The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

DC Water’s Clean Rivers (DCCR) program involves the construction of approximately 29 km (18 mi) of CSO tunnels in Potomac Group soils in the Washington DC area. Soils include an upper predominantly over-consolidated fine grained plastic material facies (P/A) and lower predominantly coarsegrained facies (PTX). As earth pressure balance (EPB) tunnel boring machines (TBMs) are mainly used in such soils, the correct approach to soil conditioning can make a considerable difference in TBM performance. Soil conditioning laboratory tests are often completed during the planning phase prior to TBM excavation to develop a baseline for soil conditioning, reduce risks, minimize costs, and improve performance. However, only a few basic tests are standardized to date, and conditioning regimes are fine-tuned during the mining phase. The paper illustrates the effort carried out to identify the correct soil conditioning regime for both PA and PTX facies to improve TBM overall performance and reduce ground movement during the excavation of the Northeast Boundary Tunnel (NEBT) in Washington DC.

The dissolution behavior of palladium powder in thiourea solutions has been studied. The variables studied included temperature, stirring speed, and concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was found to be chemical reaction controlled with an apparent activation energy of about 2S.3 kJ/mol.

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

INTRODUCTION Detailed investigation of a 60-ft-deep excavation in a mixed profile of sands and stiff clay was performed by the University of Illinois for the Washington Metropolitan Area Transit Authority (METRO). The work was coordinated through DeLeuw, Cather and Co., the General Engineering Consultant of METRO. Instrumentation was concentrated in a portion of braced excavation for the Gallery Place Station near the intersection of 7th and G Street. The early construction date, the 60 ft depth of cut, and the proximity of large buildings formed the basis for selection of this site as the focal point of observation and measurement. A history of lateral and vertical displacement is provided wherein movements which occurred during excavation to the full depth of cut and, subsequently, during station construction and the removal of braces are described in detail. Observations of preloading and the consequent brace loads and wall displacements are described. The effect of temperature change on brace loads is discussed and the measured apparent earth pressure for the 60-ft cut is provided. The paper discusses the relationship of lateral displacements of the cut wall to the construction procedure, and compares the lateral wall displacement with both lateral and vertical movement in the surrounding soil mass. Based on observed movement, the method by which displacement was predicted for a nearby 82-ft-deep excavation is described. The performance of the 82-ft-deep excavation has been summarized elsewhere (2).

"Respirable dust in underground coal mines has long been associated with lung diseases, and regular dust sampling is required for assessing occupational exposures. At present, respirable dust concentration and crystalline silica content are commonly determined, but considering recent and yet unexplained increases in the incidence of lung disease amongst miners in specific geographic regions, more information about specific dust characteristics is urgently needed. While particle-level dust analysis is ideal, it is impractical for large numbers of dust samples because it is both time and cost intensive. Thermogravimetric analysis (TGA), however, is an alternative option, which offers the ability to determine the total coal to mineral mass ratio in a dust sample – analogous to proximate analysis of bulk coal samples for determining ash content. Here, preliminary development of a TGA method for this purpose is presented. The method is being developed to evaluate dust collected on mixed cellulose ester (MCE) filters using approved permissible sampling equipment. INTRODUCTION Based on the particle size, airborne mine dust can be classified in three categories: inhalable dust (< 100 µm in size), thoracic dust (< 25 µm in size), and respirable dust (< 5 µm in size) (Ramani et al., 2003). The World Health Organization (WHO, 1999) defines inhalable dust particles as those which can be breathed into the nose and mouth, and thoracic dust particles as those which can penetrate airways of the head and enter the airways of the lung. On the other hand, respirable dust particles can penetrate beyond the terminal bronchioles into the gas-exchange regions (alveoli) of the lungs (WHO, 1999). Hlavay (1992) reported that the seriousness of the damage in the lungs and respiratory tract is based on amount of dust remaining in these organs, and the amount of dust depends on the extent of dust exposure, the size distribution of the dust particles, and the capability of the body for dust elimination. Inhalation of respirable coal dust by miners can cause a disabling and potentially fatal lung disease which is called coal worker’s pneumoconiosis (CWP). Silicosis is another fatal lung disease caused by inhalation of respirable silica dust. In CWP and silicosis, dust particles deposit in the lungs, damage the lung tissue, and ultimately cause scarring which cannot be reversed (Colinet, 2010). While overall incidence occupation-related lung disease amongst coal miners in the US has been declining for over 40 years, it appears that there has been a recent increase in specific locations in Central Appalachia (CDC, 2006; Pollock et al. 2010; Suarthana et al., 2011). Although this trend is yet unexplained, one theory is that particular dust characteristics in these locations may be a factor (Hassan and Lau; Page & Oraniscak 2002). For example, several studies have indicated that different coals may generate different amounts of respirable dust (e.g., see Page, 1993 and Litton and Page, 1994), and the surrounding geology may also play a role in terms of the types of dust particles generated. Although respirable dust concentration and crystalline silica content are commonly determined as part of regulatory compliance sampling, more information about specific dust characteristics (e.g., size, shape and composition) is urgently needed."

