Since the promulgation of the Mine Safety and Heath Administration?s (MSHA?s) Final Rule on mine seals (30 CFR § 75.335(b)), which became effective on October 20, 2008, many seal designs have been approved by MSHA and constructed by the mining industry. Since the effective date of the Final Rule, several issues on the design, construction, and/or inspection of seals have been brought to the attention of MSHA. Several such issues discussed in this paper include; the directional, design-load criteria required by MSHA for 50-psi seals, 120-psi seals, and greater-than-120-psi seals; the presence of fireclay in the surrounding strata where a mine seal is to be built; the measurement of convergence of the mine opening in which a seal has been constructed; where gob-isolation seals can be used; and the importance of periodic inspection of seals.

Several processes involving injection of sorbent and humidification water downstream of the air preheater in a coal-fired boiler unit, are being developed as low capital cost retrofit S02 control options. Extensive laboratory work, pilot plant programs and larger scale programs have developed performance data and design information. Many of these programs were supported by the U. S. Department of Energy (DOE) as "proofs-of-concept" of three different processes proposed by Dravo, Bechtel and General Electric. Based on these project results, DOE formulated a comprehensive in-duct sorbent injection development program to fully commercialize the technology by 1992. Also, EPRI will conduct a 4 MWe pilot program to develop its HYPAS process. The Consol Coolside process is scheduled for utility demonstration in 1989 on a 104 MWe unit at the Ohio Edison Edgewater Station under partial sponsorship of the DOE Clean Coal Technology Program.

Through the USGS's National Coal Availability program, coal resource appraisals have been completed for three 7.5-minute quadrangles (Willow Crossing, Colstrip East, Colstrip SW) in the Powder River Basin area of southeastern Montana. Available coal reserves (original reserves minus tonnages affected by current restrictions) vary from 44 to 70 percent of the original reserves. Major restrictions impacting each area also vary. In each area, one or two beds contain most of the reserves, but up to eleven beds contain available coal. The main beds in completed studies are the Knobloch, Rosebud, Sawyer and Flowers-Goodale. Three additional areas (six 7.5-minute quadrangles) are in preparation.

Mine-to-mill improvements can be initiated at any stage, but it is our assertion that drilling accuracy is a practical anchor in any operating mine or quarry for a structured continuous improvement process. This paper will: 1. Define deviations from plan and provide some best practices for maintaining drilling accuracy. 2. Introduce tools and methods to monitor and calculate consequences of accurate versus inaccurate drilling. 3. Demonstrate the use of these tools and methods and their impact on one cost item, the mitigation of oversized material by a hydraulic hammer. 4. Provide recommendations for implementing improvements.

