Extraction of crude ores and minerals inevitably produces various by-products either as a result of nonusable residues or as waste by-products from process operations. Thus for each 100 tons of coal extracted in a strip mine operation, one can expect to produce 25 tons, or more, of mine refuse. In addition, the amount of ash produced from the burning of coal will represent 10 to 20 percent of the weight of coal burned. With the advent of lime/limestone scrubbers now being installed on many power plants, an additional by-product is produced that in most instances is equal in volume to the sluiced fly ash. Statistics developed by the National Ash Association have indicated that sluiced waste from power plants in the United States currently exceeds 25 million tons per year (dry basis). Overall mineral industry statistics (copper mines, etc.) indicate better than 200 million tons per year. In the past it was general practice to send most of these waste materials to holding ponds or lagoons simply as a means of disposal or "throwaway" of unwanted by-products. Unfortunately modern society has reached a stage where these large quantities of waste materials are creating monumental environmental and economic problems that need urgent attention. Among these problems are concern for loss of future usable land, pollution of ground water, loss of potential mineral reserves, and loss of opportunities to recycle or use these by-products for the benefit of future generations. An example of the latter is the serious shortages of construction quality aggregates that can be replaced with some of the by-products produced from waste materials from the extractive and chemical industries.

This paper presents an experimental method to determine the degree of gangue entrainment in mechanical flotation cells and proposes new and inexpensive methods to lessen it. The applicability of froth washing and vibration was studied in laboratory, pilot plant, and plant scales. The effect of wash water on metallurgical performance was tested with various streams from the Falconbridge Strathcona mill at laboratory, pilot, and plant scales, with the 2nd cleaner at the Eastmaque Kirkland Lake mill, and with the 2nd and 3rd zinc and 3rd and 4th copper cleaners at Les Mines Selbaie mill. It was found that gangue recovery was closely related to water recovery in all systems. Wash water at an optimum superficial rate from 0.03 to 0.07 cm/s reduced entrainment by anywhere from 30X to 70X. Wash water can be further assisted by mechanical and ultrasonic vibration of the froth. A further rejection of 10 to 20X becomes possible. As a result of this work, a number of plants in Canada and in the United States have evaluated and/or are now using froth washing.

Mixed integer linear programming (MILP) production scheduling models can be used to evaluate if tonnage improvement projects will deliver value over all time periods and whether new bottlenecks will be created. These MILP models can evaluate the interconnected effects of mine and process capacities, mining locations, cutoff grades, stockpiles, and orebody grade/tonnage distributions. A case study compares potential value creation from a mine capacity increase, a mill capacity increase, or a simultaneous increase in all capacities. For perspective, project valuations for capacity increases are compared against valuations for cost reduction projects, mine planning improvements such as phase design, dynamic cutoff grades and stockpiling, and the impact of geostatistics improvements in the areas of block model accuracy and ore control selectivity.

Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

Inflatable friction rock bolts (IFRBs) are often considered temporary ground support due to their susceptibility to weakening from corrosion. The effective service life of an IFRB can be difficult to estimate due to the multitude of factors that affect the rate of corrosion. Some mine sites have experienced several-year-long service lives of IFRBs without issue, while others experience corrosion-related falls of ground only weeks after installation. The most common industry method of assessing bolt performance is by pull testing the fixture. However, due to the IFRB’s ability to mobilize its full tensile capacity with less than 2 feet of anchored length, corrosion along the bolt at depths greater than 2 feet from the collar cannot be identified using this approach. Alternatively, reinflation testing is a simple and non-destructive method of evaluating the condition of an entire bolt length for breaches in the bolt wall. This can be particularly useful when assessing the extent of corrosive conditions within a particular mining area where instabilities have already occurred and the condition of nearby bolts is unknown, or when re-entering historic mine workings which have not been monitored.

Since the turn of the century the mining industry in the United States has had a number of serious mine explosions, fires and ground fall disasters that have led to a major re-evaluation of mine communication and rescue practices. One of the hindrances of current underground communication technologies is the potential of lost or cut connections when a serious accident, such as an explosion, fire, inundation or major ground fall, takes place. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act)1 mandated that each underground coal mine in the U.S. must provide for two-way wireless, post-accident communications between underground and surface personnel as well as electronic tracking of underground workers One area that has gained renewed attention in the mining sector is Through-The-Earth (TTE) communication. TTE technology has a major advantage in that transceiver devices can be carried by miners and set up quickly during an emergency, since they require no wire connection to the surface. TTE technology uses ultra-low frequency (1 to 4 kHz) electromagnetic waves, requiring relatively large wire loop antennas and highly sensitive receivers. The signal bandwidth is narrow and the permissible antenna currents in coal mines are restricted, which has led to limited usability of TTE technology in the past, as evidenced in research studies conducted by the U.S. Bureau of Mines in the 1970s. Yenchek (2012)2 pointed out that recent advances in receiver and signal processing technology have enabled voice and text communication capabilities and much improved sensitivity that offers new possibilities for TTE communication in mining applications. One company that has been developing such technology is Vital Alert Communication Inc. Vital Alert has been providing TTE communications since 2003 with a growing focus on emergency response and portable systems. The company?s Canary® Go System is one such product that looks to provide reliable communication capabilities in a portable, user friendly unit that can be utilized both for normal operation and mine rescue scenarios. Researchers at the Colorado School of Mines (CSM) have tested the Canary Go TTE communications system in the CSM Edgar Experimental Mine to determine signal propagation distances, signal quality and aspects of practical application.

