Studies of the northeastern Mississippi bauxites were initiated primarily for the purpose of ascertaining the quality and quantity of the ore. Subsequently, this ore was found to have a rather dubious economic value as was previously suspected but never established in earlier economic reports (1, 2, 3). However, the quality of ore was found to be higher than previously thought. Even though the ore bodies were determined during the early stages of this study to be too thin, small and widespread for commercial production a continuation of the study was not abandoned. On the contrary, the present investigation was intensified concentrating less on the economic application and more on stratigraphy and genesis. Considering the ever increasing demand for aluminum products the northeastern Mississippi bauxite district which includes portions of Tippah, Benton, Pontotoc, and Union Counties may soon become, in spite of inferior quantities of ore, an attractive area for bauxite production. Presently, however, the meager quantity of ore discourages exploitation. On the other hand, these northeastern district bauxites are facies of more extensive units of lignite bearing high aluminum clays, and considering the advances in aluminum extraction from clay these clays may in the future beckon mining interest. The bauxite of the northeastern Mississippi district, mapped as a part of the Betheden Formation (4). has an outcrop trend along the county lines of Tippah and Benton Counties and the extreme western portion of Union and Pontotoc Counties. Conditions affecting minerals investments are continuing to change at an increasing rate, and in this paper we will attempt to predict the course of mine financing in the future. We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. Suggested solutions are discussed, and a new method of financing a group of mining projects is hypothesized.

INTRODUCTION The Washington, D.C. rapid transit system (METRO) when completed will consist of 98 miles of double track rail. Fifteen miles will be tunneled in rock and 12 large underground rock chambers will be constructed at station locations. The University of Illinois is under contract to Metro to provide observations and instrumentation services in the initial phase of construction. The work is coordinated through DeLeuw, Cather & Co., the General Engineering Consultant to Metro. The program is designed to monitor construction conditions as well as to provide information useful for the design of future rock tunnels and rock chambers in the Metro system. This paper presents the results of observations in the rock tunnels constructed to date. Most of the observations are in a 5000-ft-long, 30-ft-wide, double track tunnel in downtown Washington, D.C. Observations were also made in single track tunnels, shafts, enlargement areas, and pilot tunnels, and are being made in a large rock chamber 700 ft long, 76 ft wide, and constructed at shallow depth in a schistose gneiss. One of the major objectives of the observational program was to determine the orientation and character of joints and shear zones and to evaluate their effect on support requirements for various tunnel orientations and configurations. The consistency of geologic features throughout the Washington area has made the results of the initial study applicable to evaluation of support requirements on future tunnel contracts. The first section of this paper summarizes the geologic conditions in the tunnel and their effect on overbreak and rock movement.

High horizontal stress has been identified as a critical factor affecting roof stability in underground mines, particularly when the immediate roof consists of weak or laminated rock. Numerical models were employed to better understand the influence of caprock thickness, cutting sequences, and the orientation of driving direction relative to maximum horizontal stress on roof stability in underground stone mines. These models were calibrated based on field observations of roof falls from the study mine. The findings of this study enhance our understanding of roof stability under high horizontal stress and contribute to reducing the risk of roof falls in underground stone mines.

A portion of the Massachusetts Bay Transportation Authority's Red Line Extension through Somerville, Massachusetts consists of 1,553cm (5,092 LF) of hard rock tunneling 6.7m (22 ft.) diameter horeshoe, 148m (485 LF) of mixed face tunneling, 7.2m (23 ft.) diameter circular, beneath an active railroad in a heavily commercialized business district. This paper will deal with the excavation of the mixed face area without the use of a shield. It will address the special excavation and support problems encountered during tunneling operations using the floating crown bar and modified spiling methods. Topics covered will include excavation and support methods, cement grouting, compaction grouting, and instrumentation. PROJECT DESCRIPTION The Davis Square to Porter Square Tunnels and Shafts Somerville/ Cambridge, Massachusetts is part of the Massachusetts Bay Transportation Authority's (MBTA) 5.1km (17,000 ft.) Red Line Extension. This extension runs from Harvard Square, Cambridge, to Alewife Brook Parkway, Cambridge through Somerville. This portion (MBTA Contract #091-106) required the excavation and concreting of 1,701m (5,580 LF) of single track twin tunnels consisting of 1,553m (5,092 LF) of conventional hard rock tunneling under 56 residential properties and 148m (485 LF) of mixed face tunneling beneath an active railroad in a heavily commercialized business district. The mined diameter of the mixed face tunnel is 7.16m (23.5 ft.) Access to the tunnel was via the Summer Street vent shaft, and the two Grove Street access shafts where all tunnel excavated materials were removed.

