The usual run time errors occur when illegal mathematical operations are attempted by MFIRE For exam¬ple, if the user enters a negative value for the input variable HEAT to model a heat sink or cooling station, a run tame error will occur because an exponential function is employed to better model the changing temperature dis¬tribution in the airways. DATA FILE ERRORS Two types of data file errors can occur. 1 An error may occur because the input data file itself is invalid This may be caused by: The data file cannot be found due to incorrect spelling, drive, or path specification Check the spelling and path at the prompt for location of the data file. The data file contains non-ASCII symbols Check op¬eration of the text processor to insure that only ASCII characters are produced Delete all non-ASCII and/or all out of place characters. 2 Data are accepted by the program, but are incorrect for the data types or ranges or the combination causes a data inconsistency This may be due to. An invalid character is located where a numerical value is required The input data value is outside the reasonable range The input data is insufficient to build the model for simulation. The input data exceeds the capacity of the program. PROGRAM ERROR DETECTION When the program is running, tracing messages are given on the screen indicating the group and lines of data that have been read and the section of the program that is executing Program termination indicates that problems are caused by the subsequent (not read) data file section. For each detected error, descriptive message starting with * ERROR * is issued and the program terminates. When a possibly wrong value and/or its calculated intermediate result is detected, a descriptive message starting with * WARNING * is issued and the program continues. If a modification of input value or calculated intermediate result is automatically made by the program, descrip¬tive message starting with * ATTENTION * is issued and the program continues. LOCATING ERRORS If a message indicates that the error condition occurred due to the data input file, locate and correct the data item. If no error message is issued, but the simulation results are not as expected, carefully check the list of input data shown in the output file WARNING messages and ATTENTION messages may reveal an error in the input data even though the program continues to operate Insure that the default values or modifications adopted by the program run are acceptable. Anomalistic data, though not incorrect or impossible, may lead to an unusual simulation For example, making a fan unusually powerful may prevent a normal strength fire from affecting the airflow distribution in the system Much care must be employed before considering an ex¬treme case. If a message indicates that the accuracy criterion in the temperature section of the program was not satisfied, a table detailing the current parameters of airways which have large fluctuation in the average air temperature from iteration to iteration is produced If the pattern of the parameters is clearly cyclical, while the variation of natural ventilation pressure is stable or cyclical from iteration to iteration, then, most likely there is no single equilibrium stage for the event If the variation of natural ventilation pressure decreases steadily though slowly, increasing the value of data item variables MADJ or ITN (on control line number 1) may allow convergence.

The feasibility of locating a buried vertical magnetic dipole source (horizontal loop) from surface measurements of the vertical and horizontal magnetic field components has been investigated by Wait (1971). , For sufficiently low frequencies, the magnetic fields have a simple static-like behavior, and a single observation of the ratio and relative phases of the vertical and horizontal field components is sufficient for location when the earth is homogeneous. However, when inhomogenieties are present, the surface fields will be modified, and source location may be more difficult. In order to obtain a quantitative idea of the surface field modifications, we consider a spherical conducting zone as a perturbation to the homo- geneous half-space. A rigorous solution for the buried sphere problem has been formulated by D&apos;Yakanov (1959). Unfortunately, his solution is restricted to azimuthally symmetric excitation, and even then the solution is not in a convenient computational form. However, if the sphere is electrically small and is located at a sufficient distance from both the dipole source and the interface, the scattered fields can be identified as the secondary fields of induced dipole moments. The latter are equal to the product of the incident fields and the polarizabilities of the sphere. The details of the approach are given by Hill and Wait (1973). Wait (1968) has used this induced dipole moment approach for scattering by a small sphere above a conducting half-space. The method has the advantage that it is easily generalized to scatterers of other shapes for which both the electric and magnetic polarizabilities are known, such as spheroids (Van de Hulst, 1957). In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. The rather sudden increase in the use of methanol as an antifreeze for automobile radiators has caused considerable comment , with some anxiety to persons interested in industrial and public health , regarding the possible health hazard in dispensing and using the product . In view of this , the chemical industry interested in the manufacture and marketing of methanol requested the Bureau of Mines to make an impartial and extensive investigation of the hazard involved . With the assistance of the industry this investigation is now in progress and will extend throughout the present winter . When these observations are finished a complete report will be made . At present , however , the acute interest in the problem and the many inquiries that have been received from manufacturers of methanol , garage owners , the automotive industry , public health officials , and private persons demands a brief statement relative to the reasons for the recent availability of methanol for antifreeze purposes , the plan of the bureau's investigation , and the trend of the results of the investigation obtained to date .

