Rare earth elements (REE) are vital components in modern electronics and green technology products. Supply is tight and global demand is expected to increase, leading to high risk for the economic and national security of countries largely dependent upon foreign supplies. Recycling of REE from consumer and industrial waste materials is a possible way to help meet demand. We have shown previously that biohydrometallurgy can play an economically and environmentally sustainable role in REE recycling, particularly if agriculture or food wastes are used to produce organic acid bioleaching agents. A challenge for organic acid-based bioleaching is the incomplete conversion of the carbon substrate to an optimal organic acid biolixiviant with high REE extraction capability from a variety of REE-containing feedstocks (e.g., mining wastes, magnets from end of life products, spent batteries, etc.). To help meet this challenge a metabolic model was developed for Gluconobacter oxydans to identify options for improving sugar conversion to organic acids. Model predictions were consistent with laboratory data for the microbial consumption of glucose and production of gluconic acid, and suggested that providing growth conditions with relatively high C:N molar ratios could result in lower pH biolixiviant production and thus improve bioleaching. Dr E. C. Hanekom (Visitor): Two years ago we used the bubble pick-up technique as developed at Anglo American Corporation for screening candidate flotation agents prepared in our laboratories. It was obviously necessary to know to what extent the technique gave reproducible results and a statistical evaluation of the test method was made using a mineral sample provided by Anglo American Corporation. A bubble of 2.0 mm diameter was used and the measuring graticule was divided into squares (units) with sides of 5.0 mm at 25 X magnification. The mineral granules had diameters from 53 to 74 mm. The bubble was loaded by depressing it against a layer of mineral grains to give an arbitrary but constant compression of 0.4-0.5 mm. It was rolled five times through 2 mm horizontal displacement. The bubble was then lifted, its load compacted by gently stirring and the projected area measured in squares (units) on the grid. Each substance was tested at 5 ppm concentration in distilled water at five points in the pH range 3-6. With these standardized conditions of operation the reproducibility of the test was studied. Four materials were tested and at each pH value the procedure of forming a bubble, picking up granules and counting the units was repeated ten times. From these results the standard deviation for a single count at any pH value was calculated for each material (Table 1. The coefficient of variation of approximately 3 per cent was relatively low and it was decided that further refinements in the counting procedure would be of doubtful benefit with the present apparatus. Similar experiments were carried out with 12 sample materials. In this case the bubble formation and pick-up were repeated four times at each pH value, the mean value was calculated for each set of four observations and final pick-up values for the materials were obtained by selecting the highest mean count. Each test was completely repeated a number of times as indicated in Table 2 and the standard deviation calculated. The results allowed the selection of the more promising materials and the rejection of poor performers at the 95 per cent confidence level. All tests were carried out by one operator. Some evidence was obtained that the method is sensitive to operator bias. In conclusion it can be said that from all the results analyzed it would appear that once operation conditions are fixed (viz operator, pH control) the precision of the method is adequate. The use of a time series variogram as an aid in controlling the quality of a product was pioneered by Pierre M. Gy and is described. The ability to analyse and interpret covariance relationships time series data is possible using the variogram. The concept of stream heterogeneity allows sources of variability in process streams to be identified and isolated. Principally this is distributional heterogeneity that is due to a short range effect of segregation in the process stream related to size or composition distribution of the material on a local scale and due to a long-range change in the size and grade of the material stream. The variogram is simply a tool for representing these sources of variability in a way that is explicit, allowing identification of the source and providing important insights to temporal continuity between samples. This paper describes the chronologically related large-scale variability in an iron ore process stream (%Fe), and illustrates the control and mitigation of variability at various stages within the process using a variogram. Three main sources of variability are identified including the random variability V[0], the process variability V[1], and the variability due to cyclical phenomena V[cyclic], arising from human routine or mechanical defects. These sources of variability can be represented on the control chart that provides the plant superintendent with insights as to the sampling capability of the systems in place. Maintaining levels of variability within customer specification limits requires that production systems be controlled without overcorrecting for the trends in changing quality. This can be done only by representing the limits of control relative to the limits of specification on a control chart. Where the specification limits encroach on the control limits, one or the other, or both, may need to be changed; specification limits that constrain the control limits lead to reactive decision making that is expensive and stressful for plant operators.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

