The Democratic Republic of Congo (DRC), rich in mineral resources, shows potential for REE deposits in carbonatites, pegmatites, and placers. This paper reviews global REE resources, highlights potential REE targets in Africa, and emphasizes the need for further research and exploration in the DRC to unlock its REE potential.

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

When the original water-only cyclone patents were established in the 1950?s, the supplies of low cost oil and natural gas were abundant and low selling prices for metallurgical and steam coal provided little incentive for developing more sophisticated coal cleaning systems. Bituminous coal sold for less than $5.00 per ton, and in this period many domestic coal producers discarded to the slurry pond the coal finer than 0.5-mm. For many producers, the selling price would not permit the recovery of the capital and operating costs required for dewatering and drying the fine coal. Water-only Cyclones Clean Fine Metallurgical Coal The first broad interest in the water-only cyclone became evident in the mid- 19601s, and though some work was done on coarser coals, investigators were particularly interested in cleaning coal finer than 0.5-mm. Flotation was the only fine coal cleaning method that was broadly accepted, but short-comings were recognized and investigators were looking for an effective fine coal cleaning device or system. Because of the greater market value and the need for reducing pyritic sulfur in metallurgical coals, much of the development work of the 1960's was done on coking coals.

Introduction Evidence from blast furnace operations has indicated that using pellets with a higher ISO low temperature reducibility, a lower SiO2 content, and better resistance to low temperature degradation results in considerable coke savings and improved furnace operation. Although these benefits could not be directly related to reducibility differences alone, we believed there was sufficient evidence of the advantages in improved pellet reducibility to warrant laboratory investigation of ways and means to effect such improvements. It is well known that pellet reducibility can be significantly altered by changes in the basicity and the amount of non-iron oxide constituents. Past work (Friel and Erickson, 1980, 1982; Saeki et al., 1977; Thanning, 1974) has shown that with increased MgO contents, and at optimum CaO/S1O2 ratios, significant improvement in low temperature reducibility can be attained. The improved properties of such fluxed pellets have reportedly led to increased blast furnace efficiency and productivity (Saeki et al., 1977; Ilmoni, 1975). Less well known, however, is exactly what factors control reducibility in acid pellets. Because of this gap in knowledge, studies were undertaken of the factors affecting reducibility in acid pellets and to estimate their relative significances in modifying reduction behavior. This paper describes that part of our work done to determine the effect of bentonite on reduction behavior. Our approach was to first examine the effect of bentonite's presence on as pure an iron oxide as possible (i.e., a magnetite "superconcentrate" containing about 0.2% SiO2) so as to eliminate any gangue-binder interaction. The next step was to look at bentonite effects on concentrates with only limited amounts of gangue (containing about 1% SiO2), but of two different types, simple and complex silicates. Last, we

The Phelps Dodge Corporation's Morenci Concentrator includes facilities for coarse crushing, fine crushing, grinding, flotation, tailing, disposal, concentrate filtering, and drying. The Morenci Concentrator daily throughput is in excess of 60, 000 tons. The ore milled is mainly a medium-hard monzonite porphyry in which the principal sulfide minerals are chalcocite and pyrite. The ore is transported by rail from the Open Pit Mine to the primary crushing plant located at the concentrator site. Ore is side-dumped from 80¬ton railroad cars into a sixty-inch gyratory crusher. The ore is then conveyed to a. 12, 000 ton coarse ore storage bin. Fine crushing is accomplished by four parallel lines of conventionally stacked crushers in open circuit. Each unit consists of one seven-foot standard cone followed by two seven-foot shortheads. Ti% product of the fine crushing plant is distributed by two tripper cars across a fine ore storage bin. The crushed ore is then fed by variable speed belt feeders into thirty parallel, single stage, closed circuit grinding units. Each of the 30 grinding units consists of one 6' x 23' conditioning drum, one 10' x 10' ha l mill and two 54" duplex spiral classifiers as principal equipment. The dry ore is fed into the conditioning drum with water to dilute the ore to a slurry of approximately 78% solids by weight. An aqueous solution of ammonium sulfide is also added to the conditioning drum. The ammonium sulfide primarily acts as a sulfidizing agent. The ore slurry containing the naturally occurring sulfide copper minerals and the sulfidized copper minerals discharges into the feed scoop box of the ball mill, where milk of lime, collector and-.dilution water are added. Wear rates of grinding media can be misrepresented by marked ball wear tests (MBWT). Galvanic interactions between dissimilar grinding media can be affected by the chromium content in the media and the presence of oxygen in the environment. Corrosion, one component of wear, can be affected by many variables. Corrosion rates and corrosion potentials for modern high chromium white iron (HCWI) and high carbon steel (HCS) grinding media samples were obtained through electrochemical testing. In this study, the impact of chromium content in the grinding media and the dissolved oxygen in a simulated mill water solution on corrosion rates and potentials was examined. Increasing chromium content in HCWI above 15 weight percent increases the corrosion potential and decreases corrosion rate. Removing most of the oxygen from the solution lowers both the corrosion potential and corrosion rate of the materials tested. The electrochemical results were examined to model possible galvanic coupling effects on corrosion rates. Galvanic coupling between HCS and HCWI could cause differences in corrosion rates for almost all scenarios modeled. Based on the galvanic coupling analysis, MBWT results could be impacted by mixing HCWI and HCS in a ball mill charge. This impact is predicted to be more significant when dissolved oxygen is present in the mill water and as the chromium content of HCWI is above 15 weight percent.

