INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

Traditionally in coal processing jigs have been used to clean the coarse coal fraction, the +3/8" or +1/4" material. Today with the advent of modern fine coal jigs in the United States, its place was moved from the coarse to the inter- mediate coal circuit, the 3/8" x 100 mesh. The most economical coarse coal circuit to build and operate is a heavy media bath circuit. The following table summarizes the cost per raw coal ton processed for a coarse coal jig circuit, and a coarse coal heavy media bath circuit. The flowsheets used to compare these two circuits are shown in Figures 1 and 2.

A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the 'roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

Almost all of the world?s zirconium is mined in the form of zircon (ZrSiO4), the majority as a coproduct of titanium mining from heavy mineral sands deposits. These are placer type deposits, in which the dominant mineral is silica but which also contain a suite of ?valuable minerals,? often consisting of a mixture of titanium minerals, various alumino-silicates and zircon plus a range of other mineral species. The composition of the valuable minerals in such deposits is known as the mineral assemblage. There is no reasonable consistent geological relationship between zircon and titanium minerals. They can derive from separate igneous rock deposits that rarely occur together. The connection emanates once these separate rocks have been eroded by weather and water, often across a very long geological period. Located south of downtown Seattle, the Beacon Hill Station & Tunnels is the key section of the southern segment of Sound Transit’s proposed new LINK light rail system. This paper presents an overview of the design, which includes 4,300 ft of segmentally-lined bore twin tunnels and a deep mined station. With platforms located156 feet below grade, the station itself is only the second large-scale mined station in soil the US. Its complex geometry combined with variable soil conditions—sands, silt sand clays with slickensides—challenged the designer’s to come up with a SEM-based design that addresses the owner’s risk, cost and schedule concerns.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. From 2013–2017, there were over 1,120 documented injuries, including fourteen fatalities, from ground falls in underground mines in the United States (MSHA 2017). The majority of these ground-fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely used in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded-wire screen as used in underground coal mines by conducting a laboratory testing program using the Mine Roof Simulator (MRS) in NIOSH’s Bruceton Research Center Laboratory in Pittsburgh, PA. The load-displacement characteristics of an 8-ft x 12-ft area of 8-gauge welded-wire screen were evaluated using a test frame designed for testing multiple load-pull locations. In previous tests, load-pull contact was always in the center of the bolted screen section. In this study, larger pull contact areas are used to simulate roof falls. The information obtained in this and similar studies can be used to better understand the loading behavior and surface control capability of roof screen in underground mines. INTRODUCTION AND BACKGROUND The large majority of ground-fall injuries are caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Compton et al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded-wire screen as used in underground coal mines by conducting a laboratory testing program in the Mine Roof Simulator (MRS) in NIOSH’s Bruceton Research Center Laboratory in Pittsburgh, PA. Previous tests to evaluate the performance characteristics of various types of screen have been conducted by the University of Alberta (Tannant, 2001). In this study, the load-displacement properties of welded-wire, chain-link, and expanded-metal mesh were measured by performing full-scale pull tests. A flat steel plate was pulled through a screen test sample that was bolted to a special test frame while the pulling force and mesh displacement were measured. These tests established the general load-displacement behavior of the screen. Peak load capacities and stiffness were determined for each screen type, showing how welded-wire mesh has a much stiffer initial loading response, whereas chain-link and expanded-metal mesh have large displacement capabilities and exhibit significant post-peak ductility.

The traditional impeller system for aeration and suspension of slurries, e.g. in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The Mixtec BX04 agitator development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have potential for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior characteristics to the VFBT impeller and to air-agitated pachucas, with lower energy input. The geometry of the air sparge ring was found to be very important in optimizing the system. These early successes resulted in a prototype impeller and sparge ring beinq tested in a 9m3 tank where oxygen uptake in water, impeller cavitation at different impeller speeds and air flows were evaluated. Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. Underground blasting has many challenges. The primary aim of blast designers is to optimize drilling and blasting parameters to deal with the associated challenges. Optimizing these parameters is currently based on various rules of thumb, which have many site-specific limitations. Accordingly, computation of these parameters using empirical rock fragmentation predictors can be useful for blast designers. This paper presents the results of work on burden-spacing determination by back-calculation from the empirical Kuz-Ram model for underground stope ring blasting.

Three International Symposiums-the 14th International Minerals Processing Congress, the 17th APCOM, and the SME-AIME Fall Meeting special symposium on Design and Installation of Com¬minution Circuits-held in 1982 contained a number of papers relating to the fundamentals of processing coals and metallic minerals. In addition, many papers were published elsewhere in the literature. Some of the more significant papers are discussed below. Flavel reviewed key performance parameters, such as energy-size relationships for crushing processes and presented a fundamental basis for optimizing crusher productivity and possibly for development of improved crushers. Pascoe et al. reviewed the use of such control schemes. Magerowski and Karra presented a paper on a computer program developed to and in the design of crushing circuits. The problems associated with the scale-up to very large ball mills were discussed by Arbiter and Harris, and by Kavetsky and Whiten. Both groups concluded that limits on mill productivity arise due to problems associated with particle breakage and transport through mills. Austin et al., and Herbst and Rajamini reviewed the state of the art for the use of grinding circuit simulators for design and control. The effects of mill operating and design parameters on selection and breakage were discussed in detail. The philosophy of control and instrumentation for grinding circuits was extensively discussed by Kawatra and Seitz. Their paper presented for the first time an analytical basis for the inferential particle sizing technique and provided a fundamental basis for the implementation of this technique. The effect of reagent addition variation's on the performance of coal flotation circuits was reported by Kawatra and Waters, and on sulfide flotation circuits by Klimpel et al. Both groups analyzed circuit behavior from a kinetic point of view and reached similar conclusions on the effects of collectors and frothers. The computer simulation of an iron ore flotation circuit also was reported by Kawatra et al. In this work particular attention was paid to the phenomena of froth overloading. Klimpel et al., Kawatra and Waters, and Niemi et al. discussed the philosophy of control by flotation circuits from a fundamental kinetic point of view. An extension of the use of high intensity magnetic separators to the beneficiation of specular hematite was discussed by Thayer and Linkson.