The roasting of sulphide ores and concentrates is often the first step in the production of metals or chemicals. In many processes, the production of sulphuric acid is viewed as a by-product, while in some plants production is an important economic factor. Regardless of the purpose, a pyrite roasting plant consists of mainly three plant sections: roasting, gas cleaning and sulphuric acid. With the addition of air, the pyrite concentrates are transformed into solid oxides and gaseous sulphur dioxide at temperatures of 600 - 1000° C. After cleaning and cooling, the sulphur dioxide in the roasting gas is further processed to sulphuric acid. Two types of reactors are used depending on the application: stationary or circulating fluid bed . For over 60 years, Outotec has progressively been developing the principle of fluidised bed technology in several different reactor types for a multitude of process applications. The versatility of the fluidised bed reactor system has manifested itself in the treatment of minerals, including solid fuels, and for metallurgical processes both in the ferrous and non-ferrous fields. Process applications have included roasting, calcining, combustion and charring of coals, as well as off-gas treatment. This paper provides a summary of the pyrite roasting technology currently used along with a simple cost comparison of pyrite roasting and sulphur burning processes.

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

1. A NEW CONTEXT FOR METAL INDUSTRY Producers and owners of industrial extractive sites are living hard times due to Environmental pressure and liabilities. This is valid whatever the region in the world, it is just a question of time. On one hand, the normative environmental pressure is increasing through more severe regulations and controls on all pollution sources and production materials. [ ] Furthermore, more impurities are extracted and captured, more the volume of the related wastes is increasing. But disposal costs are increasing, disposal areas for wastes are restricted, markets for wastes are limited and technologies for waste treatment are, most of the time, not available. On the other hand, for most of the extractive industries, the costs required to get access to refine primary raw material are killing the profitability of the industry. Definitively, a technological and economical breakthrough is ongoing: extractive industries have to increase their feed from secondary material and to be involved more and more with the recycling business.

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

"SynopsisThe densities of selected CaO-Al2O3-MgO slag systems were measured at 1823K by the Archimedean method. Thirteen different slag compositions were chosen based on different levels of the MgO content and the mass ratio of CaO/Al2O3. The results indicated that the density of the slag decreases with increasing MgO content (from 0–3.78 mass%), but increases with further increases in MgO content up to 11.33 mass%. At a fixed MgO content of 5.5%, the trend of density change with CaO/Al2O3 in the slag is similar to that for changes in MgO content. On the basis of the regular solution approximation rules of excess molar quantities, an attempt was made to estimate the molar volume of the slags investigated. The application of the molar volume model confirmed that the present expanded approximation rules are applicable to predict the molar volumes of the melts discussed.IntroductionDensity is one of the most important fundamental properties of slags, which influences metallurgicaly phenomena in many ways. Density is sensitive to the nature of the chemical bonds and the species in the melt, and is of great importance not only for theoretical research on the structural properties of molten slags, but also for industrial applications. Density is also required to estimate other key properties used to assess the behaviour of high-temperature molten oxides, e.g. viscosity, surface tension, and thermal conductivity.Liquid calcium aluminate slags that contain magnesia are the basis of most ladle slags for secondary refining processes. The CaO-Al2O3 binary phase diagram (Hallstedt , 1990) shows the eutectic composition (50 wt% CaO and wt% Al2O3) has the lowest melting temperature. The main emphasis of this study is on the 12CaO·7Al2O3 refining slag with MgO additions. The CaO-Al2O3-MgO ternary system is of considerable importance in industrial metallurgical processes, and is fundamental to the understanding of metallurgical slags, ceramic materials, and geological phenomena."

Contribution by W.D. Ortlepp In the Journal of May 1994, the authors first presented the concept and analysis that formed the basis for a design approach for deep tunnels, now expressed more explicitly in the present paper (March/April 1996). In a contribution in the Journal of March/April 1995, I expressed a certain disquiet about the validity of their original approach. The authors responded to these criticisms in the same issue. It is apparent to me now that both the contribution and its rebuttals were written, probably for different reasons, in such an obscure and pedantic way as to further confuse the reader rather than provide enlightenment. My concern still persists. But in order to avoid further confusion I will attempt to pose my uncertainties and difficulties in a much more direct way. On page 98 (top of 2nd column) in the earlier paper, an important statement concluded as follows: '. . . the horizontal ellipse requires 140 per cent less force for equivalent stability'.

