A decision support system for the management of the mineral resources of a developing country has been derived. The system allows the evaluation of the impact of a mineral project in a developing country in the broad context of its economy. The analysis permits the assessment of the overall socio-economic consequences of mineral prospects and allows incorporation in the evaluation of issues that are broader in scope than the pure financial objectives. The system is built around the Leontief framework of economic analysis. The original input-output model, enhanced to incorporate country-specific behaviour is integrated with cost-benefit analysis and shadow pricing. The analysis leads to synthetic measures of profitability at market and shadow prices. These measures are useful to direct the mineral policy of a developing country through the exploitation of those mineral resources which are most likely to bring about economic growth and social advancement.

The fundamentals of flotation are reviewed with an objective to understand the limitations in predicting the performance of a sulfide mineral flotation system and in its scale-up from laboratory studies to plant practice. The difficulties can often be traced back to complex interactions between chemical and physical parameters and nonequilibrium effects. The physical and chemical changes that occur during the long sojourn of sulfide minerals that begins with mining, continues through crushing and grinding, and ends when they emerge from the flotation cell as a concentrate, are reviewed. The benefits of new techniques that have become available in recent years to identify and estimate the amount of surface species are discussed.

Ring tension tests have been conducted on 229 mm (9 in) diameter disks of Grande basaltic andesite and Pomona basalt with various center hole sizes in order to study the relationship between ring tensile strength and relative hole radius (hole radius/disk radius). The tensile strength, [ ] decreases as the relative hole radius, [ ] increases. A power equation, [ ] where C and R represent the coefficients of strength and shape, respectively, adequately represents the ring tensile strength as a function of relative hole radius over the range investigated. This equation can be used to distinguish the effect of the hole size from the strength results, to predict the tensile strength of a ring sample containing arbitrary hole sizes, and to approximate the critical relative hole radius of the material tested.

The US Bureau of Mines (Bureau) is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach based on deposit-specific information, such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are: • leaching experiments to define reaction mechanisms and kinetics, • detailed petrologic characterization at the microscopic scale to assess manganese distribution and leaching efficiencies, • deposit characterization and evaluation, and • development of potential manganese recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

Capital investments are made for a variety of reasons, ranging from providing incremental capacity at existing operations to developing and implementing new technologies intended to radically improve a company's capabilities. These projects generate very different business opportunities and create value in distinctive ways. For incremental improvements, the capital budgeting process assures at least a loose fit between short-term goals and readily available resources. However, the criteria used to evaluate capital projects often prevent a company from committing to more aggressive goals, which lie beyond the firm's current abilities or resources. Such projects may not have clearly identifiable future cash flows, and the degree of interaction with other projects and the nature of the risk incurred may be difficult to estimate. Additionally, by focusing only on quantifiable benefits, the budgeting process often fails to recognize "soft" improvements such as increased operating flexibility or new knowledge generated by such projects. By rejecting these projects, the capital budgeting process may actually harm the company's future competitive position.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

Geostatistics has been applied in many mining feasibility studies throughout the world during the last decade. Recently geostatistics has begun to be applied to the field of mining processes by attempting to aid in the definition of the best mining policy. For a feasibility study the grade-tonnage relationships give a reasonable order of magnitude estimate of the ore reserves within the deposit. But the reserves that will actually be recovered, will vary depending upon the mining methods and the technical means used. The profit earning capacity of the mining project is determined by a great many factors, such as for instance: accessibility of reserves to extracting machines, the haulage distance between the mine and the mill, the variability of produced ore (tonnage and grades) which could necessitate stockpiles or blending areas?

