During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. Urban sprawl, and all its attendant problems, is upon us. In Florida, and much of the rest of the world, this has been intensified by a special problem - the coastal zone - a land of high-intensity urbanization localized where the sea and our citizens interact. Florida is blessed by a long coastline of beautiful beaches, indented by estuaries, lagoons and spring fed rivers. Rocky and sand covered islands invite habitation. A large and varied fauna and flora make recreation an avocation and work a pleasure. Accompanying these people are all the sustaining, and satellite industries that find the climate, labor, and commodity markets, cheap water transportation, and natural resources to be attractive. It is estimated that by the year 2008 a megalopolis will stretch down the Atlantic Seaboard from Georgia to encompass the Keys and extend along the Gulf to Alabama. This city will be fenced by the sea on one side and by the water management works, necessary to provide the water supply for this complex, on the other. What can we do about increasing the amount of water available for this population and decreasing the resultant wastes??? Rarely has there been tendered a more favorable opportunity for a coordinated planning and development project that will provide public access to beaches and multiple use of the coastal lands. Florida, as a peninsula swept by ocean breezes, having a largely indigenous water supply and only the beginning of the pollution of estuarine and coastal waters can cope with air, water and coastal dissipation and pollution, if we have a beginning at providing a constant water supply and at limiting pollution. This answer would appear to lie underground, where the porous limestones are interbedded with impervious fine-grained sediments and ground-water that circulates through these aquifers empty to the ocean and Gulf along the continental slopes.

The power consumption of stirred-media mills was studied using an approach developed from work on stirred reactors. Evaluated were the relationships of factors such as stirring speed and impeller and tank dimensions on the torque required to rotate disc and pin impellers immersed in dense particulate media. Data collected under carious experimental conditions were analyzed. The results were summarized and presented in the form of characteristic plots, general equations and dimensionless group correlations involving power and modified Reynolds numbers. Special attention was directed towards the rheological properties of the media, which was considered a non-Newtonian liquid, and hence the equation of power-law liquids was employed. A procedure for estimating the parameters of effective viscosity and scale-up guidelines (with respect to power consumption) are proposed.

Results of in situ investigations are discussed providing comparisons of rock mass deformability measurements by three methods: 'petite sismique' technique, the Goodman borehole jack and flat jacks. The tests were performed in exploratory tunnels constructed for site characterization purposes of an underground hydro-electric scheme. Due to the large number of data (41 petite sismique measurements, 45 Goodman jack tests and 19 flat jack measurements), it was possible to evaluate thoroughly the testing techniques employed. The purpose of this paper is to indicate the problems encountered in the interpretation of the results and to offer suggestions for selecting in situ tests. INTRODUCTION In situ tests are expensive and time consuming but they are an important aid in tunneling applications since they can provide deformability data of rock masses in contrast to rock material characteristics obtainable from small laboratory specimens. Some in situ tests are relatively easy to perform but their reliability may be in question unless a comparison of the data obtained by several different test methods is possible. Although many in situ techniques are available for determination of rock mass deformability (1), those more convenient to use are the Goodman jack, flat jacks and 'petite sismique. These methods are considered convenient because the Goodman jack is a borehole device; flat jacks can provide not only deformability data but also information about the stress field around excavations; while 'petite sismique' is based on seismic refraction surveys. Accordingly, these three methods have been selected for comparison.

INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects. The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice (USPAP) and the Australian VALMIN Code to a complex mineral property appraisal assignment and previously to some modest assignments. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others and information and statements required from the client under the VALMIN Code. The exercises highlighted many positive features of both sets of standards. However, the author concluded that, without modification, VALMIN is incompatible with USPAP and the US regulatory environ¬ment. The author found that VALMIN violates US legal decisions regarding real property appraisal due to its requirement to include many items of business value. The US Securities and Exchange Commission's prohibition on reporting quantitative resource estimates proved to be a severe problem under VALMIN. Some VALMIN requirements could not be met due to the extent and quality of documents specified. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed. Management considerations for complex mineral-property appraisal assignments are also presented.

