The Florida phosphate industry is a leader in environmental control, both in terms of dollars spent and significant achievements. For instance, since 1960 the phosphate industry has spent over $71 million for air pollution and control devices, including installation, research and development and maintenance. Water pollution control expenditures also total in the millions, with over $69 million spent in the same 10 year period. The industry also is a leader in water conservation measures, having spent nearly $ 18 million since 1966 for conservation devices. Since phosphate is mined by strip mining, land reclamation plays an important part in the environmental control picture. Here again, the phosphate industry has met the challenge with a voluntary program of reclamation which accounts for over 20,000 acres of land useable after mining has taken place. In terms of progress in environmental control, the industry has been able over the years to solve within the limits of technology the fluoride emission problems it once had, and is currently at work solving sulfur dioxide and particulate problems. In just the past year the industry also has been extremely successful in limiting phosphorus and nitrogen discharges into area streams. The industry continues to cooperate with state and local pollution control officials on matters of environmental control, and future plans include even closer cooperation and assistance, as well as increased expenditures.

In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.

Introduction Coal preparation plants are continuously losing clean coal in their refuse and contaminating their clean coal product with impurities. This is due to the lack of a system by which the immediate efficiency of the cleaning operation can be determined at any given time. Moreover, the advantage of developing tagging/ tracing techniques would be a reduction in the time and money spent in evaluating the performance of advanced cleaning techniques. Currently, conventional sampling and testing, on-line analyses, and computer information systems are the major tools with which engineers analyze and control the efficiency of processing plants. Conventional sampling and testing is an effective analysis technique but it is slow. On-line analysis provides information on quality parameters rapidly, but these parameters do not provide all of the necessary information. The use of tagged particles in coal preparation plants may provide the necessary link between diagnosis and the application of computers to process control. In this work, a novel technique that uses tagged particles to generate partition data is presented (Leonard et al., 1982). Individually prepared tagged particles are added to the feed and detected in the product or refuse port of specific gravity based processes. Providing that a computer can interpret the output of a detection device and trace particles with predetermined physical properties through the coal preparation plant and that the trace particles actually represent desired raw material, sufficient partition data can be provided for computer analyses and control of processing efficiency. Coal tagging technique The use of tagged particles in coal preparation operations are in the early stages of development. Though there is a brief history of particle tracing in the mineral processing industry (Gardner et al., 1986; Foreman and Amundson, 1976; Poston et al., 1962), the concept has not yet been applied to the analysis and control of processing plant operations. Several methods for tagging coal particles have been identified. These include magnetic, radioactive, and fluorescent techniques. As far as the magnetic tagging of coal particles is concerned, a method has been developed to manufacture synthetic magnetic particles of various sizes and specific gravities. Ideally the synthetic particles would have identical size and density as the coal particles being separated.

