Profiled here are the eight RMCMI 2000 Scholarship Award winners. Six of the eight attended the 96'' Regular Meeting and convention at the Sheraton Tamarron Resort in Durango, Colorado in late Tune. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a 52,000 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners arc guests of the Institute Sunday through Tuesday noon and have an outstanding opportunity to meet many in the coat industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. Contributions to this worthwhile project are tax deductible to each individual RMCMI member or his company. Through donations of $100 or more to the Patrons of the Institute, each Patron receives a plaque and a year bar for each additional year contributions arc made. Vatterrodt University of Arizona The son of Charlene and Larry Vatterrodt, David graduated from Marana High School, Tucson, Arizona where he attained a 3.6 GPA. In his second year at the University of Arizona he has a 3.4 GPA and is pursuing a Bachelor of Science in Mining Engineering. He is a member of SME and enjoys playing tennis and riding his motorcycle. He is the recipient of a $1,000 Tradition of Excellence scholarship. David volunteers every Saturday morning during the academic year at the U of A. San Xavier Mining Laboratory. His tasks there include work area inspections, jack-leg drilling, scaling, roof bolting, operating an LHD and overshot mocker, track laying and other general maintenance. COLORADO WINNER [ ]Jonathan B. Casten Colorado School of Mine. Graduating with high honors and a 3.99 GPA from Windsor High School, Colorado, Jon is well prepared for the rigors of academia. In high school he was on the Dean's list, Salutorian of the Senior Class, member of National Honor Society, Colorado Boys State delegate and lettered in varsity golf.At Mines, Jon belongs to SME and Work Study and maintains a 3.75 GPA. He enjoys golf, hiking and weight lifting. His parents are Katherine and Fred Casten of indsor. Jon has chosen Mining Engineering as a career as he plans to improve the nation's efficiency of extracting natural resources.

The morning session opened at 9:00 a.m. and was presided over by Mr. Don Ross, Manager of Mines, Kaiser Steel Corporation,- Sunnyside, Utah. The first speaker was Mr. S. W. Zanolli, Partner in Law Firm of Webster and Kilcullen, Washington, D.C. Mr. Zanolli was born and raised in a coal mining community of Fredericktown, Washington County, Pennsylvania. He was educated at Washington and Jefferson College and graduate schools of the University of Pittsburgh. He served as an infantry officer in the European Theatre of operations during World War 11. He worked as' a handloader at Vesta No. 5 Mine of Jones & Laughlin during summers while attending Washington and Jefferson College. He worked at a variety of production jobs at No. 7 Mine. of Island Creek Coal Co. of Holden, West Virginia. Assigned to a variety of industrial relations assignments at Island Creek Coal' Company during 1949-51, attaining position of Supervisor of Personnel and Labor Relations. Served in many industrial relations assignments at U.S. Steel Corp. headquarters during 1953.-1967, attaining a position of Personnel Director-Heavy Products Operations. In January, 1968" he became a member of the Bituminous Coal Operators Association-as Executive Vice President. This past year he went back to practicing law and is a member of the Law Firm of Webster and Kilcullen, Washington, D.C. He is married and has five children.

