Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

In underground coal mining, the specification and control of belt and bunker capacities are complicated by (1) stochastic and intermittent conveyor loading, (2) a limited ability to reduce surge at the mine face, and (3) occasional overlapping of loading from two or more mine faces on the conveyors. Recently, because of longwall mining and other factors, the capacity requirements of most mine conveying systems have risen substantially; as a result, efficient capacity design and control have become important mine planning issues. This paper reviews these design issues and their associated modeling procedures. Design considerations and modeling difficulties are also examined.

Allis Mineral Systems' GRATE-CAR agglomeration/induration/reduction process is currently being operated to process ilmenite at Tinfos Titan & Iron KS in Tyssedal, Norway. In this process, balled ilmenite concentrate is fed to a traveling grate where pellets are dried and preheated, using fully oxidized kiln exhaust gas. Hot preheated, semi-indurated pellets are fed directly to a ported kiln where reduction of the ilmenite's iron oxide fraction occurs in the presence of lump coal. The reduced pellet sand coal char are discharged from the kiln to an indirect rotary drum cooler. Cooled pellets and char are screened and magnetically separated prior to their further processing in a downstream smelting operation. The pellets are melted and the titanium dioxide and iron are separated. Operation commenced in late 1986.

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) developed a light-emitting diode (LED) area luminaire called the Saturn and conducted a laboratory study using a Fletcher High Dual-boom Mast Feed (HDDR) roof bolting machine. The Saturn luminaire was designed to (1) enhance floor illumination to enable better detection of trip hazards in the interior spaces of a roof bolter and (2) reduce glare that has typically been an issue of concern on roof bolters. This paper reports on the results of achieving the second objective. The existing roof bolter lighting was the baseline and was compared with three versions of the Saturn luminaire relative to light intensity (100%, 75%, and 50%). Discomfort and disability glare data were obtained from 30 participants that comprised three age groups. Discomfort glare perceptions were obtained using the De Boer rating scale, and disability glare was quantified by using Mars Letter Contrast Sensitivity tests. Discomfort glare was reduced at least 3 levels with all Saturn versions. Also, a predictive model was used to estimate discomfort glare, and the results were similar. Disability glare was the least for the Saturn’s 50% intensity, and all Saturn versions had significantly less disability glare than with the baseline lighting. Veiling luminance was calculated and used as another indicator of disability glare. Veiling luminance was 28 to 42 times greater with the baseline lighting as compared with that of the Saturn lighting. Lastly, visibility levels were calculated. The Saturn versions were 4 to 6.5 times better in terms of visibility level.

The report presents the results corresponding to the analysis of a lining system for tunnels in soil and soft rock in creep-active ground. The purpose of the analysis is to evaluate the performance of a lining at each construction stage. The steps include: 1. Accurate representation of the initial undisturbed state of stress 2. Excavation, 3. Lining installation 4. Injection of mortar and its curing, and 5. Short-, medium- and long-term creep behaviour in the surrounding soil/rock. The response of a prototype tunnel is simulated using the computational finite element framework MSC.marc2008.

Chromite, the only ore of chromium, occurs almost exclusively in mafic-ultramafic rocks and their weathering products. However, not all kinds of mafic-ultramafic rocks are favorable hosts for possible low-grade chromite deposits. For instance, chromium-bearing basalts are not favorable because they commonly contain < 0.3% Cr2O3, and chromite is almost always less than 50 um in diameter, if it is present at all. Chromite-bearing ultramafic rocks in stratifonn and alpine complexes tend to be either ore grade (> 25% Cr203) or very low grade (< 2% Cr203); intermediate rocks are scarce. In most complexes large tonnages exist only in the < 2% Cr2O3 group and the composition of the chromite is commonly unsuitable for metallurgical use. Some nickel laterite districts contain more than 108 tons of material with 2.0% to 5.5% Cr2O3, and hence, chromium could be a byproduct of nickel in some laterite districts.

St. Peter sandstone is an arenaceous sheet that covers large area in North America. The interest for St. Peter sandstone has been increasing due to the upward trend for hydrofracturing and the consequent need for fracking sand. This material is possesses very unique mechanical properties. On the one hand, it is brittle as characterized by an unusually high friction angle, up to 69°, and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The underground mines that are working under this condition are lacking the ground control techniques for this particular mining environment. The geotechnical properties of the St. Peter sandstone were examined using uniaxial test, triaxial test, porosity test, flexural strength test. This paper aims to investigate the effect of microstructure on strength properties, utilizing microscopic studies, index test (porosity, size distribution).

Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This is the first study to examine the use of a dimethyl sulfoxide (CH3SOCH3, DMSO) solution containing copper chloride (CuCl2) for the leaching of chalcopyrite. Leaching experiments for a copper concentrate composed mainly of chalcopyrite were conducted at ambient pressure at 313–413 K. The leaching fractions of Cu, Fe, S, Au, and As were investigated. It was found that 90% of the Cu was extracted in 2 h, and 94% was extracted in 4 h at 373 K, which is competitive with other conventional processes. A DMSO solution containing CuCl2 could selectively dissolve the valuable metals Cu and Au from chalcopyrite, but leave minerals with little economic value such as pyrite (FeS2) and As in the residue. Chalcopyrite is oxidized by cupric ion in proportion to the stoichiometric ratio of Cu in the concentrate to the initial cupric ion in the DMSO solution, which is enhanced by the presence of oxygen below 373 K.

A practical method is described for determining or checking whether underground supports such as props, posts and mechanized longwall supports have bearing areas of proper size in relation to the type of ground or floor strata on which they are standing, It is felt that this information provides an approach to eliminate, as much as possible, a potential grave source of error during the selection of roof supports. This would also affect the choice of costly mechanized longwall equipment where it is possible that the size of the bearing area is not as carefully determined as, for instance, the design strength of structural components.

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

The Ray Mines Division has a long and illustrious history beginning in 1911, as one of the early underground block caving copper mining operations. The tonnage mined from the beginning of operations, increased from about 8, 000 TPD in the early years to the present daily tonnage of 22, 500 tons, mined by open pit methods. The Ray basic milling practice has been relatively unchanged since 1927 when the sulphide-flotation process was introduced at Ray. The leach-precipitation-flotation process introduced in 1956 has been the only major process change. The change from underground to open pit&apos; mining was accompanied by a renewed drilling and exploration program which developed large tonnages of low grade copper ores both in the porphyry and the diabase. The ore bodies as outlined were of such a grade and size that it soon became apparent that economical operations could not be developed with the lower tonnage rate. Also that in order to develop these newly proven ores, it would be necessary to move the Ray crushing plant, the Ray. supporting shops, offices, a substantial part of the Ray townsite, and would also involve the rerouting of Mineral Creek, a typical Arizona stream which is dry most of the year but can flow as high, as 8, 000 second feet in the rainy season. This paper describes those changes in flow sheet made necessary both by the increased tonnage .and the requirement to move as much of the crushing facilities from the Ray area as practical in order to free the mine for the extension of its physical limits.

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

The development of pelletizing during the last ten years has continued, however, self-fluxing pellets have not been regularly and commercially produced for use in blast furnaces, except as Kobe Steel, Ltd., Japan. This paper tells about unique developments for self-fluxing pellets, and their effects when used in Kobe Steel&apos;s No. 3 blast furnace at the Nadahama Works (inner volume 1845 Nm3, hearth diameter 9.5 m)., Several phases of the pelletizing process are discussed individually, and also their relation to performance in blast furnace operation. Special emphasis is placed on proper preparation of the limestone added to the raw materials, and indurating at optimum conditions. Means of improving pellet quality by correct control of size distribution of the raw materials used in pelletizing, and indurating temperatures, are also discussed. As basicity (CaO/SiO2) of pellets increased 0. 1, coke consumption decreased 3. 8 to 4. 2 kg per ton of hot metal, when using 70% pellets in the iron burden.

One of the utmost severe mining catastrophes in underground hard rock mines is rock burst phenomena. It can lead to damage to mine openings and equipment as well as trigger accidents or even threat to life as well. Due to this, a number of researchers are forced to study some easy-to-use alternative methods to predict the rock burst occurrence. Nevertheless, due to the extremely multifaceted relation between mechanical, geological and geometric factors of the mines, the conventional prediction methods are not able to produce accurate results. With the expansion of machine learning methods, a revolution in the rock burst occurrence has become imaginable. In present study, three machine learning methods, namely XGBoost, decision tree and support vector machine, are utilized to predict the occurrence of rock burst in various underground projects. A total of 134 rock burst events were gathered together from various published literatures comprising maximum tangential stress (MTS), elastic energy index (EEI), uniaxial compressive strength and uniaxial tensile stress (UTS) that have been used to develop various machine learning models. The performance of machine learning methods is evaluated based on the accuracy, sensitivity and specificity of the rock burst prediction.