The trends in dust exposure levels and longwall production over the last 20 years were examined. The study was conducted for nine major underground coal mining states: Alabama, Colorado, Illinois, Kentucky, Ohio. Pennsylvania, Utah, Virginia and West Virginia. The dust exposure and shift production data were obtained from the Mine Safety and Health Administration (MSHA). Trends were identified and analyzed for the headgate, tailgate, jack setter and shearer operator positions. The relationships between average scam height and dust exposure levels as well as the percentage of dust samples exceeding the dust standard for the four occupations were examined. The concentration to production ratio, a better indicator of the success of dust control measures, was calculated for the 20-Year period. The data show that, in general, dust exposures over the last two decades hare decreased. However, it appears that much of the decrease was in states that had significantly high dust exposure levels (such as Alabama and Utah), while for states such as Virginia, West Virginia and Pennsylvania, the decrease was not as dramatic. Major reductions were made in the period starting in 1982, when a host of longwall dust control techniques was introduced. However, nearly 35% of jack setter and shearer operator dust exposures were still above 2 mg/m3 in 1990, with nearly 20% of tailgate operator exposures and 8% of headgate operator exposures being above the federal standard. The concentration/production ratio has shown a remarkable decrease since 1981. This indicates that long wall operators have been able to meet increased production as well as, to a large extent, control chest production at the face. An analysis of the relationship between average seam height and dust concentration for the years 1984 and 1990 shows that while in 1984, the dust concentration could be correlated to seam height, in 1990 the relationship was less definitive. This indicates that technological factors may be more important than seam height.

The longterm aim of this research project is to find fast ways of simulating the recoverable reserves of a deposit for input into financial Monte Carlo simulations without having to conditionally simulate the whole orebody many times. The first step in this re- search is to visualize and quantify the ore tonnage T and the metal quantity Q above an arbitrary cutoff z. This paper presents detailed results for one specific distribution, the lognormal. These lead to a suggestion of a fast way of simulating QTz curves.

During the last decade, use of freeze conditioning agents (FCA) to ease unloading and handling of both run-of-mine and washed coal during periods of cold weather has become an accepted practice by the coal industry. This paper reviews some of the mechanical means of easing the handling of coal during periods of cold weather, as well as their use in conjunction with FCA's. Factors required to promote a successful cold weather handling program are also covered. Mechanisms by which FCA's function and the influence of various substrate characteristics on the ultimate response to freeze conditioning agent performance are discussed. A modified approach to freeze conditioning is presented.

Membrane waterproofing systems in large tunnels cause the partial decoupling of the concrete liner from the rockbolted and shotcreted reinforced rockmass. This decoupling leads to a loose fit of the liner in the excavation when shrinkage from cooling and moisture loss occurs. This increases tensile stresses which require either the addition of reinforcing steel in excess of common European practice or the potential for liner cracking. Hot weather concrete placement and cold weather service conditions increase the magnitude of the problem, while creep of the rockmass reduces it. Contact grouting also reduces, but does not eliminate, the problem.

Many aerodynamic and thermodynamic properties (such as temperature, pressure, velocity and density) vary widely, and in random spatial and temporal manner for a given underground mine environment. Such variabilities are seldom evaluated statistically, even though the relevant theories and principles are both available and feasible. The main purpose of this paper is to introduce the methodology for applying aerostatistics to the analysis of multiple fan systems in mine aerology/ventilation. Pertinent data were obtained from a small multi-level European coal mine. Results confirmed that aerostatistical methodologies are computationally more efficient. Being grounded in solid engineering statistical theories, they can be used to analyze networked parameters in mine environmental engineering.

In 1990, the United States became only the second country (after China) to produce more than 900 Mt (1 billion st) of coal in a single year. US production of bituminous and subbituminous coal, lignite and anthracite totaled 933.5 Mt (1.029 billion st) in 1990, 5% more than in 1989. The production gains were largely due to the rebuilding of depleted coal stockpiles by electric utilities and a surge in US coal exports. Domestic coal consumption essentially remained at its 1989 level. A slight increase in electric utility coal consumption was partly offset by a decline in metallurgical coal use. The use of coal in other industries and in the residential-commercial sector remained virtually flat.

Concrete pump is commonly used to transport paste and high-density backfill over relatively long horizontal distances. However, since the investment in concrete-pump and its operating cost are quite high, the application of paste backfill is limited in China. For seeking an alternative paste backfill technology, squeezed-transport technique and equipment has been developed. The new technology has been adopted at Tonglushan Copper Mine of Daye Nonferrous Metals Corp for overcoming a difficulty of long-distance transportation of high-density cemented tailings fill. It proved to be an alternative paste backfill method with simple backfill system, saving investment and low operating costs.

Machine breakdowns and maintenance delays are large contributors to lost production and increased operating costs in the mining industry. The US Bureau of Mines is investigating the applications of expert system technology to diagnostic and predictive maintenance for mining equipment. This will help increase mining productivity and decrease operating costs by reducing the frequency of equipment failures and repair times. The Bureau has begun this effort by applying expert system techniques to the diagnosis of hydraulic system problems on a continuous mining machine. This paper discusses the development of the hydraulic diagnostic expert system.

