Recent studies have shown that miners performing construction, maintenance, and repair (CMR) work activities in the conduct of their jobs incur from 39 to 65 percent of all reported injuries in the mining industry, The number is particularly high at surface aggregate operations; however, the problem exists at all mining locations and commodities. To address this issue, an interactive, (3-D) slides training exercise, Hazard Recognition Training Program for Construction. Maintenance and Repair Activities, was developed. The purpose of the exercise is to teach work& to recognize CMR hazards in the workplace and to deal with them using accepted safe work procedures. It was field tested using a total of 340 persons from surface mining operations in six states. The subjects were tested before and after the training intervention to determine if objectives of the instruction were achieved. Results indicated that 7 1 percent of the participants showed improvement in ink test scores. Following the posttest, subjects responded to a seven question Likert scale. These questions related to the validity of the exercise and the utility of the training program. More than 93 percent of the miners reported that they "learned something new from the training" and over 94% said they "would use these practices to work more safely".

The Bureau of Mines performed a pilot study examining the effects of posture on back strength and Maximum Acceptable Weight of Lift (MAWL) on six healthy male subjects (M = 32 years + 4 SD). Six hack strength measurements (3 static and 3 dynamic) were made while the subjects were kneeling and standing. In addition, these subjects (who were unaccustomed to lifting in these postures) volunteered to participate in a study of psychophysically determined NAWL in both postures. Results of the back strength tests showed a significantly lower peak torque per body weight output in kneeling versus standing hack strength measurements for five out of six test comparisons (p < .05). Subjective estimates of lifting capacity in the kneeling posture were significantly lower than those for the stooped posture (p < .05). The results of tests of hack strength and lifting capacity in these two postures provide useful information to consider in determining the physiological and psychophysical stresses imposed by these

"Transportation of explosives in mines is extremely hazardous, and where electric haulage is employed the danger is intensified. Insulated mine-car couplings have been adopted by at least five companies in Alabama and Pennsylvania - and undoubtedly in other States - to prevent an electric current passing from a mine locomotive to a car or between care joined by this coupling. The need for such protection is recognized in the report of an explosion.""Four hundred kegs of black blasting powder had been loaded into four mine cars at the railroad, to be hauled to the magazine, upgrade, by a trolley locomotive. On starting, the motorman put sand on the rail and a grounded circuit passed through the hitchings and so exploded the powder. No insulation was used between the locomotive and cars."" When used on man trips the insulated coupling further serves the purpose of guarding the men against shock. Four couplings are described so that a clearer understanding may be obtained of the details of construction.ConstructionThe general principles of construction are similar in all insulated couplings. The piece containing the hole for the coupling pin is made of steel and the steel parts are separated by an insulating material, such as fiber or wood. The coupling is either rigid or semirigid to prevent the bumpers of the mine cars from coming in contact and to keep the cars insulated from one another at all times."

The National Institute for Occupational Safety and Health (NIOSH) is conducting research with the objective of preventing hearing loss in the mining industry. Longwall mining is one sector that has received considerable attention. Studies involving the monitoring of worker noise exposures, characterizing equipment sound levels and dominant noise sources, evaluating engineering noise controls, analyzing hearing protection device (HPD) effectiveness, and testing of improved sound level monitoring techniques specifically for longwall mining systems, are being conducted. The research efforts revealed that stageloader operators are the most exposed longwall workers, with the discharge end being the noisiest location along the stageloader. In addition, the studies have shown that using stationary dosimeters, coupled with observational data of the cutting cycle and worker habits, has the potential for improved monitoring of the effectiveness of engineering noise controls. To address the ineffective use of soft foam earplugs, a simplified 3-step method was developed for inserting soft foam earplugs. Results indicate a 9 dB greater attenuation after training subjects on the 3-step method. Finally, muff type HPDs are being evaluated for effects of speech intelligibility in noise. The combined results of these studies illustrates that much can and has been done to prevent noise-induced hearing loss (NIHL) in the mining industry, especially with respect to longwall mining workers. This paper presents an overview of ongoing studies, a progress report of results, and the implications for reducing worker noise exposures and preventing NIHL in longwall mining workers.

The expression "firing open, unconfined shots," as used in this circular, means the firing of explosive charges not confined in boreholes. Examples are the so-called mudcap shots, adobe or dobe shots, or bulldozing shots consisting of explosive charges placed on, under, or between rocks for the purpose of breaking them. The practice of firing open, unconfined shots is not uncommon in coal mines, despite the fact that numerous mine explosions and dust ignitions have resulted from this practice. The usual method of preparing such shots is to place the explosive with its detonator on top of a piece of rock or coal and cover it with clay, loam, sand, or road dust; frequently no covering of any kind is used. In some mines, an open charge of explosive is placed on timbers to dislodge them or in crevices in the roof to break down loose rock that cannot be dislodged with a bar or pick. The explosive charges may be made and fired singly, although sometimes several charges are placed on one large piece of rock with a detonator in each charge, and all charges are fired simultaneously. Although it is general practice to use permissible shot-firing devices, which will not ignite gas or dust to fire these charges, electric power from the regular mine circuits is sometimes used. When the shot is fired, any coal dust that may be present is thrown into suspension by the blast and may be ignited by the intense hot flame of the explosive or by an arc or spark at the leg wires or the end of the firing leads if power from the regular mine circuit is used to fire the shot. Even if there is not enough coal dust present to form a dust cloud, open, unconfined shots can readily ignite methane.