Anglo American Platinum's Khomanani 2 shaft changed over from down-dip mining to breast mining in 2004. The changeover was made to ensure that production targets were met, as it was said that predevelopment for down-dip mining was not fast enough to sustain the required ore reserves; nevertheless, production performance did not increase as expected. In this study a trade-off was performed between down-dip mining and breast mining on the Merensky Reef at Khomanani 2 in order to find the most suitable method for mining the Merensky Reef. Data was gathered by means of a literature survey, underground observations, and interviews with personnel as well as data from various departments on the mine. The two mining methods were studied and then evaluated in terms of the following criteria: safety, mining rate, cost and other factors which were identified as the main drivers of the mine. A scaling system was used to rate the performance of the two mining methods. Analysis of the results shows that down-dip mining and breast mining have the same safety performance ratings. Breast mining has a better mining rate performance than down-dip mining. Breast mining was found to be costly in comparison with down-dip mining, which has a good cost performance rating. The overall ratings of the two mining methods are very similar, with down-dip mining achieving a rating of 76 and breast mining 75.5 out of an optimum 102. Khomanani 2 currently practices breast mining, and with such a slight difference in performance rating between the two methods, it will not be worth changing over to down-dip mining as production is likely to be adversely affected during the changeover. Down-dip mining does, however, have potential for improvement in its performance rating. Further studies focusing on the improvement of the mining rate performance for down-dip mining are needed to see if this potential can be realized. If significant improvement can be made in the performance rating for down-dip mining, a changeover to down-dip mining can be reconsidered.

New mechanical and pneumatic-mechanical flotation machines with axial impellers have been developed. Industrial tests show that these machines ensure lower power expenditure (on flotation) by 1.5-2.0 times as compared with reference machines (with the same or improved technological indices). Application of the newly developed axial impeller, with these advantages, is possible in any volume chambers of type OK, Dorr-Oliver, Wemko etc.

LKAB’s Kiruna Mine, located above the Arctic Circle in northern Sweden, is the second-largest underground mine in the world today. The orebody is a world-class high-grade magnetite deposit, from which three raw ore products are extracted. We use mixed integer programming to determine a production schedule, i.e., which production blocks to mine, and when to start mining them, so as to minimize deviation from planned production quantities while adhering to the operational constraints of the mine. The resulting model contains thousands of binary variables and a commensurate number of constraints, precluding us from obtaining a schedule in a reasonable amount of time. In mineral exploration the place that yields the first significant result is marked and two questions are posed immediately. Where should the next sample be drawn and how big should it be? At present the answers are arbitrary and ad hoc. They depend on personal experience and sentiment?that is hunch. The thought processes involved in reaching the decisions are unsatisfactory and unsatisfying for professionals. This paper proposes guidance on choosing sample spacing and sample size. The guidance is obtained from the grades of the samples. The grades also imply the extent of influence of each sample assay. Thus sampling and assay are integrated. The integration is achieved by changing the unit of value in which assays and grades are expressed and by exposing meanings and functions of grade beyond that of measuring rock value. The proposals are extended to guide comminution of particle size in sample size reduction and to deal with the problem of erratic high assays. Also, elucidation becomes possible of the computation of a reliable figure for average grade as a statistical weighted mean.

Solids suspension influences the quality of mixing and energy requirement in a solid-liquid system, both of which determine the efficiency of industrial processes such as nickel precipitation. Nickel solids concentration distribution in a stirred tank was investigated using computational fluid dynamics (CFD) and experimental methods. The concentration distribution of the nickel solids was compared with that of sand and glass. The laser Doppler velocimetry (LDV) method was used to measure the velocity field for the liquid-only system and an optical technique was employed to determine the axial solids concentration distribution. Regions of in homogeneity in the tank were identified. It was found that, for a given solids loading, the solids concentration distribution depended on both particle size and particle size distribution. High solids loadings were investigated and a difference in the concentration distribution pattern was obtained with nickel, flint glass and sand particles. The CFD simulation results highlighted problems that could be associated with some conventional experimental methods of determining solids concentration distribution in a stirred tank.
