The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) established a Technical study panel (the Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the belt evaluation laboratory test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 91 - 107 cm (36- to 42-in.) wide conveyor belt. Due to today’s coal haulage capacity, the mining industry is using 183 cm (72 in.) and wider conveyor belts. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

Water is a necessary part of our environment. It is a biological necessity, but more than that, it is a necessary part of our life style. Those of us who live in the north woods expect water to be part of the scene. There are few natives of this region who would be content to eliminate the streams, the lakes, the marshes, or our forests. Throughout the world, water has been so much a part of man's environment and man's adaptation to life has been so closely tied to water that our way of life and ways of accomplishing our work include water as an essential tool. The production of taconite is an example of our dependence on water. Other methods could have been developed to process taconite ore but the process methods chosen utilize water. Water is used for grinding and separation and for trans- porting the ore from one part of the process to another and for dust control. A typical large plant producing 10 million tons of taconite pellets per year will have on the order of 130,000 gallons per minute (8.202 m 3/51 of water in circulation in the plant. About 120,000 gal. per min. (7.571 m 31s) will pass to tailing thickeners where 110,000 gal. per min. (6.940 m 31s) is separated from tailing and returned to the process. About 15,000 gal. per min. (.9464 m 31s) goes with thickened tailing to tailing basin. My point is that there are great volumes of water in motion in a taconite plant,

"Istanbul Strait Road Tube Crossing Project (Eurasia Tunnel) includes 3.34 km of a bored double-deck tunnel under the Bosphorus Strait, at a maximum depth of 106 m from the sea level, and 1 km of twin NATM tunnels on the Asian side. The region’s variable geology, hydrology and propensity for seismic activity, combined with high water pressure and large-diameter/double-deck tunnel configuration, make the Eurasia Tunnel one of today’s most challenging and complex projects under construction. Due to the site’s proximity to the active North Anatolian Fault, the tunnel is designed to withstand a 7.5 magnitude earthquake. The tunnel penetrates through both the Trakya bedrock (on both European and Asian sides) and the alluvial sediments at the bottom of the channel. The tunnel is designed to accommodate differential displacements by introducing seismic/flexible joints at proper locations at the transition zones between rock and soft soils. Tunnel fire is also a significant design consideration for undersea tunnel due to that the rubber protecting it in close proximity of the seismic joint should resist a fire for long term safety and durability. This paper mainly focuses on the design for method of tunnel response analysis in transverse and longitudinal direction against seismic demands relating with the seismic joints. A site-characterization strategy formulated for the probabilistic assessment of rock mass properties is presented. The strategy, which takes into account the variability of rock properties and the stochastic nature of the rock-failure process, entails determining probability distributions of rock properties by utilizing extreme value statistics and Monte Carlo simulation. Laboratory and, field test data are analyzed and presented to illustrate the methodology. The results indicate that the distributive characteristics of rock mass can be estimated by using this proposed method. The results of the analysis can be incorporated into the design of underground structures. Then, the relative uncertainties of the failure probability of the structures can be assessed.

In this chapter, I shall discuss railroad con¬struction for modern underground coal mines. Because men, materials, and supplies are being moved more often and farther by rail, the ef¬ficient and safe construction of the system takes on new importance. Most large coal mines are opting to use track haulage over other support transportation systems because of cost, ease of installation, reliability, and other factors. En¬gineers tackling the problem of designing such a transportation network must be aware of all the steps required for an effective transportation system design. This chapter discusses all aspects of efficient trackwork construction. The areas covered in¬clude design factors, laying the track, installing turnouts and switches, and installing trolley wire. Each area includes a description of the steps needed to complete the work.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 4 to 4 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.

Thiohydrometallurgical systems including thiosulfate, thiocyanate and thiourea have been stud- ied as alternative liriviants for the leaching of gold. Research and development of thiohydrometallurgical technology has been prompted by environmental concerns with the use of cyanide and problems associated with the processing of difficult-to-treat ores. These thiosystems have some chemical similarities, enabling gold to be leached in a practical oxidizing environment. However, the solution chemistry of the thiosystems is complicated due to instability of the thioreagents and many other reactions which occur during the gold leaching reaction. In this paper, interference reactions of selected metal ions and sulfide minerals are examined in order to understand important aspects of solution chemistry which control the stability of the thioleaching reactions. Applications using thioreagents as lixiviants for oxide and refractory gold ores are presented.