Direct observations of intergranular fracture during comminution are very difficult to make. The best indirect method is based on the measurement of interphase area before and after comminution. If intergranular fracture does not occur, the interphase area should be conserved during comminution, but it should decrease if significant amounts of intergranular fracture occur. The interphase area per unit volume can be determined by image analysis from measurements on sections of the unbroken ore and on sections through the particles after comminution. However, the measurements must be corrected for the effects of image resolution on the measured phase and particle perimeters. A correction procedure was developed, and the true interphase perimeter per unit volume was measured before and after comminution in a sample of chromite-serpentinite ore and two samples of Witwatersrand pyritic quartzite. The pyritic quartzite showed no significant evidence of grain- boundary fracture while the chromite-serpentinite showed a significant decrease in interphase area per unit volume of chromite, indicating that intergranular fracture occurred.

Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,

The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design. Fall of ground is a leading source of worker injury and fatality indicating a persistent need for ground monitoring technology. The HRTMM is an experimental convergence monitor utilizing a digital camera and custom software to track the position of one or more lasers across the target. Apparent laser movement is proportional to target convergence. The HRTMM was installed in an underground mine near active operations to test its response to the mining environment. This included intense blasting vibration and mine fog. Results and potential of the new monitoring technology will be discussed.

The first step in energy conservation in any industrial plant involves implementing many of the day-to-day "house-keeping" items such as fixing leaks, turning out lights, etc. When this step has been accomplished, additional opportunities require a detailed analysis of the energy systems, evaluation of risks and costs, and assignment of priorities. Examples of conservation schemes drawn from the experience of Du pont's Energy Management Consulting Services will be discussed. The utility of heat balances for kilns and dryers in minerals processing will be outlined. The inputs needed from Management for the success of conservation efforts will be discussed.

The major cost in comminution is energy consumption, which can be as high as 50 percent of the operating cost. Improvements in plant operations have resulted in up to a 15-percent reduction in energy usage (kwh/t). These improvements have been made through optimization of grinding efficiency and use of expert model-based control systems. Optimization involves the determination of the levels of the critical operating conditions that result in the most efficient breakage of ore in the mill. These optimal levels are identified through plant/laboratory testwork and computer simulation using advanced process models. Model-based expert control achieves the maximum performance from the grinding circuit by identifying the characteristics of the ore in the mill with an optimal on-line estimator. Using this information, the control system dynamically determines the operating point that will yield the optimal performance. Two industrial applications of grinding circuit optimization and model-based control are presented to demonstrate the power of this new technology.

INTRODUCTION The Newtown Creek Pollution Control Project (P.W. 53) is a major system of facilities designed to collect wastewater from large areas of the Boroughs of Manhattan, Brooklyn and Queens, then channel it to a treatment plant where the wastewater is processed and discharged. The North Branch interceptor collects wastewater along the east side of Manhattan and transports it downstream to a Junction Chamber at Avenue "D" near East 13th Street. The South Branch interceptor similarly collects wastewater from the southern part of Manhattan Island on both east and west sides of Manhattan and transports it to the same Junction Chamber from where both flows are delivered to the adjacent Manhattan Pumping Station which pumps the wastewater under the East River to a treatment plant in Brooklyn. This system is shown in Figure 1. Construction of the Manhattan Pumping Station began in the Summer of 1966 and was delayed by a number of mishaps. In the vicinity of the North and South Interceptors, approximately 3,060 cubic meters (4,000 cubic yards) of soil flowed into the excavation: 765 cubic meters (1,000 cubic yards) at the North Branch Interceptor, and approximately 2,300 cubic meters (3,000 cubic yards) at the South Interceptor. These movements were accompanied by surface subsidence, collapse, or both. On June 4, 1973, while pumping station construction was underway, approximately five to seven cubic yards of sand entered the junction chamber through a temporary bulkhead valve in the North Branch Interceptor.

