In the wake of the financial crisis that affected world markets in 2002, there has been an increasing international focus on corporate governance. Various corporate governance codes of practice have been introduced, such as the Sarbanes-Oxley legislation in the USA, the Combined Code in the UK, and King III in South Africa. This focus on corporate governance has increased since the most recent financial crisis in 2008, the effects of which are still being felt world-wide. In the mining and minerals industry, reliable metal accounting is essential to sound corporate governance and is also becoming a focus of increased attention and concern, particularly as the figures generated by the metal accounting system feed directly into the financial accounts of mining companies. Mass measurement, sampling, and analysis provide the input data for the metal accounting system and sound corporate governance requires that the procedures used are based on best practice and that the data generated is accurate and handled correctly, transparently, and consistently to produce the accounting reports. The AMIRA Code of Practice for Metal Accounting has been widely adopted in the industry as a means to achieve this, and the compilers of the Code have conducted numerous metal accounting audits at operations, both in South Africa and abroad. The South African platinum mining industry is using a number of different mining methods, including variations of the same method, to extract the narrow reef tabular platinum deposits of the Bushveld Complex. These mining methods fall into three broad categories, namely conventional, mechanised and hybrid mining. A question sometimes asked in the industry is whether mechanized mining methods are more efficient than conventional mining methods. An objective answer requires the methods to be evaluated against multiple criteria simultaneously, whereby each criterion has a relative degree of importance in the overall decision. The most efficient method is the one that scores highest on each criterion. However, some of the criteria can be conflicting, such as by increasing dilution the shaft head grade decreases. The analytic hierarchy process (AHP) methodology was selected for the study because it is used to solve problems of this nature. A survey was carried out to determine the relative importance of each efficiency criterion by drawing on the knowledge and experience of mine technical services and project management practitioners in the industry. Efficiency data for four different mining methods drawn from the Egerton (2004) study were used as a case study. The conventional mining method ranked as the most efficient mining method from the four methods considered. The exercise indicates potential for the AHP to be used in the South African platinum mining industry as a tool for selecting optimal layout designs, conduct regular evaluation of the performance of production shafts, or objectively evaluate line managers for promotion. Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

"Carboxymethyl cellulose is an organic binder used in the iron ore pelletizing industry. The basic principles of how carboxymethyl cellulose (CMC) solutions behave during the pelletizing process and how these principles affect the drop and compression strengths of the pellets are poorly understood. The aim of the investigation was therefore to gain knowledge on the behaviour of CMC during the pelletizing of haematite concentrate.Haematite pellets with different additions of CMC (0.1–0.4 wt%), were subjected to drop tests, compression tests, and free moisture content analysis. The relationship between the drop strength, compression strength, free moisture content, elapsed time, and CMC concentration was analysed.The drop strength had a strong correlation with the free moisture content of the haematite pellets, with a correlation coefficient of 0.94. The compression strength of the CMC-bonded haematite pellets increased as the free moisture content decreased, reaching a maximum upon depletion of the free moisture content. Haematite pellets with CMC concentrations of 0.1 and 0.2 wt% developed most of their strength within the first day after pelletizing, whereas pellets with concentrations of 0.3 and 0.4 wt% developed most of their strength between one and two days after pelletizing. The time within which CMC-bonded haematite pellets develop most of their strength is therefore dependent on the CMC concentration. IntroductionFines are produced during the beneficiation of iron ore. These fines are separated from the lump ore and can be upgraded to produce a concentrate, which is used as a raw material for the production of pellets. Pellets in turn form a key burden material for direct reduction processes as well as the blast furnace (Zhu et al., 2015).Inorganic binders such as bentonite have been used predominantly in the iron ore pelletizing process to obtain pellets with suitable properties (Eisele and Kawatra, 2003). These binders, however, have the disadvantage of introducing impurities into the pellets. This has resulted in organic binders being pursued as suitable replacements for inorganic binders, of which carboxymethyl cellulose (CMC) shows good potential. Although CMC has been used as an organic binder in iron ore pelletizing, the fundamental principles of how it behaves during pelletizing and how these impact on pellet properties are poorly understood."