Environmental management and planning requires the integration of large volumes of disparate information from many sources and the analysis of this information with efficient tools for assessment and evaluation. Effective methods of communication that allow interactive participation in the planning, assessment and decision-making processes are also very important. The VULCAN software package from Maptek (Pty) Ltd comprises a large number of 3D graphical tools within an interactive 3D interface called ENVISAGE. These tools are designed and developed to help engineers and scientists to identify and solve environmental problems. The combination of VULCAN 3D Software and the I-SiTE 3D Laser Imaging system leads to powerful solutions for environmental management. This paper presents the capabilities of this integrated system and its applications for environmental management.

Baltimore Region Rapid Transit System project final design began in 1973. The Section A of the planned Phase I is scheduled to go into revenue service in late 1982. The subway line structures include earth tunnels, rock tunnels and cut-and-cover structures. Final designs were performed by both the DMJM/KE staff and by outside subconsultants. This paper deals with Section A of the program. (Fig. 1.) The overall program cost for Section A is estimated to be $721 million. The cost for construction and owner furnished equipment is estimated to be $600 million, including contingency and escalation to time of construction. The remaining amounts are for right-of-way, design, construction management and agency (MTA) costs. The Section A line structures, including station lengths, are divided as shown in Table 1. [ ]

This presentation will discuss a mine owner's evaluation to utilize a contract miner in the development and production of gold properties. I will address both the quantitative and subjective aspects of the evaluation process. The quantitative aspects include cost evaluation, capital preservation, acquisition and disposal of new and used equipment, administrative costs, recruiting and training, and organizing a staff and craft labor force. The subjective areas of this discussion include corporate philosophy, administrative concerns, contractor competence, loss of owner control, operating flexibility, financing assistance, recruiting and training program utilization and risk reduction. The evaluation of alternatives provides a system for comparing, on a cost basis, an owner/operator system vs. a system using a contract miner. The supplement provides a concept on how a contract miner may be the cost effective system to be utilized.

Equations for power draft, capacity and work input for predicting the performance of industrial grinding mills are derived based on torque measurements using a laboratory instrumented mill. These derivations are based on mechanical principles and on the first-order kinetics of the grinding process. Rittinger's, Kick's and Bond's laws express work input as work index (Wi) times a particle size function. It is proposed that these laws are only particular cases of more general expressions having the particle size function raised to an exponent, i.e., the work exponent (We). Case studies illustrate the excellent prediction of the Wi - We models compared to the three mentioned laws, and, from the data, the corresponding general mill-sizing equation is derived. This paper summarizes recent developments in computer modelling and estimation technology. Significant improvements in computational and modelling efficiencies have advanced technical computing to the stage where, for the first time, it can be realistically applied to short-term mine planning and production control. Real-time interactive grade estimation of complex shapes, volumes and grade distributions, based on immediate turn-around of production sample grades, is now possible. An added benefit is the ability to produce complete geostatistical estimates which include confidence limits. These can be incorporated into the decision making and risk assessment processes of production control. Why the need for new technology? What is wrong with the conventional methods which have sufficed for the last thirty years? The response is manyfold. They suffer from inefficient computational processes and conflicts with geostatistical theory. They are responsible for constricting the flow of information between the disciplines involved in the mine production process. Finally, it is illogical to approximate irregular geological and mining volumes with orthogonal sets of rectangular blocks. Geological materials do not occur in block formation; and mining methods which excavate rectangular blocks have yet to be developed. Other computer based technologies have evolved out of the dark ages of rectangular approximations and have successfully dealt with irregular three-dimensional geometries. It is time for computing in the mining industry to follow this example and take full advantage of available technology. To provide the necessary background, consider the basic requirements for successful implementation of technical computing within the mine production process.

We at Colowyo would like to thank you for the opportunity to share with the Society of Mining Engineers of A.I.M.E. the progress of reclamation at Colowyo Coal Company's multiple seam open pit coal mine which is a general partnership of W.R. Grace and Co., and the Hanna Mining Co. First, a brief history of Colowyo Coal Company (Colowyo). The Colowyo operation is located approximately 28 miles southwest of Craig, Colorado, which is in the northwest corner of the state. The Colowyo operation produces coal from a Federal Coal Lease, a portion of which has experienced previous coal mining by underground methods. The underground coal mines were known as the Red Wing Mine and The Streeter Mine, and supplied coal to numerous locations in the Rocky Mountain region.

