A voluntary comprehensive environmental Risk Assessment was launched at the end of 2004 by the International Chromium Development Association. The completion is scheduled for mid 2006.EURAS, a leading environmental consultancy, was commissioned for this project, as this firm wrote in particular the Metals Environmental Risk Assessment Guidelines, the reference document for the metals and metals compounds, in particular for the forthcoming European new Chemical Policy and the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS). This project follows a stepwise approach, comprising 3 distinct steps: - Initial Risk Assessment: compilation, evaluation of the existing effects and exposure data for chromium III compounds and chromium metal. This information will be used for the compilation of an initial Risk Assessment Report. - Data gap analysis: which type of additional effects data should be collected and/or which exposure scenarios merit a more detailed targeted risk assessment? Recommendations and/or suggestions for further research will be formulated. - Road map: prioritization and ranking of the different proposed research programs. The presentation will mainly focus on the results and recommendations of the initial environmental Risk Assessment from an International perspective and not from an European point of view. - Hazard assessment ? definition of the Predicted Non effect Concentration (PNEC) for each environmental compartment (water, sediment, soil) - Exposure assessment ? definition of the Predicted Environmental Concentrations (PEC) for each environ-mental compartment - Comparison of the local PEC with PNEC for the chromium III compounds and chromium metal EU industry sectors covered in the project: mining of chromite, metallurgical production of chromium metal, chromium containing alloys production, production of trivalent chromium chemicals and the main applications (pigments, leather tanning, etc..). The current status on the environmental Classification and Ranking for chromium III compounds, Chromium metal and its alloys in the GHS will also be covered.

In its most basic form, the process of sintering is very simple, and has been in use since the turn of the previous century. However, while the basic process is simple, control of the process relies on a number of extremely complex interdependent process parameters and requires a thorough understanding of the effect of these parameters on production capacity and product quality. Further, as with many other processes, the process parameters and hence design details of visually similar installations are highly dependant on the specific feed materials. While the industry trend has been towards an increase of capacity in order to lower unit production cost, typically in Iron ore sintering plants, this approach is not always possible for other commodities because of the scale of operation. This paper seeks firstly to describe some design considerations of sinter plants; secondly, to report on results from testwork performed with a specific series Manganese ore blends; and last, to relate these results to the design of new small-scale Manganese ore sinter plants.

Seven full and partial pillar extraction operations were visited in New South Wales, Australia, in the early parts of 2001. Certain factors unique to these operations have led to the general success of the safe and economic extraction of these coal pillars. Some of these factors attributable to the overall success of these operations are discussed in this paper. In particular, geotechnical mapping, specific legislation pertaining to pillar extraction, mining methods, the role of temporary supports and training are described. It is found that some of these factors have useful attributes which could be used to design a methodology for extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa.

Ausmelt top entry submerged lance technology offers a cost-effective means of carrying out a range of base metal smelting operations with minimum impact on the environment. The system is capable of using a range of fuels depending upon local costs. Due to the intense, localised reaction zone, high energy efficiency is obtained and the physical size of the plant is relatively small compared to that of most competing technologies. Capital cost can thereby be minimised. The furnace is well enclosed, such that fugitive emissions and ingress of diluting air to the gas stream are both minimised. The oxygen potential in the slag can be varied over a wide range such that the system can be applied in both oxidising and reducing duties. Following a general description of the technology, the paper discusses Ausmelt plants already in operation. The application of the technology for the provision of additional smelting capacity, for the improvement of converting operations and for slag cleaning is then described. A brief explanation of how these processes could be applied at southern African smelters is given and the paper closes with an assessment of novel Ausmelt applications for this geographical region, such as zinc recovery from sulphides.

In South African metalliferous mines, stoping operations are largely confined to narrow, tabular orebodies making mechanization extremely difficult. Limited flexibility in terms of stope width has necessitated drilling by means of handheld, pneumatic rock drills at most of our operations. As the largest producer of platinum in the world, we drill in excess of forty million stope blast holes per annum. Cleaning of the broken ore is also done by conventional means?utilizing scrapers and scraper winches. Conventional methods such as these carry high costs in terms of risk exposure as well as labour intensity. The purpose of this paper is to describe the development of a long hole stoping system suitable for the narrow platinum reefs. The new system had to be substantially safer and more cost effective than conventional mining. We selected a site that was conducive to mechanized mining and set out the parameters that we considered would meet our requirements. We then conducted a feasibility study to evaluate the conceptualized long hole stoping system in terms of specific goals. An analysis of the proposed system identified the Key Performance Indicators (KPIs). One of the most critical goals was to be able to create a man-free stope. This would mitigate the safety risk associated with normal stoping operations, as well as the inefficiency cost previously referred to.