In 1977, the Bureau of Mines awarded a grant to the State of South Carolina to explore the possibility of using Landsat multispectral scanner (MSS) data as an aid in monitoring surface mining activities in selected counties of the State. Work had been done in Aiken County prior to the grant by Bureau of Mines and State personnel at the EROS Data Center using both the GE Image 100 and ESL IDIMS systems. The initial work on the 1-100 consisted of locating and measuring the areas of various kaolin mines. The results were excellent on location, identification, and accurate area measurements of several mines as compared with aerial photos of each mine. The effort also included locating and measuring the size of all mines (including sand and gravel) within two U.S. Geological Survey (USGS) 7 ½ min quadrangle maps. Line printer overlays using the IDIMS equipment and software resulted in the location of all known mines within an estimated error less than ±91.4m (5300 feet). Mine acreage was calculated by counting each symbol (which represented one pixel) and multiplying by 1.1 (the number of acres per pixel). Figure 1 shows a portion of one quadrangle overlay. Table I gives a comparison of acreage measured for sever- al mines from the 1-100 and IDIMS systems vs. aerial photo measurements.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. Slurry pipelines are used in a number of countries to convey processed ore mixed with water over long distances from remote mine sites to ports or plants for further processing. In Egypt and Sudan, numerous mineral resources are scattered in remote areas. Through the years, Egyptian geologists have identified 268 sites for metallic ores and 386 sites for industrial nonmetallic minerals. A large portion of these sites are in the Eastern Desert in an area called the Nubian Shield. Similar sites are found in the Sudan where mining contributes to less than 1 percent of the gross domestic product (GDP). There are three important components of infrastructure needed to develop these resources ? power, water and transportation. While Egypt is able to satisfy 70 percent of its needs in iron ore from the Gadideh Mine in the Western Desert, it needs to expand its other resources to reduce imports heavily sedimented. Dredging of these sediments and transporting them by slurry pipelines would enhance an industry of bricks or agricultural development based on tailings technology often used in mining. This article explores the potential for slurry technology for opening new mines in the desert or recuperating the sediments of the Nile. The technology by itself would be new to both countries and would benefit from collaboration, particularly to de-silt the Nasser-Nubia Lake.

Operating large face equipment, such as continuous mining machines, is one of the most basic and most dangerous elements of an underground coal mining operation. The operator usually performs cutting and tramming tasks in a restricted workspace with reduced visibility. During the execution of these tasks, operators often cannot see all of the locations needed to safely operate the continuous mining machine (CM ), which has sometimes resulted in accidents. In an effort to prevent these accidents, researchers at the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, examined the continuous mining machine operator?s current information cues, or visual attention locations, so that risk of injury relative to the task, equipment and workplace environment can be evaluated in the future. The eventual goal is to develop interventions to enhance the information cues, and thereby increase the safety and health of machine operators. This paper details the operator interview process, determination of visual attention locations (VALs) and simulation of various mining scenarios.

We studied mineralogical characteristics of the vermiculite samples from seven mines in China. We found three types of interstratified structures in the investigated samples: 1:1 regular interstratified structure, segregated interstratified structure, and random interstratified structure. The vermiculite samples from six mines are mainly composed of phlogopite?vermiculite interstratified minerals, and the samples from the other mine are composed of chlorite?vermiculite interstratified mineral. The samples with phlogopite?vermiculite structure have high contents of K2O, TiO2 and Na2O. The samples with chlorite?vermiculite structure have the highest contents of MgO and Al2O3. The cation exchange capacity of the samples is 17.3?99.0 mmol/100g.The exchangeable cations of phlogopite?vermiculite samples from Weili Mine mainly include Na+ and Ca2+, while those of phlogopite?vermiculite samples from Tongguan Mine mainly include Mg2+ and Ca2+. The thermal expansion ratio of the samples is between 9 and 32. The exfoliated vermiculite products from Weili Mine have the best mechanical strength.

"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM. Also, the cutter must be designed for the specific geological conditions under which it will be operating. The disc cutter rings required to bore extremely hard rock are the most expensive of cutter rings. However, they provide little advantage in weaker rock formations where less expensive rings will do the job as well. It is important to choose the correct cutter for the machine and the geological conditions in order to get the best balance of cost and risk.

