The computer program has been developed in conjunction with the rest of the project to evaluate evacuation capabilities of the mines and develop guidelines for the escape systems. There are several problems associated with predicting evacuation performance of a mine. First, the mine has many interconnected passages, shafts, hoists and a number of miners in varying positions. To be able to predict evacuation time requires processing a hugh amount of data. A simplistic approach of determining the miner farthest from the exit and calculating evacuation time for him knowing his walking speeds and hoisting times is not realistic, since the waiting time for the hoist is neglected. The second problem is being able to repeat the calculations for a number of configurations. It may be possible to spend enough time to hand calculate the evacuation parameters for a single mine for a single configuration, but to evaluate capabilities of the evacuation

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

To improve operational effectiveness of enclosed cab filtration systems. Background Enclosed operator cabs are widely used on mobile excavation equipment in the mining and construction industries. They protect the operator from bad weather, noise, and airborne dusts. The inside cab environment usually must be kept at very low dust concentrations because of quartz dust generated from the excavation of silica-bearing rock. Most cab designs achieve heating and air conditioning effectiveness by recirculating most of the interior cabin airflow, with a smaller portion of the outside air added to the cab as makeup air. Both the recirculated cab airflow and exterior makeup air added to the cabin should be efficiently filtered, with the makeup air positively pressurizing the cab interior. Ideally, operator cab air filters should provide at least 99% capture efficiency for dust particles as small as 0.3-pm aerodynamic diameters. These higher efficiency air filters provide good dust control for the equipment operator, but tend to accumulate dust more quickly than lower efficiency air filters.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures which exposed miners to serious roof fall hazards. To help determine what factors contribute to such failures. the National Institute for Occupational Safety and Health (NIOSH) compiled a comprehensive international database of 130 case histories. The cases include five failures where major rock falls occurred in front of the shields, and six even more serious failures involving major overburden weighting. This suggests two room failure mechanisms The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender narrows. The second is a weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rock well above the immediate roof The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables, and trusses) is employed together with higher-capacity shields The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used

D. 1 Most Effective Salts A. Ammonium Phosphates Monammomium phosphate and diammonium phosphate (salts of ortho phosphoric acid) are superior to the triammonium salt in fire-resisting properties. Of these two, the monammomium salt is chemically the more stable. It is also held very retentively by a number of woods, thus reducing leaching out of the salt if exposed to water. Saturated aqueous solutions of mon- or di-ammonium phosphates have vapor preservatives corresponding to an atmospheric relative humidity of 9Z to 93 percent, the wood, will, therefore, not attract any moisture at humidities below this figure. Low concentrations (1 lb dry fire-retardant per cubic foot of the dry, treated timber) will stop flame and high concentration (5 lbs. per cubic foot) will prevent smoldering. B. Ammonium Sulphate In low concentrations ammonium sulphate has only a small effect on flame propagation, but its effect is marked when concentrations of the order of 20 percent are employed. It has no appreciable effect on smoldering. It is more corrosive to metals than are the phosphates, but is less corrosive than ammonium chloride or magnesium chloride. It is possible to leach it out of wood by prolonged and continuous action of water The vapor pressure of the saturated solution corresponds to 81 percent atmospheric humidity.

Two of the major ground control safety issues confronting underground mine operations today are shaft pillar stability and the failure of rock around active mine openings. Failure of a mine shaft can lead to the entrapment of workers. Failure of rock around active underground mine openings can lead to roof falls, which in turn can result in worker injuries and fatalities. Finite-element analysis has proven to be a reliable method for predicting stresses and displacements around underground mine openings. However, this is a complex and time-consuming technique and is not used as often as it could be in mine planning. The purpose of this paper is to demonstrate one technique developed at the Spokane Research Center that allows the user to create a finite-element model of a two-dimensional section of an underground mine in a relatively straightforward manner. This model is then used to calculate stresses, displacements, and safety factors around mine openings. With this information, mine planers can evaluate the stability of mine openings as well as the stability of pillars and mine shafts. This analysis will help develop mining sequences and layouts that minimize stresses in that section of the mine. This, in turn, should minimize the occurrence of shaft failure, roof falls, and other hazards associated with underground mining.

