BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Worker safety is an issue that transcends industries, whether it be mining, construction, manufacturing or even general office work. In the mining industry, safety and training are particularly important because mining is a dangerous occupation. Throughout the years, federal and state safety regulations have been written and revised to keep up with the changing technologies. And mine operators have installed their own safety and training programs. They have come to realize that a safe and healthy workforce has positive effects on productivity and profitability —not to mention avoiding the high costs of injury-related absenteeism.

J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point O travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex '85, Katowice, Poland, pp. 73 -83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4600 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (la in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the afore- mentioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf -Forschungshefle, 1984, NO. 5, pp. 219-223. Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

In 1992, a detailed inspection of the Southfield Sewer revealed a reach of approximately 0.8 kilometers in length, located directly below the freeway lanes, which was severely distressed. Failure of this section of the sewer would result in the closing of the busiest roadway in the state as well as the potential backup of sewage into homes and spilling into nearby surface waters. As such, repair of the distressed section required development of a procedure that would not jeopardize the conveyance of flow through the existing sewer nor impede travel on the overlying freeway. Based on these constraints, the DWSD and NTH team developed a repair concept that entailed the mining of a new, 3.05-meter (10-foot) diameter bypass away from the traffic lanes. The new bypass section was connected to the existing sewer, up stream and down stream of the distressed area, using a “top down” construction approach, that required only minimal freeway closures during weekend periods. This paper, prepared jointly by the Owner, Consultant and Contractor will describe existing conditions, design considerations and construction methods.

A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

The Copper Flat Property is located approximately 6 miles NE of the small town of Hillsboro in Sierra County, N. M. (Fig. 1). Hillsboro was the center of considerable mining activity in the late 1800's and early 1900's following the discover, of gold bearing vein deposits and later discovery of, placer gold along the east slopes of the Animas Hills. The Copper Flat orebody is a porphyry type deposit occurring in a small quartz monzonite porphyry stock that has intruded the center of a circular andesite plug (Fig. 2). The primary ore mineral is chalcopyrite. By-product values are contained in gold, silver and molybdenum.

The Mid-Continent Geophysical Anomaly (M.G.A.) which extends from Michigan into Wisconsin, Minnesota, Iowa, Nebraska, and Kansas, has recently been the object of intense preliminary oil and gas exploration activity involving widespread land leasing, seismic data collection, permitting of deep exploratory holes and other activities (Paul et al., 1985). This report describes the remote-sensing techniques and results of the application of these techniques to study the geology of the M.G.A. and the surroundings in Iowa. In early 1981, Coal Valley Natural Resources contracted Geospectra Corporation to find a large, (100,000 acres or larger) lease block for wildcat oil and gas exploration. The southwest Iowa area was chosen for several reasons. First, southwest Iowa contains the northeast portion of the Forest City basin (Figure 1) which has produced oil and gas from numerous fields in Kansas, Missouri, and Nebraska (Landes, 1970; Petzet, 1982).

The image-based On-line Particle Size Analyzer (OPSA)system has been developed at the University of Utah to measure particle size distributions under plant conditions where overlapped and segregated particles are being transported on a moving belt conveyor. Evaluation of the OPSA system at several plant sites has been completed. The results show a consistent agreement between the particle size distributions obtained from the OPSA system and those obtained from laboratory screen analysis of belt samples. These results and the stable performance of the OPSA system during the field tests suggest that continuous quality control of crushed products is possible using the OPSA system.

The U.S. Department of the Interior, Bureau of Mines, has developed a data acquisition system to continuously monitor radon, working level, absolute pressure, temperature, relative humidity, and air velocity. Data have been taken in intake and exhaust drifts, working stopes, and sealed-off areas of positive and negative ventilated uranium mines. Radon emanation rates, ranging from 1.7- to 12.2 x 2 10-l4 Ci/cm /sec were determined in four mines. The ratios of short duration, primary fan shutdown time to radon normalization time were 1 to 2 and 1 to 4, respectively, for-negatively and positively ventilated mines. Blasting and slushing caused radon increases of 160 and 67 percent, respectively.

The idea of using only one strand for both sintering and cooling of the sinter is not new. In 1952, in the U.S.A. a sintering plant was built at Benson Mine (Star Lake, N.Y.), including : - 68 m2 or 735 sqft (8 wind boxes) for sintering, - 22 m2 or 237 sqft (3 wind boxes) for cooling. In the USSR, a large number of machines have been built allowing for cooling of the sinter on the strand, especially the 4 m (about 13 ft) machines, with : 252 m2 sintering grate area 60 m2 cooling grate area 312 m2 total grate area. However, such ventures did not prove very successful, and the IRSID embarked many years ago on a research program to discover : - what are the problems associated with cooling on a sintering strand ; - what are the possible solutions for industrial plants.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micron-range particles that form paste-like, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake-flow control structure that allows expressed liquid from the cake in the dry beach region to be returned back to the liquid pool while maintaining high solids throughput. In order to provide optimal performance with various operating parameters (feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids, and different slurry types), the cake-flow control is adjustable. The second part of the beach is preferably at zero angle. Tests showed that the new design allows increases in both solids dryness and solids throughput.