Miners, like everyone else, must be able to see well in order to work well. But simply hauling bigger and brighter lights into the mines does not necessarily produce better mine illumination. This chapter tells why. Increasing the power of the light source can create problems of portability, glare, adaptation and contrast. This chapter also discusses some ways to increase illumination by Improving the reflectability of walls, roofs and other exposed surfaces. In Chapter IV you learned that the "brightness" of a room or work area was really a matter of how much light was reflected from the walls, roof, and other surfaces. Therefore, if you want to Improve visibility you should increase the amount of reflected illumination. O HOW DOES ONE DO THAT? One way of Increasing reflected illumination would be to increase the power of the light source.

The NIOSH Office of Mine Safety and Health has released communication products about flyrock safety in the form of informational brochures, flashcards, and toolbox talk materials. Both the mining and construction industries are targeted with these helpful communication tools. These new products can be used as refresher training for employees and as introductory safety materials for onsite visitors.

The process of drilling and bolting the roof is currently one of the most dangerous jobs in underground mining, resulting in about 1,000 accidents with injuries each year in the United States. Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are studying the use of a drill monitoring system to estimate the strength of successive layers of rock and assess the integrity of a mine roof so that roof drill operators can be warned when a weak layer is being drilled. Measurements taken during drilling can be converted to suitably scaled features so that a neural network can classify mine roof strata in terms of relative strength. The feasibility of this concept has been demonstrated in the laboratory. The research project was undertaken in order to increase the safety of underground miners, especially those involved in roof bolting. The system should be applicable to the mobile drills used in underground mining and would likely find wider application as well.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. Coke Since the beginning of manufacturing of metallurgical coke in the United States, which dates from about 1859, Pennsylvania has main tamed supremacy in coke production Available statistics for the year 1880 show an output of 3,338,300 short tons, which was neatly trebled by the end of the succeeding 10 years. From this time on the increase was steady, though not rapid, and in 1922 the total production was 13,991,892 tons, which is approximately 37 per cent of the total coke production of the United States. The main reason for the rapid development of the coke industry in Pennsylvania lies in the abundance of coals particularly adapted to beehive coking, for which purpose the Pittsburgh bed in the Connellsville district has long been looked upon as standard At first practically all metallurgical coke was made in beehive ovens, the only exception being the short lived and wasteful method of coking in piles, byproduct owns did not make then appearance until after 1893 The suitability of a beehive coking coal cannot be accurately predicted from its chemical analysis, but it can be said, perhaps, that the volatile matter should be about 32 per cent, and that the oxygen content should not be mole than 10 pet cent or less than 4 per cent The sulphur and phosphorus content should be small-not over 1 25 per cent sulphur and under 0 02 pen cent phosphorus-and the ash content should not be over 7 per cent The Pittsburgh bed at Connellsvnlle fills these requirements well, as may be seen from the following representative analysis. A-weighted sound levels around vibrating screens in coal preparation plants often exceed 90 dB(A). The National Institute for Occupational Safety and Health (NIOSH) is actively developing noise controls to reduce noise generated by horizontal vibrating screens. A 121-microphone, 3.5-meter-diameter array was used to perform beamforming to determine locations of significant noise radiation on the screen. Below about 1 kHz, the screen body was found to be the most significant noise source. The beamforming contour maps showed several key locations on the sides of the screen and the feedbox are the most significant contributors. Operating deflection shape (ODS) analysis was used to examine the screen behavior under actual operating conditions. This information is helpful in determining how to modify the screen body to reduce the noise radiated by the screen below 1 kHz. The analysis showed modal vibration patterns on the sides and feed box were the main contributors to noise. The results show several areas on the screen sides and feedbox that can be modified to reduce noise.

The Bureau of Mines is making a survey of petroleum products manufactured on the Pacific Coast from California crude oils . California crude petroleum is known to differ in some characteristics from the crude oil produced in other parts of the United States , and the claim has been made that the present Federal specifications are unduly severe when applied to the products made from California crudes . The main purpose of the present survey is to determine whether these claims are justified . This report deals only with California gasolines . Other products , such as burning oil , fuel and lubricating oils , will be taken up later . The samples reported were furnished in most cases , by the four large refining companies located on the Pacific Coast , although a number of samples of motor gasoline were purchased in the open market . In Los Angeles , samples of motor gasoline were obtained from service stations representing as many different refineries as possible . Inasmuch as San Francisco is one of the cities covered by the regular semi -annual motor gasoline survey conducted by the Bureau of Mines , it was not considered essential that the set of samples obtained from this city be as comprehensive as would otherwise have been necessary . The gasoline consumed in the States of Washington and Oregon is furnished for the most part by California refineries , and no effort was made to procure samples from these States .