In this very interesting paper, Mr. Harrington mentions a considerable variety of materials suitable for use in the rock dusting of coal mines; this suggests that you may possibly be interested in same purely theoretical figures tending to show the superiority of gypsum for this purpose. Some of the gentlemen present have found difficulty in applying a thick, adherent coating of dry gypsum to the ribs and roofs of their workings, for which reason pulverized gypsum will perhaps be chiefly useful for the loading of barrier troughs. In view of the function that rock dust is expected to perform in case of a coal-dust explosion, it seems obvious that the most efficacious dust will be the one that can absorb the most heat and absorb it most rapidly. The customary rock dusting materials differ considerably in this respect, depending principally upon the facility with which they can be decomposed at the temperatures encountered in a coal-dust explosion. Such stable materials as silica, anhydrite and flue-dust vary but slightly in their heat-absorbing capacities, the specific heats of minerals in general ranging between 0.19 and 0.22; on the other hand, gypsum and limestone, as well as certain argillaceous materials such as shale, adobe, etc., are capable of absorbing additional heat through their chemical dissociation, although, as will appear later, it is questionable whether the amount of heat thus absorbed, in the case of limestone, shale, and adobe, is large enough to have any practical value. As to the temperature developed by a coal-dust explosion, the Bureau of Mines reports one test in which gold foil was melted, and others in which silver foil was melted, but not gold; hence 1832° F. (1000° C.) seems a reasonable figure to assume for purposes of calculation. Normal temperature is taken as 68° F. (20°C.). The other fundamental data required for the computations as cited by various authorities, are as follows: [Specific heats Gypsum : 0.259 Calcium sulphate, anhydrous. . .190 Limestone 0.216 Lime 0.239 Clay, shale, silica, etc. usually not exceeding 0.220 Carbon dioxide .:0.217 Steam (at atmospheric pressure)0.500 Heats of formation CaSO4+2H2O-4.606 Kg-cal. per gram molecule, or 48.2 B:t:u.' per pound of gypsum.- CaO +C0,42.5 Kg.-cal. per gram molecule, or 765 B.t.u. per pound of limestone. Latent heat of vaporization of water. from and at 100°C.. 535.9 Kg.-cal. per kilogram (964.6 B.t.u. per pound).] Computations will be based on the Fahrenheit scale and British thermal units, as probably more familiar in the coal industry. First as to the inert materials: their heat-absorbing capacity per pound is simply the product of their specific heat, say 0.22, multiplied by the assumed rise in temperature, 1764° F., or 388 B.t.u. per pound. Gypsum, CaS0, 2H.0, though apparently perfectly dry, contains 21% of combined water. When gradually heated it will have liberated three-quarters of its water freely by the time it reaches 250° F.; the remaining one-quarter is retained to a somewhat higher temperature, but the last of it will have been expelled at 482° F. The 67th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the C'est Bon Hotel, Park City, Utah, and was in session at 10:00 a.m. The meeting was called to order by Past President John A. Reeves, Vice President, Mid-Continent Coal & Coke Company, Carbondale, Colorado. Mr. Reeves introduced President Max A. Robb and read a brief biography as follows: A Westerner by birth, he has chosen to pursue his mining career with United States Fuel Company, a subsidiary of United States Smelting, Refining and Mining Company. United States Fuel Company is the largest underground producer of commercial and utility coal in the Intermountain West. Max attended Utah schools and has kept his education current through correspondence courses in mining technology and business education, and through attendance at various university-sponsored development seminars.

The 66th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the Opticon Theatre, Snowmass-at-Aspen, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President, Stanley C. Shubart, Secretary-Treasurer, Schloss & Shubart, Inc., Denver, Colorado. Mr. Shubart welcomed the guests and was pleased at the large attendance, in view of the fact, that the site for the convention had to be changed at the last minute from the Stanley Hotel in Estes Park to Snowmass-at-Aspen. He stated that Joe Ward, our General Chairman, could not be present due to the serious illness of his wife, Thelma. He called on Bob Wilson, Chairman of the Registration and Hotel Committee, to give his report on applicants for membership since the last meeting. Mr. Wilson stated that there were 89 applicants and 242 registrations, an all-time record. A list of new members follows.

The 68th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Max A. Robb, Vice President and General Manager, U.S. Fuel Company, Hiawatha, Utah. Mr. Robb welcomed the members and guests and was pleased with the large attendance. He then introduced President Joseph E. Ward, former District Man- ager, Denver Office, Coal Division, Joy Manufacturing Co. (Retired). A brief biography follows: Mr. Ward is a transplanted Westerner, having spent the greater part of his life in the Eastern and Southern areas of this country. In 1927, he graduated from what was then the Carnegie Institute of Technology in Pittsburgh, Pa., with a B.S. degree in Mining Engineering. He dropped out of school for a period between his Junior and Senior years and worked in the coal mines in order to obtain sufficient money to complete his education. Practically all his adult life since graduation, has been spent in or around the coal mines in this country. After graduation, he worked the next 15 years of his life as an underground supervisor, first for the Hudson Coal Co., in Scranton, Pa. and later for the U.S. Steel Corporation in Birmingham, Alabama. He then went into sales, selling basically to the coal mine industry and other mining operations. The last 13 years of his business career were spent as a district manager for Joy Manufacturing CO., 10 years of which were in the Coal Division of their Denver office, covering the Rocky Mountain area. He retired in August 1970 but still retains an active interest in the Rocky Mountain Coal Mining Institute and the Rocky Mountain Coal Industry it supports. He is a widower, his wife, Thelma having died in July 1970. He has two children and six grandchildren.

Presiding was Robert E. Murray. The first speaker was Frank L. Natta, Administrative Manager-Trapper Mine, Utah International, Inc., Craig, Colorado. Subject - "Long Term Coal Contracts." Mr. Natta graduated in 1973 from Colorado School of Mines with a B.S. in Metalurgical Engineering and a M.S. in Mineral Economics. Since 1974, he has been employed by Utah International having spent 5 years in San Francisco as Senior Market Analyst. In this capacity he was responsible for market development efforts for Utah's U. S. coal reserves. Recently, he was transferred to Craig, Colorado, as Administrative Manager of Utah's Trapper Mine. In this position, he is responsible for purchasing, warehousing, accounting and sales contract administration. The second speaker was Brucks Mitchell, President, Human Resources Management, Inc. Richardson, Texas. Subject-"Making Unions Unnecessary in the Coal Industry." Mr. Mitchell has a B.A. degree in English-Oklahoma State University. M.B.A. degree in Organizational Behavior-Southern Methodist University. Ph.D Candidate - Organizational Behavior - North Texas State University. Mr. Mitchell formed an Association of Consultants to perform assignments in Industrial Psychology and Human Resources Management. Particular emphasis has been to establish policies and procedures to make labor unions unnecessary. He has been consultant to various industrial and municipal organizations.

