On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

Gilsonite is a brittle, natural solid bituminous resin, classified as an asphaltite. It is found in near-vertical veins in the Uintah Basin of Eastern Utah. Discovered well over 100 years ago by Samuel Gilson, this unique material has, since its finding, enjoyed a variety of commercial and industrial applications. Early uses for the product included black automotive paint and beer vat linings. Among its many important uses today are additives for oil well drilling fluids and cements, additives for sand castings for the foundry industry, reinforcing agent for asphalt pavements, and dispersing agent for black inks. Gilsonite is mined and processed in Bonanza, Utah, by two companies, American Gilsonite Company (AGC), an operating division of Chevron Resources, and Ziegler Chemical, a privately held company headquartered in New York.

The flotation behavior of a -28 mesh Pittsburgh No. 8 coal sample is investigated through the use of Scanning Electron Microscopy in conjunction with Image Analysis. Release analysis is used to generate the flotation products, which are then characterized to provide the particulate composition in terms of pyrite, mineral matter and carbonaceous material. The results of this investigation indicate that the material recovered in the first stage of release analysis tends to be well-liberated carbonaceous material. This is followed by an increase in the recovery of middlings and fines in the later stages of the process. Any free carbonaceous material remaining in the tailings from the release analysis test tends to be associated with the very fine sizes (-400 mesh). Pyrite recovery is attributed to the hydrophobicity provided by small inclusions of carbonaceous material, since the amount of truly liberated pyrite particles (i.e., 100% pyrite) present in the sample is found to be negligible.

The authors discuss the cooperative efforts by Minnesota Ore. Operations and Research; from the earlier development, testing and installation of fine shear screens in the Minntac Step III concentrator to the most recent testing and operating data that has resulted in the installation of Derrick Multifeed sandwich deck screens in Minntac Steps I and II. Pilot-plant test results that were obtained at the Coleraine, Minnesota Research Laboratory are also reported and demonstrate the effects of feed rate and feed percent solids on sandwich screen performance with two sizes of Minntac fine screen feed.

Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

The development of the Montreal metro extension Line 5 -Blue Line- toward the northeast are located between the existing Saint-Michel station and Anjou. It consists of 6-km long two-track tunnel, five new stations and six auxiliary structures. Most of the tunnel (5.5 km) will be excavated by a 9.6 m diameter shielded rock TBM and supported by a precast segmental lining system. TBM will be fitted for probing and preexcavation grouting to control water inflow into the tunnel during the excavation. This paper presents major design aspects of the TBM tunnel including alignment, geological condition, spaceproofing, precast segmental lining, and geotechnical instrumentation and monitoring.

The 1981 Fall field trip of the Denver Region Exploration Geologists' Society focuses on Creede. That is appropriate - because significant mining history has been made and is being made in this off-the-beaten track, high-country mining district. Creede is one of the few Colorado bonanza towns which was big in the 19th Century, had its ups and downs, and produced almost continuously since its discovery. Creede is important to geologists for its: precious and base metal production, current exploration activity, and research into near-surface hydrothermal systems. United States Geological Survey research and field geologists zeroed in on Creede some 25 years ago and their steady, consistent work is now being spotlighted and appreciated.

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

Asia is experiencing a growth market for industrial kaolins for use in ceramics, paper, plastics and other market sectors. Export and import data for the Asian countries reflects this growth with the Peoples Republic of China as the major exporter of clays and Japan the major importer. The growth in tonnage and product sophistication of kaolins produced on Belitung in Indonesia is typical of developments that are taking place in many locations in Asia. This region therefore presents opportunities for mineral processors and a challenge for the exploration geologist, the mineral processing engineer, the mineral economist and the marketing specialist.

In the screening process, used to prepare particles for many applications, shape is known to have a significant effect. The degree of flakiness of construction aggregates has been considered particularly important. The objective of this research was to find values of operating parameters that optimize the separation of flaky from non-flaky particles by slotted screens. Thus an investigation was conducted to experimentally determine the influence of the particle size and thickness on the screening process. The Response surface method was employed for modelling and analysis of the data. Experiments employing a central composite design were performed on a pilot-scale, rectangular-aperture, vibrating screen to examine the effects of the screening variables the mass recovery of flaky and non-flaky particles to the oversize product. The SAS statistics package was used to fit a second-order model to each response and to analyze the fitted surface to determine the optimum levels. The optimization associated with a dual response system was then considered. The results of this study should provide a basis for optimizing screening conditions to obtain maximum recovery of non-flaky particles to the screen oversize while minimizing the recovery of flaky particles, which should be of interest to the aggregate industries.