This review summarizes three sets of ongoing studies which we are performing in collaboration with a number of researchers associated with the Dept. of Interior - Generic Mineral Technology Center for the Study of Respirable Dusts, concerning surfactant-particle interactions studied using this surrogate surfactant. These topics are: (A) the suppression of mineral particle cytotoxic potential by DPL adsorption and the persistence of this effect under conditions of enzymatic digestion; (B) surfactant suppression of organic particle cytotoxicity by DPL adsorption and the effect on subsequent expression of genotoxic potential; (C) potential effects of surfactant on heterogeneous structured complex respirable particles. The references list some of our reports which can provide additional information on these studies. Further, those reports provide references to the literature of the field and to the works of others on these topics. Deep lung airspaces, the pulmonary alveoli and respiratory bronchioles, are coated with a hypophase which is rich in surfactant biomolecules secreted by the alveolar type II epithelial cells. The surfactant is known to be critical to maintaining stable low surface tensions on the inner surfaces of the alveoli by forming a surfactant layer on the airliquid interface of the alveolar hypophase. Upon deposition in the acinar regions of the lung a respired particle's initial contact will be with this surfactant coating over pulmonary tissue. A primary component of this surfactant is the phospholipid diacyl glycerophosphorylcholine, commonly called lecithin. A surface layer of dipalmitoly lecithin on saline will act much as full pulmonary surfactant in decreasing surface tension and producing a hysteresis in surface tension behavior with surface area. We have used dipalmitoyl glycerophosphorylcholine, or dipalmitoyl lecithin (DPL), a major component of that surfactant, dispersed in physiologic saline as a surrogate for studying interactions of both mineral and organic respirable particles with pulmonary surfactant and consequent effects on particle toxic behavior. A. DUST CYTOTOXICITY AND LECITHIN SURFACTANT ADSORPTION Respirable quartz and kaolin clay particles are found to be comparably cytotoxic in a number of in vitro bioassays including lavaged rat pulmonary macrophage release of cytosolic and lysosomal enzymes, and red blood cell hemolysis as a measure of dust membranolytic potential. These direct and prompt cytotoxic activities do not account for the distinctly greater potential for quartz to induce pulmonary disease. When respirable quartz and kaolin are incubated with a dispersion of DPL in saline at 37C it is found that the prompt cytotoxicity of both dusts is fully suppressed as measured in vitro by pulmonary macrophage release of lactate dehydrogenase, beta-N-

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

Introduction Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering a seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois and Kentucky and by others in Wyoming and New Mexico have shown the presence of such a gamma background (Nelson. 1989). Natural gamma coal-thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company (Consol) in Pennsylvania and West Virginia (Nelson and Bessinger, 1988). This paper describes the installation of a natural gamma coal-thickness sensor on an operating continuous miner. Previous tests had shown that the NGB-1000 coal-thickness sensor manufactured by American Mining Electronics, Inc., of Huntsville. AL, is an accurate, mine-worthy instrument. This large gamma detector consists of a sensing head and a control panel. The sensing head contains thallium-doped, sodium iodide scintillating crystal, which is coupled to a photomultiplier tube. The control panel contains the electronic components required for calibration, count conversion and display to the operator. Methods Conditions at a Consol mine in northern West Virginia require that 10 to 15 cm (4 to 6 in.) of coal be left at the roof boundary of continuous miner development sections. This roof coal is required because the shale of the immediate roof is friable and unstable. In the past, operators have used a dirt band that is usually visible near the top of the seam as a guide in maintaining the proper cutting horizon. However, this is not always reliable. Earlier observation showed that the actual thickness of the coal left on the roof varied widely; further, it was noted that occasional, accidental excursions into the immediate roof required supplementary roof control measures, such as installation of planks or center bolts. Thus, it was concluded that operators needed a better source of guidance for control of the cutting horizon, and a roof-coal thickness sensor was scheduled for installation. The NGB-1000 sensor was installed on a Joy 12CM10 continuous miner in June 1988. The sensing head was mounted on the cutter boom of the miner, and the control panel was mounted in the operator's cab. Power for the sensor was initially derived from an intrinsically safe battery power supply. Initial measurements with the sensor showed that the calibration was the same as that used in earlier tests at two other mines, indicating the uniformity of the natural gamma background above the Pittsburgh seam. Operating personnel were initially skeptical of the instrument's accuracy, and were hesitant to use its readings as a guide in maintaining a proper cutting horizon. Because gamma attenuation, the instrument's operating principle, is somewhat abstract, attempts to demonstrate the instrument's accuracy by explaining that principle were generally ineffective. It was found, however, that an operator could usually be convinced of the usefulness of the instrument by placing a large piece of coal of fairly uniform thickness over the instrument's sensing head and allowing the operator to see that the instrument reading increased by an amount very near his estimate of the thickness of the piece. The mine was provided with seven battery power supplies and a charging station. The charging station was kept in the lampman's office, and the mechanic on each shift was instructed that he was responsible for two battery power supplies each day: a freshly charged one to be taken in at the beginning of his shift and a depleted one to be brought out at the end. This system worked well for a few weeks, but eventually some battery power supplies were left in use so long that their batteries were discharged too deeply to allow recharging. In addition, transport and recharging of the batteries represented an additional task for the mechanics, who were already very busy. Consequently, a request was filed with MSHA to allow the sensor to be powered through intrinsic safety barriers by an electronic power supply connected to machine power. The permit was granted, and the sensor was connected to machine power. After the sensor was connected to machine power, the only operating problem experienced was occasional failure of cables. A supply of the required cables was made and delivered to the mine so damaged cables could be quickly replaced. Much of the cable damage could be eliminated by slight modifications to the miner during a rebuild, so that cables could be installed in more protected locations. After the sensor had been in operation for about two months, a survey was made to determine its effect on continuous miner operations. In previous research, coal thickness measurements made in 88 locations by the natural gamma method were compared to measurements made in the same locations by observing drill cuttings and by inspections of drill holes with a borescope. That research showed that the gamma method is at least as accurate as the other two methods (Nelson and Bessinger, 1989) and is also much easier to use. The object of the survey described here was not to assess the accuracy of the natural gamma measurements. but rather to determine the effectiveness of the sensor output as a guide for the operator in maintaining control of the cutting horizon. Results are given of a mathematical study by Bureau of Mines personnel of overpressurization ventilation effects in underground uranium mines. The mathematics and computer codes make it possible to analyze many facets of transient and steady-state radon diffusion with Darcy flow. Rapid changes in radon flux occur after imposing a pressure differential across the model. Flux into the model mine drops to near zero and then increases to the steady-state level, while the sink flux increases rapidly and then drops slightly to the steady-state level. Magnitudes of mine flux decreases and sink flux increases are dependent upon the distance from the mine to sink, permeability, and amount of overpressure. Current work on more complex models is also described.