Mine accidents/injuries are complex and generally characterized by several factors, from technical to social characteristics. In this paper, a sociotechnical model for work injury in mines was developed and tested through structural equation modelling with application to case study mines in India. In total 14 variables were considered in this study. Most of the variables are not directly quantifiable. Instruments were developed to quantify them through a questionnaire survey. Underground mineworkers were randomly selected for the survey. Responses of 300 participants were used for the analysis. The analysis was conducted in three parts. Firstly, high-low plots were constructed to explore the variations in responses to the questionnaires by the accident involved (AG) and non-involved (NAG) workers. Secondly, a t-test was conducted to see whether the responses were significantly different for the two groups or not. The chi-square results showed significant differences of responses among the two groups. Finally, how these difference scan cause accidents/injuries in mines was hypothesized and evaluated using structural equation modelling. The measurement model of the Linear Structural Relations (LISREL) program was used to identify the latent constructs of the sociotechnical model. The structural model of LISREL was used to estimate the interrelationships among the constructs. The case study results showed that there is a sequential interaction among the sociotechnical factors leading to accidents/injuries in mines. Work hazards induce more job stress in the workers while social support mitigates the same. Job stress and safety environment predict the workers? job involvement. A worker who is more job-involved exhibits better safety performance, which in turn reduces work injury. The safety environment is shown to have a direct mitigating effect on work-related injury. The findings of this study clearly revealed that job stress and safety environment are the two key factors influencing work-related injuries in mines that need to be addressed properly through effective safety programmes.

Instability in rockpasses at deep levels often initiates as a result of stress induced fracturing of the rock on the walls of the pass. This may then progress to a stage at which the geological structure of the rock mass becomes dominant and permits large joint-defined blocks and slabs to become unstable. In this paper, a technique is described in which jointing parameters and their variabilities?orientations, spacings and lengths?are taken into account in estimating the extent of failure that may develop around a typical unsupported deep level gold mine rockpass. The results of this prediction are compared with the results obtained from a review of pass performance in the gold mining industry.

"Flotation of copper-molybdenum sulphide ores in seawater entails critical challenges such as selective recovery of molybdenite, effective pyrite depression, and reducing the lime addition required to reach highly alkaline conditions. It is essential that laboratory flotation tests aimed at solving these problems give reliable, reproducible results and indicate the correct approach for industrial operations. Rougher flotation of coppermolybdenum sulphide ores in seawater was investigated using two different cells: a modified Denver cell and a standard commercial cell. The effect of an organic reagent on the flotation performance was tested, and the fast/slow-floating model was used to describe the results. The modified Denver cell significantly improved the reproducibility of the flotation test results, due to technological enhancements such as the impeller being driven from below without a stator, which enables the whole froth surface to be scraped with a paddle at a constant depth and rate. Organic reagents are a promising alternative to inorganic reagents for depressing pyrite in seawater. However, further studies should be conducted to investigate their impact on molybdenite recovery, as well as to evaluate the possibility of depressing pyrite after molybdenite separation. The fast/slow-floating model was found to be appropriate for describing the flotation kinetics of the copper-molybdenum ores. The parameters are useful for comparing the performance at different conditions. IntroductionOwing to the increasing scarcity of fresh water, the use of seawater mining and mineral processing is becoming increasingly important (Cisternas and Moreno, 2014). Seawater can be desalinated by reverse osmosis, but this involves considerable costs, limiting it to the big mining companies (Akgul et al., 2008; Leidner et al., 2012; Ghaffour, Missimer, and Amy, 2013). Furthermore, desalination has environmental consequences (Lee, Arnot, and Mattia, 2011); for example, a desalination plant designed to process 2.5 m3/s requires an electrical energy supply of around 30 MJ/s. To supply this power demand, a thermoelectric plant burning bituminous/sub-bituminous coal mixtures at a thermal power generation efficiency of 35% might release around 1200– 1500 t of CO2 per day. Furthermore, the effluents from desalination plants are typically discharged into the sea, and their high temperature and ionic content inevitably modifies the marine environment, with unknown consequences. The direct use of seawater is, therefore, more attractive, but it also poses major challenges since seawater contains ions that adversely affect mineral recoveries. In particular, in the flotation of sulphide ores in seawater, the floatability of molybdenite is depressed (Castro, 2012; Laskowski, Castro, and Ramos, 2014)."

