The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

Tunneling in carbonate sedimentary rocks such as lime stones and dolomites can be difficult when solution channels or voids are anticipated. Addressing the risk aspects associated with these formations can be done effectively through the Geotechnical Baseline Report (GBR) by properly characterizing the ground and ensuring that the Owner?s and the Contractor?s interests are represented and protected. This paper presents a review of tunneling difficulties in these rocks and includes a review of site investigations, geologic characterization, and presentation in the GBR. Key construction issues are also discussed, including appropriate excavation technology, mechanisms of face support and groundwater control, and quantifying grout takes.

The U.S. Virgin Islands consist of three major islands (St. Thomas, St. John, and St. Croix) and some 50 smaller islands that are located primarily along the coasts of St. Thomas and St. John. St. Croix, the largest of the islands, is located approximately 160 km south-southeast of San Juan, Puerto Rico and is about 218 km in area (Fig. 1). St. Thomas, the second largest island is located 64 km east of Puerto Rico and incorporates approximately 77 km2. St. John is located immediately to the east of St. Thomas and incorporates approximately 49 km2. The climate in the U.S. Virgin Islands is maritime tropical. The average annual rainfall at higher elevations is 127-152 cm and at lower elevations 51-76 cm. There is no well-defined wet or dry season. Temperatures generally average in the 80's (F°) with only a 5°-7° F variation throughout the year.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues that may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Min¬ing Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff cooperation across the country. MEA has also commenced some international teaching initiatives that are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual univer¬sity programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

Ten years ago, only 3% of Consol's underground coal production resulted from using the longwall mining method. Today, that figure has grown to 45% and has helped the Pittsburgh-based concern fuel an upswing in productivity. The company reported that productivity at its underground mines, excluding labor strike periods, increased 24% between 1978 and 1981. Last year, an additional 8% increase was achieved. Efforts such as improved safety, training, engineering, and maintenance programs as well as the closing of unproductive mines has contributed to these gains, according to Joseph M. Richards, Consol's executive vice president of operations. But, Richards adds, a great part of the credit goes to longwall mining. What is Longwall Mining? To fully appreciate the advantages of longwall, one needs an understanding of how mining is done by other methods. For instance, in both conventional and continuous mining, rooms or tunnels are dug in the coal seam. Pillars of coal are left standing to support the roof as mining moves forward in the seam. In conventional mining, a slot is cut in the base of the seam and holes for blasting are drilled. After blasting, the coal is loaded. A more efficient method - continuous mining - uses a machine that combines cutting and loading. Longwall mining, by contrast, works backwards from the end of a panel. Two parallel sets of tunnels (development panels) are cut into a seam with continuous mining machines, then connected with a set of crosscuts at the far end. Min¬ing then proceeds back toward the entrance. Longwall mining employs some very productive machines. Large drum shearers, for example, run on a track along the length of the coal face for some 150-180 m (500-600 ft). The shearers cut the coal which falls onto a conveyor system or pan that also runs the entire length of the face. The longwall crew works under a roof of heavy steel supports called shields. As the coal is removed, shearers, pans, and shields are moved forward by hydraulic rams. The roof is allowed to collapse behind the shields. In addition to increasing production, longwall mining is considered to be safer because the miners work under strong steel shields. New designs have made them more rugged and maintenance free, as well as more stable on soft mine floors. Early roof supports, called chocks, had gaps in the roof canopies. The new roof shields now cover the entire working area and are better able to prevent roof material from falling into the working area, thereby improving safety and productivity. Mining operations adopt a variety of measures to combat dust underground. These include ventilation systems, water sprays, physical barriers, and personal protective equipment (PPE). Respirators are a class of PPE that can provide clean particulate- free air to the users. Powered Air-Purifying Respirators (PAPRs), used commonly in medical and other sectors, are not prevalent in the mining industry. PAPRs use P100 filters that have 99.97% dust capture efficiency. We present our results from computational fluid dynamics (CFD) simulations performed to understand the impact of a PAPR on airflow and dust particle concentration in the vicinity of a miner. These results show that donning PAPRs can lower the miners’ exposure to respirable coal dust in their workplace.