Flumes are ubiquitous throughout the mining and minerals processing industries as well as being used in the polymer processing and pulp and paper industries. With the increased demand for the transport of highly concentrated slurries in rectangular open channels, there is an impetus for a better understanding of the role of rheology in flow hydraulics. Until recently, design of such channels has been based on either the Chézy or Manning equations used for modelling open channel flow of Newtonian fluids. This has been done for modelling turbulent flow of low concentrated slurries with some success. However, this is not the case for highly concentrated slurries where the flow in the channel is no longer turbulent. Unlike Newtonian fluids, work carried out on flow of pseudo-homogeneous, non-Newtonian fluids in open channels is somewhat limited. Moreover, these results have been published in a variety of sources. This paper attempts to give a critical review of the work carried out on Newtonian and non-Newtonian flow of pseudo-homogeneous non-settling slurries in rectangular open channels. A comparison is also made of the models based on power law, Bingham plastic and Herschel-Bulkley fluids for laminar and turbulent flow in rectangular open channels.

Strategic mine planning is concerned with the decisions that determine the value of the business, while tactical planning deals with the tasks to realize that value. When tasked with formulating a strategic mine plan, the mining engineer often turns to commercially available software. However, these software packages have limited applicability to the RBM situation. Adopting a simpler, back to basics approach founded on a deep understanding of the economics of the orebody has the advantage of providing a clear logic to guide tactical planning. By creating a coherency between strategic mine planning, and tactical planning the likelihood of successfully executing the plans and attaining the value promised by the strategic plan is increased. This paper describes the reasons why RBM embarked on a strategic mine planning process, the rationale of choosing the process, and the process itself.

The Mine Site Technologies, MST BlastPED ST is a wireless/remote blasting system used in more than sixty (60) mines (including two mines in Zambia and one in Tanzania) since its release in 2002. The system consists of a controller and signal tube initiator which communicate wirelessly using spread spectrum frequency. This technique ensures a robust and secure wireless link between the controller and the signal tube initiator. The configuration of the system ensures ease of use with all the instructions for initiating the blast printed on the equipment. This means little or no formal training is required to use the system. The technology enables you to have your blasting point at a distance of up to 4 km, line of sight (LOS), as opposed to the traditional distance of 500m from the blast. This ensures the blast takes place from a safer and secure location. The paper and presentation will provide the audience with the benefit of many years of international mining know-how in this technology as well as more recent local African experiences. There will be references to demonstration blasts done in South Africa, current users in Africa and elsewhere. Practical Return on Investment (ROI) calculations and references to safe blasting practice will also be included.

The development of an accounting code for the metallurgical industry has been debated for many years. Following the series of tumultuous economic events in the nineties and earlier this century that have affected business, there was much need for legislation to be passed to minimize potential risk. One of the consequences to affect the mining industry was the enhancement of existing geological codes for reporting. In parallel the sponsors of AMIRA have taken the brave step to develop a generic code for metal accounting that embraces the full gamut of industry. In this paper the code will be reviewed in the context of metallurgical accounting as it applies to coal preparation. This paper provides the background for this development and an insight into the mechanism for the debate for the generation of this code. The key elements of the code as it applies to the coal industry are explained but most importantly the key opportunities are highlighted.

Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. Changes in the pattern of computer systems for mine planning and geologic evaluation are occurring as a consequence of the introduction of 3-D high performance graphics terminals. The VULCAN system is described and an outline of its functionality is discussed. Increasingly, the integration of both database systems and graphics and databases will occur, allowing a greater degree of information access to mine operators. The system covers areas of database, drillhole graphics, mine design and layout, surface and solid modelling as well as reserve inventory generation. The design of the software is such that it is fairly commodity-independent and entirely menu-driven, to enable non computer-trained personnel easily to access the system.

BCL Limited operates a nickel-copper flash smelting operation at Selebi-Phikwe, situated in north-eastern Botswana. The original furnace was commissioned in 1973 and produces a high grade sulphide matte, from its own concentrates plus additional custom feeds, which is shipped to refineries in Zimbabwe and Norway for further processing. In 2004 the company embarked on a study to modernize the flash smelting complex, with an emphasis on extending campaign life, improving the furnace integrity and enhancing throughput and process efficiency. First phase initiatives from this exercise, including the fundamental switch to a single concentrate burner operation of the flash smelting furnace, were implemented in July 2007. This paper summarizes experiences prior to implementation, details the specific improvements made to the flash smelting furnace and associated operations, highlights the improved plant performance after modernization, and outlines second phase expansion plans that are currently under consideration.