Multivalent ions are shown to activate the flotation of colemanite in the presence of sodium dodecylsulfate (NaDDS). Floatation recoveries versus barium ion concentrations exhibit three distinct regions of floatability. Adsorption, zeta potential and solubility mesurements under comparable conditions reveal that Region I is characterized by the uptake of Me2+ ions followed by electrostatic attraction of sulfate ions onto the oppositely charged surface. The improvement observed in flotation recoveries in Regions II and III is ascribed to surface and bulk precipitation of metal dodecyl sulfate onto colemanite, respectively. While the most soluble BaDDS ions yield the highest activation, the least soluble MgDDS achieve the lowest activation. It is postulated that metal ions depending on their solubility products with DDS are capable of activating the boron minerals.

I met Austin Taylor in Vancouver on my way home from my first Pioneer examination. He asked me to examine the unsuccessful old Lorne mine, adjoining and west of the Pioneer. I had no idea that this meeting would lead to one of the outstanding successes and pleasant associations of my career. I knew nothing of Taylor, except that Gen. McRae and associates said that he had been engaged in lumbering and was interested in an oil and gasoline marketing company called Home Oil. But even if the Lorne examination would be only a small one, in the depths of the Depression in 1931, I was glad to have a chance to look at another gold property, so I agreed to visit the Lorne early in August. The start of the trip was not auspicious. I had been working hard on an unproductive study, and was greatly worried by my father&apos;s hopeless illness with tuberculosis. To get a little rest on my way north I had arranged to go from Seattle to Vancouver on the night boat that connected with my train. To my surprise, Bill Boultbee, an associate of Taylor, met me at the train in Seattle at 9:30. He said he would drive me to Vancouver, arriving at one In the morning. I was so tired that I begged off and let him take the drive alone Boultbee was most understanding and friendly, but I knew how I would have felt if I had been kind enough to take the long drive to help a stranger and then had been forced to make the return midnight drive alone. I was lucky they did not call off the examination at once. I got a good sleep on the Vancouver boat and Austin Taylor met me at the Hotel Vancouver for breakfast. After a brief talk he took me to the small steamer that made the 4-hr sail up Howe Sound to the village of Squamish. This was the end of the Province-owned Pacific Great Eastern Railway that was eventually to be a shortcut from Vancouver to the Canadian National main line at Prince George. Because

The effects of microwave treatment on the floatabilities and magnetic susceptibilities of some sulfide minerals, namely, pyrite, chalcopyrite, galena and sphalerite, were studied. Pure mineral samples were prepared in -425+212-µm, -212+106-µm and -106+38-µm size fractions. Microflotation and magnetic separation tests were carried out on the samples after microwave treatment at 600, 950 and 1,300 Watts for 5, 20, 60, 90, 120 and 240 seconds. The maximum temperature values of the samples were measured during the microwave treatment, and possible altera-tions on the mineral surfaces were determined by X-ray diffraction (XRD) analysis. The effects of microwave treatment are discussed based on the result of microflotation and magnetic separation tests. The results revealed that pyrite, chalcopyrite and galena were heated very quickly and that their surface temperatures reached ~700° to 900°C, while the temperature of sphalerite reached only ~130°C. The floatability of pyrite, chalcopyrite and galena were decreased when microwave energy and the duration of treatment were increased, owing to oxidation of the mineral surfaces caused by relatively high temperature. As expected, there was no change in the floatability of sphalerite. The magnetic properties of pyrite and chalcopyrite were improved by the increase in microwave energy and the duration of treatment to such an extent that 90% of the feed separated as magnetic product. But no change was observed in the magnetic properties of galena and sphalerite.

