The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

"INTRODUCTION Many major cities in the United States have a combined storm water and sanitary sewer network. Regular rainfall overwhelms the system capacity and results in millions of cubic meters of untreated sewage being dumped into local waterways. One legally mandated solution includes several kilometers of large diameter shallow or deep rock or soil tunnels, a pump station as well as associated collection sewers, diversion structures and drop shafts. In this paper, the basis for design of different system elements including the drop shafts and pump station is explained in detail. Common construction methods used for different type of shafts including tangential vortex and baffle plunge, and also pump station alternatives comprising cavern or various shaft configurations are discussed. DIFFERENT TYPES OF PUMP STATIONS The dewatering pump station serves as the heart of any deep CSO tunnel system and is critical to the goal of reducing CSOs by providing a controlled release of the stored tunnel volume to the wastewater treatment plant. As the major mechanical component of the project, the station will require the greatest attention by operations and maintenance staff. Designing a durable and easily operated pump station requires addressing some major challenges, including the following: • Longevity – equipment, materials of construction, and station environment • Controlling odors • Safety for operators and maintenance personnel • Easy access to equipment • Protection from hydraulic surges Location. Owners face a fundamental decision relative to the location of the pump station, which will affect how these challenges are addressed. The pump station can be built within the tunnel launch shaft or within its own dedicated shaft. This decision is driven by cost and schedule. Use of the tunnel launch shaft may provide owners cost saving opportunities by not having to construct a separate pump station shaft. However, this will likely extend the pump station construction as much as two years until the tunneling has been completed. Furthermore, delays to the tunneling operation would delay the pump station construction work, potentially leading to delay claims. For this reason, it has been more common to utilize a separate pump station shaft on recent CSO tunnel projects (Nasri et al. 2015)."

"In March 2013, the Sanitation Districts of Los Angeles County began final design of the Joint Water Pollution Control Plant (JWPCP) Effluent Outfall Tunnel project. The new, approximately 7-mile, 18-ft internal diameter tunnel will provide additional capacity and redundancy for the existing 8- and 12-foot diameter tunnels, which were built in 1937 and 1958, respectively. Connections to an existing, active 14-foot arch force main and four existing ocean outfalls ranging from 5- to 10-foot diameter are required. This paper will present geological features for the project, and details of the proposed post-tensioned tunnel liner and associated structures. INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) are 23 independent special districts serving approximately 5.3 million residents in Los Angeles County. Seventeen of the districts that furnish sewerage services to the metropolitan Los Angeles area are signatory to a Joint Outfall Agreement that provides for a regional, interconnected system of facilities known as the Joint Outfall System (JOS). The JOS service area is shown in Figure 1. The JOS serves an area that encompasses 73 cities as well as unincorporated territory and parts of the City of Los Angeles. The JOS provides wastewater collection, treatment, reuse, and disposal for residential, commercial, and industrial users, and it includes seven treatment plants, the largest of which is the JWPCP, located in the City of Carson. Currently, secondary treated effluent is conveyed through two 6-mile long parallel tunnels, 8- and 12-feet in diameter, from the JWPCP to a manifold structure located at Royal Palms Beach, near White Point on the Palos Verdes (PV) Peninsula, from which four seafloor outfalls extend offshore. The two main outfalls, 90- and 120-inches in diameter, extend approximately 1.5 miles offshore and discharge at a depth of approximately 200 feet below sea level. The other two outfalls, 60- and 72-inches in diameter, are used for additional capacity during heavy rain events and extend a shorter distance offshore and discharge at shallower depths. A schematic of the existing system with the proposed tunnel and structures is shown in Figure 2, and the proposed 18-ft diameter tunnel alignment is shown in Figure 3. Both existing tunnels and main outfalls are required to be in service at all times."

From the experience of the authors on recent large infrastructure Design-Build projects this paper reviews major lessons for Contractors and Owners in the delivery of large Design-Build infrastructure projects and some major pitfalls and warnings to both Owners and Contractors. The paper is written from both the Design and Construction perspective. A case history is presented that details the approach employed to ensure a quality project consistent from the initial design phase through construction and outlines the strategy used to guide the Design-Build process to an acceptable completion. Suggestions are made for Contractors and Owners for handling the Design and the Construction elements of Design-Build contracts.