Discussion by R.W. Hutchinson Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in abroad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation. Since the epigenetic hydrothermal hypothesis was essentially discarded in favor of placerist origin, the gold source for these great deposits has generally been attributed to the weathering of lodes in greenstones or granites of the uplifted, older Archean hinterland to the north and west. However, Hutchinson & Viljoen (1988) present evidence that this explanation is inadequate, as well as data in support of an alternative explanation. They suggest that the gold and accompanying abundant, clearly detrital and auriferous pyrite in the conglomerate reefs were derived by erosional degradation of auriferous-pyritic exhalite previously deposited, by shallow marine discharge of hydrothermal fluids, along the fault-bound northwestern margins of the Witwatersrand depository. The auriferous-pyritic exhalites were generated by fluid-rock reactions in the subsurface, particularly in the highly-altered lavas of the Dominion Group but also in adjacent basement granitic rocks. The process envisaged is comparable to that observed in sea floor hydrothermal systems today, although, in this case, it occurred at the margin of a rapidly subsiding, shallow marine or continental basin. Important evidence for this explanation is the anomalous gold content of the ferruginous, shaley strata occurring throughout the Witwatersrand Supergroup and including the distinctive contorted bed that is an iron formation. These layers have been interpreted (Hutchinson and Viljoen, 1988 and 1990) to represent the more distal, finer-grained, mixed chemical/clastic sedimentary strata. Thus, they are the basinal equivalents of the proximal, auriferous-pyritic exhalites that were deposited along the basin's margin and subsequently reworked by sedimentary processes. This gold source explanation resolves many of the enigmatic questions regarding Witwatersrand geology and the reawakened controversy between proponents of hydrothermal and placerist genetic hypotheses. The theory invokes a hydrothermal origin for the gold in the basin-margin pyritic exhalites, thus explaining the visible hydrothermal characteristics (Figs. 1 and 2). It also provides compelling evidence for placer origin by encompassing all of the fluvio-deltaic processes of clastic sedimentary transport and deposition that are clearly summarized by Minter. These characteristics result from the degradational reworking of the pyritic exhalites along the depository's margins. Fluvial reworking, transport and deltaic redeposition of this detritus, along with additional detritus carried into the depository from the hinterland, then formed the conglomerate reefs. Other enigmatic aspects of Witwatersrand geology include: • the rarity of magnetite and ilmenite (the two most common heavy minerals in placer deposits) and the contrary abundance of leucoxene in the conglomerate reefs; • the presence of differing varieties of pyrite (authigenic, allogenic, compact and porous) all of which are auriferous; and • the presence of well-rounded pebbles, even cobbles, of pyrite that, in view of the brittleness of the mineral, could not have been transported great distances from a hinterland.