At the last Comminution Symposium a challenge (Meloy and Williams, 1992) was issued to "predict the typical straight-line, self similar" tumbling mill product size distributions using a population balance model (PBM). Implicit in this challenge is the assumption that the PBM is inadequate for predicting real world grinding performance. This response is presented in three parts: I. Theoretical analysis of the general PBM and its appropriateness for comminution system modeling. II. Examination of the accuracy of prediction of real world milling behavior using linear and nonlinear PBMs. III. Evidence from recent microscale comminution research. This paper concludes with recommendations concerning future research which will: 1. further elucidate mechanisms of particle destruction and creation as well as attrition and 2. increase the accuracy of model predictions in highly nonlinear situations

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit&apos;s development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts&apos; occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach&apos;s main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. "For the first time, the influence of stearyl trimethyl ammonium chloride (STAC) as a collector, on the flotation behavior of lepidolite (Uljin, South Korea) was systematically examined in Denver Sub-A cells. Flotation tests were carried out by varying amount of STAC (50–200 g/ton), feed size (-65, -100, -150, and -200 mesh), and solution pH. The impeller speed of 1000 rpm, flotation time of 10 min and AF-65 (a frother) of 250 mL/ton were invariably applied. In order to complement flotation experiments, zeta potential measurements and XRD analysis were conducted. XRD results showed that the ores were mainly composed of lepidolite, muscovite, quartz, calcite and albite. In addition, zeta potential results showed that isoelectric points were about 2.5, 2.3, and 9.7 for quartz, albite, and calcite, respectively, and lepidolite was determined to be less than 2. Overall, the results of 3-stage flotation showed that Li2O grade and recovery tended to increase with increasing STAC dosage and decreasing feed size. In addition, Li2O grade increased with decreasing pH. The results were explained by the extent of the interaction between STAC and each mineral.INTRODUCTION A great number of potential applications of lithium are being developed currently by the thermonuclear fusion power generation industry(1,2) as well as by the battery and fuel cell industry(3). Even though lithium is mainly consumed in the form of lithium metal and some lithium compounds, about 10% of total lithium production is consumed directly as mineral concentrates by the ceramic industry for the manufacture of special ceramics and mica based glass-ceramics(4). Granitic pegmatites normally contain feldspars, quartz, and mica in addition to lithium-bearing minerals such as spodumene (LiAl(SiO3)2), petalite (LiAlSi4O10), and lepidolite (KLi2Al(Al,Si)3O10(F,OH)2). The amount and grade of metallic minerals tend to gradually decrease and become lower, leading to the increase in the price of base metal or metallic compound(5). Accordingly, recent studies have been extensively devoted to developing the technique to improve the grade of metallic minerals from low grade metallic ores(6,7). Nevertheless, studies regarding the improvement of Li grade from lepidolite ores are very scarce. Lepidolite is a phyllosilicate mineral of the mica group and is often associated with other minerals such as calcite, muscovite, feldspar, and quartz, which need to be separated for lepidolite enrichment(8). Many studies have reported the flotation techniques for separating calcite, muscovite, feldspar, and/or quartz from various targeting minerals(9-11); however, there has been no attempt to investigate physico-chemical properties of lepidolite and its separation from such types of gangue minerals through flotation. Hence, in this study, for the first time, flotation has been carried out for the quaternary ammonium salts (stearyl trimethyl ammonium chloride (STAC, (CH3)3CH3(CH2)16NCl))-lepidolite system based on only the electrokinetic property of minerals that consist of lepidolite ores without adding any depressant to get an initial insight on its flotation behavior. The experimental variables that influence the lepidolite flotation such as amount of collectors, feed size and solution pH have been also examined."