INTRODUCTION High energy breaking is an alternative to using ex¬plosives in underground secondary breaking operations. It also is a means of upgrading conventional hand-held breakers, manual sledge-hammer breaking, and scaling bar operations. Major areas of application are in sec¬ondary breaking over grizzlies and at drawpoints. Other applications include breaking down ripping lips in longwall seam mining, scaling in stopes and rooms, general demolition work, and roadway maintenance. There is considerable interest in high-energy impact breakers for use in primary ore breaking, but, as of 1977, all such applications have been only experimental (duToit, 1973; Joughin, 1976; Wayment and Grantmyre, 1976). EQUIPMENT Essentially, a high-energy impact hammer is a boom¬mounted pneumatically or hydraulically actuated breaker. The machine basically consists of a piston that oscillates in a housing and impacts the end of a tool or moil thrust against the rock. The force applied to the rock primarily depends upon the impact energy of the piston-the higher the impact or blow energy, the greater the force and, thus, the greater the rock break¬age. Among drill and breaker designers, a common expression for blow energy is "force of blow." Hand-held breakers are limited to blow energies of about 140 J (100 ft-lb), because the operator is unable to handle heavier machines efficiently or to absorb the recoil energy resulting from higher blow energies. How¬ever, these restrictions do not apply to boom mounted breakers; machines with blow energies on the order of 4000 J (3000 ft-lb) and higher are available commer¬cially for underground use. There is considerable evi¬dence to show that increasing the blow energy also in¬creases the efficiency of the breaking operation; i.e., more rock is broken per unit of energy expended (Grantmyre and Hawkes, 1975). Thus, there is a trend to higher blow-energy machines, particularly where high¬strength rocks are to be broken. In relation to rock breaking, the blow rate of boom¬mounted impact breakers is not as important as it is for rock drills. This is because the breaker must be moved over the work surface between blows. The blow rate is governed eventually by the power supply, and typical blow rates range between 200 and 600 blows per minute. As a general rule, light blow-energy machines have higher blow rates than heavier machines. Table 1 lists most of the boom-mounted impact breakers that were available commercially during 1977, and it gives details of the blow energies and machine weights. Restrictions are placed on the blow energy by the machine weight and size, and by the strength of the boom. Typically, boom-mounted impact hammers have a blow-energy to mass ratio of about 1.5, with lower values for lighter machines and higher values for heavier machines. In addition to supporting the hammer weight, the boom also has to absorb the recoil energy of the blow, which can be on the order of 1400 J (1000 ft-lb) for large hammers operating in a horizontal mode. Interesting exceptions to the general run of impactors are the Joy HEFTI hydraulic hammers. In these machines, the piston impacts onto a fluid cushion that is positioned between the piston and the impact tool. This approach allows very high piston velocities, over 30 m/s (100 fps), to be used without the risk of break¬ing the piston or impact tool. Steel on steel impacts must be limited to impact velocities of about 10 m/s (35 fps) due to the high impact stresses generated; thus, increased blow energies can be achieved only by increas¬ing the piston size. The Joy 514 HEFTI®, listed in Table 1, has a blow energy of 27 100 J (20,000 ft-lb), but, as of 1977, the machine has been used underground only on an experimental basis. Using a fluid cushion between the piston and the impact tool allows the use of light pistons, reducing the overall machine weight. The recoil energy, which must be absorbed by the boom for a given blow energy, is directly proportional to the piston to machine mass ratio, and operating with light pistons provides an addi¬tional benefit in reducing the requisite boom size. Both pneumatic and hydraulic hammers are avail¬able commercially. Although hydraulic hammers are a relatively recent development, they already outnumber the pneumatic machines in use. By using a computer application to monitor all aspects of the daily production as well as the maintenance, a company can immediately effect a cost reduction by studying the down-time and delay trends on an everyday basis. This paper will outline how a company can use a program to not only put a stop to the increasing supply and maintenance costs but start trimming each of these cost centers while actually increasing the efficiency and productivity of the current work force.

Hiring trends in the construction materials industry have remained steady through the years, with some seasonal and geographical variances. However, after several years of a depressed market, the base metals industry has begun to actively hire only over the past two years, due to the continued strength in the prices of copper, lead, zinc, molybenum, etc. The expanding precious metals industry, which for the most part escaped the depressed markets of the mid-1980s, actually preceded the base metal companies in hiring of engineers and operations personnel. The coal industry has not seemed to rebound much from the cutbacks of the early 1980s. And the uranium industry, which began its decline a year or two earlier than the other mineral industries, has remained nearly nonexistent in the United States. In nearly all of the mineral industries, new hires have been mostly in the engineering and operations areas, not exploration.

Arsenic management practices at the Con Mine in Yellowknife, Northwest Territories have evolved over the last fifty years of operations under changing regulatory, economic and technological conditions and incentives. As a result of a processing upset in the mine' s arsenic trioxide reclamation plant circuit in August 1988, arsenic levels in the mine' s tailings pond rose from 30 to over 100 mg V. At these arsenic levels, water treatment operations were unable to meet water licence discharge criteria and the mine itself was under risk of closure due to limited water storage capacity. Under these internal pressures, the mine initiated its own research initiatives designed to restore water treatment operations. The new process developed from the mine's research, utilized the mine's existing water treatment plant hardware but introduced a pretreatment step involving a discrete sludge recycle and removal system. In February 1989, water treatment operations resumed under the new process.