The main industrial minerals produced are non-metallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. The other minerals, some with minor production, include diatomite, feldspar, magnesite, sulphur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of Late Cenozoic acidic volcanic rocks.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek&apos;s customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. The present study examines the use of two vs. one stage of hydrocyclones in a pilot scale ball mill circuit. The approach used for doing this is based on computer simulation with mathematical models that explicitly account for the grinding mill/classification system interaction. Parameters for the ball mill model are obtained using a short-lived radioactive tracer method in open circuit tests of the study mill. The hydrocyclone model, based on the size selectivity concept, is developed and validated in standalone testing of the study hydrocyclones. Simulation procedures are validated through actual tests of the closed circuit grinding configurations of interest. Results of the evaluation indicate that two stages of hydrocyclones in the study circuit would improve classification, increase productivity and lead to more closely sized circuit products when compared to the conventional one stage hydrocyclone circuit. A computer simulation approach for comparing these circuit configurations in larger scale grinding circuits is also suggested.

"Sepiolite is a magnesium-rich, porous, and fibrous clay mineral with broad applications. These applications take advantage of sepiolite’s high specific surface area and unique nano-sized channel structure. Over the past years, numerous materials and techniques based on the structure and property of sepiolite have been developed. This article reviewed the recent achievements in developments and applications of sepiolite in environmental protection, catalysis area, and nanocomposites. The prospectives of sepiolite applications is also discussed. INTRODUCTION Sepiolite is a magnesium-rich, porous, and fibrous clay mineral. The typical chemical formula of sepiolite is Si12Mg8O30[OH]4[OH2]4·8H2O [1]. Sepiolite has a high specific surface area and nano-sized channels because of its special structure [2]. This unusual crystal structure projected onto the [001] plane is shown in Fig.1 [3]. As it can be seen, silicon and oxygen atoms make up for the tetrahedral structure and magnesium and oxygen atoms form octahedral structure, respectively. Those tetrahedral-octahedral-tetrahedral ribbons expand boundlessly in one direction, leading to the special fibrous structure of the sepiolite. Every tetrahedral-octahedral-tetrahedral ribbon is combined to the next by an inverted Si–O–Si bond, which causes an interlaced layer with a continuous tetrahedral sheet and a discontinuous octahedral sheet. Terminal MgO at the edges of the ribbons is coordinated with two structural water molecules, which can form hydrogen bonds with zeolitic water molecules that are located in the channels running parallel to the fiber axis [3,4]. The Mg2+ ions inside the channels can be exchanged with other cations in solution. Therefore, sepiolite can be used to remove metal cations from aqueous solutions [5,6].It can be seen from Figure. 1 and Table 1 [7], the unique structure endows sepiolite with a substantial surface area and nanoscale channels. Its specific surface area reaches 320 m2/g and channel dimensions up to 3.7×10.6 Å. There are three active adsorption sites on the surface of sepiolite: one is oxygen atoms of the Si-O tetrahedron. The second is the structural water molecules paired with magnesium ions at the edges of the ribbons, which can form hydrogen bond with adsorbent. The last one is the Si-OH groups due to the breaks of the Si-O-Si bonds on the surface of Si-O tetrahedron. Thus, sepiolite has strong adsorption ability which has been widely used in environmental protection. Moreover, sepiolite has many significant features such as good mechanical and thermal stability, rheological property, porous, and easily modification, making it be a hotspot in chemical and biological researches. However, with the development of technology, broader and more advanced applications of sepiolite have been carried out in recent years. In this study, the recent achievement in sepiolite applications is summarized, the further tendency is also discussed."

"Mineral prospectivity modelling of polymetallic nodule deposits has been completed over the Cook Islands Exclusive Economic Zone (CIEEZ) using the GIS based Weights of Evidence modelling technique. Polymetallic nodules, also known as manganese nodules, have been explored as a possible resource for a number of metals including cobalt since the early 1970s. Recent data on the nodule composition and abundance in the CIEEZ has led to a renewed interest in the prospectivity for manganese nodules in the region. The predictive modelling has used the most recently accepted mineral model for polymetallic deep-sea nodule deposition to identify factors that are most likely to map the presence of this type of mineralisation in the CIEEZ.Manganese nodules form on the deep seafloor as concretions formed by concentric layering of iron and manganese hydroxides around a core and they grow at a very slow rate, on the order of millimeters per million years. The available data for the CIEEZ indicates a greater abundance in the area of nodules formed by hydrogenetic processes, which are the result of slow precipitation of metallic components from seawater. The environment in which the nodules are most abundant is at depths between 4,000 m and 6,000 m in areas of low sedimentation rate. Hydrogenous nodules commonly grow on siliceous and pelagic clay sediment, they are less common on other types of sediment."
