and a half years later a total of 25 kilometers of tunnels are completed. During the most busy period 5 rigs with hydraulic drills were in operation. GENERAL INFORMATION. Aabjoera Hydro Electric Plant is located in the central part of Norway (Fig. 1). The scheme covers a mountaineous area between the Tosen Fiord and the valley of Namdalen. Water from the area of precipitation is transferred through 5 tunnels to the main reservoir. From here the water is conducted via a 10 km long, unlined supply tunnel down to the Kolsvik power station. The power station is situated underground with a short tailrace tunnel out in the fiord. Average head of water is 507 m. The Aabjoera plant is jointly owned by Helgeland Kraftlag A/S, 8650 Mosjøen and Nord-Trøndelag Elektrisitetsverk, 7700 Steinkjer. The Civil Engineering Division of the latter company has acted as Consulting Engineers for the scheme. General contractors for the whole scheme has been Ing. F. Selmer A/S, Box 6035, Etterstad, Oslo 6.

"INTRODUCTION Tunnel Boring Machine (TBM) operations require the injection of material into the annular tail voids as the machine advances ahead of the segmental concrete lining. This annular gap is created because the cutting diameter of the TBM has to be larger than the outer diameter of the concrete segments of the tunnel lining. Fundamentally, the two basic types of annular grout are thick, concrete like mortars and thin, mobile, two-component grouts. While some European countries seem to still favor the concrete like mortars, from a global perspective it is now the two-component type grouts that dominate the industry. Two-component type grouts are comprised of an “A” component grout (typically cement, flyash, bentonite and a retarder/stabilizer) and a “B” component accelerator (sodium silicate or water glass as it is sometimes known). They are thus sometimes referred to as A/B type or bi-component grouts and were pioneered by the Japanese over 30 years ago. They offer a host of operational benefits over thick mortars, such as reduced settlement (Feddema et. al., 2001), effective penetration of the void space, with less energy, and reduced strain on the segmented linings (Robinson et. al., 2007). Two-component grouts are highly mobile and can be pumped many kilometers. The use of a retarder/stabilizer can also extend the shelf life of the “A” component grout for several days while the early strength of the accelerated grout stabilizes the ground and supports the segmental liner almost immediately. The batch plants that prepare the two-component grouts use one of two possible mixing methods for preparing the “A” component grout. The simplest plants use paddle type mixers and numerous tunnels worldwide have been successfully grouted using this technology. However, a superior type of mixer is available, namely the high shear colloidal mixer. Keller Colcrete successfully pioneered the development of the colloidal mixer back in 1937 and for over 75 years colloidal mixers have been internationally recognised as the most efficient method of mixing cement based grouts (Houlsby, 1990). These mixers are used in grout preparation for radioactive waste encapsulation, hydro dam grout curtains, soilcrete jet grouting, soil nailing, and numerous other geotechnical applications. In tunnelling, these mixers are also used for ground treatment, compensation grouting and for the preparation of bentonite lubrication for pipejacking. It has been only within the last decade however that these high-shear colloidal mixers have been adapted for use in the preparation of two-component grouts."

Operational grade modelling is a technique that uses production data to run daily updates of property models. It will enable mining engineers to use property predictions based on the most recently acquired data as support for quality control and decision making. The approach necessitates that the properties of the run- of-mine material can always be attributed to individual mining blocks or charges. The software employed must be highly reliable, because a system failure or the loss of data could seriously affect the mine's quality management. An operational grade modelling system has been developed for the Breitenau magnesite mine. It makes use of the Linear Octree Based Property Modelling system which was conceived and realised at the Free University of Berlin. This paper describes the system design and gives an account of the experiences during the first six months since system start-up.

Solution mining operations often encounter difficulty maintaining adequate leach solution flow into the ore formation because of loss of formation permeability near the injection well. Permeability loss caused by swelling and breakup of clays and fine particle migration can often be the cause of the problem.