Pulsating high-gradient magnetic separation (PHGMS) of fine hematite from tailings was studied using a pilot PHGMS separator to investigate the possibility of its application in industry. The results of this investigation indicate that PHGMS is effective for recovering fine hematite from the tailings and greatly improved the separation performance compared with the conventional high-gradient magnetic separation at the same conditions. By applying the pilot separator with a 1-mm rod matrix to a tailings containing 28.76% Fe, a concentrate assaying 54.35% Fe with 35.89% recovery was achieved. It was found that the separation performance of the pilot separator closely correlates with the main pulsating parameters, i.e., pulsating stroke and frequency. It was also found that a change in the wire diameter of the rod matrix from 2 to 1 mm causes a weak drop in concentrate grade but results in a considerable rise in recovery. This finding proves that the improved performance achieved by the pilot separator is attributed to the pulsating of slurry and to the use of a 1-mm rod matrix. When the first commercial SLon-2500 PHGMS separator with a 1-mm rod matrix was applied to recover fine hematite from the tailings, the results duplicated those achieved with the pilot PHGMS separator.

The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers&apos; catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

Knife River Coal Mining Co.&apos;s Beulah Mine is a multiple-seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production of 450 kt (496,000 st). It now produces 2.2 Mt/a (2.4 million stpy). As development progresses, operations advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost-effective manner. Additional studies are ongoing to determine what changes will be implemented as deep, wet sands are encountered in the reserve area. Knife River Coal began as an underground operation in 1924 at Beulah, 120 km (75 miles) northwest of Bismarck. In 1950, the operation converted to a combination underground and surface mine. The underground segment was closed in 1952. Development of the existing reserve area south of Beulah began in 1963. About one-fourth of the acreage under permit (Fig. 1) is sufficient for 10 years at current production rates.

The value addition potential of ilmenite was examined using several characterization techniques. Raw ilmenite is composed of 93.65 wt.% of FeOTiO2, 3.55 wt.% of SiO2, 1.22 wt.% of Al2O3, and the remainder being other minor oxides. Ilmenite and powdered carbonized coconut shells were mixed in the weight ratio of 4:1. A separate fraction of the same mixture was added with powdered seashells in the weight ratio of 4:1:0.5. Six fractions of each mixture were distinctly milled from 1 to 6 h in a planetary ball mill. XRD spectra (broadened and diminished reflections of ilmenite) and FTIR observations (Ti―O―Cbonding) of milled samples indicate the possible incorporation of carbon into the ilmenite structure. Any clues of an occurrence of new rutile peaks were not observed in XRD spectra of milled samples. Consequently, the carbothermic reduction has not been initiated during mechanical activation. In this case, samples powdered for 6 h in a mill were isothermally annealed for 2 h under normal airflow at temperatures of 800 °C, 1000 °C, and 1200 °C, respectively. According to the X-ray diffractograms, the annealing temperatures of 1000 °C and 1200 °C exhibited almost similar trends with rutile (R), pseudobrookite (PB) and elemental iron (F), and a very few ilmenite (I) peaks. Consequently, 6 h of milling and 1000 °C annealing were concluded as the optimum conditions for the carbothermic reduction. Moreover, this study indicated seashells as a potential rate raiser for the carbothermic reduction of ilmenite at 800 °C. Therefore, this process is applicable to upgrade ilmenite into a mixture of synthetic rutile and elemental iron.

Thank you Tom and JM for that nice introduction. The remarks I am about to make rely on a large way on comments made by Barrick&apos;s Chief Counsel, Patrick Garver, to an internal meeting of Barrick&apos;s senior staff. I plagiarized so much from his notes that I thought that I should provide attribution. I did get his consent to borrow so freely. What I have done is take his general comments and used my conversations with CEO&apos;s and other participants in the industry to enhance the message with concrete examples that underscore the points I wish to make. What you are about to hear is my personal view – I am not speaking as a representative of any company. With that introduction, now would be a good time to give you the main theme of my talk: The SEC should change its rule making to a more public cooperative approach. If that were to happen the SEC would avoid some of the harm it has been doing to the companies in this sector and the very shareholders it seeks to protect.