The minerals industry needs the support of al sections of the population if it is going to be able to supply the new materials required for future development. It will achieve this support only if its image is good. Perceived images of the minerals industry are examined in respect of history, technology, environment, safety, education, and economics. Concern is expressed about the low technological image of the industry and the declining number of students enrolling in minerals-related disciplines. It is concluded that it is the professionals, through institutes like The South African Institute of Mining and Metallurgy, who must take the lead in improving the image of the minerals industry. The Presidential Address gives data to support this thesis; data that, is hoped, can be used in efforts to educate people about the minerals industry.

The dual-electrode DC arc furnace, an alternative design using an anode and cathode electrode instead of a hearth anode, was studied at small scale using computational modelling methods. Particular attention was paid to the effect of two key design variables, the arc length and the electrode separation, on the furnace behaviour. It was found that reducing the arc length to brush arc conditions was a valid means of overcoming several of the limitations of the dual-electrode design, namely high voltages and arc deflection.

You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

A mineralogical investigation of the main causes of refractoriness of some metalurgicaly complex gold ores in South Africa is reported. It is shown that this refractoriness is related to the presence of submicroscopic gold, carbonaceous material, pyrhotite, and base-metal sulphides. Gold ores can be classified according to their content of these components. Electron-microprobe analysis shows that gold occurs in arsenopyrite and pyrite, the gold contents of which can be up to 2700 gft. The gold and arsenic contents of these minerals are closely corelated. Furthermore, within zoned arsenopyrite grains, the concentration of gold closely folows that of arsenic. Mossbauer spectroscopy caried out on samples of concentrate from the Barberton area indicates that the submicroscopic gold within the sulphides is in a non-metalic form. The mineralogical examination of beneficiation products is important, since it sheds light on some fundamental aspects of the behaviour of the ore and gangue components during milling and flotation. Such basic information will lead ultimately to a better understanding of the problems in the beneficiation of these ores. Investigations have shown that the overmiling of the auriferous arsenopyrite and the disseminated nature of the sulphide mineralization are the main problems during beneficiation.

Fine particle beneficiation plays an ever-increasing role in mineral processing plants and it seems that technology can’t keep up with the challenges involved in the treating of these fines. The REFLUX™ classifier has proven itself able to treat high tonnages of fine material, especially in the coal industry. There are various fine ore applications that can benefit from such a process, yet laboratory and pilot-scale tests on many of these ores show poor efficiencies and recoveries. A better understanding of the design, operation and mechanisms of the REFLUX™ classifier is required to determine if and how it fits into these applications. The mechanisms in gravity separators are very complex due to the complex hydrodynamics, and the REFLUX™ classifier is no exception. The mechanisms of these systems are usually described through theoretical single particle-models that are hard to verify through analysing the feeds and products of these processes. To verify these models the movement of individual particles must be measured, which is not an easy task. In this paper the separation mechanisms in the incline channels of the REFLUX™ classifier were investigated with high-speed videography. A small lab scale model of the incline channel was constructed for this purpose. It was possible to capture and track the trajectories of particles under certain conditions and match these trajectories with theoretical models. High titania slag is produced by the smelting of ilmenite and a suitable carbonaceous reductant in electric furnaces. Currently liquid slag is cast into large blocks, which take about 10 days to cool down before they can be crushed, milled and classified into two final products. The two products, chloride and sulphate grade slag, are differentiated according to their size. Granulation of titania slag has been identified as a possible alternative to the conventional block route. This paper discusses some of the work carried out at Exxaro Research and Development to investigate both wet and dry granulation of titania slag.

This paper presents the lessons learnt during the transition from an open pit method to a sub-level open stoping method at the Koidu Limited kimberlite pipe. These learnings may assist other mines with planning, both from a practical implementation perspective (layout, charging up challenges), and a method for estimating potential dilution and stability challenges associated with the interaction between the surface and underground excavations. Predictive geotechnical stability modelling was successfully applied to highlight potential failure zones, which allowed modification and enhancement of the mining layouts and quantification of the potential dilution of the kimberlite from indicative instabilities.