The total energy demand in the United States increased about 4 per cent annually during the 1960's 1 and is expected to increase at the same rate during this decade. Z Fuel oil growth in the 1960's was only Z per cent per year until 1968, but it increased to 8 per cent in 1969 and 11 per cent in 1970. Fuel oil demand is expected to grow at a 6 per cent rate through the 1970's. Part of this rapid increase in demand has been caused by restrictions placed on the sulfur content of fuels. High sulfur coal can no longer be burned in many parts of the country and has been replaced by low sulfur fuel oil. An insufficient supply of natural gas has also contributed to fuel oil demand. Air pollution regulations have not only caused an increase in fuel oil consumption, but they have also caused a reduction of sulfur content in residual fuel oils. Current regulations call for 1 per cent maximum sulfur content fuels over much of the country. Sulfur contents of fuels are limited to 0. 3 per cent in certain areas on the east and west coasts. Sulfur in residual fuel oils from high sulfur imported crude oil is reduced to 1 per cent currently. However, sulfur reduction to 0. 3 per cent is difficult and expensive.4 As a result, refiners may be hard pressed to supply the market for low sulfur fuel oil. Bentonite is a common name applied to a variety of clays that develope swelling properties when associated with water. Useful bentonite deposits occur in many Western and Southern states. Their origins may consist of the alteration of volcanic sediments or the decomposition of shallow lake deposits. The specific type of bentonite that will be discussed in this review will be only the Western or high swelling sodium type bentonite that is mined primarily in Wyoming. Wyoming bentonite first entered the market in the late 1880's when it was used as an oil absorbing cosmetic. In the 1920's it was discovered that superior binding properties were present which created new opportunities in pharmaceutical, animal feed, and steel foundries. The swelling properties that were exhibited by the high swelling Wyoming bentonites soon led to its use in oil exploration when the rotary drilling process developed a need for multipurpose fluids. Bentonites in general and Wyoming bentonite in particular have fascinated chemists and process development specialists since the 1920's. There exists a long list of industrial uses that has led to hundreds of patents and extensive literature reviews. The binding and swelling properties are developed as a result of large surface areas and high cation exchange properties. Water, being a di polar molecule, attaches to the ionic vacancies and forms a network of tightly held water particles which in turn produces an impermeable seal or a binding characteristic in unconsolidated powder. Newer uses for Wyoming bentonite that once again utilized the binding and swelling properties include the pelletizing of iron ore and a vast array of civil engineering applications including slurry trenching, lagoon sealing, and garbage landfill sealing.

Milling has traditionally been considered more art than science. In the last 10 years, significant improvements in process equipment have been made and we are finally taking significant steps toward approaching grinding as a science. Two machines have been at the center of this development. These are the roll press and the high efficiency separator. The former can be considered as a new technology or adaptation of existing i.e. roller mill. The latter is clearly an improvement of existing technology. Other machines have been introduced to a lesser degree and later. Among these are the CKP and Horomill. The purpose of this paper is to provide an over- view of the currently available modifications for operating systems and options for new milling circuits with some comments on their application and history.