The safe and economical storage of tailings generated by modern day mining operations is possibly the single largest challenge faced by miners today. By nature, tailings are a waste product that have little to no economic value. Yet, their physical and chemical contents can pose incredible environmental hazards if not stored correctly. The variety of factors that are met when designing Tailing Storage Facilities (TSFs), means that in most cases, a low-cost solution is sought to accomplish storage, meet environmental regulations, and adhere to industry best practices. TSFs can be large dam face structures or smaller structures like retention/evaporation lined ponds. Water management is potentially the single largest factor that miners and designers must contend with when constructing a TSF. Water is a necessary component in the process of extracting ore but can be difficult and expensive to remove once it is mixed with solid tailings particles. As a result, the most common disposal of these water containing tailings, called a slurry, is to simply discharge into an embanked TSF (Vick, 1990). These structures, just like any other water retaining dam, can breach releasing contents downstream. Despite modern advancements in TSF design, there have been numerous dam failures that have resulted in tragic loss of life and ecological devastation. Most notably in the last decade, the Brumadinho and Mariana Dam disasters in Brazil killed 278 people in downstream communities when TSF dams failed in 2019 and 2015, respectively (Rotta at el., 2020). Similarly, in 2014, the Mount Polley tailings spill in British Columbia was the second largest tailings spill on record and caused extensive damage to adjacent watershed ecosystems when the TSF embankment was breached (Byrne at el., 2018). While there were indeed numerous unique and underlying factors present in each of these structural failures, a shared element in the devastation was the large-scale release of unstable liquefied tailings

In 2015, the Subtropolis Mine in Petersburg, OH, experienced a massive ground collapse that continues to grow over time. Horizontal stress effects have affected the roof at this operation in the past and may have played a large role in this collapse. Horizontal stress can impact the roof and floor stability and endanger the health and safety of underground stone miners. Mines experiencing damaging effects from horizontal stress typically find that the principal stress direction is the same throughout the mine and the region. At the Subtropolis Mine the principal horizontal stress direction appears to change as conditions change and differs from the regional horizontal stress, particularly near the collapse or other roof fall areas. The growth over time of this collapse and other roof falls have been captured and analyzed using geologic mapping, 3D LiDAR scanning, numerical modeling and geographic information systems like ArcGIS. Utilizing these tools to better understand sitespecific conditions can be critical to reducing the potential of massive ground collapses in the underground limestone industry.

This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

Mining-induced coal dust causes various respiratory diseases to mine workers, such as coal workers’ pneumoconiosis (CWP). Current available underground monitors are expensive, heavy and only measure mass concentration. These disadvantages limit them for regulatory sample monitoring purposes only while personal exposure levels for most miners remain unknown, risking miners to potential overexposures. Low-cost light scattering PM sensors offer a potential solution to this problem with capability of high spatio-temporal resolution PM characterization. However, these sensors require careful calibration before they can be applied in mining environments. There is basically no comprehensive study in the literature using a standard protocol assessing these sensors for coal dust monitoring. With the aim of calibrating the PMS5003 sensors for coal dust monitoring, we design the calibration method and system to calibrate these low-cost PM sensors coal dust monitoring. Working principles of present coal dust monitor and low-cost sensors are presented in detail. The linear regression calibration model which is used for the sensor calibration is further described. Sensor calibration and evaluation protocols are comprehensively compared and discussed. This investigation reveals the feasibility of low-cost sensors for real-time personal coal dust monitoring in underground coal mines.

"It is well known that tunnelling involves a high degree of risk. Conventional risk management only evaluates risks and chooses mitigation measures before the start of a project. However, mitigation measures also introduce risks, which are ignored in the conventional risk control process when choosing different measures. The Multiphase Risk Management Method (MRMM) takes the risk of mitigation measures and dynamic risk control into consideration. This paper introduces this new method and provides a flow chart for better understanding. A case study of the MRMM is given based on Ningbo Metro Line 3, the first quasi rectangle shield tunnel in China. INTRODUCTION Tunnelling itself is generally complex and involves a high degree of uncertainty (Huang, 2006; Thompson and Thompson, 2006). In recent years, several metro tunnel projects in China have been involved in accidents (Wang, 2006; Gong and Zhang, 2012).As a result, Chinese tunnel engineers are paying more and more attention to risk management in tunnel projects (Xiao-lin and Ping et al., 2009; Zhong and Jia et al., 2014), and scholars around the world have put forward many management processes. Existing risk management mainly focuses on a particular stage of a tunneling project. Tunnel engineers or other project parties usually carry out risk assessment and set up schemes or choose mitigation measures before a project begins. The risk from this initial risk assessment may be defined as the initial risk (Bai and Dai et al., 2013). This kind of managing process has been widely used for its simplicity and comprehensibility. However, this static theory cannot properly reveal the dynamic character of the risk during tunnelling. In addition, to reduce the risk from unacceptable level to acceptable level also calls for optimum measures. Therefore, the multiphase risk management method was proposed (Bai and Dai et al., 2013). The purpose of this paper is to introduce and develop the MRMM, and to provide a brief flow chart to illustrate the risk management process based on it. Finally, an example of the first quasi rectangle shield tunnel in China in Ningbo Metro Line 3 is illustrated. It analyzes the initial and secondary risk and sets up a risk control system."

INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. Optimization of blasting, crushing, and grinding operations is filled with challenges. One of the more difficult tasks is accurately sampling and determining the size distributions of blasted and crushed materials at a reasonable cost. The task is difficult because of the large size of fragments and the tonnage involved. However, the size distribution measurements are necessary for models that predict the performance of mine-through-mill operations. This paper is concerned with the use of video sampling for this task at National Steel Pellet Company's operation in Keewatin, Minnesota Data gathering, data analysis, model building, and mine-to-mill simulation are all described.

This paper is based on field studies in North American surface mines. The work involved the adaptation of microprocessor-based instrumentation to monitor various operating parameters on-board rotary blasthole drills and mining shovels. Following a review of instrumentation and monitoring methodology - drawing on experience gained under field conditions-the paper will focus on the application of monitoring technology within the framework of an Integrated Equipment Monitoring System. Such a system will permit real-time performance evaluation of key equipment involved in surface mine production. Drill performance monitoring has been demonstrated through work to date, to provide significant input into blast design, reserve estimation, mine planning and production control processes, through an improved facility for ground characterization. Monitoring excavation equipment has been proven valuable in assessing how effectively the input from drill monitored data has been used in the evolution of blast designs. This specifically refers to assessing blast efficiency through measuring associated levels of excavator performance in relation to muckpile characteristics. The medium-term goal of equipment instrumentation and monitoring has been to assist mines in optimizing the overall rock breakage and handling process. Based on the reported results, this has been accomplished. Long-term efforts now concern using a greater understanding of equipment performance and response to varying operating conditions as a foundation for the implementation of mining automation.

Techniques utilized to incorporate geological data in computer modeling and ore reserve estimation have undergone considerable evolution during the past fifteen years. Computer analysis and evaluation of two precious metal deposits are presented as examples of innovative computer techniques developed at Asarco. The first is a gold deposit occurring in a steeply dipping Precambrian greens tone sequence. The second is a manto-like manganiferous silver deposit occurring in a relatively flat sequence of Late-Paleozoic sediments. In both deposits, four sub-horizontal zones of geological influence are evaluated.

A cathodic decomposition model was examined for both pyrrhotite and chalcopyrite in an attempt to analyze the formation of surface coatings in deoxygenated solutions at natural, near neutral pH. Combination potentials established between the mineral-grinding media pair were simulated by applying a potential of -0.455 V (vs. a standard hydrogen electrode) either to a pyrrhotite or to a chalcopyrite electrode. Chronoamperometry was used to study the polarization behaviors and alteration of mineral surfaces through cathodic processes. The kinetic parameters of cathodic decomposition of pyrrhotite and chalcopyrite were determined and compared. It was concluded that pyrrhotite decomposed faster than chalcopyrite in near-neutral pH solutions. Both minerals were then covered by a film consist¬ing mainly of iron hydroxides, which adversely affected their flotation.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

Two low water flux test covers were placed on acid generating waste rack dumps at the Kidston Gold Mine in Queensland, Australia The climate is semi arid with distinct wet/dry seasons. The present study was initiated to develop a cover system to restrict infiltration. The design of the cover required optimization of water storage and evapotranspiration. Instrumentation was installed on both dumps to measure infiltration, moisture conditions and climatic parameters. Field measurements over the last three years indicate that both covers are performing satisfactorily. Selection of the final cover for closure is described on the basis of these results.