In today's economic environment, Canadian mines can ill afford to neglect their ventilation systems as they can consume 30- 40% of the electricity used in underground mines. In addition, Canadian mines can incur significant heating costs. For mines to be their most cost efficient they must embrace existing and emerging technology to optimize the use of their air; namely, maximizing its work in diluting and removing pollutants, limiting leakage, and avoiding the unnecessary consumption of costly fan pressure all the while ensuring the health of their workforce. Furthermore, in Canadian mines which are heavily dieselized there is great interest within the industry to convert from a rigid quantitative approach to ventilation, based upon engine size, towards a more flexible qualitative approach that provides credit for Clean engine technology" and permits ventilation supply to be driven and based upon pollutant demands. In the future, there is even the possibility that ventilation will only be required to supply oxygen to diesel equipment as the underground hands-on workforce is replaced by surface workers and tele-operation. Such changes will allow mine operators to minimize their electrical usage and operating costs, for in its simplest form the cost of running a fan is proportional to the quantity3; therefore, reducing current ventilation demands or limiting increases brought on by more stringent legislation, can produce very significant cost savings. CANMET, through ventilation surveys and use of its modern 3D-CANVENT ventilation simulator, have been demonstrating to the mining industry how ventilation can be optimally delivered at reduced costs. El-Equip with their leaky-feeder communications and MultiVENT monitoring and control system have facilitated mines to control fans and hence costs, and also monitor such ventilation parameters as pollutant concentrations. These two parties are now combining their efforts to develop an integrated air management system which will be demonstrated at CANMET's Experimental Mine Val D'Or, Quebec. With such an air management system, the ventilation engineer will have: 1) a simple to use simulator to design and test ventilation scenarios; 2) remote controls of fans, doors and regulators to implement changes; and 3) real-time monitoring of airflow, pollutant concentrations, and both vehicle identity and location to show whether changes are necessary. It is only when all three are available, that a mine's ventilation system can be operated at minimum cost.

INTORDUCTION Mining operations are unique In that they handle large volumes of water (millions of gallons) daily. The water contains dissolved metals, processing chemicals, organics, and other contaminants, There are several sources of water contamination at mine sites: mines, mills, tailings ponds, and Industrial/utility complexes. Utility waste water generally represents a very small portion of the total process water utilized in a normal milling operation and hence will not be addressed in this paper. Mine drainage can represent a significant amount, thus having an Impact on the recovery of metals, especially In Industrial minerals operations, and may have to be treated separately. The National Pollutant Discharge Elimination System (NPDES) effluent limits are becoming more stringent, thereby requiring mining operations to treat process water prior to discharge to the environment. The general trend Is to move toward a closed-loop waste system and treat only that small fraction of process water which Is to be discharged to public lands. The following section discusses the reasons for waste water treatment and the existing and emerging technologies for meeting NPDES effluent limits. REASONS FOR WATER TREATMENT Due to the diverse nature of the mineral Industry, process/waste water contamination problems as well as processing flowsheets are site specific. However, certain generalizations can be made specific to processing of different minerals: • Acid mine drainage Is a problem at sulfide/coal mines. • Cyanide contamination of water Is a problem at gold processing plants. • Organics can be a problem at mines using flotation oils. • Tolling ponds are generally acidic at sites processing industrial minerals such as silica sand and feldspar. The cost for water treatment Is viewed as an added cost of production. Hence, large mines are moving toward dedicating personnel to management of water resources in order to minimize waste water for treatment. Very often, mines having closed-loop water systems will treat waste water for reasons other than meeting NPDES regulations. These Include situations where process requirements dictate use of high-quality water for separation of minerals, neutralization of acid mine drainage water, and portable water for the mill. WATER TREATMENT TECHNOLOGIES Water treatment process has to be cheap and simple because It has to process large volume, and It does not directly add to the bottom line, namely revenue. The water treatment process development has to be site specific because the contaminants In the water vary from site to site. and discharge limits for water vary from state to state. The current technologies for wastewater treatment have been divided Into the following three areas: • Removal of heavy metals • Cyanide destruction • Scale control A brief summary of the current technology In each area Is discussed below. Removal of Heavy Metals The physical and chemical processes for heavy metal removal are summarized in Table 1. The most common and cheapest approach has been the precipitation of hydroxides at high pH followed by sedimentation and thickening of solids. The remaining solids can be removed by filtration. The pH is adjusted back to neutral, and the water Is discharged. This process is most commonly used wastewater treatment technology in the mining industry. The basic processes can be modified by combining other operations in order to meet the objectives of the specific site as illustrated In the following examples: • AMAX's Mt. Emmons treatment facility uses Lectro Clear® process where the precipitated solids are removed by electroflotation. • AMAX's Climax Mine water treatment plant used Ion exchange columns to meet the discharge limits on molybdenum.