In Arctic surface mines, frozen ground adds to the complexity of slope stability analysis. The seasonal temperature change may thaw permafrost, and this thawed ground is often unstable. A computer program, GEODYNE, was used to simulate the movement of the thaw front in bare and insulated permafrost slopes. The simulation shows that the insulation can be used on mine slopes to prevent thawing.

Mining employment, gross output, local economic contributions and productivity are typical economic indicators. However, these economic indicators play a much bigger role in the overall capacity of the industry to be heard in decision-making on a national scale. Total mining employment in the USA has decreased significantly in the last 20 years. Gross output from most of the mining sectors has also declined, except in the case of construction aggregate. However, significant gains have been made in productivity. This paper explores these statistics and comments on their overall impact on academic institutions and political decision-making.

During the last decade, diesel engine manufacturers focused their research efforts on higher efficiencies and horsepower-to-weight ratios. The result was horsepower increases of between 20% and 30%. At the same time, coolant volume decreased by about the same amount. This has made coolant maintenance more important to ensure a long life for the engine and its cooling system. Due to dilution and additive depletion, supplemental conditioners are usually added to the coolant system during an oil change. Dilution occurs when coolant leaks from the system, and water or non-conditioned antifreeze is added. Depletion is a more complicated process that involves oxidation, neutralization, precipitation and metal surface reactions.

This paper presents the precise definitions of a number of commonly used subsidence parameters. Using an integrated approach, the parameters were determined for 110 subsidence cases collected from major US coal fields. Attempts were made to establish empirical formulae for the parameters. The results of this study indicate that some traditionally held concepts should be changed.

HOARDS was written to fill the needs of an active minerals explorer. It permits retrievals using a number of spatial functions as well as direct relational logic, and enables statistical analysis within the system. Specified for use by non-EDP oriented staff, HOARDS also offers functions to subset, transform points to polygons of influence, and to calculate polygon overlap, enabling ready and efficient conversion of databases containing point oriented sample data to area/volume mine planning format. Both the design and implementation to date, and proposed enhancements are discussed.

Barometric pressure changes have been an important consideration in the sealing of mines, especially in the case of mine fires. These changes are caused by storm fronts and regularly, on a daily basis, by atmospheric heating and cooling. In many cases, anticipation of these fluctuations in a mine sealing operation or recovery can be an important consideration when scheduling activities. The barometric pressure changes create pressure differentials across sealed areas, inducing airflows which may create explosive mixtures of mine gasses, cause intensification of fires, and create irrespirable atmospheres outby seals. These effects of barometric pressure fluctuations on mine fire sealing and recovery operations are discussed. Data available from the National Weather Service is also discussed as a tool for predicting barometric pressure changes.

Magnesite, brucite and dolomite occur widely throughout Canada, but deposits of economic significance are found only in Quebec, Ontario and British Columbia. Magnesite occurs in all three provinces, brucite in Quebec and Ontario and dolomite in Ontario. Beneficiation of refractory magnesium minerals has been the subject of many investigations at CANMET and the former Mines Branch. Twenty-three magnesite, four brucite and nine dolomite evaluation studies were conducted between 1920 and 1974. A review of some of the more important studies is presented. The information includes mineralogy, beneficiation methods and flotation data.