The process design of a metallurgical plant follows logical steps, one built on another, to define the circuit requirements. The methodology used and documentation produced is the same for a pre-feasibility study, feasibility study or a complete design, regardless of the process complexity or the commodity. The only difference is the amount of detail developed at each stage. SRK Consulting, an independent, international consulting practice that provides focused advice and solutions to clients, mainly from earth and water resource industries, has consulted on many mining projects around the world. The company was formed in 1974 and now employs more than 1,600 professionals in more than 50 offices on six continents. According to SRK experts, the first element in plant design is collecting metallurgical testwork or operating data from an existing plant. The testwork identifies the process, the metallurgical recoveries and product qualities and establishes the process parameters for economic recovery of the commodity. Test samples must represent both the whole orebody and the feed over the life of the mine, showing the mineral?s variability. With this data available, the process design can be developed.

Growth of Thiobacillus ferrooxidans on pyrite mineral surfaces and in 9K leach media was studied through estimation of bacterial protein in the different phases. Bacterial attachment was found to be governed by particle size of the mineral, period of incubation and by stationary or agitation conditions used during incubation. Increased bacterial growth in the liquid as well as on the solid phase was observed with decreasing particle size and increasing incubation periods. Increased bacterial attachment to pyrite mineral surfaces was observed to promote iron dissolution.

The southeastern region of the United States has long been a major market area for coarse and medium particle size natural ground calcium carbonate fillers. The primary market for calcium carbonate in the southeast traditionally has been as fillers in building materials such as carpeting, joint cement and roof shingles. In these applications the economic value of the calcium carbonate in the final product is weighted more toward lessening the cost of the final product, as opposed to contributing any desirable physical characteristics. For example, in carpet backing applications the calcium carbonate filler does little more from a physical standpoint than add weight and body to the backing adhesive. The important factor in the use of calcium carbonate in carpet backing is that it can be used at high loading levels to replace the more expensive latex binder, thus lessening the cost of the final product. It is estimated that calcium carbonate producers in the southeast sell in excess of 200,000 tons (181,436,000 kg) annually for use in latex compounds for carpet backing applications.

A new explanation of the scale dependency of rock strength is presented based on the theory of extremes. A brief review of past work on specimen size and strength relationship is followed by an introduction to the fundamentals of the underlying theory of extremes and its relationship to the scale effect. It is shown that the weakest link theory is directly related to extremal statistics and that parameters of strength distributions of rock can be derived as a function of the specimen size. Three sets of Brazilian test data are used to demonstrate the use of this approach.