In recent years the use of visual aids has expanded the? field of safety education. This is a modern adaptation of a method employed in ancient times, when simple paintings and drawings were the only means of recording current events. In its present application, visual aid employs sound and silent motion pictures, stripfilms, lantern slides, descriptive posters, and color. According to Roberts,3/ "Visual education is a method of imparting information which is based on the psychological principle that one has a better conception of the thing he sees than of the thing he reads about or hears discussed." Dent4/ further defines visual aid as "all the materials used to facilitate the understanding of&apos; the written or spoken word."

Improve face ventilation in mines with large cross-sectional entries. Approach Oil shale, salt, and limestone mines typically have large entries. Providing adequate airflow to the working faces of such mines for worker comfort, health, and safety is a substantial ventilation problem. If diesel equipment is used at the face or if a methane hazard exists in the mine, the problem becomes even more complex. To address this problem, a study was conducted under a joint contract between the Oil Shale Committee of the Colorado Mining Association and the Bureau of Mines. The study evaluated two face-ventilation concepts for large-entry mines. Improving Ventilation Two face-ventilation systems were selected for testing of an oil-shale mine, based on results of a cost/benefit analysis. The systems were a free-standing jet fan and a ducted fan operating in the blowing mode. The jet fan was spotted on the intake side in the mouth of the entry being advanced with final positioning, in or out, deter-mined by minimum recirculation. The ducted fan was also positioned in the mouth of the entry being advanced, with its tubing terminating 75 feet from the working face. The mine face entry was a dead heading 55 feet wide, 30 feet high, and 320 feet long. Sulfur hexafluoride (SF.) tracer gas was used to measure the performance of the two systems in diluting mine face pollutants including after-gases from blasting, hot diesel emissions, methane roof layers, and methane emitted from muckpiles.

Location and Age The main bituminous coal field of Pennsylvania lies in approximately twenty counties west of the mountain area which extends in a northeast southwest direction through the central part of the Commonwealth. The coal fields lie in a dissected peneplain, still in the youthful stage of erosion There are numerous V shaped valleys in the bituminous fields and the tributaries of the larger streams have rather steep gradients The main streams flow in rather narrow valleys with comparatively small flood plains. The coal beds of Pennsylvania are of Carboniferous age, and are confined to two systems, the Permain and the Pennsylvanian The latter system is divided into an upper or Pittsburgh series and a lower of Pottsville series The Peimain system is divided into an upper and lower series The Pottsville series of the Pennsylvanian is represented in western Pennsylvania by the Upper Pottsville only The upper or Pittsburgh series of the Pennsylvanian is represented by the Monongahela, Couemaugh, and Allegheny groups Geologic Structure. The rocks of the bituminous coal fields are folded into many anti clines and synclines extending in a general northeast direction across the western part of Pennsylvania The intensity of this folding in creases toward the mountain region West of Chestnut Ridge, which is in Fayette, Westmoreland, and Indiana counties, the folding is minor, and the coal beds have low dips East of Chestnut Ridge, v here folding is stronger, the basins are wider and the coal beds rise steeply on the flanks of the anticlines Geology. The bituminous coals of Pennsylvania are associated with shale, sandstone, clay, and limestone Each group has different proportions of these deposits, and the proportions vary at different localities within the same group.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since In most fields gas under pressure is the main source of the energy causing the oil to move throug the sands into the wells and thence to the surface, this coincident production of natural gas will contime as long as present day producing methods are used. Generally the use of this gas is restricted, and markets are not readily available Consequently, a large portion of the gas produced at such times is often wasted by being blown into the air.