Slope failures very commonly occur during a long period of heavy rainfall and groundwater rise. The failures pose a substantial risk to people, infrastructure, and equipment downslope. In the recent past, the mining industry has faced an increase in tailings dam failure due to several reasons including pore pressure increases in the dams. Many failures have been observed to occur during times of water level fluctuations but the critical factors that influence the initiation of slope failures still need to be adequately clarified. To investigate these factors, laboratory experiments were conducted on model sandy slopes to determine pore pressure-induced slope failure initiation. This study also presents a method to examine water seepage through soil slopes using an ultraviolet (UV) dye and a UV flashlight. The small-scale model test simulation demonstrated failures induced by either water percolation from the upslope tank at a constant level or by raising the water level at intervals. A bottom chamber fully filled with water to replicate groundwater rise was also simulated. The soil slope was monitored at every stage to study the deformations and behavior until failure occurred. Results gathered from the controlled laboratory conditions were useful for the verification of the numerical modeling method created in the computer program Slide. The analysis showed that slope failure always occurred when the toe was fully saturated. High pore pressures and seepage forces reduce the shear force at the toe to almost zero causing it to slide. A comparison of slope height to water level also indicated an average of 96% water level to cause a failure. At this point, the soil slope is fully saturated and has no matric suction. The findings in this study show that, by monitoring the moisture content of slopes, failures can be predicted.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. These products are available from the various producing compa¬nies listed in the text. For prices and specifications the producing companies should be contacted.

Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

One aspect of long-range mine planning in an open-pit mine is first to define the ultimate pit limit, i.e., the projected size and shape of the pit at the end of its life. This chapter is concerned with various techniques that are currently in use today in determining the ultimate pit limits using the computer. Prior to the early 1960's, open-pit limits analyses were entirely performed manually. This manual technique has been well explained by Soderberg and Rausch in Surface Mining (1968). Soderberg and Rausch also explain clearly the need for establishing the ultimate pit limits in long-range mine planning, i.e., location of surface facilities, dumps, etc. Consequently, the need for ultimate pit limit design will not be reiterated here. Nor will the definitions of the most commonly accepted terminologies such as break-even stripping ratio, economic cutoff grade, ultimate and working slope angles, preproduction stripping, etc. be repeated here. Briefly, the objective of the ultimate pit limit design (which is also frequently referred to as pit design in short) is to determine the projected final pit limits of an ore body and its associated projected grade and tonnage, which will maximize some prespecified economic criteria while satisfying practical operational requirements.

Paste tailings disposal was successfully implemented at the New Jersey mill in Kellogg, ID with two different types of ore feed, a gold ore and a silver ore. The purpose of this paper is to describe the production of paste tailings, including operational problems during commissioning, and also highlight the environmental and economic benefits that were realized versus conventional tailings disposal such as the recycling of process water, increased shear strength and reduced permeability of the tailings mass, and reduced environmental permitting.

According to the 2010–2019 Mine Safety and Health Administration (MSHA) accident report database, 91% of reported ground control accidents in US longwall mines were caused by roof instability. Gateroads are subjected to significant changes in loading conditions from the development to the longwall abutment loading phases. When combined with thinly bedded shale roof, found in many US longwall coal mines, the design of efficient roof support becomes challenging. In previous work, the bonded block modeling (BBM) of roof by UDEC was validated against field extensometer measurements in a longwall entry roof at a 180-m depth of cover. The BBM was shown capable of capturing delamination and buckling of shale roof, one of the main roof instability mechanisms in longwall mines. This paper presents the recent findings on the roof-support interaction using BBM models of the same longwall entry. The effects of cable bolts, roof bolt density, and strap support on potential roof instability are studied. Results demonstrate the potential for BBM numerical models to help understand the complex roof and support system interactions and to assist with optimizing gateroad support systems.

PREFACE Debris disposal can very often be a severe problem and major restriction on tunnel boring projects, especially for small diameter tunnels and in underground mines. Hydraulic transport could provide a suitable solution. Investigations have therefore been made in connection with a full-scale project of 4.8 km length and 2,3 m diameter, to obtain the required technical and economical data for planning an optimized transport system, e.g. for a tunnel boring drivage of 6 - 7 m diameter in underground coal mines. INTRODUCTION The Radau-Tunnel, chosen for the investigations, has been designed for transferring flood peaks between the rivers Radau and Grosse Romke in the Harz-Mountain of Lower Saxony. A DEMAG TVM 20/23 H tunnel boring machine was used to drive the tunnel on a rising gradient of 0,53 %. The rock consisted of shale and hornblende (55 %), granite (15 %), diabase (15 %), chert (8 %) and gabbro (7 %). The project has been sponsored by the Federal Ministry of Research and Technology.

The new Niagara Falls Intake Tunnel, mined in the highly fractured Lockport Dolomite, encountered prolific inflows of water contained in rock seams directly linked to the Niagara River. These inflows were pressurized and, more significantly, contained high concentrations of dissolved H2S gas. The contractors attempts to control the water/gas inflows included cement and chemical grouting from inside the tunnel. Ultimately, improving the rate of air exchange in the tunnel by increasing the fan capacity, in conjunction with a pattern down-hole pre-grouting program along the tunnel alignment allowed the contractor to control the concentration of H2S gas and complete the tunnel.