"The city of Minneapolis contracted with CDM Smith to update and provide a conceptual design for improvements to mitigate surcharge flooding in the Central City Storm Water Tunnel System (CCSTS). As a part of the project, CDM Smith conducted a field survey and condition assessment of the existing tunnel system. Information from the survey was then used to update the existing XPSWMM model and develop system wide alternatives.The CCSTS provides storm-water runoff drainage for nearly the entire area of the city’s downtown commercial district. The system consists of deep storm-water tunnels constructed in the St. Peter Sandstone, approximately 21 m (70 ft) below the street’s surface. The primary tunnels comprising the Central City storm water tunnel system are located below Hennepin Avenue, Nicollet Mall, Lesalle Avenue, Marquette Avenue South, 2nd Avenue South, South 5th Street, Washington Avenue South, Portland Avenue South, 2nd Street South, and Chicago Avenue South, as shown in Fig. 1. This network of tunnels conveys the runoff from a 305-acre tributary area that is generally bound by Hennepin Avenue and 1st Avenue North to the east, 12th Street to the south, 4th Avenue South and 7th Avenue South to the west, and 2nd Street South. These tunnels were constructed between 1936 and 1940, except for the Marquette Avenue South tunnel, which was constructed between 1963 and 1964.The CCSTS operates as a gravity flow system. These tunnels were constructed within the St. Peter Sandstone layer of bedrock and emerge from the bedrock at the Mississippi River below St. Anthony Falls. The Central City and the adjacent Chicago Avenue tunnel system converge into a single outfall at the Mississippi River. The runoff discharges from the converged outfall to a side channel of the Mississippi River, called a tailrace, located near the Guthrie Theater. The Minneapolis Division of Surface Water and Sewers provided 32 historic plats detailing the plan and profile of the tunnel system.The tunnel plans show nine different cross-section configurations. Eight configurations within the overall system generally show the same geometric “cathedral” shape with the inside dimensions varying from 1.2 to 1.8 m (4 to 6 ft) in width and 1.8 to 2.4 m (6 to 8 ft) in height. For analysis, these eight configurations were reduced to three configurations with regards to tunnel liner, cross-sectional area and support. For simplicity, the three configurations are described according to the three types of tunnel support used during construction: none required, light timber and heavy timber"

[Full-scale laboratory experiments were performed to evaluate the effect of ventilation and water spray pressure on the potential dust capture efficiency of a ventilation system comprised of blowing ventilation and an underboon scrubber. The tests were performed for a 1.52-m (5-ft) roof height and 2.36 m-3/s (5000 cfm) blowing ventilation volume, and a 2.44-m (8-ft) roof height and 4.72 m3/s (10.000 cfm) blowing ventilation volume at three face positions of the miner. The scrubber suction rate was varied for the tests to study the effect of scrubber flow rate on capture efficiency. The airflow patterns and scrubber efficiency were determined by performing tracer gas tests. Tracer gas was released through a manifold placed in front of the rotating miner drum. The gas was sampled in a grid fashion using a real-time multi-point gas sampling system. The capture efficiency of the scrubber was evaluated based an the peak gas concentration of the gas laden air drawn through the scrubber and the amount of gas passing, through the scrubber as a fraction of the gas released at the face. The data were analyzed to yield scrubber peak concentrations, potential exposures at various operator locations and the gas removal percentage (GRP). The underboom scrubber appears to work best in the end sump position, relative to the start sump and start slab positions. The capture efficiency scrubber was higher for 2.44-m (8-ft) roof heights compared to 1.52-m (5-ft) roof heights. The data also showed that the scrubber air discharged behind the mining machine may be drawn into the face area by the action of the blowing ventilation system, resulting in recirculation.]