Outokumpu Electronics has designed a new on-line coal slurry ash analyzer, based on an instrument developed at Michigan Technological University. The primary goal was to build an accurate instrument at the lowest possible cost. The instrument determines ash content from measurements of X-ray backscatter, iron K, fluorescence, and low-energy y-ray absorption. It is capable of measuring the ash content with a standard error of 1.1% ash over an analysis range of 9-21% ash and 7-22% solids. The analyzer was tested on coals from United States, Poland, Great Britain and the USSR.

Modelling of cash flows and calculation of net present value of rate of return over the expected life of a mine/processing unit continues to be the accepted basis for mineral investment decision-making. The computer and spreadsheet programs have greatly improved ability to perform sensitivity and risk analysis, hence our ability to deal with key analytical problems. These problems of cash flow analysis result from the necessity of forecasting an uncertain and risky future. Cash flow models begin with the critical assumption of a "design basis", then integrate all of the variables relevant to the investment decision including forecasts of price, cost, taxation, financial conditions, and company strategy. Alternate "scenarios" portray possible future outcome of the investment decision. The potential for straying from reality is enormous. The computer has eliminated the time consuming hand calculations from the cash flow analysis, but the analyst still struggles with the risk of trying to predict "how the project will really turn out".

Production trends have been analyzed for 82 gob gas ventholes on 7 longwall panels in the Lower Kittanning Coalbed, Pennsylvania. Cumulative production from individual holes was found to vary considerably, ranging from 0.03 x 106 m' to 10.1 x 106 m3. Peak production rates were generally about 0.03 to 0.06 x 106 &/d, but rates over 0.10 x 106 m3/d were observed. The variability of gas production from individual holes can be attributed to several factors including: completion practices and problems, the extent of fracture development in the strata above the extracted panel, water production, and location on the panel. Of particular significance, is hole location. Holes on the ends of the panels, where overburden strata are in tension due to the support of the surrounding pillars, were generally the highest and longest producers. This observation led to the experimental placement of gob gas ventholes in the zone of tension along the margin of a panel, instead of in the traditional centerline location which is in compression. Analysis of gob gas production data indicates that the experimental near-margin holes produced 77 pct more gas than did centerline holes on the same panel.

The paper will describe a number of developments and innovations now in use in microtunnelling machines. These include the use of fuzzy logic steering systems, the proven ability to successfully undertake complex curved microtunnel drives, the ability to complete ultra long drives using microtunnelling techniques, and machines with access to the face of the machine from inside the machine. The ability to tunnel in relatively hard rock utilizing a rock head with back loaded cutters changeable from inside the microtunnel machine and the ability to utilize microtunnel machines in multi modes, such as hard rock mode, “open” mode, EPB mode, and slurry mode with the same base machine again with access to the face of the machine will be described. In addition, the latest computer technology gives the operator “full visualization” of machine functions together with the ability to data log machine operating parameters. Reference will be made to a number of projects worldwide recently completed or under way where these innovations have successfully been utilized.

