By use of models based on the South African gold-mining industry, analyses are made of the effects of changes in the mining tax structure on the .State's tax income from potential new mines; also on the percentage of such mines likely. to be proceeded with. The percentage is affected by the correlation between changes in taxation and in the flotation pay limits !or new mines. It is shown that the State stands to gain both directly and indirectly from raising the level of the capital allowance and from its extension to all mines; and that the reduced taxation resulting from a lowering of the discriminatory high tax formula for the gold mines, would, in respect of potential new mines, be compensated for by a significant increase in the percentage of such mines that would be proceeded with.

General aluminium corrosion charts based on 1100 alloy listing product and temperature have been developed by AFSA, mainly from available sources. The categories of corrosion expectation are fairly wide. As a result the charts are more useful in indicating what is not suited as distinct from what is. The question of how to develop useful information is assessed. Having discarded improbable options one is left with the need to refine the possible. Within each alloy group corrosion potential differs. From an engineering application point of view, the corrosion resisting marine alloys, the 5xxx series show increasing corrosion as the percentage of Magnesium increases. An important issue is that as the welding filler used for 5xxx series is Mg rich (to avoid hot cracking), the filler is likely to show the weakest resistance. In addition, when subjected to fatigue loading, the preference for critical joints is to dress the joint to the level of the base material. Overheating of the weld extends the HAZ zone and weakens the material as Mg moves to the grain boundaries. Indicator chart refinement approaches suited to aluminium use in commercial transport are discussed.

this paper describes an innovation in computer software that permits mining professionals to collaborate on exploration and mining projects regardless of geographic location. Growth of mining companies through merger and acquisition has created a greater need for mining professionals to collaborate, especially as projects and project participants are becoming geographically remote. Surpac NetVision, the name given to this new collaboration technology, satisfies this need by deploying interactive 3D graphics sessions across computer networks. It achieves this by using common web browser technology as the deployment medium. A plug-in architecture that supports diverse file formats permits transparent read and write of foreign data to further enhance the collaboration process. Surpac NetVision supports any number of connections from web browsers on remote computers using existing networks. Software components required to enable the collaboration session are deployed to the remote computer as required and cached for future sessions. The collaboration session at each computer is characterized by a fully functional replica of the user interface for Surpac NetVision from which any function can be executed by any client, at the owners discretion. All geometry and display attributes deployed to remote clients to render 3Dgraphics are highly compressed to reduce bandwidth requirements. The key benefits of this collaboration technology is improved communication in regard to exploration and mining projects leading to: •More informed decision making •Improved deployment of project objectives and plans beyond the technical planning group to project management and operations staff •Improved technical support for software users. Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

In 2001 Platinum overtook gold in foreign revenue earnings for South Africa. The export sales from platinum group metals amounted to R29.3 billion as opposed to gold export sales of R28.6billion1. Organizations must undertake new ventures to replace old, worn-out and obsolete assets with new ones. These assets could be a building, a new product or process, a new mine, or anything that can help the organization to achieve its objective. These ventures are projects by their nature. When a project is pronounced a success, the judgement is usually based on some factual evidence, although not every one uses the same data. From the literature, it is obvious that there is a lack of consensus and objectivity as to what constitutes a successful project. The purpose of this paper is to address the following questions: ?What constitutes a successful project? ? How does one measure project success? ?How can one work toward project success? This paper addresses the requirements for project success of three of the primary stakeholders of a project, namely the business or client, the employees as far as the project team is concerned, and the local community. Indicators are developed into a work breakdown structure (WBS)-like chart to demonstrate success indicators. These indices take cognisance of all the constituents required for project success. The indicators are further developed to take cognisance of the requirements of the local communities. These indices are then weighted to arrive at a total score for the respective stakeholders. Using these WBS models, the success and performance of a project can be evaluated. This score is considered an objective measure of project success. Projects are evaluated more consistently across different projects and the project manager is provided with a management tool that can assist him/her in ensuring greater project success. The shortcoming of this approach is that the weights of the different indices have been estimated at this stage. Research will have to be conducted to more accurately reflect the weights assigned to the indices.