Industrial minerals always play an important part in the technological growth of a country. The extraction and trading of industrial minerals continues to expand, but the industry is now subject to stricter environmental guidelines. This paper presents the current status and growth potential of industrial mineral exploitation in the southeastern European region, i.e. Albania, Bosnia-Herzegovina, Bulgaria, Croatia, the Former Yugoslav Republic of Macedonia, Greece, Italy, Serbia and Montenegro, Slovenia and Turkey. Annual production figures per country are presented for 1992-1998. These figures are compared to each other, and, where applicable, they are compared to world production figures. The marketing of industrial minerals to Europe and other regions of the world and the effects of such trade on the local economies are also evaluated when such data are available.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micrometer-range particles that form pastelike, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake flow control structure that allows expressed liquid, from the cake in the dry beach region to be returned to the liquid pool while maintaining a high-solids throughput. To provide optimal performance with various operating parameters (i.e., feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids and slurry type), the cake flow control is adjustable. The second part of the beach is preferably at a zero angle. Tests showed that the new design allows increases in solids dryness and solids throughput. Despite the severe drought conditions that reduced farm requirements for industrial mineral products, most industrial minerals markets in 1988 continued their growth or, at worst, remained flat. Earlier projections of output declines did not materialize in most segments. Preliminary estimates of demand in Europe and Asia show strong growth for most industrial minerals. Profitability in industrial minerals in North America was best in those minerals that had a significant export market or were not strongly regional. Growth and price trends in the more regional industrial minerals markets in the US such as sand and gravel, crushed stone, and cement, more closely followed the broadly disparate regional economic conditions. For example, sand and gravel and crushed stone grew strongly in the Pacific Coast and northeastern markets but not as much as in the Southeast. Total growth for sand and gravel in 1988 is projected at about 3% above 1987 levels. Combined production is up about 27 Mt (30 million st) to 2 Gt (2.2 billion st). Following the relentless trend of foreign acquisition of US cement companies (currently about two-thirds are owned by foreign interests), several aggregate operations have been purchased by foreign companies. Notable among these in 1988 was the acquisition of Rinker Materials Corp. by CSR of Australia. The acquisition of this Florida-based aggregate and concrete operation will expand the current holdings of CSR in the southeastern US, with operations consolidated under the Rinker logo. In addition, Pike Industries of New England and J.L. Shiely Co. of Minnesota were significant aggregate producers that were acquired by foreign firms. New England's only cement manufacturer, Dragon Products, was acquired by a subsidiary of Cementes del Norte of Spain. Dravo continued to expand its influence in the lime and limestone markets. It became the major supplier of construction aggregates on the inland river system with its purchase of Cyprus Minerals' limestone aggregate operations in Kentucky, Louisiana, and Texas. Although lime production continued to grow from 14 to 15 Mt (15.7 to 16.7 million st) in 1988, lime imports decreased for the fifth consecutive year to 145 kt (160,000 st). In the more export-oriented industrial minerals markets, performance was generally very good for 1988. Soda ash enjoyed an excellent year, with its price up to $102.50/t ($93 per st). This reflected the tight market situation for soda ash, particularly in late 1988. Soda ash production in 1988 was 8.6 Mt (9.5 million st), reflecting the industry's improved efficiency. Particularly significant was the increase in caustic soda prices that led to increased substitution by soda ash. The export market remained at 2.1 Mt (2.3 million st). Phosphate production recovered to the 42 Mt (46 million st) level, a 12% increase despite a soft export market. The price, however, remained soft throughout the year. W.R. Grace sold its interest in its Florida phosphate mine and its phosphoric acid complex as part of its divestiture of the agrichemicals business. The strengthening of the major producers has continued as lower cost capacity has been idled. Future permitting of phosphoric acid facilities and development of reserves will be necessary to maintain current production levels beyond the mid- to late 1990s. Despite new developments worldwide in the titanium minerals market, strong demand has continued to apply pressure to price, with concentrate and slag prices going up. The demand for high quality slag as feedstock for pigment production has resulted in process improvements in South Africa (Richard's Bay) and in plans by Canada to import high quality ilmenite by 1991 to produce a 90% TiO2 slag. Although growth in industrial silica sand applications was small in 1988, concentration in the industry continued. Unimin continued to acquire silica operations. Unimin is now the nation's leading producer of granular silica. The end users of silica have consolidated further. Owens-Illinois purchased Brockway Inc., a leading container glass producer. Three companies now control 75% of the container glass industry. ECC continued to be an aggressive purchaser of industrial minerals operations throughout the world. It acquired Cyprus Minerals' calcium carbonate business as well as two operations in Italy. In addition, ECC continued its aggressive acquisition of kaolin (Australia) and aggregate producers. 1988 was a good year for industrial minerals markets worldwide. More importantly, though, it was a year that showed continuing consolidations of reserve ownership in the industry around the world. Barite AN. Castelli, Baroid Drilling Fluids Inc. US mine production of barite decreased 9.4% during 1988. Consumption (sold or used by grinding plants) increased by 37.9%. Imports are estimated to have increased by 21.2%. World mine production decreased by 9.8%, according to the US Bureau of Mines. The value of domestically produced barite, fob mine, decreased 4.6%, according to the Bureau. The declared value cif US port of all imported ground barite during the first 10 months of 1988 increased from $37.16/t ($33.71 per st) in 1987 to $37.92/t ($34.40 per st), according to Bureau figures. Nevada continued to be the leading producer of barite with 72% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 69% of US mine production was used as a weighting agent in drilling fluids. The other 31% was used in barium chemicals, glass, or as a filler.