INTRODUCTION At present, the capability of production planning software based on Linear Programming (LP) is still limited to the optimization of the single LP-run. This is due to the LP-model itself which cannot consider the interdependencies between individual LP- runs. With regard to planning of selective mining this limited way of optimization frequently leads to situations, where the remaining and accessible ore blocks do no longer allow to produce ROM-ore in the qualitative composition required by the ore processing plant. However, many of the aspects taken into consideration when setting up production plans built from mutually dependent LP-runs cannot be modelled in a system of linear equations. They are thus unsuited for treatment with LP and have to be taken care of by the planning engineer without any assistance by the system. The KBS currently under development is intended to assist the planning engineer in designing a production plan under special consideration of the combination of consecutive LP-runs and blending beds. It is not necessarily intended to find the optimum solution within a given planning situation which is, anyway, hard to determine due to the multitude of influences. The objective is rather to work out a good and - from the practical point of view - feasible production plan. The new aspect with respect to mine planning is the integration of expert knowledge and experiences via the KBS into the planning process in order to support the planning engineer. The planning system is being developed in close cooperation with an iron-ore open pit mine. COMPONENTS OF THE PLANNING SYSTEM The software is being developed on a workstation under UNIX and comprises the components LP, CAD-module and the KBS. The applied multi-goal LP-algorithm is an in-house development of the Department of Mining Engineering at Technical University Berlin. It was already successfully implemented within other mine planning programmes and was only slightly adapted to the specific needs of the present system. Within individual LP- runs it finds the optimum qualitative composition of ore production in the sense of the selected optimizing criterion and under the given restrictions: i.e. it determines tonnages to be mined from blocks in order to optimally meet the requirements of the ore pro- cessing plant. A CAD-module based on the commercial SURPAC package in combination with a simulation device is used to graphically depict the block model and progress of mining. Both LP-algorithm and CAD-package are integrated in the KBS. It has been decided to use the shell NEXPERT OBJECT as it is a hybrid system which supports both rule-based and object-oriented knowledge representation. MINE-MODEL AND LP-MODEL KBS have to be tailor-made for specific planning problems. Therefore, it had to be decided which specifications of the iron-ore mine should be represented in the model. As the limited possibilities of a university institute do not allow to develop a KBS for mine planning which is ready to use in industry, it was decided to concentrate on those characteristics that can be regarded as typical for iron-ore surface mines and that seemed to be suited for treatment with knowledge-based techniques. The following chapter summarizes the most important features of the mine model. The description of the requirements to the mine's sales products is followed by an outline of the applied LP-model. Mine model • The model of the mine as it is used for planning consists of • the block model of the deposit, • the mobile equipment, • stockpiles and blending bed and • the requirements to the sales products. The deposit is described by a block model which contains data on the chemical composition, LOI, grain size and tonnages. Grain size was included as it is important for the two sales products of the mine. Furthermore, it is known whichs blocks require and which don't require blasting; this is relevant to the assignment of loading equipment to individual blocks. The blocks are devided in three categories: • ore, which will directly be taken to the blending bed; • waste, which will be put on the waste dump; and • blocks which will be either transported to the blending bed, to stockpiles or to the waste dump depending on the specific planning situation. This decision is made during planning. Neighboring blocks are combined in mining areas to which the loading equipment is individually assigned. Mobile equipment comprises shovels and wheel-loaders as well as trucks. The characteristics of the loading equipment are important for their ability to load different blocks and for the permissible degree of their re-positioning etc. The mine disposes of a blending bed for homogenization of the production, of a waste dump, and of several stockpiles with different ore qualities. The requirement to make only limited use of the stockpiles for economic reasons is included in the KBS. According to long term planning two commercial products have to be produced, which differ both in grain size and qualitative composition (TABLE 1). Their mass-proportions in the blending bed have to be within a fixed range. Not considered in long term planning is the occasional need for lump ore, which occurs at very short notice and has to be produced in a "campaign-like" manner. Ventilation and refrigeration for mine climate modification, contributes significantly to the operating costs of a deep hot mine. Mine climate simulation programs can be used to minimize the impact of these costs. There are several computer codes available including CLIMSIM?, to assist in this work. Whichever simulation program is used, it is the mine ventilation engineer who must supply the input data. This paper raises and answers the following question, namely: what accuracy is required of the basic input parameters, in order for a certain precision to be obtained in the predicted air temperatures? In the first part of the paper a new approach is described to estimate the dry and wet bulb temperature of the airflow, either in a dry or wet roadway. The calculation procedure allows an arbitrary temperature change with time, using Duhamel's superposition solution. Matrix-vector representation is applied to simplify the computational structure. In the second part of the paper the sensitivities of the dry and wet bulb air temperatures are analyzed to the changes of the rock thermo-physical properties, the heat transfer coefficient and the wetness factor.

