The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. Recycling of such municipal solid wastes as glass containers, metal cans, and newspapers has received increasing attention recently. However, municipal solid wastes account for only 1% of the total solid waste stream in the United States. The remainder includes hazardous and non-hazardous industrial wastes. Generators of industrial wastes are facing higher landfill costs. Future liability potential, and public image concerns which are forcing them to seek innovative and often profitable solutions to minimize, reuse, and recycle their waste streams. Opportunities for the mining industry in industrial recycling include recovery of mining wastes and by-products, and utilization of mineral products for treating waste streams.

Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in states such as Virginia. And minable reserves for the Central Appalachian coalfield are challenged by difficult geological, mining and market conditions. To project coal mining longevity in this region, interviews with mining companies were conducted to determine and assess technical and economic factors that affect coal seam minability. This information was ap- plied to seam and coal reserve data developed by state and federal governments. The results were analyzed to determine the effects of various factors on the overall minable coal reserve base.

Contaminated mine drainage presents a potential hazard for aquatic ecosystems and groundwater resources. Reliable predictions of long-term developments in seepage quality are necessary to select reasonable decommissioning options and remediation measures for waste-rock heaps during mine closure and/or mining site rehabilitation to minimize future risks and environmental hazards. Extensive geochemical modeling work was used to assess the consequences of various remediation options for waste rock heaps at a former uranium mine in Eastern Germany. The predicted contaminant discharges are used for an assessment of long- term benefits of decommissioning alternatives to derive conclusions for sustainable remediation measures using risk-based cost/benefit analyses.

Power for mine operation in remote locations is usually provided by diesel generators. For gold mines where processing is normally desirable on-site, power requirements can be significant and the operating cost for diesel generation then becomes an important factor in mine feasibility. If a suitable site is available, a small hydroelectric power facility near the minesite can provide a significant portion of the mine power requirements. The hydrological, engineering and economic factors involved in small hydroelectric power development are described in this paper. Capital costs are minimized by run-of-river hydro development which does not require a dam and reservoir and has less environmental impact. During periods of low flow, diesel generators are used to make up the power demand. The hydrologic analysis required to determine unit energy costs is described and technical requirements for linking the hydroelectric power facility with diesel generation are outlined. Case studies are presented demonstrating the economic advantages of a small hydro installation. One case study is for a proposed gold mine in British Columbia and the second is a large operating gold mine overseas, for which the hydroelectric power scheme is presently under construction .

A versatile acid leach process has been developed which is applicable to a broad range of oxide nickel ores. Inherent in this process are high recoveries of nickel and cobalt, as well as a relatively low energy consumption. These features extend the range of economic exploitation of laterite deposits to low grade limonites and to garnieritic ores not suitable for pyrometallurgical processing. Particular advantages can be realized in treating orebodies containing both limonite and garnierite and ores containing significant amounts of cobalt.

The US coal industry has been using continuous room-and-pillar mining (CRPM) machines for more than 30 years for longwall development. This equipment has also been used for production mining in areas that are not appropriate for longwall mining. From 1977 to 1987, the portion of annual US production mined by continuous miner (CM) sections grew slightly from 65% to 70%. Over this time, mine operators and manufacturers have made some advances to attain the full production potential of this method. This is evidenced by the fact that average tons per eight hour shift for continuous miners in the US grew from 180 t (200 st) in 1977 to 431 t (475 st) in 1987. The authors (1990) reported that the increase in productivity was due to several factors: • a drop in prices; • a more mature workforce; • union stability and incentive programs; •procedural improvements; and •technological advances. The authors estimated that about one-third of the increased production came from the first three and other unaccounted for factors and one-third each for the last two. Even though improvements were considerable, continuous miner capacity is much higher than 431 t/shift (475 st per shift). For example, the machinery is capable of mining more than 9 t (10 st) per machine for the 6.5 available hours per shift or 3.5 kt (3900 st). However, this has never been attained on development. The averages of most mines are less than 900 t/shift

The main advantage of the New Austrian Tunneling Method over conventional drill and blast techniques, TBMs and shields is its outstanding flexibility. Many different support concepts help to cope with all but the most adverse conditions. A considerable variety of unique additional support measurements provide a functional tool when dealing with particularly difficult conditions or restricting requirements. The resulting adaptability of NATM with respect to geometric and geologic changes is a cornerstone to providing an economic design and to a safe and unhindered execution of the tunnel work. To take best advantage of this flexibility and to emphasize its cost-saving capacity, NATM explicitly extends the design period into the construction phase. In accordance with corresponding ground classes or other anticipated conditions, a number of basic support categories and an array of additional support measurements are established during the actual design phase. The decision for applying a particular support category at a specific location and for necessary additions to the given support scheme, however, is regularly made on site after each advance, and is determined by the key persons involved in the construction. Contract documents must reflect this approach to facilitate the execution of the work and to curtail construction costs. Biased distributions of risks, however, can adversely effect the envisioned benefits. Consequently, the respective responsibilities of engineer, contractor, and client need to be redefined.

More than 544 Mt (600 million st) of coal are handled annually for use by this country's coal fired power plants. Coal is transported in various ways: overland conveyors, railcars, trucks and barges. It can travel short distances or thousands of miles, picking up moisture, freezing or drying. When the coal is received at the power plant, environmental problems with fugitive dust and further handling problems can arise. To ensure that power plant availability is not jeopardized by coal handling problems, the Electric Power Research Institute's (EPRI) Coal Quality Development Center (CQDC) developed a research program aimed at addressing utility coal handling problems. The program has identified key areas, and is investigating the cost and cause of coal handling problems as well as the solutions to these problems. The ultimate goal of the program is to develop a "handleability index" that utilities can use in their coal specifications or hardware for a utility's sampling system to predict handleability and determine if a coal shipment should be accepted.

INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. Polychlorinated biphenyls (PCBs) are a group of chlorinated chemicals that were used in many different fire resistant hydraulic fluids, heat transfer fluids, and in electrical equipment as dielectric liquids. PCBs were manufactured primarily by Monsanto Chemical Company under the tradename Aroclor, and were used by many different electrical equipment manufacturers. PCBs are noted chiefly for their extreme chemical inertness. This resulted in exceptional fire resistance and long life in applications involving exposure to high temperatures and intense electrical fields. This combination of properties resulted in PCBs being widely used in electrical equipment used in mines, including transformers, capacitors, and some electric motors. PCBs were also used as working fluids in some heat transfer and hydraulic sys terns. The same chemical resistance that gave PCBs long life in industrial applications give PCBs essantially eternal life when they are released into the environment. PCBs are not highly toxic in the sense that exposure does not cause immediate health problems. However, PCBs accumulate in the human body and neither degrade nor are eliminated from the body, and long-term exposure to PCBs can result in changes in liver function which may increase susceptibility to the carcinogenic effects of other chemicals. PCBs also accumulate in the food chain; the concentration of PCBs in fresh water fish may be several hundred thousand times as high as in the water the fish are taken from.

"As the speed of business has continued to increase over the last decade, the focus on real-time control of the performance of both stationary and mobile assets has become an increasing priority. Traditionally the maintenance team has been focused on the management of the availability of assets while the operations team has been focused on the throughput of those same assets. Typically operations and maintenance teams worked almost independently in spite of the fact that they were both working with the same assets. Part of the problem has been their traditional performance measures which have often been diametrically opposed. Recent advancements in the area of real-time performance measures and decision support have helped to drive higher levels of collaboration between operations and maintenance leading to real-time asset performance control and higher levels of business performance. This paper will explore the forces driving the need for changes, present an effective approach to the definition of the most appropriate business performance measures, and examine the effectiveness of contextualized real-time decision support resulting in asset performance control. TRADITIONAL APPROACHES TO ASSET PERFORMANCE MANAGEMENT In most industrial operations the phrase asset performance management is synonymous with maintenance of the industrial assets. This is the way industry has viewed asset management and asset performance management for decades. This is a very limited perspective that is serving to constrain the profitability of industrial operations. As industrial organizations began to form following the Industrial Revolution, the complexity of the operations forced an organizational design based on specialization. No single person could understand all of the aspects of an industrialized operation. This was particularly true at the plant floor level where the operation and maintenance of the industrial equipment required very different skillsets and training. To accommodate the vast differences most industrial organizations set up operations teams to run the equipment and maintenance teams to keep the equipment available to the operation. Both teams were dealing with the same industrial equipment but from very different perspectives and with very different performance measures. Typically the operations team was measured on maximizing the output of the equipment – or throughput. On the other hand the maintenance team was measured on the uptime – or availability of the equipment."

The past few years have seen the introduction of mini-computers on an increasing scale at collieries in the British coal industry. These are being used for controlling underground transport systems, coal preparation plants and fixed plant (pumps etc.); and for monitoring the mine environment and face operations.. A separate mini-computer (termed a primary computer) is dedicated to each of these functions. The overall system under which these computers operate is a common one which is applicable at all collieries. The information collected by the primary computers, other than that required for immediate control, will be fed to a secondary computer for analysis and processing. This overall concept, called MINOS. (MINe Operating System) is being developed by the National Coal Board's Mining Research and Development Establishment (M.R.D.E.). Eventually most of the data required by the system will be captured automatically. For example, the fact that a delay has occurred on a face, together with the duration of that delay, will be detected automatically via transducers link linked to a primary computer. However, the reason for that delay will, in all likelihood, have to be recorded manually. Such a system is currently under development with the first trial installations now being made.

Important elements in mine design include mine orientation, vertical location of the mining zone, selection of roof horizons, room span and pillar size, barrier pillar size, panel dimension, and layout of mains and submains.

A numerical model is being developed to assess the enhancement of ore permeability by improving fracture connectivity with micro-hydrofracturing. As part of this project, a generic two-dimensional percolation model was developed to test the impact of various field conditions on permeability. Field data from Cyprus Minerals' Mineral Park mine was used to establish the statistical properties of the observed fracture systems. Results of statistical analyses of field data and examples of the use of the percolation model are presented

Control of crushing and grinding circuits ideally requires continuous particle size measurements on both in- and outgoing streams. Until recently, size distributions could only be obtained by screening methods, which were neither cost effective, frequent enough, nor timely. Input streams are often composed of large fragments, making screening prohibitive. Optical image processing systems, such as the WipFrag System, have been developed to the point that they are an extremely valuable tool to characterize, control, and fine-tune the comminution process. Although accuracy is less than that of screening, measurements are precise enough to detect relatively small changes in size distributions.

Talc is used as an essential ingredient in a variety of plastics applications ranging from polyester body patch compounds through polypropylene automotive, appliance and household furniture components to high performance parts made from liquid crystal engineering resins. This paper focuses on polyolefin applications, the three-tier market for talc in polypropylene, the effects of various tales in typical compounds and trends in each market segment. Emphasis is given to emerging markets, examples of which are polypropylene compounds that mimic higher cost resins, and polyethylene films. Customer requirements, for tales for these purposes are discussed.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.