The Golden Jubilee Mine in South Africa is the first mine in the Western World to introduce resin-in­pulp technology for the recovery of gold from a cyanide-leached slurry. Located in the Eastern Transvaal region of the country, the plant processes approximately 375 metric tons• of ore per day, of which over 90 per cent is mined in an open pit adjacent to the metaflurgical plant, while the remaining 5 to 10 per cent is trucl<ed in from two small high-grade deposits, located about 10 kilometers from the plant. The gold grade in the open pit is about 1 git, while the values m the two high-grade deposits range between 5 and 15 git. At the current treatment rate, the proven reserves m the three locations will last about another 10 years. Early testwork indicated that the ore was not well suited to conventional filtration processing or to heap leaching because of its high cfay content, and that carbon-m-pulp (CIP) would probably prove to be the most viable metallurgical route. Tcstwork to establish the feasibility of CIP for this application was carried out at Mintek in 1985. This worl<, which was based on batch-leaching and carbon-loading tests, indicated that CIP was technically feasible, but that both the rate of gold loading and the gold-loading capacity of the carbon were inferior to those obtained with Witwatersrand ores. The poor adsorption characteristics of the carbon were attributed to the abnormally high concentration of natural organic compounds (humates and fulvates) in the ore. Batch tests were therefore also carried out with strong-base resins, since resins are known (1] to be far less susceptible to organic fouling than is activated carbon. The results were very promising, and pointed to fast kinetics and a high loading capacity. (Fig. 1 ). Notwithstanding these findings, it was decided to recover gold with activated carbon at Golden Jubilee Mine because the CIP process was, by then, well established in South Africa and elsewhere in the world, whereas resin-in-pulp (RIP) was unproven technology. The r>lant was commissioned in September 1986 and, for 18 months, operated in a carbon-in-leach (CIL) configuration, i.e. with a total of . six leach tanks, the last four of which contained activated carbon. As could have been predicted from the laboratory results, the performance of the CIL plant was generally poor, low gold loadings on the carbon (less than 1500 git) and high losses of soluble gold (0.2 to 0.3 p.p.m.) bemg characteristic of the operation. Following an in-depth scenario and strategic-planning exercise in 1997, Noranda&apos;s mine production goal was set at 500 kt/a (550,000 stpy) of both copper and zinc metal in five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in Noranda&apos;s program. The following steps were taken: the exploration and business development groups were combined, teams were formed to search for and respond to opportunity; geologists were coached to become more business minded and engineers were coached to become more optimistic; the company went global; clear thresholds were set, marginal properties were farmed out and other properties were fast tracked; reconnaissance exploration was focussed where there was a clear competitive advantage; and Noranda became a "flexible" partner to juniors and seniors. Is it working? A number of successes, near successes and outright failures are discussed. The main result is a much higher rate of opportunity flux, which is essential for success in the mining industry.

INTRODUCTION The mining industry has been under- going a significant restructuring for the past several years. Some firms have been liquidated. Some have been merged with other firms. A number of mining divisions of larger firms have been spun off, in some cases in leveraged buyouts by management. Recently, there have been a number of spin outs of gold subsidiaries. There are also a number of start-up situations where new firms are emerging as significant gold producers through mine development or acquisition. This restructuring has created an attractive market for specialized mining finance firms, and a number of firms have recently entered that field in the United States. These firms provide financial advisory and valuation services to mining firms and project developers, and access to venture capital. In some cases, they invest for clients or for their own account. I have been asked to describe how our firm works, and what kind of information we expect to receive when mine developers seek our assistance in financing a project. HOW WE OPERATE Denver Mining Finance works for both mine developers and investors. We also provide expert advice on mining issues to governments and to firms who are in litigation over mining issues. A lot of our work involves valuing mineral interests for various purposes. Our principal expertise is in the technical, commercial, and financial area. We help put mining deals into shape commercially so that they can be financed, and we help investors get into mining deals that are commercially sound. We work on projects, but we also advise mining firms on the structure of their business and how to make the most out of one or several mines that they might own. In addition to our work for clients, we are also prepared to invest in mining projects for our own account, and to recommend gold properties for acquisition by our parent company, Royal Gold, Inc. We are, to some extent, a venture capital firm, in that we sometimes work with projects that are not "bankablerV1 and are prepared to invest in attractive early-stage situations in mining. However, I want to emphasize that our principal focus is on development of commercially attractive mining projects that can be brought into production in the best possible financial terms. If we can make a project qualify for a project loan from a commercial bank, we will not advise the developer to use high cost venture capital. For the purpose of this paper, I will focus primarily upon our functions with respect to development of precious metal projects. In a typical case, a firm with an advanced-staged project approaches us for help with financing the final feasibility study, and construction and operation of a mine. In some cases, the developer has already developed a financing plan and wants only our access to investors. If we agree that the project is sound and that the financing scheme will be attractive to investors, we will help the developer reach investors on a commission basis. In such cases, we are particularly insistent that the financing plan and our participation meet all regulatory requirements, particularly compliance with state and federal securities laws. In most cases, however, the developer asks us for advise both on how to structure the financing, and how it can be implemented. Here we work for fees based on hourly rates for advisory work,