Laboratory investigations on the possibility of using magnetic separation for the recovery of sulfide minerals have been reported. A survey of several sulfide ores and flotation concentrates indicated that, in most cases, magnetic separation is not a suitable primary beneficiation method. However, encouraging results have been obtained in concentrate purification. At the Boliden complex sulfide ore concentrator in Garpenberg, Sweden, an Allis-SALA Mark III carousel High Gradient Magnetic Separator (HGMS) is used with a small flotation circuit to recover sphalerite lost to the galena concentrate during lead flotation. After four years of refining the HGMS process, there has been an increase in zinc recovery and an enhancement in the quality of the lead concentrate.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. Three spatially separate porphyry copper/molybdenum deposits are associated with the Tertiary Needle Creek igneous center in the southern Absaroka Mountains, Wyoming. In all three deposits a central zone containing disseminated copper and molybdenum is surrounded by a halo of small, discontinuous base and precious metal veins. Propylitically and phyllically altered rocks are common in all three mineralized areas, and potassically altered rocks are locally present. Fission- track age data from apatite and zircon indicate that mineralization occurred about 32-40 m.y. ago. Limited data suggest that the lead isotopes are nonradiogenic, similar to porphyry copper deposits elsewhere in the western United States. The complex igneous history of the Needle Creek center has involved several periods of intrusive and probably extrusive activity. lntrusive rocks are calc-alkalic and include andesite, granodiorite, diorite, quartz monzonite, dacite, and rhyodacite. Stocks (1-30 kmz in exposed area), radial dike swarms, and sills make up the presently exposed plutonic masses and constitute lower-level vent fillings in an old stratovolcano. The Needle Creek igneous center is located approximately midway along a northwest-trending belt of intrusive rocks extending more than 100 km along the central axis of the Absaroka volcanic field. The igneous and mineralized centers within this belt were probably localized at the intersections of northwest- trending Laramide and possibly Tertiary fracture systems and earlier northeast-trending Precambrian structures in the underlying basement rocks.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. The modeling and simulation of semiautogenous (SAG) mills have been widely used in the design and optimization of mill performance in terms of its power draw, processing capacity and product size distribution. However, these models are solved under steady approximation and do not provide any information on mill charge distribution in real time. 7KLVSDSHUDWWHPSWVWRFKDUDFWHUL]HPLOOFRQWHQWVE\VROYLQJ:KLWHQ¶V¿UVW RUGHUFRQWHQW EDVHGPRGHOLQWKH0$7/$% Simulink environment. The parameters in the model, such as breakage rate constant, discharge rate and appearance function, were estimated using process and design data collected from a gold mine operating in Alaska coupled with a nonlinear parameter estimation scheme. This model was then used to predict the dynamic responses of other key operational variables, such as mill power, bearing pressure, charge level and product size distribution. The transient response of mill behavior with respect to changes in feed size distribution, tonnage and mill feed water is also presented. This dynamic simulation approach can be used for practicing different control strategy and training purposes. The observed response of mentioned variables was validated using dynamic response data from the plant to encompass operational characteristics of SAG mill behavior.

In longwall mining, the progressive caving of the roof allows stored energy to dissipate over an extended time. However, in some cases, the roof strata above the longwall panel are unusually strong and do not break with the movement of the working face. Instead, the roof material bridges over the expanse of the longwall, forming an unstable beam. Later, when this beam breaks, the stored energy can release suddenly, causing a seismic event to propagate to surrounding mine workings. The focus of this paper is to estimate the size of beams that form over longwall panels to the seismic energy recorded by the mine. Analytical calculations are used to verify two-dimensional models of longwall roof beams to determine the strain energy and gravitational energy developed, which is then released upon strata failure to surrounding mine workings. Models are developed using RS2 to model the stress, strain, and deflection along the bottom of the longwall roof beam to calculate gravitational and strain energies. Gravitational energy is shown to be the main driving factor in energy release, except for the beams with low heights. Analyses allow the determination of beam characteristics based on seismic data. The analysis is refined using swelling factor to compare various beam drop heights. The models show an increase in seismic magnitude for higher drop heights. However, the actual data provided by the Buchanan mine displays a decrease in seismic magnitude with increasing drop height, indicating that energy is dissipated into the broken gob material as drop height increases.

The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine creating safety concerns. To provide recommendations for developing guidelines that ensure a safe co-existence of longwall mining and unconventional shale gas production, this study evaluates the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach using a discrete fracture network (DFN) model. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations are within values validated with field measurements. The results show that a decrease in fracture aperture (potentially due to longwall-induced stress in the likely vicinity of the breach location) reduces the potential gas flow to the mine by a significantly higher proportion. A 50% decrease in the aperture of the fracture that directly transports the gas from the casing breach location reduces the gas flow to the mine by over 70%. Similarly, changes in the fracture water saturation level significantly affect the gas flow. In all cases, the potential gas flow to the mine is higher if the casing breach occurs at an increased gas well pressure. These findings provide critical information regarding the impact of each of the parameters associated with gas flow in the event of a shale gas casing breach near a longwall mine and could help towards the development of guidelines to ensure a safe coexistence of both industries.

Battery Electric Vehicles offer increased energy efficiency for open-pit load & haul operations at a potentially lower overall carbon cost. Electrifying a mine’s fleet, however, presents a unique set of operational challenges. In this study, we explore the effects of electrification on productivity at real operations using a Discrete Event Simulator. The model can simulate multiple shifts, a mixed fleet of diesel and electric trucks, charging and refueling stations, trolley systems, and accurate shovel-truck loading cycles. This study helps determine the trade-offs of adopting electric fleets and how they interact with the layout of today's mines.