Tantalum (Ta) and niobium (Nb) are extracted from many different ore types. The major economic orebody mined for tantalum and niobium consists of tantalite ((FeMn)Ta2O5) and columbite ((FeMnNb2O5)) in a solid-solution mineral commonly referred to as “coltan.” The largest supplying region, The Democratic Republic of the Congo (DRC), is unfortunately also the most ethically compromised source for this critical mineral. Officially, the U.S. government has deemed coltan ore from the DRC a “conflict mineral” [1]. The lack of pragmatic and effective local mining regulation in Central Africa, when coupled with high levels of violence and corruption, has spawned a widespread, illegal, unethical and, most importantly, unsafe economy. This illicit economy is centered around first, illegally mining these valuable conflict minerals and second, smuggling these minerals into the global supply chain. Handheld spectroscopy devices could provide further transparency to these opaque supply chains, giving miners, traders and refiners the ability to authenticate the provenance of the minerals they encounter, and allowing companies to prove compliance with the regulatory agencies attempting to curtail illicit mining.

An effective maintenance program ensures the adequate availability of production equipment. In turn, this availability enables production to maximize utilization and successfully meet production targets. An overall production strategy is necessary to draw all departments toward this common effort. Only then will production targets be met. From the maintenance view this means that production must comply with PM and repair schedules. Purchasing must supply parts and materials on time. Mine engineering must not overwhelm maintenance with non-vital construction. Accounting must provide correct, timely cost information - - etc. This strategy - - its content, effectiveness and enforcement is the responsibility of the mine manager . . . his alone. This paper describes a successful approach to maintenance within this strategy.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. The coal mining industry must be able to compete with alternate sources of fuel for the utility and industrial customers. If the industry is unable to control transportation costs, either due to government interference, or for other reasons, then mining costs must be kept down. Australia, South Africa, Canada, (and later Colombia) will take larger shares of the export market if mining costs are not kept competitive. The government's environmental regulations must be met without incremental increases in mining costs. Entrepreneurial instincts must be retained by the industry to provide for their investment in the future. What are the Problems with Existing Research? Government funding for coal mining research has been reduced or virtually eliminated. BCR (Bituminous Coal Research) is now a membership- supported organization, but its primary focus has been on health and safety-oriented research. BCR, however, is now attempting to widen its scope and conduct other types of research. There are almost no funds in EPRI's (Electric Power Research Institute) program for coal mining research. Large mining companies do some research for their own purposes and needs, but this is proprietary and therefore results are not shared with the remainder of the industry. The mining industry as a unit is not undertaking productivity (systems) oriented research in any common or cohesive manner.

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. 'he capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. "The Multiple Blasthole Fragmentation (MBF) model models multiple explosive charge contributions and the effect on fragmentation of delay timing with its associated scatter for each blasthole. The model uses near-field blast vibration attenuation parameters and the ground p-wave velocity as inputs for part of the in situ rock property to model rock fragmentation. It models most blast design parameters explicitly and simulates the effect of wave reinforcement due to the interaction of simultaneously arriving waves or diminishing cooperative contribution from long delay intervals between charges within a blasthole or among blastholes. The fragmentation size is calculated at three-dimensional grid points within a blast, and the fines and oversized blocks are treated explicitly. The model takes a surveyed irregular geometry of the free face of a blast as the calculation boundary.This paper presents a case study on applying the MBF model at an openpit mine. Near-field vibration measurements from signature hole blasts were conducted to obtain the stress-wave magnitude and attenuation parameters as well as ground sonic velocity. A production blast was then monitored with the corresponding fragmentation measured, serving as site-specific inputs to the MBF model. Various blast design scenarios were then simulated to develop ones that provide better fragmentation to improve mill throughput for the mine. IntroductionThe semiempirical fragmentation models currently found in the literature (Cunningham, 1987; Lownds, 1995) cannot explicitly model contributions from multiple blastholes with varying delay intervals. Most of these models are not three-dimensional. Furthermore, these models predict an average fragmentation size within a volume surrounding a blasthole and use the average size to generate a size distribution over the volume. The percentage of fines and oversize blocks is included in the distribution. Typically, such models are inadequate for predicting fines and oversize blocks (Cunningham, 1987)."