INTRODUCTION The discovery of oil and gas reserves in the North American Arctic has led to substantial thought being given to their development. Systems adequate for exploration are not always, or even often, suitable for permanent installations. Combinations of offshore pipeline, drilling ships, platforms, sub-sea systems, sand islands and -ice island bases have been proposed. However, conditions in the Arctic are such that these methods may be difficult or impossible to implement. Problems exist with (1) the freezing of the Arctic Ocean surface for 9 - 10 months per year, (2) the movement of sea ice, (3) scouring of bottom sediments by ice islands and icebergs to great depths below the ocean bottom and (4) deep water channels. Any method which can avoid the problems associated with surface construction in these very adverse conditions merits detailed examination. One of the proposed solutions is to tunnel from a convenient or available access point to a point within the field, construct a chamber large enough to accommodate the drilling equipment and drill the development wells in a protected environment. Service and delivery lines would use the access tunnel and further tunnels and chambers would be constructed in a radiating pattern to develop the whole field. In order to determine the feasibility of underground construction in the North American Arctic, it is first necessary to understand the geologic and environmental factors which would affect such construction, to be knowledgeable concerning the problems and then to consider the techniques appropriate to the conditions which will be encountered, bearing in mind the need to minimize both con-

A general form of pore pressure in a saturated porous medium, which is subject to external forces it has the pressurization of a borehole in hydraulic fracturing, is derived. The pore pressure consists of two parts: the preexisting initial pore pressure and the pressure induced by fluid flow due to the pressure difference caused by pressurizing the borehole The initial pore pressure associates with the effective stresses in the stress, fields of crustal stresses and a thick hollow cylinder subjected to internal and external pressures. The pure pressure weaned by fluid flow is implied in Biot's (1941) constitutive equation for three-dimensional consolidation and proved to be the exact effective pore pressure (Nur and Byerlee, 1971). Using this general form of pore pressure, a general poroelastic model for hydraulic-fracturing breakdown (fracture-initiation) pressure was derived. This model was validated by laboratory experimental results on Indiana limestone. Three sets of tests were conducted under the conditions of preexisting pore pressures of 6, 21 and 28 MPa, respectively. The equal horizontal (confining) pressures applied in the tests ranged from 6 to 60 MPa. Hainison and Fairhurst's (1967) model appear to be applicable to rocks having microcracks or flows. Experimental results of fracture reopening pressures on Indiana limestone supported this assertion. The test results also demonstrated that, when the pressure difference between the confining and the initial pore pressure grows larger than 14 to 21 MPa, the breakdown pressures agree well with the general poroelastic model developed in this paper. This indicates that the developed model will be superior when hydrofacturing stress measurements are conducted at great depth.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

Hydromagnesite (Mg5(CO3).(OH)2.4H20), one of the sedimentary deposits in Salda Lake Basin, is developed under the control of active tectonics regime. Since the occurrence and deposition mechanism of hydromagnesite are unstable under atmospheric conditions, in order to evaluate the precipitation process, systematic host rock, lake water (surface, 20m, 40m, 60m) and hydromagnesite sampling were carried out. Macro, micro, XRD and chemical investigations were done in detail. Not only the results and formation and crystallization mechanism but also hydromagnesite's St values were evaluated. Main resources could be ultramaficmafic surrounding rocks for hydromagnesite formations. However, hydromagnesite development is considered in different phases, because it has showed various characteristics in Kayadibi and Köpekcayin areas. In Kayadibi area Huntide-Dolomite-Aragonite-Hydromagnesite paragenesis has been realized. Hydromagnesite has also formed in Köpekcayiri area, large amount of hyrdomagnesite occurrences and levels various are noticeable. Actual position of hydromagresite levels exhibits tectonic influences in and around the lake. Therefore, the levels seems to exhibit secondary formation properties. In addition, the formations are being still maintained sedimentation as products of a peripheral deposition phases. Resolving and redifferentiation sedimentation processes probably improve in periods of lake water chemistry especially Ca/Mg proportional changes, and also SI variations indicate the mentioned precipitation mechanism. Similarly, side and into the lake hydromagnesite is stored different levels and ultramafics-mafics rocks fallow indicated stages. It is postulated that hydromagnesite formation, which is existed by result of determined developments and multiphase sedimentation, could be originated from probable crack zones on the lake bottom.