This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

Although descriptions of the methods of analysis of explosives are to be found in many books on explosives, and in works on engineer- ing chemistry or chemical analysis, most of these descriptions are incomplete and lacking in details. The methods of analysis employed in the laboratories of most explosives factories are frequently treated as trade secrets, and very little information is published from such laboratories. This bulletin outlines the methods of analysis that are used by the Bureau of Mines in the examination of certain classes of explo- sives. The present form of most of these methods has been worked out in the bureau's explosives laboratory. The methods employed by Prof. C. E. Munroe were taken as a basis, and were elaborated to meet the demands incident to the treatment of complicated mix- tures and to the development of the explosives art. A subsequent bulletin will discuss the methods of analysis of "permissible" explosives, many of the latter being of decidedly complicated char- acter and requiring special treatment. This bulletin presents the methods of analysis of "ordinary" dynamite, and the ammonia, gelatin, low-freezing, and granular dynamites, and the common grades of black gunpowder and black blasting powder. The bulletin is published by the bureau for the information of all persons inter- ested in explosives and their safe and efficient use in mining work. As the term "ordinary" dynamite, though much used, has no conventional meaning, and may be used to cover a wide variety of compositions of matter, it may be noted that the standard dynamite used at the Pittsburgh testing station is a good example of the "ordinary" dynamite known in this country. The danger from coal dust in mines has been thoroughly demon- strated by experiment, and consequently the study of the inflam- mability of coal dust suspended in air, that is, the readiness with which a cloud of coal dust inflames, is of decided importance to those engaged in coal mining. Much knowledge has been gained from the work done in the large galleries constructed at official and semiofficial stations in this country and abroad, but the study of the coal-dust problem in these galleries requires so much time and is so costly that there is need of a reliable laboratory method for obtaining a classi- fication of the great variety of dusts that occur in mines. The investigation described in this paper was an attempt to devise such a method. It was a preliminary investigation, and work in the same direction is being continued by the Bureau of Mines. As Mr. Frazer has severed his connection with the bureau, it is deemed advisable to publish the results of his study substantially as he prepared them, with little attempt to draw conclusions or to show the bearing of the results on other studies now in progress. The results of these studies and a full discussion of the significance of the laboratory investiga- tions will be published in future reports of the Bureau of Mines. The reader should remember that any laboratory method, since it involves conditions that differ so greatly from those of actual mining, should be thoroughly tested, and the results obtained by it should be confirmed by experiments conducted on a scale simulating mining conditions before final conclusions are drawn. The need of a laboratory method has long been felt, and several investigators have devised apparatus and methods. The work done by Vital, Holtzwart and Von Meyer, Bedson and Widdas, Le Chate- lier, and that of the British Coal Dust Commission is of great interest in this connection. The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. This bulletin is one of a series dealing with the application of the electric furnace to the smelting of ores and the manufacture of alloys, and is published by the Bureau of Mines in the endeavor to increase efficiency in metallurgical processes. The bulletin presents, first, a critical discussion of the possibility of smelting copper ores in the electric furnace; second, the results of the experimental work of other investigators on the electric smelting of copper; third, the results of experiments by the authors on the electric smelting of native copper concentrates and sulphide copper ores; and, fourth, a comparison of the electric furnace with the blast furnace and reverberatory furnace for copper smelting. Before considering the electric smelting of copper ores the reader should understand that the electric furnace was not developed as a competitor of the combustion furnace, but for the purpose of doing high-temperature work that can not be done in the combustion furnace, and for the treatment of ores from deposits that are in regions where fuel is scarce and costly but hydroelectric power is comparatively cheap, as in Chile, and in certain parts of Canada, the United States, and Mexico. Furthermore, it is not the object of this report to try to prove that the electric furnace should replace the reverberatory or the blast furnace, as used at present in smelting copper ores, but to show that the electric furnace may be used with advantage in localities where conditions are not favorable to the use of the reverberatory or the blast furnace. For example, otherwise valuable ore deposits may be situated in a district so remote from, or inaccessible by, railway that the cost of get- ting coke for smelting, or of transporting the ore to a smelter, is pro- hibitive. If there is sufficient water power at hand, from which electric power can be developed at a reasonable cost, and this electric power is used for smelting the ore in an electric furnace, with subse- quent bessemerizing, if necessary, the concentrated product may be