President Robert Wilson opened the meeting at 9:00 a.m. He introduced William A. Bear, General Manager Bear Coal Company, Inc., Somerset, Colorado, who presided over the session. George Nugent, Peter Kiewit Sons' Company, Sheridan, Wyoming, presented a most interesting film "Montana Mine Reclamation." His biography follows: George Nugent first entered the coal business in 1943 when he developed Peter Kiewit Sons' Co.'s first coal mine-Big Horn Coal Company at Sheridan, Wyoming. Since that time he managed an expansion program for P.K.S. in mining that resulted in the development of two other producing mines - Rosebud Coal Sales Company at Hanna, Wyoming and Decker Coal Company at Decker, Montana, in which Pacific Power and Light is a partner. Applications are now pending for a third mine. Black Butte, a joint venture of P.K.S. and Rocky Mountain Energy Company, near Point of Rocks, Wyoming. Nugent is a Past President of the Wyoming Chapter, Association of General Con- tractors, Wyoming Mining Association and Rocky Mountain Coal Mining Institute. He was President of Big Horn Coal Company and Rosebud Coal Sales Company as well as Manager of the Mining Division of Peter Kiewit Sons' Co. and Decker Coal Company when he retired Jan. 1, 1975.

Pictured on these pages are the seven RMCMI Scholarship Award Winners for the 1987-88 year followed by a brief profile. Six of the winners were present as RMCMI guests at the June convention in Breckenridge, Colorado to receive their recognition plaques at the welcome session held Monday, June 27, 1988. In addition to the plaques, each winner receives $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the previous year will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing and are recommended by their university. Criteria for these awards is (1) That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program was extended in early 1988 to include curricula other than mining department, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member. Bowler University of Arizona Tucson, Arizona Tony has taken a well balanced curriculum and at the same time maintained significant progress toward a Geological Engineering degree. He is interested in computer science and programs as a hobby He is the master of several computer languages including machine language on different personal computers. [ ] Christopher Taylor Colorado School of Mines Golden, Colorado Before matriculating at Mines, Chris served four years with the U.S. Army Special Forces attaining the rank of sergeant. He is active in the military, serving in the Reserves and R.O.T.C. This duty precluded his attendance at the Breckenridge meeting. He plans to get summer work experience in mining before graduation and is interested in the managerial and technical aspects of the mining business. [ ] Laverne West New Mexico Institute of Mining & Technology Socorro, New Mexico A native American of Laguna/Navajo ethnic origin, Laverne graduated from the Sante Fe Indian School as valedictorian. She served as both secretary and president of the American Indian Science & Engineering Society. She works at the Nevada Test Site with contractors assisting project engineers in a variety of jobs. She plans to earn a dual degree in Mining and Geological Engineering then pursue a Master's degree in Mineral Economics at the University of California at Berkeley. Among her honors are a four year scholarship from Sante Fe Southern Pacific Foundation, a one year scholarship from Mobil Oil Corporation and another from Eastman Kodak.

The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. Two of these, Mid-Continent and California, supply about seventy-five per cent of the present total domestic output

