MR. STOUT: The picture shows the plan of the "V"-system as worked at Berwind mine, in a small strip of coal adjacent to the 4th right entry. The dotted line (indicating) show the position of the break rows as set for each of the three consecutive breaks. In two cases the break rows failed to function properly and as a result, the roof caved along the points of the "V's" as well as back along the faces a short distance. This affected the ventilation to a certain extent, but was remedied immediately by cutting through the points near the cave and setting additional timbers. At the present time we are putting in the break row of heavy red spruce props, making the row straight instead of curved as is shown in the picture; in this way we believe we can better control the breaks. The three "V" entries were driven up 14 feet wide, for a distance of 260 feet without cross-cuts. A very neat and substantial line brattice was carried up each entry as the places advanced. The principal factors in determining the success of this system are ventilation, roof control, and transportation. We are well pleased with the results from these three "V" places and now have four other places, about 500 feet to the west of these, driving at the present time in which we hope to get still better results. A MEMBER: What centers did you use there? MR. STOUT: We used 70 feet. This may be increased or decreased according to local conditions. MR. F. W. WHITESIDE (Chief Engineer, Victor-American Fuel Co.) Will you please describe roughly how your cars are handled? MR. STOUT: Cars are brought from the parting and pushed up along the faces by a storage battery locomotive. The faces are about 70 feet long and we found that five or six cars can be loaded and transported very conveniently. It is important to get a quick exchange of cars, and in this way we were able to keep the shovelers busy at all times. A MEMBER: What is the grade in your "V" entries? MR. STOUT: Five per cent in favor of the loaded trip. A MEMBER: What is the angle of your "V" faces? MR. STOUT: The angle at the throat is 45 degrees. MR. SAMUEL ANDREWS: In what direction does the air travel? MR. STOUT: The air travels down the dip entries and is deflected up the first "V" entry, and travels along the points, and returns down the last entry. There is no more difficulty in ventilating "V" faces than in ventilating rooms, providing the points are kept open. A MEMBER: What amount of air do you have in that section? MR. KAISER (Superintendent, Berwind Mine): Eighteen thousand cubic feet per minute. MR. ANDREWS: It is necessary, Mr. Stout, to brattice these places?

Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. The briquetting of fuel is an industry centuries old and has followed the hammer and tongs method of making use of any by-product fuel by the simple process of sticking the mass together with anything that will stick. If fuel briquetting, as an industry, once in the lead over coal mining, had kept pace by introducing science, there would not at this time be the mad scramble to look up the fuel briquette family tree and accept every new method as fruit without the cultivation that makes fruit worth while. Cultivation of industry is a mass of evidence showing a tremendous expenditure of money for mistakes paving the way to success. Cultivation of the mining industry is practiced by nations and low temperature distillation and fuel briquetting will in the near future receive the same consideration. Fuel briquettes were used as a winter fuel in Ireland and Scotland before the discovery of America' or the introduction of coal as a fuel to replace briquettes in Ireland. This industry was practiced by the peasants who collected peat from the bogs and cut it into brick-shaped blocks, which were set up to dry in the sun and stored under cover for use or for sale. Demand for peat briquettes led to competition that resulted in a highly refined fuel. In some localities the peat was ground and purified from the earth by washing before placing in presses to squeeze out the excess moisture and form a block of peat about four inches thick. These blocks, after standing in the sun for a few weeks, were cut into briquettes about four inches square by twelve inches long and moved under cover where they remained until thoroughly dry. In this form peat makes an excellent fuel with considerable heat, small amount of smoke while burning, and tough enough to stand hauling in carts and boats without breakage. Slack from domestic coal, non-coking and anthracite, has until recently commanded a very low price and the attention of briquette men has centered on ways and means of preparing this class of fuel for the market in the form of briquettes. Industrial plants with automatic stokers have taken kindly to cheap slack or slack that was cheap because the price has been boosted to a figure where the cost of slack plus the cost of binder and operation makes fuel briquettes somewhat expensive. However, fuel briquettes are being turned out in commercial quantities to compete with prepared lump coal and the demand is in favor of the briquette man. Science has been called to aid the briquette and it is possible to purchase a complete coal briquetting plant that will turn out between four tons per hour and thirty tons per hour of briquettes at a calculated cost per ton to cover material and every item down to insurance on the plant. A few briquettes are being ' made with a mixture of- Portland cement and pulverized coal, where this class of briquette is cheap in the making, there is the increased amount of ash due to the cement to contend with and the briquette is not one that can compete with lump coal. Most binders have a fuel value, such as coal tar, pitch, asphalt residium, flour, glue and secret binders. Most briquettes are of an egg shape, weighing between one and one-half ounces and five ounces, pressed to form with a pressure varying between 1,000 pounds and 2,500 pounds per square inch. This' pressure, together with the binder, make a lump of fuel harder than most grades of soft coal. Most of the briquettes are free from pitch odor, and any tendency to leave a trace of the binder on the fingers, easy to handle, quick to, ignite, high in heat value and capable of indefinite storage without any change. Evaporative efficiency of briquetted fuel in stationary, marine and locomotive boilers has proved that a great many low-grade coals can be fired successfully in the briquetted form, where the same fuel without briquetting failed to give boiler rating.