The largest Spanish kaolin deposits formed on granites occur in Galicia (NW Spain) due to a widespread kaolinization of Variscan granitoids. This paper provides insight of the origin of this kaolinization process on the basis of a mineralogical and geochemical study carried out in two kaolin deposits, presently mined to be used in the paper industry. Mineral composition of the deeply kaolinized rocks is dominated by well-ordered kaolinite with minor quartz, K-feldspar, mica (illite/muscovite), locally gibbsite, and traces of resistant accessory phases (rutile, ilmenite, zircon and monazite). The content and structural order of the kaolinite decrease with depth. Kaolinite formed by extensive replacement of feldspars (plagioclase). Differential mobilization of major and trace elements during kaolinization has been inferred by using a mass-balance approach. Significant amounts of Na, Ca and minor Mn, Sr, P and U were removed from incipiently leachable minerals (plagioclase and apatite), and K, Rb, Cs and Ba were released from K-feldspar and mica. On the contrary, Ti, Zr, Th, Hf and the REE are retained in the resistant trace minerals that are concentrated in the fine fractions of the kaolins.

All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

Launching a full-size pressurized-face Tunnel Boring Machine (TBM) in difficult ground conditions is always challenging. Recently, few projects have innovated the process by scaling the trenchless method of pipe jacking, and modified steel bell approach, to facilitate the launching of a full-size TBM without the need for large and deep trenches, starter/tail tunnels, or for incrementally installing supporting gear as the machine advances. This paper presents three such projects; evaluates the post-bid contractor proposed modifications; details the innovative use of pre-cast pipe segments to facilitate machine launch; and, provides an overall assessment of the benefits, challenges and lessons learned related to the modified approach.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

Exposure to particulates containing metals and metal fumes (PCMMF) is a potential concern in ore refining and smelting. Some metals of primary interest are arsenic, cadmium, copper and lead, which have been linked to various adverse health effects. The current National Institute for Occupational Safety and Health (NIOSH) sampling method for metals in particulates requires the use of a filter, precision airflow pump and laboratory analysis. A major concern with this method is the one-to-two weeks? wait before laboratory results are available for use in determining if additional controls are needed to assure adequate exposure protection for workers. Particulates containing these metals were sampled during sixteen sampling events at a copper smelter using the traditional NIOSH methods. Monitoring of particulates was simultaneously conducted using a TSI 8520 Dust-Trak real-time aerosol monitor with a 10-µm-cutpoint sampling inlet. NIOSH analytical methods related to particulates and metals (methods 0500, 0600 and 7300) were used to determine particulate mass and individual mass contributions of metals on sample filters. Linear regressions with y-intercepts forced to zero were developed to determine the relationship between the PM10 measurements recorded by the DustTrak and laboratory-reported total particulate mass, PM10 and respirable arsenic, cadmium, copper and lead concentrations. These linear regressions yielded correction factors that can be applied to DustTrak readings to obtain total particulate mass, PM10 and respirable concentration estimates for each of the four metals. The R2 (coefficient of determination) values from the linear regressions ranged from 0.65 for total lead to 0.91 for total copper. These results suggest that the DustTrak may produce real-time data useful in providing estimates for airborne concentrations of arsenic, cadmium, copper and lead in copper smelter particulates.

While we are all aware of the need for reclamation of mine sites, few managers and engineers seem to be aware that good reclamation begins with the earliest plans for mining and processing of ores. Far too often the attitude that reclamation is an add-on to worry about at the end of the mining process dominates the thinking of mine engineers and management, A common result is that the reclamationist can be faced with mining and waste disposal designs that are nearly impossible to deal with effectively from an ecological perspective. Everyone of us has been victimized by the down time and maintainence cost that resulted from the purchase of an outwardly attractive, but poorly designed piece of equipment. When confronted by design defects in equipment, a distraught owner can always trade it in, call a consumer advocate, or follow up one of the "lemon laws" at either the federal or state level. A poorly designed mine for reclamation purposes usually cannot be treated either with ease or cost effectiveness. Good reclamation can be effectively prevented by the designs used when the mine was planned. The purpose of this paper is to share some of the experiences our firm has had with reclamation projects at mines in the Upper Midwest as these were influenced or controlled by mine design decisions. My aim is to sensitize mine planners and managers to planning processes they should consider, and hopefully use, early in the mining process to assure successful reclamation during and after mining. Many of the examples I will cite are from experience gained at the recently closed Jackson County Iron Company taconite operation at Black River Falls, Wisconsin. I am particularly grateful to Mr. Vern Metzger, mine manager at JCIC, for his unflagging support of good reclamation practices, employee training programs (which have included reclamation techniques), and his forebearance to put up with our group of ecologists. I realize that this was a time when there were significant internal and external pressures to cut all costs including reclamation efforts. The collaboration has been successful as you will soon see.
