Wires leading to or from underground facilities can develop hazardous voltages because of lightning exposure. The locations of many mine portals are particularly susceptible to lightning effects. The application of protective devices to limit this potential danger is necessary.

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

Minimize the effects of underground mine conveyor belt fires by developing methods to prevent automatic fire suppression system failures. The Problem Fire protection is achieved by prevention, early detection, and planned fire-fighting response. Automatic fire suppression systems are one form of planned fire-fighting response. When these systems are properly designed, installed, and maintained they can effectively control fires. Conveyor belt fires account for about 20% of underground coal mine fires. Fire protection requirements have been established for underground locations because of potential for start and spread of fire and the restricted personnel egress in a fire situation. Belt conveyor systems arc potentially dangerous because of the high fire incidence rate, high temperatures, dense smoke, toxic gases, and rapid flame-spread rate. While investigating the conveyor fire suppression problem, the Bureau identified automatic fire suppression system reliability as a potentially serious deficiency within the mining industry. Table 1 lists common failure modes fur three Fire suppression system types. This table summarizes findings of Mine Safety and Health Administration electrical inspectors responsible for inspection of belt protection automatic fire suppression systems. Batteries, contact points, control wires, and electric servocontrols are all prone to failure. Figure 1 shows rock-dust-contaminated relay contact points. This condition is dangerous because of the chance of intermittent failures, which might allow systems to pass annual functional testing, yet fail during actual fire emergencies.

Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.

"A remarkable explosion of fire-damp caused by a discharge of lightning at the new shaft at the Sitalpur coal mine, has been reported by the Chief Inspector of Mines of India, who gave the following details:""The explosion occurred during a thunderstorm, and the evidence showed that a flash of lightning had, to all appearances, passed down the shaft caus¬ing disruptive discharges at certain points between the guides and the winding rope, rending the latter at two places situated respectively .228 .feet and 278 feet from the surface, The distance between the winding rope and the side of the shaft was 5 feet 4 inches, indicating a spark gap ;of this width, and an intensity of discharge which could not fail to ignite the explosive mixture of gas and air known to be present in the shaft.""The Compressed Air Magazine, January 1920 issue, which contained the above extract also goes on to state;""In 1915, M, Ferey described in a paper read before the Societe de l'Industrie Minerale phenomena of a similar character to the above. In a pit liable to sudden outbursts of gas, for the sake of safety, shot firing was carried out from the surface. During a storm, in the year 1905, shots went off in two places after the detonators had been connected to the conductors) we read in the Colliery Guardian, London. These shots were situated respectively 1,400 and 1,410 metres from the firing station, Realizing the possible danger from this cause, the precaution was taken to cut the conductors at the bottom of the shaft and to connect there just before firing, Even under these conditions a shot went off spontaneously, -.owing, it is believed, to lightning."""

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

"Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."

This report was limited to a search of available literature on under- ground methods to combat acid water pollution. From this review it is evident that very little work has been done in this specific area. It is also evident that there are specific areas of mining engineering and mining related hydrology and geology that need further research efforts to solve the many water problems. They are: (A) Composition, variation and availability for oxidation of sulfur in strata. (B) Rate of oxidation of sulfuritic materials. (C) In situ limestone and its influence on underground acid drainage. (D) Structural, stratigraphic and hydrologic character of old mining areas as a basis to make decisions about adjacent new mining areas. (E) Operational changes in mining methods to prevent pollution. (F) Sealants for underground coating to exclude water from contact with pyrite to inhibit formation of the contaminants. Such a program has been initiated on refuse piles. The prime purpose of this report is to investigate those practices which have been used to regulate or control water accumulation and prevent harmful mine drainage. A supplemental purpose is to indicate those areas which need further research to prevent underground mine water pollution.

The twelve latexes listed in Table XI penetrated A horizon soil as shown by elution through a laboratory soil column and gave good sealing efficiency. See details in Table XII. High elution through laboratory soil columns of 4 to 6 inches depth is desirable because it predicts penetration of latex to a greater depth in the field. No definite correlation was evident between penetrating ability and particle size, surface tension, or pH. Most of the materials, however, were characterized by low surface tensions in the 36 to 53 dynes/cm range while particle sizes were usually in the intermediate range of about 1500 to 2500 Å. Naugatex J-3471 (a highly crosslinked styrene-butadiene copolymer) was the most promising of this group for stability, penetrating ability; and sealant efficiency. It also showed utility with [B] profile soil. Many of the other latexes tested in this investigation showed good sealing efficiency but were judged unsatisfactory because they gave low penetration or formed surface films with & horizon top soil. In general, latexes containing cationic surfactants were not satisfactory because they formed a heavy surface film. This is due to neutralization of the positive latex charge by the negatively charged soil particles.

Average production from longwall mining operations in the United States has risen from approximately 800 tons per shift in 1980 to over 4,600 metric tons per shift in 1999. Such a large increase in production has the potential to generate significantly more dust. Previous NIOSH research has shown that, on average, respirable dust levels generated by the shearer accounts for 50% of the airborne dust generated during longwall mining. Ventilating air and water are primary controls being used in an effort to reduce longwall dust levels. Longwall operators are applying more air and water than ever before and have expressed concern over reaching maximum practical limits for these controls. Full-scale laboratory tests are being conducted to evaluate the impact on shearer-generated dust levels for changes in face air velocity, water quantity at the shearer, water spray pressure, spray system design, mining height and cutting direction. Results of this research should identify the most appropriate control levels for various operating conditions. While underground coal technology has progressed over time, regulations on coal dust have not kept up ? the most recent rules are more than 80 years old. The National Institute for Occupational Safety and Health and the Mine Safety and Health Administration conducted a joint survey recently on coal particle ranges as measured in US coal mine samples. In underground coal mines, dust explosions are prevented by the addition of enough rock dust (usually limestone) to make the total dust mixture inert. The rock dust acts as a heat sink for the dispersed dust mixture by reducing the temperature below the value needed to propagate an explosion. Federal regulations require 65% in combustible content in intake airways and 80% incombustible content in return airways, where the coal dust is assumed to be finer in size. The regulations also require an additional 1% incombustible for each 0.1% methane in the ventilating air in intakes and 0.4% additional incombustible for each 0.1% methane in returns.