RMCMI members were welcomed at 12:30 p.m. by President McKeever. Following the luncheon held at the Conference Center, McKeever introduced Mr. Brooks Mitchell who is President, Human Resources Management, Inc. in Richardson, Texas. His topic was "Perspective on the Last Five Years. " The RMCMI Championship Tennis Tournament was held at the Marriott's Mark courts under the direction of Chairman Alan W. Czarnowsky and his committee members Mary Kay Aisenbrey and Jon Pratt. EVENING Tuesday, June 29, 1982 From 6:00 to 9:00 p.m. a Mini-Banquet was held for the young people of RMCMI members in the East Room of Lionsquare Gore Creek Lodge. The 6:00 p.m. time found RMCMI members gathered for a social hour at Marriott's Mark poolside, The Annual Speechless banquet followed at 7:00 p.m. in the Conference Center. After the dinner, President McKeever introduced the Golf and Tennis Chairmen who announced the prize winners. Robert W. Wilson, Chairman of the Nominating Committee, presented the following slate of officers for 1982-83: President, Vernal Mortensen; Vice Presidents-Colorado, Charles W. Margolf; Montana, Art K. Neill; New Mexico, Robert Diederick; North Dakota, James A. Brown; Utah, Bernard Bernstrom and Wyoming, John T. Goodier. It was moved by Loren V. Linville, seconded and carried that the elective ballot of RMCMI be cast for the officers as nominated. Mr. Wilson advised RMCMI that a successor to Mrs. Whiteside would be selected at a later date by the Committee and Executive Board inasmuch as Mrs. Whiteside's resignation had been received only ten days earlier and there had been no time for interviews. There being no further business, the meeting was adjourned at 9:30 p.m. MORNING SESSION Wednesday, June 29, 1982 President McKeever called the meeting to order at 9:30 a.m. in Salon A of the Marriott's Mark. New business included a report of the Auditing Committee and it was moved by Chairman Paul Hronich, seconded and carried that the Financial Report as prepared by the Treasurer, Mrs. Augusta Whiteside, be approved as submitted. The report of the Resolutions Committee was presented by Chairman Ed Ziolkowski who moved that certain resolutions be approved. The motion was seconded, carried and the resolutions follow: 1. RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the coal industry have suffered the loss, through death, of the services of: John Chrystal Richard R. Shubart George Sumers Cal Witmer NOW THEREFORE, BE IT RESOLVED, that there be recorded in the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere and deep regard and sympathy of the members of the Institute. 2. The subject of my few remarks addressed to the Rocky Mountain Coal Mining Institute, "Guessing or Knowing! Which," may perhaps suggest but little to you here today. However, I am sure you will all agree with me when I say that in the conduct of a coal mining operation there should be no choice between guessing and knowing. The value of, and the results to be obtained from this Institute, its meetings and printed transactions, as well as those of other similar educational organizations, depend very largely on the mental attitude of those who constitute, through their pronouncements, the more active portion of the membership. Perhaps the most apt criticism that is now being made of the coal industry is that, to an extent possibly exceeding any other industry of similar magnitude and importance, it depends for its conduct altogether too much on "rule of thumb" and "tradition," rather than on proven practice and actual fact. The records of our coal mining association meetings bear expression of many conflicting opinions, the majority of which are sincerely put forth by those expressing same as representing the facts; the extremes expressed, however, frequently fix the question raised as one yet located in "no man's land." There are yet too many chances taken we are still "weighing pounds on railroad track scales" and measuring yards with the proverbial "bit of string." The actual expense of conducting any one of the several operations incident to the production of coal is rarely determined, and in many instances the general cost figures, prepared some weeks after the work is complete, are of that sweeping character that very little can be abstracted therefrom. Many coal companies are now making a daily cost sheet, showing the cost of labor and material in detail, as used in the several related operations,, and such is decidedly helpful, particularly to the mine superintendent and his foreman, who, without such, sail an uncharted sea; the auditor's belated monthly summary rarely ever seen by these men who are held responsible for the labor and material used. I have made reference to this situation as an accentuation of the fact that the coal industry contains more "serious minded, conscientious guessers" than does any other similar industry, although the annual cost of our product runs up well beyond the billion dollar mark, and what is more important, our industry is one that still continues to exact a heavy toll of human life. Now this brings me to the question of safety, the one question that should be, and which is, I know, uppermost in your minds. The coal mining world, engineering and operating, is now well sold on at least two things the theory of using permissible explosives and the elimination of the open light. Furthermore, the industry, particularly that portion which is located in Great Britain and the United States and Canada, are now planning vast extensions of the use of "rock" or "shale dust," both in the form of "dust barriers" and in "direct application" to entries and cross-cuts. This is well; however,, my study of past mine explosions has convinced me that the great majority of such had their very beginning in gas accumulations; frequently originating in restricted areas at the working face, in abandoned worked-out areas, or in some other certain place where ventilation is not, maintained as it should be; and that again leads me to the point where it can again be well said, that there is too much "rule of thumb," too much guessing now being done in regard to the volume of air required, and continuously furnished, in a given entry,, panel, room or area. Just to emphasize this situation, is it not a fact that the majority of mine inspectors express the ventilation conditions as measured by them, in terms of cubic feet per man employed, in each certain split, and does not the mining laws of many states yet demand a minimum of "100 or 150 cubic feet

MR. MARGOLF: Our final speaker this afternoon before we have an opportunity for some questions for the members of the panel, is a gentleman who has spent more than 40 years in the newspaper industry. He started out as an office boy while he was still in high school. He worked his way through college working for a newspaper in Lexington, Kentucky where he graduated from the University. He has a long association with the Albuquerque Tribune but what brings him here today is in his position as editor of The Rocky Mountain News which is certainly one of our largest circulations.