At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

Coal is the basic necessity of our present-day civilization, and those engaged in the industry, whether miner, day-man, pit boss, tipple boss, superintendent, salesman or operator, have a direct responsibility to the public at large. Our country is blessed with a great supply of Bituminous coal, upon which it must largely depend for its industrial prosperity. Anthracite coal, in its relation to our economic situation, is a small factor, as its ratio of production to Bituminous coal is only about one-sixth. However, within the last ten years, electricity and oil have largely displaced the use of coal in industry, so that the use of Bituminous coal is decreasing, relatively, and the potential production of Bituminous coal has largely increased since the war. High wage scales and high freight rates make the delivered price of coal to the consumer so out of proportion to the cost of electricity and oil -and strikes make the supply of coal so uncertain-that industry is rapidly turning to electricity and oil. The energy in a ton of coal can be transported, by electric current, a distance of 250 miles for 78% of what it costs to ship the coal in bulk, by rail, in the East-and, for about 60% of what it costs in our section of the country. The use of fuel oil, distillate and gasoline, in industry, has increased by leaps and bounds. Especially was this noticeable during the strike this year, as the large packing plants in Kansas City, Omaha and Sioux City (that formerly used nothing but coal) are now practically all using oil. This also supplies to other industrial plants throughout our territory in Texas, Oklahoma, Kansas and Nebraska. Many railroads are using oil, as are also the smelters, cement plants, etc., etc. Ten years ago, 100% of the threshing in the state of Kansas was done with coal-today not over 25% of it is done through that means-and so it goes all along the line. The use of our coal is being yearly more restricted in industry. In the case of domestic consumption, the circle is also ever decreasing.' In small towns and on farms, kerosene, gasoline and wood are largely utilized for cooking. For the past four years, along any country road, it is a common occurrence to hear a buzz-saw cutting old fence posts or timbers taken from creek bottoms. Many thousands of tons of coal are displaced each year through the use of corn and cobs. In larger towns, gas plants have been installed, and many housewives use gas-in communities contiguous to natural gas, that is used for industrial and domestic purposes. The time has gone when industrial and domestic consumers or dealers are satisfied to buy anything that is black-competition among the coal-producing states is keen, and will become more so. Eastern and southern fields are turning out splendidly prepared coals of high quality, and with their lower freight rates to competitive territory, will entirely nullify the use. of our Western coal unless-

Mr. Peperakis illustrated his talk with a number of slides which were not reproduced with the printed text. (For the printed text of Mr. Peperakis' paper see index.) James J. Diamanti, President of the Car- bon Fuel Company, Helper, Utah, was introduced by Mr. Westfield, and he spoke on "Small Mine Operators Help Themselves." The Fortieth Regular Meeting of the Rocky Mountain Coal Mining Institute was called to order in the Hotel Utah, Salt Lake City, Utah, Wednesday, June 10, 1942, at 11:30 a.m., by President, Wetzel, who presented Mr. William A. Fealey who, in turn, introduced Mr. Bracken Lee, Mayor of Price, Utah, who made the address of welcome. President Wetzel then made a few remarks. The Secretary announced with regret that, due to the critical illness of Mr. Sidney Hale, he would be unable to at- tend the meeting. On motion of Charles M. Schloss, duly seconded and carried, the reading of the minutes of the Thirty-ninth Regular Meeting was dispensed with. Mr. Schloss also moved that the Chair appoint the usual committees, which motion was seconded and carried. President Wetzel then announced that the committees would be appointed during the afternoon session. Following routine announcements, the meeting recessed at 12 o'clock noon to reconvene at 1:30 p.m.

The twenty-eighth regular meeting of the Rocky Mountain Coal Mining Institute, which was held jointly with the Utah Section of the American Institute of Mining and Metallurgical Engineers, was called to order at eleven o'clock A. M., Monday, March 11, 1929, President Otto Herres presiding. Introductory remarks were made by John M. Boutwell, Chairman of the Utah Section of the American Institute of Mining and Metallurgical Engineers, who outlined the intent and purpose of the joint meeting, and its co-operative program. He spoke of the in- creased recognition being given to men in the engineering profession by the public, which has recently been manifested by the election of President Hoover, an engineer of outstanding ability, and the re-election of Governor Dern to the Governorship of the State of Utah. He then introduced Governor Dern, a fellow member, to make the address of welcome. Governor Dern assured the meeting a hearty welcome. He spoke of Utah as one of the important mining states of the Union, particularly in metal mining; the magnitude of Utah as a coal mining state being limited only by its market; of the enormous coal resources of Utah, and the problems of the coal mining industry.