The American public has at all times been prone to discuss important questions that call for consideration and adjustment. Debatable subjects upon which sides may be taken always receive unusual prominence, but other questions equally important may be neglected. The real "paramount issue," calling for remedial action, is the ever-increasing number of deaths caused by preventable accidents. This matter demands the attention of the entire American people; the importance of accident prevention can not be overemphasized, and in many phases of American life, especially among the mining and allied industries, far too little real attention has been given the importance of conserving life and limb by accident prevention. ACCIDENTS COMPARED TO WAR AS A CAUSE OF DEATH Harry T. Hoffman, Wyoming labor commissioner, writes the following: It is one of the peculiar complexes of this rapidly moving age that we all stand aghast at the horrors of war and view with appar- ent indifference the greater havoc of industrial peace. Did you ever stop to think that approximately twice as many people were killed by accidents in the United States in 1929, as there were American soldiers killed in the entire period of the World War? Every employer and every worker should be thoroughly aroused over the tremendous toll levied against industrial forces by accidents which are largely preventable and develop a faith in safety efforts that will fire them with a zeal as pronounced as that of their religion or their patriotism. Let us remember safety-first to the end that the workman shall live to enjoy the fruits of his labor; that his mother shall have the comfort of his arm in her age; that his wife shall not be untimely a widow; that his children shall have a father; that crip- ples and helpless wrecks who were strong men shall no longer be a by-product of industry.

"INTRODUCTION Workmen are transported in shafts in various types of cages or skips, most of which were designed primarily for hoisting cars and materials. Therefore, in general the cages or skips are not completely enclosed, adequate and gates are not always provided, and at many mines signaling devices and telephones are re¬stricted to those at the various landings in the shafts.Shaft accidents are usually severe - frequently fatal - and as a rule such an accident is caused by failure to comply with company rules or by ignoring them.Sixty men were killed and 555 men were injured in shafts of the anthracite and bituminous coal mines of the United States during the 5-year period 1938-42. 4/ Many of these accidents could have been prevented by having properly enclosed cages and adequate locking devices on doors to prevent workmen from falling into the shafts.The officials of the Heidelberg Coal Co. contemplated utilizing an old coal-hoisting shaft as a man-hoisting shaft; however, it was their desire to avoid the use of the conventional cage and to try to provide a safer means of transporting men in the shaft. Investigations and studies made by the officials revealed that an elevator similar to those used in large buildings would be more economical in first cost, maintenance, and operating costs would be less, and it would be safer and more convenient for the workmen. Effective safety devices for such elevators have been developed to such a high degree that those properly installed seldom fail. The elevator or man cage finally chosen cannot be pulled above the top landing through mechanical or man failure; it stops automatically at each landing and cannot be moved while a door is open; when the cage leaves the landing the doors opening to the shaft are automatically locked by mechanical and electrically operated locks; electric lights, telephone communication, and push-bottom controls are available on the cage, and adequate safety switches and overspeed controls are provided."

Sections 120 and 121 of Article XI. Fire Control, of a proposed Mine Safety Law in preparation, to be used as desired and when approved by any State, contains these provisions: After the adoption of these regulations, no mine operator shall erect any nonfireproof structure within 50 feet of any mine entrance. or airway. Every operating mine having nonfireproof structures within 50 feet of any mine entrance or airway, except headframes necessary for hoisting, shall have such structures fireproofed or removed and replaced with fireproof structures within six months of the adoption of these regulations. Before reopening, mines idle at the time of the adoption of these regulations shall have all non- fireproof structures fireproofed, removed, or replaced with fire- proof structures as required by the foregoing sentence. Upon receipt of the written statement of a mine operator that the fireproofing of existing structures is impracticable, the chief mining engineer (of the State commission) shall satisfy himself as to the abouracy of the statement. If he concurs that fireproofing is impracticable, and if at the same time he holds the opinion that adequate protection can be provided otherwise by such procedure, he shall have authority to issue a written permit for the substitution of fireproof door at or near portals of mine openings and collars: of shafts. Such doors shall fit as nearly gas-tight as possible. and shall be installed in such a way that the mouths of mine open- ings can be closed readily from outside of structures. The effec- tiveness of such permit may be made contingent upon the operator's continued compliance with any additional precautions which are necessary in the chief mining engineer's opinion to protect the lives of miners.