The kinetics of the dissolution of galena was studied by monitoring the mixed potential of a galena electrode in ferric sulfate solutions. The results show that the mixed potential of the galena electrode fluctuated with time in a regular pattern in a 0.1 mol/L Fe2(SO4)3 solution of pH 1.66 and in a 0.01 mol/L Fe2(SO4)3 solution of pH 2.33 at 35°C. The periodic accumulation and precipitation of lead ions at the galena electrode surface and the cyclical variation in pH at the galena electrode surface caused the oscillation phenomena.

Geotechnical design plays a key role in mine design. I A proper geotechnical design provides a safe working environment and facilitates efficient mining operation. There are mainly three design approaches I) judgmental, based on observational and experiential facts, 2) empirical, based on empirical design formulae, and 3) analytical, incorporating numerical analysis. Most design applications are based on the design methods one and two as mentioned earlier. However, complexities arise in deep underground mining operations and deep open pit mines. These complexities and difficult geological environment introduce more uncertainties and simple empirical formulae would not be adequate as a design tool. These situations require numerical modelling and analysis of the design problems including interpretation of the results obtained from the analysis. There are several tools available for performing the numerical modelling and analysis. A brief review of the available tools was addressed earlier (Basu and Kuruppu, 1995). The authors selected ANSYS (a general purpose finite element analysis tool) for use in mining geomechanics and geotechnical design. This paper includes several examples demonstrating the applicability of this software in designing structures applicable to mining geomechnics. The authors hope that the design examples will demonstrate the use of the numerical modelling and analysis application in excavation design.

Tunnel boring machines (TBMs) have been used for the construction of various tunnels for mining projects for the purpose of access, conveyance of ore and waste, drainage, exploration, water supply and water diversion. Several mining projects have seen the successful and economic beneficial use of TBMs, and there is an increasing awareness of the benefits of TBMs for mining projects. Key technical considerations for the use of TBMs for the construction of tunnels for mining projects include geological issues (rock type, rock alteration, rock strength, rock abrasivity, durability, ground water in flows), depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, TBM constraints, minimum tunnel size, tunnel support requirements, contractor and labor experience, and project schedule demands. TBMs offer key project schedule benefits with high rates of progress, which is a unique economic advantage recognized for mining projects where timing is of the essence in order to advance mining development and achieve early startup for operations. A thorough evaluation of the anticipated ground conditions should be performed as part of the decision to adopt a TBM for a mining project. Minimum specifications for TBMs are necessary in order to prevent the incorrect type of TBM from being used. Appropriate geotechnical investigations are necessary in order to provide key information on the anticipated subsurface conditions for careful planning and design of the proposed tunnel alignment. The overall site and geological conditions associated with some projects may suggest that it is not appropriate to use TBMs for some mining projects due to a perceived higher risk. A stochastic approach was developed and applied to the Butte, Montana Hillside abandoned mining site for modeling stormwater runoff and subsequent receiving stream loadings. This approach enabled capture and quantification of the uncertainty associated with stormwater quality data and allowed the prediction of copper and zinc concentrations in the receiving stream caused by runoff from the Butte Hillside during storm events. Runoff flows and stormwater concentrations were input to the model as probability distribution functions. Monte Carlo simulation allowed prediction of expected instream concentrations in the form of cumulative distributions functions. The modeling results allowed evaluation of current best management practices (BMPs), targeting of future BMPs, and identification of key data gaps to fill during future sampling activities. This modeling approach is considered extendable to other active and inactive mining sites. Output from a model of this type is easily understood and can be used to communicate effective stormwater management to site regulators. Furthermore, application of this modeling approach will facilitate the development and implementation of a site-specific stormwater management plan and will optimize efforts to achieve standards for compliance with stormwater discharge permits.

The McLaughlin Mine is based on a world class epithermal gold deposit located in the coastal thrust fault of northern California, about 1 12 air km (70 air miles) north of San Francisco. Owned and operated by Homestake Mining Co., the McLaughlin deposit contains about 18 Mt (20 million st) of gold ore at an average grade of 5.2 g/t (0.152 oz per st), or about 93 t (3 million oz). The area was identified as a gold target by Homestake in early 1978. Drilling confirmed it to be a commercial deposit by 1980. The mine was then planned, engineered, built and brought into production by March of 1985. The deposit was historically a part of the Knoxville District. It was mined for cinnabar, which was used to produce mercury for use in recovering gold and silver in the Mother Lode and Comstock districts. At that time, the mine was called the Manhatten and later the One Shot Mine. It was worked for more than 100 years, producing about 76,000 flasks of mercury without any awareness of the presence of economic concentrations of gold. By 1978, the site was largely disturbed and entirely unreclaimed.