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." (The text of his address appears later in these proceedings; see index for page number.)

Mr. Pickett's remarks were primarily concerned with the legislative aspects of the coal industry. Mr. Pickett stated that as a result of the 1952 election, only two senators and eleven representatives are now in the legislature who have ever served under a republican administration. He said there are 425 legislative issues now on the floor of Congress concerning the coal industry, but the coal industry has difficulty in legislation, because, although there are 31 coal states, only 11 states produce more than 5,000,000 tons per year, and 11 states produce between 500,000 and 5,000,000 tons of coal a year. In these states there are 44 senators and 195 representatives, less than a majority in either house, if all could be counted on to support the coal industry. An important committee to the coal industry is tile House Ways and Means Committee, composed of 25 members, 15 Republicans and 10 Democrats. Even with the support of the senators and representatives from these 22 states, legislative action is difficult.

President Robert M. von Storch, General Superintendent, Coal Mines and Quarries, Columbia-Geneva Steel Division, United States Steel Corporation, Dragerton, Utah, called the meeting to order at 9:30 a.m. in the absence of John Peperakis, Past President, who was usable to attend because of a mine fire. He welcomed the members with a paper entitled "With Serene Confidence." He also showed a short movie, "The Waiting Harvest," with his speech. Following the president's speech, the first business meeting of the Institute was held. Secretary-Treasurer Fred Whiteside presented the Treasurer's Report. Motion made by Mr. Whiteside, second by Stan Shubart that this report be accepted. Motion carried. Because the minutes of the last meeting were published in the Institute's booklet, the reading of the minutes was dispensed with, and the President announced the members of the various committees: General Chairman ? Briefly, the machine consists of a steel frame mounted on roller bearing wheels and axles, an electric motor, a fully enclosed speed reduction gear unit, a specially designed centrifugal pump driven through a friction clutch and silent chain, a mixture tank and agitators, and all necessary operating and control mechanism. The wheels are mounted on solid roller bearings made of special roller bearing steel, and are cast with deep chilled threads. The axles are of high carbon axle steel. A General Electric Company motor, of special design to exclude dirt and moisture, is used. It has an unusual overload capacity and a maximum torque at starting speed. Special arrangement can be also made for storage battery operation. The motor drives from one end, through a flexible coupling, to the speed reduction unit, and from the opposite end, through a similar coupling, to the pump clutch. The design of the flexible couplings is such that the drive is reversible. The speed reduction gears are enclosed in an oil and dust proof housing. All spur gears, as well as the main drive clutch, are made of steel forgings, with accurately cut teeth. An aluminum bronze worm wheel and special heat treated alloy steel worm provide the speed reduction for the traction drive. The worm shaft is mounted on Hyatt roller bearings and the thrust is taken in each direction by ball thrust bearings. The main drive shafts are of special alloy steel and operate in Hyatt roller bearings. The slow speed shafts run in extra large bronze bushings. Ample and constant lubrication is provided by splash from the gears running in oil. The Mudite pump is of special de- sign. A renewable wearing plate protects the pump casing from the natural wear of the mixture. The open runner is mounted on an extra large shaft which runs in a Hyatt roller bearing on the pump end and in Timken roller bearings on the outboard end. A special cage prevents water and grit from reaching the pump bearing. All thrust from the runner is taken on the Tim- ken bearings and these bearings also provide for the accurate and easy adjustment of the runner. The pump is driven by a silent chain, which operates on cut steel sprockets, from a friction clutch. The clutch is designed to secure long wearing qualities with minimum attention and its adjustment is easily effected. It is mounted on Hyatt roller bearings and the clutch drive shaft also runs in the same type of bearings. The pump discharges through a nozzle, which is adjustable, and controlled by the operator. The mixture tank is of approximately 650 gallons capacity. It is provided with a mixing well constructed of perforated plate screen to prevent large hard particles from getting into the valve or pump. The tank is filled through an opening in the top directly into the mixing well. On a shaft running longitudinally through the tank are arms so arranged that the mixture is thoroughly mixed and kept in continuous circulation from end to end. This shaft is driven from the speed reduction unit by a steel roller chain operating on cut sprockets. The traction drive is taken from the worm wheel shaft through steel roller chains of extra large size that run on cut steel split sprockets on both axles. An idler sprocket provides for easy chain adjustment. The axles are mounted in solid roller bearings in fully-enclosed dust proof housings, which support the frame through coil springs. These springs eliminate twisting strains on the frame on account of track irregularities and also relieve the working mechanism from road shocks. The speed reduction from the motor to the wheels is such that it gives an operating speed of approximately ninety to one hundred thirty feet per minute.