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests. This paper summarizes the results of a research project whose goal was to provide the Australian coal industry with a chain pillar design methodology readily usable by colliery staff. The project was primarily funded by the Australian Coal Association Research Program and further supported by several Australian longwall operations. The starting point or basis of the project was the Analysis of Longwall Pillar Stability (ALPS) methodology. ALPS was chosen because of its operational focus; it uses tailgate performance as the determining chain pillar design criterion rather than simply pillar stability. Furthermore, ALPS recognizes that several geotechnical and design factors, including (but not limited to) chain pillar stability, affect that performance. There are some geotechnical and mine layout differences between United States and Australian coal fields that required investigation and, therefore, calibration before the full benefits offered by the ALPS methodology could be realized in Australia. Ultimately, case history data were collected from 19 longwall mines representing approximately 60% of all Australian longwall operations. In addition, six monitoring sites incorporated an array of hydraulic stress cells to measure the change in vertical stress throughout the various phases of the longwall extraction cycle. The sites also incorporated extensometers to monitor roof and rib performance in response to the retreating longwallface. The study found strong relationships between the tailgate stability factor, the Coal Mine Roof Rating, and the installed level of primary support. The final outcome of the project is a chain pillar design methodology called Analysis of Longwall Tailgate Serviceability (ALTS). Guidelines for using ALTS are provided.

Ten years ago there was no general , country-wide service for the systematic training of miners in matters relating to safety . A beginning only had been made at a few scattered points . Under the old conditions each man was left largely to look out for himself in meeting the hazards of his day's work, and the foreman , shift bosses , and superintendents chiefly relied upon improvision when major accidents occurred . So long as the mines were small and the workers highly intelligent and well trained in routine mining methods , and when too , the pressure for output had not yet speeded up industry to the extent it has since those days , there was something to be said for this lais- sez faire attitude . When , however , the rapid expansion of industry lead to the introduction of new and little trained labor and to units of production of greatly increased size , the natural dangers of mining were greatly intensified . An accident in a small mine affects only a few; the same accident in a large mine , unless proper precautions have been taken , may cost the lives of many . The public does not generally recognize that the greatly increased outputs of the mines , of coal mines in particular , have been in recent years , obtained from substantially the same number of miners as ten years ago but with a personnel not nearly so well trained in mining . It is inevitable under : such conditions that more care must be devoted to avoiding accidents and much more elaborate preparations made for meeting them . In the years immediately preceding the establishment of the Bureau of Mines this speeding up of industry , change in the character of mine labor , and increasing hazard had all begun to be felt . Immediately prior to the organization of the Bureau of Mines , public attention had been drawn to a series of disastrous coal-mine explosions , to the increasing frequency of these disasters , and to the terrible loss of human life . resulting therefrom. One of the first problems , therefore ; confronting the Bureau was clearly that of finding methods of reducing the number of such disasters and lessening the severity of those that continued to occur . Toward this object were immediately directed the energies not only of the Bureau of Mines but also those of State mine inspectors , mine operators and various other agencies , all of whom were urged to cooperate in this great humanitarian work. The results of this work naturally cannot be measured by figures only . Work for increasing the health , safety , comfort , and happiness of human beings may not be gaged with mathematical precision . But certain features of this work as revealed by the record from year to year are of much interest . ”

"Inhalation of crystalline silica is associated with a biphasic biologic response of acute cell injury and chronic pulmonary fibrosis. Dust induced cell membrane injury leading to the release of lysosomal enzymes and cell death has been implicated as the initial important biologic event triggering the fibrosis. However, it ls also possible other biologic reactions could alternatively, or in addition to these enzyme related cytotoxicity reactions, alter the normal functioning of cells. It is well known that phagocytic activation results in the production of oxygen radicals which are highly cytotoxic to cells. In healthy - lung, protection against the toxic effects of the normal balanced ·biologic reactions are provided by a number of defen1e systems including antioxidants. In disease or condition of overproduction of oxygen radicals, biochemical protection may be overwhelmed with resultant cellular injury.Our recent observations have shown that reactive oxygen radicals (ROR) are generated during grinding of crystalline silica. We hypothesized that these newly generated RORs may cause cell injury, lipid peroxidation, or even damage to macromolecules such as DHA. Biochemical aberrations caused by the inhalation of crystalline silica with ROR at occupational settings might overwhelm cellular and antioxidant defense systems of the lung leading to injury and subsequent fibrosis.To test this hypothesis, we have investigated the generation and decay of ROR produced by crystalline silica using electron spin resonance (ESR) and investigated its toxicity with conventional biologic tests at various time intervals after grinding. We also studied the decay of these newly generated RORs in buffer and the effect of antioxidants and scavengers in the abolition of cellular damages."