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA&apos;s past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker&apos;s dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

"SUMMARYThe Ringelmann Smoke Chart fulfills an important need in smoke abatement work and certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous information circular, by Rudolf Kudlich, now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier manuscript.INTRODUCTIONThe Ringelmann Smoke Chart, giving shades of gray by which the density of columns of smoke rising from stacks may be compared, was developed by a Professor Ringelmann of Paris. Maximilian Ringelmann, born in 1861, was professor of agricultural engineering at l'Institute National Agronomique and Director de la Station d'Essais de Machines in Paris in 1888, and held those positions for many years thereafter.The chart apparently was introduced into the United States by William Kent in an article published in ""Engineering News"" of November 11, 1897, with a comment that he had learned of it in a private communication from a Bryan Donkin of London. It was said to have come into somewhat extensive use in Europe by that time. Kent proposed in 1899 that it be accepted as the standard measure of smoke density in the standard code for power-plant testing that was being formulated by the American Society of Mechanical Engineers.The Ringelmann Chart was used by the engineers of the Technologic Branch of the Federal Geological Survey (which later formed the nucleus of the present Bureau of Mines) in their studies of smokeless combustion beginning at St. Louis in 1904, and by 1910 had been recognized officially in the smoke ordinance for Boston passed by the Massachusetts Legislature."

The Bureau of Mines heated at 150° to 350° C for 0.5 to 360. days Green River oil shale that had been previously extracted by benzene to provide information on in situ processing conditions, to determine the effect of low-temperature heating on the unconverted kerogen, and to determine the composition of benzene-soluble thermal products. The methods used in determining the composition of the soluble thermal products consisted of fractionation of the soluble material, elemental analysis of the soluble products, fractionation of the polar resins by ion-exchange chromatography, gas chromatographic analysis of [n]-alkanes3 and mass spectral analysis of the branched plus cyclic alkanes and aromatic oils. The methods used to determine the effect of low-temperature heating on the unconverted kerogen remaining in the oil shale heated residues consisted of carbon-hydrogen analysis, volatile material determination, carbon residue determination, and oxidation rate determination. In general, it was concluded that significant increases in the degradation of kerogen to oil occurred between the temperature range of 250° to 350° C; that the composition of the soluble products depends upon the temperature at which they are formed; and that the [n]-alkanes are pyrolytically degraded from the kerogen structure. In particular, the 250° C heating temperature is beneficial to the formation of branched plus cyclic alkanes. Also, the heated and unconverted oil shale kerogen and the soluble thermal products become more aromatic as the temperature increases from 150° to 350° C.

Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state&apos;s surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

This field study evaluated a newer and older dozer at a construction site. Both dozers performed similar activities in the same location within the construction site. Two operators participated in this study. One operator used the older equipment and the other operator used the newer equipment. Jolting and jarring measurements were taken at the seat/operator interface and at the floor of the cab. The result of this field study indicates that the newer dozer was better than the older dozer.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), in collaboration with the Mine Safety and Health Administration (MSHA), the mining industry and seal manufacturers, conducted a series of full-scale experiments within the underground experimental mine at PRL&apos;s Lake Lynn Laboratory. The purpose of the experiments was to evaluate the explosion-resistant characteristics of several new seal designs for rapid deployment during mine emergencies. These seals can be deployed in less than 12 hours and are capable of withstanding explosion overpressures in excess of 140 kPa (20psi). These novel seal designs use available mine materials, do not require conventional rib hitching and, most importantly, can substantially reduce exposure time for coal miners during sealing and mine recovery operations.