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

CSIRO Mineral has recently developed a new electron microprobe based system for characterizing zircon grains from heavy minerals sand deposits. The system acquires cathodoluminescence (CL) spectra, X-ray and backscattered electron (BSE) signals in parallel. By scanning over a specified target area, CL wavelength and X-ray element distribution maps of polished zircon grains can be acquired. Post-inspection of the combined dataset using in-house developed software enables correlations between chemistry and structure to be investigated. The new method offers significant benefits over traditional CL and BSE techniques in that direct comparison with the elemental concentrations over the same region is now achievable. By combining the electron microprobe results with data for the same mapped region obtained via a nuclear microprobe, significantly better detection limits (~ 1ppb) for elements with atomic numbers greater than iron are possible. The ability to measure spatially related analytical data and then investigate the correlation of the CL spectra with chemical data is an important advancement in the characterization of zircons. For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Some of the ?do?s? and ?don?ts? are highlighted. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. Mechanical rock breakers are used in block caving operations to reduce the size of ore fragments which are too large to pass through grizzlys at the load-haul-dumper tipping points. Several layouts of grizzly, rock breaker and ore pass are possible. The authors evaluated three different layouts at the Premier Mine Division of De Beers Consolidated Mines. The first layout consisted of a 15m surge bin before the breaker, which was located 15 m below the production level. The second layout had a 43 m longs urge bin, with the breaker located 43 m below the production level. The third layout did not have a surge bin, the breaker was located on the production level and operated at the tip. The ore throughput, availability and utilisation, delays, costs and operational experience with each system are discussed. It was found that the rock breakers did not represent a bottleneck in the ore transfer system and a surge bin did not significantly improve the production capacity. The mine has decided to make use of rock breakers situated on the production level, breaking rocks at the tip.

Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. The Unit of Toxicological Risk Assessment of the Finnish Institute of Occupational Health (FIOH) is conducting a 'Health Risk Assessment for Metallic Chromium and Trivalent Chromium' under the sponsorship of the International Chromium Development Association (ICDA) and the International Stainless Steel Forum (ISSF). This risk assessment will be conducted in accordance with the current European Union legislation in force (Council Regulation 793/93/EEC, Commission Regulation 1488/94/EEC, Dir. 67/548/EEC), but also to meet the regulatory obligations as set out in the European Commission REACH legislation proposal (Consultation Document, the Registration, Evaluation, Authorisation and Restrictions of CHemicals). Further aims include outlining the criteria for the setting of occupational exposure limits for metallic chromium and trivalent chromium compounds. Human Health Risk Assessment according to the current legislation shall entail hazard identification of the toxic end points (acute toxicity, irritation/corrosivity, sensitisation, repeated dose toxicity, mutagenicity, carcinogenicity, reproductive toxicity) including, as appropriate, dose (concentration) - response assessment, and derivation of the N(L)OAELs (No (Lowest) Observed Adverse Effect Level) and/or DNELs (Derived No Effect Level). Exposure assessments for workers, consumers and humans exposed via the environment take into account all the known intended uses. Risk characterisation will compare the typical and/or reasonable worst case exposure estimates to the N(L)OAELs or DNELs to determine Margins of Safety (MOS) for all human populations by each exposure scenario and type of effect, followed by conclusions about the presence or absence of risk. Although all of the key elements of existing legislation remain in REACH, the principal change is that, the burden of proof will be transferred from the member state authorities to industry. The new proposed format of Chemical Safety Report (CSR) will include Risk Management Measures (RMM) as an essential part of the report in addition to the risk assessment. The RMM plays a role in the evaluation of further testing needs and advocating reasons for possible waiwer of requirements. The research programme started in March 2002 and will be completed within the time frame of two years.

The production of sulphuric acid from sulphur generates heat. The majority of this heat is recovered as steam and is often used to generate electricity. Heat not recovered as steam is rejected to cooling water systems. The design of the turbine, condenser, and cooling water systems impacts the overall water, energy, and environmental footprint of the plant. This review considers a conceptual 2000 t/d sulphuric acid plant with several alternative cooling water systems. The review utilizes Hatch?s 4 Quadrant sustainable design tool to compare the alternatives on both an economic and a weighted sustainability scale.

A mining engineer from South Africa, whose research has taken him to some of the world?s deepest gold mines, is the winner of the St Andrews Prize. Daniel Limpitlaw, 27, picked up a cheque for $25,000 for his dissertation on reversing the damage done by early mining technology, which he claims is partly responsible for blighting the urban environment in many South African cities. Launched in October 1998 by the University of St Andrews and international energy company Conoco, the St Andrews Prize sought practical solutions to environmental problems. It attracted interest from 450 individuals and groups from countries as diverse as China, Pakistan, Canada, New Zealand, Germany, the UK and the United States.

The kinetics of the dissolution of colloidal silver in aerated cyanide solutions has been investigated with the aim of developing a relatively rapid and convenient method for monitoring the ?leaching power? of solutions typically used in the cyanidation process. Experimental results obtained are consistent with an electro-chemical model, in which the mixed potential is set up in the active region of the polarization curve for the anodic dissolution of silver, giving rise to a rate of dissolution which is controlled by the rate of mass transport of either cyanide or oxygen to the surface of the silver. The rate of dissolution of colloidal silver was found to respond to variations in the reactant concentrations in a similar manner to gold (and silver) in a typical free-milling ore. The use of this technique for the monitoring and control of the cyanide leach process is discussed.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.