The importance of the minerals industry in the economy of the country is discussed, and the tremendous changes that have taken place over the past two decades, including the widespread application of computers and the use of mechanization, are outlined. A discussion of the future of the minerals industry points out that, with the rise in the price of gold, the life of the gold-mining industry can be expected to extend beyond that previously predicted, and that the demand for uranium, which has been depressed, is uncertain. As a result of the oil crisis, the demand for coal has increased and large expansion programmes are planned. These involve coal exports and the use of coal for the generation of electric power, for the production of liquid fuels, and for the smelting of metals. Technical challenges face engineers in every avenue of the minerals industry: in deep gold mines, underground coal mines, strip coal mines, and open-pit mines. Studies indicate that only one-third of the demand for trained mining and metallurgical engineers is being met and that the position is worsening. However, there are indications that the industry is succeeding in attracting more engineering students, and the supply is expected to improve. These efforts should be co-ordinated, expanded, and intensified. There is a need to ensure that sufficient teaching staff of the right calibre and experience are attracted to universities and technikons. The first degree course is comprehensive and basic, and specialization through post-graduate study should be encouraged. The influence of national service on the education and training of engineers is discussed.

If an orebody has been drilled to achieve some level of regulatory compliance, then a number of associated geological databases will exist, representing 10 000 to 100 000 m plus of core intervals. The databases usually contain data about assays, lithology, mineralisation and geophysical attributes. They will also include location information such as collar positions and downhole surveys. Obviously this data is collected by geologists for, predominantly, geologists and mining engineers. However, from a process design viewpoint process engineers usually ignore the geology where possible and rely on a small number of metallurgical test samples. Typically these test samples are sourced from convenient and available cores or from a small number of specially drilled metallurgical holes. One of the worst instances known to the author was the design of a SAG mill using only two SAG specific test results (one for each of the major ore types) while, geologically, the orebody was defined by more than 30 000 m of drilling. This paper sets out a philosophy to maximise the use of the geological data, both for process design and in preparation for the commissioning phase of projects. Geological data is used in the identification of preferred locations for metallurgical test samples, for checking the metallurgical validity of the geological ore-type definitions, where necessary developing new ore-type definitions (geometallurgical domains) and developing mathematical relationships for the estimation of important metallurgical factors across the geological database. If the estimation of factors (for example ore competence) is considered reliable enough then there is also the possibility of feeding calculated data back into the block modelling process to allow the generation of metallurgically relevant outputs in the mine plans.

On 8th August, 1973, 57 members of the Institute visited Prieska Copper Mine at Copperton in the North Western Cape. After tea, the group was welcomed by the Management of the Mine, and Mr Grobler, the General Manager, gave an introductory talk. After they had been taken on a bus tour of the property, the members split up into groups and proceeded underground or to the concentrator. Of special interest to the mining members were the rock-handling methods in use at the mine. The stoping method that has been adopted is the continuous, long-hole sub-level open stoping system. The broken ore is moved with rubbertyred front-end loaders from the stope drawpoints to the ore passes. On the main tramming levels, the ore is collected by electric locomotives and discharged into the main shaft system at the bottom. At the shaft ore-pass system, a gyratory crusher that can accept rocks up to 1 m in diameter has been installed. The crushed product (minus 150 mm in diameter) will then be hoisted by a Koepe winder, which has a rated capacity of 900 tons per hour. The mine is also served by a declined roadway from surface, which facilitates the movement of heavy equipment. The most striking aspect is the productivity that can be achieved by the use of a trackless-mining system. For the production of 230 000 tons per month, it is estimated that 6 stopers and 7 developers will be required. The total labour force will be approximately 2500-2000 Bantu, 200 Coloured, and 300 Europeans. Training of maintenance and operating personnel is of the utmost importance, and it was interesting to note the extent to which non-White labour is being used in these occupations. Lunch was served at the single quarters, after which the group proceeded to the airfield for the return trip to Johannesburg. On behalf of the visitors, Professor de V. This we hope to do by increasing the appeal of the Journal to a wider audience through the inclusion, in addition to our high-quality research papers, of equally high-quality papers, articles, and contributions that will be of interest to our less research-minded members.

The Mineral Resource that a mining company has access to, represents the majority of the embedded value that exists within the company, as well as the competitive advantage that the company has over its peers. However the real value is only realised once effective mining plans have been put in place, which optimise the extraction of the Resource, and add measurable value to the Company. The concept of Mineral Resource Management has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of Mineral Resource Management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. This requires a fundamental re-appraisal of the way in which mining companies plan and execute their businesses, and focuses attention on real value adding activities and behaviour through the use of Economic Value Added as an appropriate metric by which to measure real value and risk. Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.