In carrying out a general plan of ascertaining more efficient and more economical methods of utilizing the fuel resources of the United States, in order to prevent unnecessary waste and thus conserve the available supply, the United States Geological Survey made a series of experiments on the combustion of fuel in house- heating boilers. As it was realized that steam boilers of the ordinary types used for heating private houses are often installed and operated under conditions unfavorable to fuel economy and smoke prevention, these experiments were made with briquets, raw coal, and washed coal, so as to determine what is to be expected of these fuels in a representative house-heating plant, properly installed and operated. Briquetted coal had been frequently tested in the hand-fired furnaces under the Heine boilers in the Survey fuel-testing plant at St. Louis. The results were so satisfactory as regards economy and smokelessness that it was decided to conduct a series of tests to determine the value of this fuel for domestic heating purposes. Beginning in October, 1906, a number of evaporation tests were made on the house-heating boiler installed to heat the buildings occupied by the structural-materials laboratory, both briquets and coal being used. After these tests were well under way, it was thought advis- able to conduct some additional tests under conditions more constant than could be maintained at this plant. A carload of briquets was shipped to the University of Illinois engineering experiment station at Urbana, Ill., where two house-heating boilers of a size commonly used in residences were available. This equipment permitted more uniform conditions of pressure and capacity, making the results more valuable for comparison. Tests were made with this fuel at Urbana in June and July, 1907. The present paper is an account of both series of tests, and includes also details of tests made at Urbana on three standard fuels in the spring of 1908. Perhaps the most important result obtained is that showing the relative value of different fuels for domestic purposes. "In the interest of accident prevention it is felt that a report of the measures taken during the past four years toward the reduction of fatal accidents in Alabama, especially in preventing falls of roof and coal, will be of interest throughout the mining districts.In order to determine the primary factors in the reduction of fatal accidents from falls of roof and coal, the operators, State Inspection Department, and the Alabama council of the Holmes Safety Association were asked: ""What has your organization done to help in the reduction of accidents from fails of roof and coal?"" The responses to this question have made this report possible.To bring out briefly the reduction in fatal accidents from falls of roof and coal as well as from all causes, the following three tables have been prepared.These statistics have been compiled from the records of the State Inspection Department.In the order mentioned, it is felt that credit for the reduction in fatal accidents from falls of roof and coal should be given to the individual operating companies, the State Inspection Department, the Alabama council and chapters of the Holmes Safety Association, and the Alabama Mining Institute. The individual operating companies naturally head the list in that they are directly concerned from a humanitarian as well as a financial point of view. The State Inspection Department through frequent and thorough inspections and by providing necessary statistics is largely responsible for the reduction. The Alabama council and its affiliated chapters of the Joseph A. Holmes Safety Association through its publicity and education reaches a large number of employees throughout the mining district. The Alabama Mining Institute defrays the council expenses and thus makes possible much of this service to the Alabama mining industry.In 1925 there were 49 fatalities, equivalent to 115,169 man days per fatality, from falls of roof and coal, which was by no means a good record; in 1926 the number and frequency of accidents were reduced to 42 fatalities and 149,096 man days per fatality. When in 1927 the fatalities from this cause mounted to 61 and the man days per fatality were reduced to 89,903, it was quickly realized that more concentrated efforts must be exerted to reduce such accidents.As early as August, 1927, at which time the fatalities from falls had reached a total of 31, the following letter from the Chief Mine Inspector was written to each operating company in the State and was the initiation of a very strenuous campaign by all parties concerned towards the reduction of accidents from falls of roof and coal."

In certain populations, nonspecific airway hyperreactivity (HR) is associated with increased respiratory symptoms and decreased lung function. We analyzed standardized pulmonary symptom questionnaires and pre-shift spirometry with methacholine inhalation challenge (Chatham, M. et al, Chest 82: 15) on 228 control workers (C) with no known exposure to occupational hazards, and 200 underground bituminous coal miners (M). M and c were similar in age, height, sex, and smoking status. HR (defined as >15% fall in FEVI after up to 5 vital capacity breaths of 25mg% methacholine) was found in 25% of M and 28% of C (NS). M showed higher% predicted FEVI (%PFEV) than c (M 107%, C 104%*). 28% of current smokers showed HR versus 22% of never smokers (NS). Current smokers showed reduced %PFEV but were not different from lifelong non-smokers regarding prevalence of HR. Subjects with HR showed reduced %PFEV, (HR 101%, not HR 107%*) but M and c with HR showed similar reductions. M had more dyspnea and chronic cough than c*. Hyperreactivity was associated with increased symptoms in controls but not miners. In our study, the prevalence of HR in coal miners was similar to nonminers, and did not explain miners' respiratory symptoms. * P < 0.05

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.