The North Shore Inline Interceptor, Phase IA tunnel is a 8,550-meter (28,000-ft) interceptor tunnel currently being constructed by Traylor Bros./Frontier-Kemper, Joint Venture, using a 9.8-meter (32-ft - 4-in) diameter Robbins tunnel boring machine (TBM). This tunnel is being driven in Silurian age dolomite approximately 91.5 m (300 ft) below ground surface. Significant water inflows were encountered when the tunnel drive penetrated the thinly-bedded Waubakee Formation. Flow increases approaching 0.75 cu m per min per 30 m of tunnel (200 gpm per 100 ft) have occurred in this formation. After driving approximately 2,285 m (7,500 ft) of tunnel (200 m full face in the Waubakee Formation), total flows exceeded 12 cu m per min (3,200 gpm) with about 5.7 cu m per min (1,500 gpm) entering the tun¬nel from the 200 m (600 ft) of exposed Waubakee Formation. Additional water control measures consisting of increased pumping capacity, increased water treatment capacity, surface grouting ahead of the tunnel, grouting ahead of the tunnel face and panning to improve the working environment for installation of tunnel support, were implemented to deal with the large water inflows. Currently (January 24, 1989), 3,400 m (11,000 ft) of tunnel has been driven, total water inflows are in the range of 11.7 cu m per min (3,100 gpm) with only 6.8 cu m per min (1,800 gpm) inflow from about 1,220 m (4,000 ft) of tunnel driven full face through the Waubakee Formation.

Cyanide is highly toxic to humans and other organisms. Concentrations of RCN as low as 0.05 ppm can be lethal to fish (Scott and Ingle', 1981). In wet climates and in colder climates where natural degradation is slow, it is becoming mandatory to destroy cyanides in effluents before they can be discharged. The disposal of spent gold ore as tailings from cyanide heap leach processing facilities is a matter of concern to the public, the mining industry, and regulatory agencies. South Dakota mining laws and regulations require that spent ore be neutralized to a suitable level with respect to cyanide before disposal (Durkin, 1990). To safeguard the environment and protect ground-water and surface-water supplies adequately, a reliable test is needed to determine the amount of cyanide in the solid spent ore.

Introduction The Gold Quarry gold deposit is the largest bulk tonnage epithermal gold deposit in northeastern Nevada to be developed by Newmont Gold Co., formerly known as Carlin Gold Mining Co. Exploration and development of the deposit extended over a period of nearly 50 years before bulk tonnage mining became economically feasible. Proven reserves at Gold Quarry are currently estimated at more than 255 t (8.2 million oz.) of gold, accounting for more than 40% of the total Carlin Trend mineable reserves for 1986. Milling began in late 1985; dump leaching of lower grade ores began in May of 1986. The mill has exceeded the initial design throughput rate of 6.3 kt/d (7000 stpd) and is now processing more than 8 kt/d (9000 stpd). The dump leach facility will process more than 7.3 Mt (8.1 million st) of lower grade ores in 1986. The Gold Quarry ore body is to be developed by an open pit that will eventually be 1830 m (6000 ft) long, 1220 m (4000 ft) wide and 300 m (1000 ft) deep. The mine currently produces 77 kt/d (85,000 stpd) on a 24-hour-a-day, seven-day workweek. Planned pit production will increase to nearly 168 kt/d (185,000 stpd) in 1988. Production equipment currently includes one Demag H-/285, three Komatsu PC-1500 hydraulic shovels, two Cat 992C loaders and 21 90 to 135 t (100 to 150 st) haul trucks. In the course of the last decade, the concept of sustainability has turned from a catchword into a vision - a vision to which politics and industry feel increasingly committed. In terms of the energy industry, the key criteria for sustainable development are supply security, economic efficiency and social responsibility. Coal is able to meet all these criteria if it is produced in conformity with high safety standards through the use of modern mining technology and converted into electricity with the aid of environmentally friendly methods. Among the fossil energy resources, coal will, according to the vast majority of global energy scenarios, continue to be the most important input energy in power generation for the foreseeable future. Coal is therefore today, and will in future continue to be, an important element in ensuring sustainable energy and raw material supply, worldwide, in Europe and also in Germany.