The integrated geophysical study around pipe 1 and pipe 2 in Wjarakarur Kimberlite Field (WKF) assisted in comprehending the response of pipes. In the present study, we have attempted a combined analysis of very low-frequency electromagnetic (VLF-EM), electrical resistivity tomography (ERT), and magnetic methods to analyze the response from pipe 1 and pipe 2. A comparative analysis along all the profiles revealed the extension, depth, and geometry of the pipes. The results of VLF data and ERT data have been compared for two profiles of pipe 1 and pipe 2. Fraser-filtered grid map generated from all profiles of pipe 1 proficiently demarcated the trend of kimberlite pipe extension with high Fraser filter value associated with kimberlite. The ground-based magnetic data around pipe 1, pipe 2, and pipe 6 have been processed to analyze the magnetic behavior and subsurface structure based on the susceptibility contrasts. Analytical signal (AS) map revealed the extension of pipes, which was validated with the Fraser-filtered grid map. Analytical signal anomaly pattern reveals that pipe 1, pipe 2, and pipe 6 are trending in SW-NE, NE-SW, and NE-SW, respectively. Based on this study, the results indicate the conducting nature of pipe 1, whereas pipe 2 is resistive in nature. Further, the Euler deconvolution technique has been applied to calculate the possible depth of pipes from magnetic data. The comparisons of calculated depth ranges obtained from all geophysical techniques correlate well and validate the result (Table 1). The geological borehole data at pipe 1 and pipe 2 reported by the Geological Survey of India are well corroborated with our combined geophysical study.

Spalling and rockburst are unwanted brittle failures at the boundaries of underground excavations that are commonly observed in hard rock and high-stress environments at significant depths, although, spalling has also been observed in comparatively shallow soft rocks. The crack initiation (CI) stress threshold (representing the stress level at which new micro cracks begin to form in an intact rock) is widely used to establish the in-situ spalling strength, and is generally regarded as the lower limit of the long-term rock strength. This study analyses the evolution of CI and other mechanical properties for a high-porosity sandstone with an average UCS of 38 MPa under unconfined cyclic compressive loading. The results indicate that rock properties are variably affected by cyclic loading with; no significant effect on Youngs Modulus; a moderate increase in Poisson’s ratio and fracture angle; a moderate decrease in UCS; and a major reduction in the CI stress threshold. All of these changes were generally amplified by cyclic loading at higher stresses. From the results, it is concluded that rockburst and spalling limit in underground structures may reduce over time if the rock is subject to repetitive cyclic loading, and that the reductions will be greater for higher cyclic stresses. This may be a significant factor in the design and operation of some deep underground structures.

King County?s (KC) Brightwater Conveyance Project in Seattle, Washington involves the construction of approximately 21 kilometers (13 miles) of bored tunnel, in three contracts, with four TBM?s which produce large amounts of real-time digital mining data. To facilitate the management of TBM data with a single interface and assist in project Quality Assurance, KC?s Construction Manager (Jacobs Engineering) recommended the use of the software TPC (Tunneling Process Control), developed by Babendererde Engineers GmbH. The paper demonstrates how TPC was used for oversight, analysis and QA on a complex tunneling project and how contemporaneous review and management of data results in a better understanding of TBM performance than can be obtained by retrospective analysis of data.

In the USA, miners are at higher risk for work-related disorders that could precipitate an opioid prescription, injury-related opioid prescriptions, and opioid overdose. We aimed to support prevention of these outcomes with an “opioid hazard awareness” miner safety training module. In January and February 2020, the training module was embedded within required mining safety and health training for stone, sand, and gravel miners in Massachusetts (USA). Training impact and reception were assessed with a pre- and post-training survey of trainee characteristics, training content knowledge, and attitudes. Over 800 miners were trained and over 600 responded to surveys. We found statistically significant improvements in opioid risk factor knowledge and knowledge of resources to help a coworker. Nonstigmatizing attitudes were high both at baseline and following the training. The training was perceived as relevant and useful by trainees. Improving opioid hazard awareness in high-risk worker populations has potential to reduce opioid dependence and downstream impacts including overdose death. Employer injury-prevention efforts should be reinforced while worker health and safety training enhances awareness of opioid-related harms and prevention strategies for miners and other high-risk worker populations.

Selection of the best possible truck type (model) is of crucial importance for the mine decision-makers. In this paper, authors contribute to the body of knowledge by developing a novel methodology for the selection of mining truck. Both the Coefficient of Technical Level (CTL) and Analytic Hierarchy Process (AHP) methods were used in this study. The CTL represents a mathematical function which takes into consideration the interrelations among the main technical parameters of mining trucks. The authors developed a hierarchical structure where both attribute categories and their importance, i.e. priority or weight in the selection process were determined. For each category, a number of sub-attributes and their priorities were assigned, and a pairwise comparison among them was performed using the AHP method. In the final part of the study, the CTL was integrated into the AHP and represents a holistic approach in the selection of mining trucks. A case study on 180 tonnes truck category offered by five manufacturers was carried out. A sensitivity study of obtained results was also performed indicating a very stable solution. The methodology presented in this paper may be used by mining operators to help in the selection of a specific type when acquiring a new truck. It may also be used by equipment manufacturers to help in analysis of potential benefits of envisaged modifications concerning an existing truck type and/or development of a new type.