The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

Agrico Chemical Company, as we presently know it, is the result of the coming together of several different fertilizer operations. The Williams Companies, our parent organization, first entered the fertilizer business in 1971, when it acquired the fertilizer operations of the Gulf Oil Company. This gave us, among other things, the manufacturing facility at Donaldsonville, Louisiana. In 1972, The Williams Companies acquired Agrico Chemical Company from Continental Oil Company, bringing in a manufacturing facility and phosphate mines at Pierce Florida. Our Florida Mines are in the region commonly known as the Bone Valley Region of Florida. The majority of the phosphate fertilizer produced in the United States utilizes rock mined in this region. The Donaldsonville Plant was originally built in 1967-68 on the site of the old Faustina Plantation at an approximate cost of $80,000,000. (This plant is commonly referred to as our Faustina Plant.) Until such time as Agrico was acquired from Continental Oil, the Donaldsonville Facility was solely used to upgrade phosphoric acid into finished granular products.

The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

CITY OF EDMONTON Rate of Growth The City of Edmonton has been classed by some economists as being the most progressive City in Canada since the early 50's. The high rise buildings that are changing Edmonton's skyline, the rapidly expanding sewer and water network, and the proposed rapid transit system all indicate the requirements of an ever expanding City. Edmonton, the core of Canada's Energy Empire is the country's seventh largest metropolitan area. Bisected by the 22 mile long park of its magnificent river valley, it sits in the midst of the 50,000 sq miles of riches that have created it. Underneath the City, however, extending down for thousands of feet and encircling it for a radius of scores of miles, lies a fabulous store of petroleum wealth. By the early 1940's, based upon the needs of the farming areas, accompanied by some small exploitation of coal and timber, Edmonton grew to 100,000 people. Then in a short space of 20 years Edmonton shot up to be a city of 450,000. Figure 1 (Slide No. 1) indicates the population growth in the City of Edmonton and the Census Metropolitan Area from 1906 to 1971.

Even with conservative mine planning, rib instability can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation. sporadic zones of progressive rib instability were detected that culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.

The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

Load-Haul-Dump machines (LHDs) have contributed significantly to high productivity in hard-rock mining in recent years and are now being introduced into the coal mining industry (Rao, Haycocks and Lucas, 1975; Mining Magazine, 1975). The superiority of the LHD when compared to loader-plus- shuttle-cars has been demonstrated for several operations (Rao et al., 1975), and the number of manufacturers now in the coal mining LHD market (Mining Magazine, 1975) indicates that the concept will be of considerable future importance in the U.S. coal industry. Currently more than 90 percent of U.S. underground coal production is obtained by room-and-pillar methods (Coal Age, 1976). This system presents certain complexities with regard to haulage analysis; among these are constriction of travel routes, variation of haulage distances as different faces are worked, and change in the overall physical layout as mining progresses. Furthermore, current experiments in the use of more than one continuous miner in a section (Mining Magazine, 1975; Coal Age, 1976) suggest the possibility of highly intensive mining operations, with loading proceeding from more than one point simultaneously, in which the overall patterns for machine movements must be carefully arranged to minimize delays.

This work describes the design, analysis, and comparison of discrete simulation and static spreadsheet models developed to compare the oreflow efficiency of two conveyor-based material handling systems; one approach with a conveyor stream in series and one with parallel conveyor streams. Analysis and comparison indicated that daily rates were significantly affected by random conveyor failures in both designs. The compound effect of random failures limited the effectiveness of long belt assemblies in series, while the parallel conveyor stream design partially alleviated this constraint. The static spreadsheet model predicted a lower average daily oreflow rate for the series conveyor stream design and a higher average daily oreflow rate for the design with parallel conveyor streams when compared to the discrete simulation results. These discrepancies were the product of model sensitivity to operational factors incorporated in the system and provided the opportunity to further use the discrete simulation models for trade-off comparisons and sensitivity breakdowns of mine operating practices and material handling system efficiencies in both the series and parallel belt stream designs

Production of CO2 is an inevitable consequence of burning fossil fuels, with the only CO2 sequestration technique feasible in the immediate future being its injection in various geologic media. This paper discusses the factors that influence the injection, movement, and storage of CO2 into deep coal seams, while simultaneously increasing the production of methane. The results of a laboratory-scale study to evaluate the movement of CO2 in coal, its ability to displace methane, and the capacity of coal to retain CO2 are presented. The findings are compared with observations at one of the two field-scale pilot operations practicing CO2 injection in coal. Finally, the paper summarizes the research issues that require further investigation.