INTRODUCTION Construction of a major intercepting sewer in Brooklyn, New York involved tunneling in soil over several subway lines. In two instances the clearance between the subway and sewer was sufficiently close that concern was raised about the influence of the new construction. Prior to each critical crossing, analytical studies were performed which characterized the tunneling influence. It was demonstrated that with adjustments in construction procedures the crossings could be made without affecting the integrity of the subway linings. A comprehensive program of instrumentation and full-time monitoring was undertaken to ensure that any unforeseen adverse developments during crossing would be recognized. The successful crossings were subsequently made with minimal influence. Reported herein are the special construction conditions for the two crossings, the analytical simulation of behavior, and the results of monitoring on the subway linings. SEWER TUNNEL CONSTRUCTION AND EXISTING SUBWAYS The Red Hook Intercepting Sewer is a 2600 m (8600 ft) long tunnel which is part of a major water pollution control project in New York City. For clarity of nomenclature, the sewer is termed a &apos;tunnel&apos; while the rapid transit structures are termed &apos;subways&apos;. For routine construction, the tunnel was mined by hand with a 3.2 m (10 ft-5 in.)

The best use of available reserves to give good metal recoveries relies on short term mine production scheduling.-The aim is usually to produce a plan to guide mining in specific areas that will enable mine operations to deliver the budgeted tonnes and grade to the mill and keep within the long range mine plan. Thus, short term production scheduling is an important aspect of the open pit mine planning function. Since the 60&apos;s increased attention has been paid to effective production scheduling as a means of improving the economic viability of existing mines. Hence, mine scheduling scheduling systems have been evolving rapidly during the last two decades. These systems include manual techniques, computer based simulation, mathematical programming and more recently Computer Aided Design (CAD). Some general drawbacks of the current scheduling systems are that firstly, the costs of acquiring and using them are not at all insignificant especially for small to medium sized pits. Secondly, there is an inherent trial-and-error aspect in these systems. Thirdly, they tend to be suited for specific orebody geometries, hence lacking the necessary generality. For instance, the use of computer programs for planning open pits to mine stratiform orebodies raises problems which are not usually met when massive orebodies are considered. There for, a need exists to develop simpler but effective short term pit scheduling procedures suitable for stratiform type orebodies, considering their geometry and geology. This paper describes a PC- based model designed to assist the planning engineer in optimizing the short term production schedule in open pit mines with stratiform orebodies. The model is based on a combination of linear goal programming and deterministic mining simulation. The orebody model is made up of ore and waste mining regions where winning and and/or stripping are taking place. These shovel regions form the basic planning elements in the model. This approach does not require the laborious preparation and use of a regular block model. The computer program consists of main modules: (i) Data capture - processes the raw data into the required format for mine planning. (ii) Precedence mining constraints - checks the status of each shovel .region at the beginning of a given scheduling period with regard to geometrical mining constraints such as undercutting. (ii) LP- Optimization - provides an optimal selection of ore shovel regions which do not violet geometrical constraints for mining in the period, the objective, being to maximize the contained metal equivalent in the blended R-O-M ore and at the same time to minimize deviations in grade and tonnage from the call values. (iv) Post LP-Simulation - enables the user to smooth out the LP solution in order to adjust it to a practically executable plan and simulates mining of ore and waste for the period. Shovel allocation to selected ore and waste shovel regions, unit operations and depletion of reserves are executed in this module. Preliminary testing of the model for monthly production scheduling using data from Nchanga OPen Pit on the Zambian Copperbelt indicates that it can be a useful planning tool and gives acceptable results.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.