The world-famous beryllium deposits at Spor Mountain, northwest of Delta, Utah, are the principal resource of beryllium in the United States. Beryllium metal, beryllium-metal alloys, and beryllium oxide ceramics have a long history of specialty applications. Beryllium is used in X-ray windows, nuclear reactors: and a wide variety of industrial and electronic products. The Spor Mountain deposits are located on the western rim of the Thomas caldera, one of at least three volcanic depressions that subsided during voluminous eruption of rhyolitic ash-flow tuff in early Oligocene time. Beginning in early Miocene time, the caldera rim and its volcanic fill were cut extensively by basin-and-range faults. Basin-and-range faulting was accompanied by local eruption of high-silica rhyolite. High-silica topaz rhyolites at Spor Mountain (21 Ma) and Topaz Mountain (6 to 7 Ma) are especially rich in fluorine and lithophile trace elements such as beryllium. Topaz rhyolite of the Miocene Spor Mountain Formation, or its magma was the source of the Spor Mountain beryllium deposits. At Spor Mountain, deposits of beryllium, as submicroscopic bertrandite, Be4Si207(OH)2, occur in rhyolite tuff beneath flows and domes of topaz rhyolite. The beryllium deposits also contain minor disseminated fluorite, lithium, uranium, and anomalous traces of other lithophile elements. The host tuff, originally composed of glass, zeolite, and abundant clasts of carbonate rock, has been altered to clay and potassium feldspar. Fluorite, quartz, and opal replaced carbonate clasts in the tuff. Beryllium was deposited with fluorite in altered clasts and in the matrix of altered tuff. Fluorspar and uranium deposits are spatially and genetically associated with the beryllium deposits at Spor Mountain. Fluorspar deposits at Spor Mountain occur mostly in breccia pipes. Some fluorspar pipes contain uranium, thought to be dispersed in the structure of fluorite. Secondary uranium minerals are dispersed throughout the tuff that hosts beryllium deposits and comprise lenses of ore-grade uranium at the Yellow Chief mine.

Harbuck et al. (1990) present results of research on sulfuric acid leaching of a germanium-gallium ore and shed considerable insight on possible extraction methods for gallium and germanium. However, the presentation does not give sufficient details to evaluate the research, so some of the conclusions may not be as applicable as stated. The objective of this communi¬cation is to indicate that relevant and easily obtainable geological and technical information was omitted. Consequently, on this basis, alternative explanations for some of the data are possible. Discussed below are the omission of: • pertinent geological, mineralogical and geochemical literature; • details regarding the determination of germanium concentration in quartz by electron microprobe; and • details on the calculation of the amount of germanium locked in quartz.

A thermal plasma-assisted laminar flow reactor was used to evaluate the kinetics of converting alumina to sodium aluminate in flight. Free energy minimization calculations were used to determine experimental conditions. The experimental variables included alumina particle size, alumina/sodium nitrate molar ratio, temperature and residence time. A mathematical model for the conversion was developed and validated. Experimental and mathematical results are presented.

Newmont Mining's executive management launched an initiative in 1999 that was designed to engage the entire workforce in a continuous effort to systematically drive inefficiency out of the corporation. Built on a foundation of teams and teamwork, Gold Medal Performance (GMP) has had a significant and positive impact on the reduction of costs. At the same time, it has increased productivity, improved cash flow, and helped Newmont to further enhance health and safety programs. Currently, more than a hundred teams are working on improving line-balancing production and external communications at all levels of the corporation. The training and rigorous set of tools avail- able to and used by these teams were designed to help them improve communications, identify inefficiencies and their financial impact, develop and implement solutions, and finally, to measure the results of the process enhancement. GMP harnesses the energy, creativity, and productivity of the entire workforce.

Using a PC can help an operator analyze data more effectively and respond quickly to changing conditions. The cost of microcomputers is low, and fit into the budget of even small mines. Many software packages are also low cost and general software such as spreadsheet, word processing, and data base management programs can help the small miner organize and evaluate information very quickly. A basic hardware configuration is proposed, including hardware upgrades and general and technical mining software packages. The hardware and software suggested can be used by very small as well as larger operations. PC's can be incorporated into all phases of a mining operation at a minimal cost and capabilities can be expanded as the operation grows.

As a followup to a USBM-sponsored research project, the authors utilized the knowledge-base structure and system concepts from a Sun Sparcstation-based worker-scheduling system of the mine-management support system to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, including their availability and work priorities during a shift. The system can optimally allocate manpower on a work shift and can delineate supervisory training responsibilities. The various components of the software, including enhancements made to the original system, are described in detail.