This paper deals with the effects of various bit geometric parameters on the failure characteristics of rock material. Improving the rock-cutting efficiency of continuous mining machines has proven to be an interesting research topic during the last few decades. In the current study, an automated rotary rock-cutting simulator, duplicating a continuous miner, was used to study these parameters in the laboratory. The improvement of bit performance in terms of its life, cutting efficiency, dust production and energy consumption has drawn widespread attention. Research has demonstrated that optimizing bit parameters can result in efficient fragmentation of rock. Indiana limestone rock material was used in this study. The bit tip angle, bit tip size, bit spacing, depth of cut and cutting velocity of the rotary drum were varied to investigate the failure characteristics. The cutting pressure, penetrating pressure and the depth of cut were monitored on the simulator during the cutting process. Airborne dust and settled dust were measured for each experiment. Then, the specific airborne dust and specific energy were determined for each type of bit. Triaxial tests were carried out to correlate the failure angle of the rock in the static case to the dynamic cutting process failure. The physical and mechanical properties of the rock were also determined to assess their influence on the wear characteristics of each bit.

A model of mineral liberation was developed using back calculation techniques to determine breakage/liberation parameters in a similar manner to the way breakage parameters are determined in the Population Balance Model (PBM). Comminution and liberation data was collected from grinding mills operating at Pasminco lead/zinc mine Broken Hill, and Mt. Isa Mines copper concentrator, Mt Isa, Australia. Laboratory scale single particle breakage tests on ore samples from these sites were undertaken using a twin pendulum breakage device. Break- age/liberation parameters were then determined for several mills using back calculation techniques. The liberation/breakage parameters were then used to simulate mill liberation performance under varying conditions.

A two-part study was conducted to understand the factors affecting respirable dust generation potential or dustiness of coal seams. In the first part, the data from three prior comprehensive laboratory studies was analyzed to establish quantitative relationships between respirable dust generation potential and coal characteristics. This analysis indicates that respirable dust generation rate is positively correlated with Hardgrove Grindability Index (HGI), fuel ratio (fixed carbodvolatile matter), Vitrinke Reflectance (VR), and Level of Organic Metamorphism (LOM). In the second part, specially-designed single breakage experiments were conducted to determine the primary dust generation potential of 17 coal samples obtained from four continuous miner sections, three longwall sections, and the Penn State Coal Data Bank. The single breakage study indicates that primary dust generation rate is positively correlated with fixed carbon content, fuel ratio (fixed carbon/volatile matter), VR, and LOM. Since VR and LOM are strongly influenced by the process of coalification, differences in respirable dust generation rates in different coal seams may be explained by the thermal metamorphism of sedimentary organic matter during subsurface burial.

The higher stress zone adjacent to an underground opening causes a velocity anomaly that can be mapped in favorable conditions with an acoustic cross-borehole logging system. Bureau personnel used a specialized system at the Colorado School of Mines test site near Idaho Springs, Colorado, to locate the Edgar Mine tunnel and its associated stress anomaly. Data from the logging system' were processed with a tomographic image reconstruction algorithm to map the opening and the location of the high velocity zone around the opening. The velocity imagery from tomographic analysis compared favorably with predictions from numerical modelling of the location of the stress anomaly.

The United States produces approximately 40 mil- lion tons of phosphate rock per year. Most of this rock is converted to diammonium phosphate and used as a fertilizer component for the domestic and international agricultural market. Much of this phosphate rock production is concentrated in the southeastern United States, with about half coming from washing and screening operations and half from flotation separation from sand and clay. This paper summarizes current operating practice in the industry and touches on some of the emerging technologies required to solve the problems associated with a diminishing high- grade reserve and the need to implement dolomite/francolite separations on a commercial scale.

Accurate toughness determinations are difficult to achieve in the case of soft or heterogeneous rocks. The existence of a large process zone ahead of the crack tip makes the determination of the apparent toughness crack length dependent, in the case of subsized specimens. In order to use practical size specimens, the authors propose a new toughness test, the Modified Ring Test, which pre- vents a largely developed process zone to form ahead of the crack tip. This test has also the advantage that its geometry is core-based. Numerical and experimental results are discussed.