Application of shallow seismic reflection to problems associated with mineral exploration, mine planning, abandoned-mine detection, and environmental evaluation has been successful in a variety of geologic settings. Increased dynamic range of recording equipment and decreased cost of processing hardware and software have made shallow seismic reflection a cost-effective means of imaging geologic targets significant to mining operations. Seismic data possess sufficient resolution in many areas to detect faulting with displacement of less than 3 m in coal seams as thin as 2 m at depths of 200 m. Subsurface voids associated with abandoned mines at depths of less than 20 m can be detected and mapped. Seismic reflection has been successful mapping disturbed subsurface associated with dissolution mining of salt Complex geologic features associated with deposition of various hydrothermal minerals have been effectively mapped with high resolution seismic reflection at depths from 80 to over 300 m. Faults in sulfur-bearing cap rock over salt domes have been accurately located, allowing improved efficiency of the dissolution mining process. Shallow high-resolution seismic reflection has the potential to significantly enhance the economics and safety of mine operations.

The fossil resins of certain western coals are of significance and of sufficient value as a chemical commodity to justify a fossil resin industry. At the present time these valuable fossil resin resources, worth more than $0.50/lb as a chemical commodity, are being burned as fuel for electric power generation. This waste of our fossil resin resources corresponds to a loss in revenue of $200 million per year -equivalent to the value of the coal itself! Improved process technology for the recovery of fossil resin is under development and includes selective flotation of fossil resin from fine coal streams and solvent refining of the fossil resin flotation concentrate to produce a premium resin product. The most recent developments in process technologies are discussed with respect to separation efficiency and product quality. It is clear that the development of a fossil resin industry should not be limited by process technology.

In recent times, smelter off gases treatment plants have become more efficient and environmentally friendly. Where in the past it was acceptable to process only high strength, treatable furnace gases, new smelters must now treat primary gases and abate dust and SO2 from secondary gases: Processing smelter gases can present some interesting challenges. Some equipment can see varying concentrations of sulfuric acid, up to the boiling point, with a periodic table of contaminates thrown in for good measure. Treating weaker secondary gases have, in the past, been cost prohibitive. Nowadays, new technology, like physical absorption or catalytic carbon, show promise for economically treating low strength secondary gases. Modem smelters do a much better job of treating the SO2 laden gases generated by the smelting process but significant challenges remain.

The European climate and energy framework for 2030 is highlighting the reduction of man-made CO2 by increasing the use of renewable energy to mitigate climate change. In this spirit, Germany has decided to erase the coal use as an energy source by 2038 completely. Inevitably, this strategy promises a feasible, responsible, and sustainable post-mining management, because 200 years of coal mining have created numerous challenges necessary to tend to once the mining ends. Thus, the Research Institute for Post- Mining (FZN) at the TH Georg Agricola University in Bochum, Germany, has developed a holistic approach to meet these postmining challenges including further expertise present at our university. Here, the four strategic research pillars are (1) technical geoecology and hydrogeology to avoid and mitigate risks underground, (2) geomonitoring to evaluate and protect the surface, (3) industrial heritage preservation and engineering to secure and reuse brownfields such as mine sites, and (4) economic transformation planning of mining regions to enable a prosper future for generations to come. In all efforts, we aim to achieve the fundamental goals of the UN to deal with the resources of our planet responsibly and sustainably. Furthermore, we are synergizing increasingly with national and international networks in the interest of social, economic, and environmental stakeholders.

Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

The Upper Santa Cruz Groundwater Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary, see Figure 1. The principal water use area lies between and includes the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the groundwaters of the Upper and Lower Santa Cruz Basins. The Upper Basin contains the Tucson and Sahuarita-Continental critical ground- water areas. The Tucson Water Use Area encompasses the Tucson metropolitan area and extends from the northern boundary of the Basin south to the boundary between the Tucson and Sahuarita- Continental critical groundwater areas near San Xavier. The San Xavier Use Area is the San Xavier Indian Reservation. The north and south boundaries of the Continental Use Area coincide with the limits of the Sahuarita-Continental critical groundwater area. The first study of groundwater in this valley was initiated by Dr. G. E. P. Smith in 1905 and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of groundwater development and utilization. Beginning in 1939, the Ground Water Branch of the United States Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), have published a series of bulletins concerning groundwater occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the "Arizona State Water Plan" (1), comprising a detailed inventory of water availability and use in the State of Arizona, and a study of alternative futures.