The quantity of methane emitted into the mine atmosphere and the movement of gas through solid coal and the adjoining country rock are dependent on the physical properties of the medium, boundary con¬ditions, the initial gas pressure distribution, and the combination of natural and mining factors. Functional relationships between these factors are not yet known. Consequently, the development of rigorous mathematical models to predict methane flow into the mine air is difficult and to date no model has been reported which is capable of such a function. Thus far, empirical formulas available for the calculation of gas quantity released from underground sources require too much his¬torical data, not currently available. Again, these estimations are at best only crudely approximate. The numerical methods available have not been made practical enough for industry wide application. Therefore, the development of a relationship amenable to numerical analysis and practical enough for use in the industry would provide the flexibility lacking in analytical approaches. The mathematical models given in equations (7) and (8) are further attempts in presenting practical models for predicting the quantity of methane emission into the mine environment. Equation (7) is the steady state model and equation (8) is the unsteady state model.

The Federal Coal Mine Health and Safety Act of 1969 has dictated major changes in mine ventilation with regard to both air quantity and quality. Requirements have also been placed on the ventilation of beltlines, gob and face areas, and air velocities on trolley haulage roads are limited. Escapeways, separate from trolley haulage roads and on an intake split of air, must be maintained continuous to the surface. These and other similar requirements have not only precipitated several modifications to existing ventilation systems but also have greatly increased the complexities of new mine ventilation planning. It is apparent that the use of computers in ventilation system analysis and design is a necessity. SUMMARY Although computer oriented analysis of mine ventilation systems was introduced over two decades ago, it has yet to receive widespread acceptance in the United States. Central to this problem is the fact that, while many computer programs for network analysis have been developed, no attention has been paid to the development of computer input data. Consequently, without this foundation, program applications have been infrequent. This thesis has directly attacked this problem and has presented all pertinent information basic to the development of good computer input data. The areas that were covered include quantity measurement, pressure measurement, fan testing, survey data balancing, and the development of a network schematic from the ventilation survey results. These discussions on data collection and the corresponding reduction to computer coding have been illustrated by an application of a ventilation simulation program to an existing mine in Southwestern Pennsylvania. "It is evident that the incidence of coal worker's pneumoconiosis (CWP) or black lung disease varies in different coal producing regions of the United States. Many people have hypothesized about the reasons for the differing occurrences. Because underground coal mining involves many mining methods under changing geological conditions, several factors may be involved in contracting CWP such as: the amount of quartz in the respirable dust, the trace elements in the respirable dust, the rank of the coal that produced the respirable dust (bituminous, anthracite), the amount and size of respirable dust, etc.Recognizing the uniqueness of underground coal mining and CWP, research investigations involving seam characteristics, mining system and worker position are being conducted in the center to establish standard procedures for characterizing some coal properties that may be involved in workers contracting CWP. This has been accomplished by the in-mine sampling of airborne dust at various worker locations and mining system configuration and by performing laboratory analyses of mined material (coal and rock) taken from the mines. (FIGURE 49 and 50)The investigations includes a method of classifying coal seams according to their potential to generate respirable dust. It includes statistical analyses of the size and locational variations of the elemental compositions of respirable coal mine dust in operating underground mines from seams located in the eastern, midwestern, and western United States, and is currently completing research which is investigating the relationship between the elemental compositions of respirable dust sampled near a continuous-mining machine and a laboratory-produced respirable dust."

The work-principle method was developed for theoretically resolving toxic fumes from non-ideal charge formulations. The whole description of a wanted process refers to macroscopic changes resulting from removing and imposing constraints that work one at a time to chronologically render trajectory terminal (key) states. The trajectory resolution utilizes a thermodynamic quasi-potential or negative work function, and numeric results require some appropriate standard thermodynamic (equilibrium) reaction code TDRC. The underlying method is unable to restrict reactions, tailor the work output or resolve states within the trajectory transitions, so the trajectory terminology is used somewhat figuratively. The work-principle model has the working fluid (reaction material) interacting with a tremendous reservoir (chamber air and walls), while forecasting the work performed upon a mechanical agent. Within the underground test chamber, the widening fume zone undergoes a decline in temperature, a reduction in reaction rates, resulting in out-of- equilibrium circumstances at the Q*-point, representing the measurement state. Rather than coping with the hard issues of non-equilibrium, the toxic fumes are resolved numerically for the Z-point, rendered by a zero-net- interaction energy constraint. Though other techniques require complex equation-of-state EOS for the whole trajectory, the work-principle formulation eludes the issue, requiring an EOS that works just for the terminal-state. Under the circumstances, the Z-state is reconcilable with the ideal-gas domain, and relevant TDRC results yield the restricted state in a numerical way for different charge formulations. The work principle makes it hard to remedy or to tamper with the resulting Z-point fumes: non-macroscopic trajectory readjustment is forsaken, terminal states are results rather than stipulations, and resetting the EOS formula constants would be ineffectual. Though the non-equilibrium portion remains unresolved, it is noteworthy that the work principle rigidly fixes the Z-state, thereby reducing the uncertainty for rendering reaction-rate models characterizing the non-equilibrium Z-Q* transition. Though more refinements are needed, some Z-point fume results are included to illustrate the threshold (minimum) resolving capacity of the work- principle formulation.

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.
