Atentative Draft of a standard smoke abatement ordinance has been prepared by a joint committee made up of representatives of the American Society of Heating and Ventilating Engineers, the Stoler Mamufacturers Association, the American Civic association, and the Fuels Division of the American Society of Mechanical Engineers. The Committee is desirous of obtaining helpful criticism and suggestions about this ordinance, which should be mailed to the chairman, Dr. O. P. Hooi, Bureau of lines, ashington, D. C. "Introduction In the course of the investigations by the Bureau of Mines into the various causes of coal-mine explosions, the fact that several gas explosions had occurred during or very soon after a mine was being un-watered, attracted the attention of the Bureau's engineers. The apparent coincidence was so marked that there appears to be an extra hazard present, whenever water, which has been standing against the face of the coal for some time, is suddenly removed either by natural drainage or by mechanical means.Actual Occurrences Case 1. - A typical illustration of this hazard is shown in a gas explosion which occurred in a mine in Central Pennsylvania. Four main entries, 50 feet apart with an average grade of 6 per cent, had been driven with the dip of the coal, and from these mains 7 pairs of entries, at intervals of 800 feet, had been turned at such an angle that their grade was slightly rising. Prom these latter pairs of entries, rooms were turned practically at right angles.The main entries had been driven for 4,500 feet and at the face there was 400 feet of cover. As far as could be observed, the roof was of sandstone and the floor of clay.The coal bed being mined was the Lower Kittanning, which has a thickness of about 4 feet. During the 12 months ended July 1, 1931, engineers of the Bureau of Mines examined electrical equipment in 80 bituminous-coal mines. The purpose of these examinations was to ascertain the condition of such equipment with respect to possible hazards of gas and dust ignitions, also of shock. Although only 3 of the 80 were being worked with open lights and therefore did not use explosion-proof equipment, there were others where electric cap lamps were used by the men but where it was apparently assumed that conditions as to gas and dust did not require equipment designed to give protection against ignitions. Early in its history the United States Bureau of Mines originated certain standards covering the construction and testing of electrical equipment in order to minimize the dangers of ignitions from exposed electric sparks and flashes ; accordingly, it is comparatively easy to determine wherein a machine built to these standards falls short of continuing to meet them if damaged or neglected. Many so-called flame-proof and dust-proof machines, however, have not been built to any standard comparable with that developed by the Bureau of Mines. In addition, certain machines have parts which pass Bureau of Mines tests, but do not satisfy the full requirements in other respects, and others make no pretense of inclosing the spark-producing parts. It is not uncommon to find two or more of these various types in the same mine with " permissible " machines, the type that has been built to conform to the Bureau of Mines standard. Consequently, inspection of nonpermissible machines becomes somewhat difficult without a standard of comparison. Because of its unprotected condition obviously open-type electrical equipment must be used with great care, if at all, in a mine where precautionary measures are adopted in guarding against gas and dust ignition. The unsafe nature of such equipment is widely recognized. For that reason it is to be installed only where there is no likelihood of gas being present. It is not apparent to some, however, why flame-proof and dust-proof equipment and equipment having tested parts should not be regarded in the same light as permissible equipment.

At the National Institute for Occupational Safety and Health (NIOSH), researchers are pursuing this vision of safety and health through a fact-finding approach for reducing injury illness in various mineral sectors. Surveillance data from Mine Safety and Health Administration (MSHA) has been the source for such analyses. It helps to focus research efforts on key machinery, workers, and their tasks. The second installment of this two-part series follows last month's focus on crushed stone.

Most stone mines are limestone mines, but a substantial minority are marble, sandstone, and granite mines. These mines differ from most others in that entry widths are 30 ft or more and entry heights are 25 ft or more. Such mines, developed with room-and-pillar methods, have large open areas that can make ventilation and dust control more difficult. Because of the difficulty of ventilating stone mines, improved ventilation is a major focal point of this chapter. However, the chapter also covers the control of dust from drills, blasting, and crushers. Another part of the chapter covers enclosed cabs, an effective dust control technique for some workers. BACKGROUND The major dust compliance problem in stone mines is caused by silica (quartz) in the rock. Mines in high-silica rock, 8% or more, are far more likely to have a dust problem than those where there is less silica. Geographically, the limestone in the Northeastern and South Central United States has higher silica than the rest of the country. Chekan and Colinet [2002] have analyzed Mine Safety and Health Administration (MSHA) dust sampling results [MSHA 2001] from the stone industry. They have concluded that, on average across the United States, the workers exposed to the highest dust concentrations are rotary drill operators, front-end loader operators, truck drivers, and crusher operators. However, there are many regional differences. Also, occupations that work outside of cabs, such as blasters, roof bolters, and laborers, can be exposed to high dust levels.

Provide a low-maintenance, reliable means of generating bubbles and controlling bubble size for column flotation. Approach Commercial sparger systems used in flotation columns to process minerals provide only limited means of controlling the size of bubbles generated and the rate of air injection. Generally, these limitations are a detriment to flotation performance, particularly in recovering coarse or fine mineral particles. In addition, conventional bubble generation systems require frequent maintenance, often requiring shut-down of the column itself for repairs. To permit greater control of the bubble size generated in the flotation column and to eliminate the counter-productive problems associated with the operation of current air sparger systems, the Bureau of Mines investigated alternative methods for generating bubbles. Based on the investigation, an external bubble generation system was designed, developed, and laboratory and commercially tested.

Methane-flow and pressure data taken from a mine in the Pocahontas No. 3 coalbed are compared with flow rates from lump coal obtained in laboratory experiments. From this, it is concluded that the main source of gas is the intact coalbed rather than a "crushed zone" near the working face. The permeability and sorption capacity of the intact coalbed are calculated and gas emission rates are theoretically accounted for.

The extremely sluggish oxidation of steel scrap was appreciably accelerated when the charge was pretreated in aqueous solutions of sodium metavanadate or sodium molybdate. The degree of oxidation acceleration was inversely correlated with the melting point of the promoter oxide possessing the highest valency. The magnitude of oxidation enhancement exhibited a systematic inverse dependence on the duration of pickling processes; mere dipping of the oxidizable charge in the vanadate bath was most effective. In general, the rate of steel scrap oxidation increased with increasing concentration of the pickling reagent. The results are explained on the basis of the hydrolytic decomposition of the pickling agent with subsequent slow interaction with the metal surface, coupled with the tendency of vanadium to form polyanions in alkaline media. The data not only served to elucidate the mechanism by which catastrophic oxidation takes place, but also showed that the accelerating species need not be alloyed with the oxidizable metal; surface impregnation by minute amounts of the accelerating species can still produce catastrophic effects.

Develop a user-friendly, personal computer-based numerical modeling program that performs structural analyses of underground tabular deposits, making these readily available to the mining industry. Background When ore is extracted from an underground mine, the overburden weight is redistributed to unmined areas, recompacted gob zones, and artificial structures such as packwalls and/or cribs. This redistribution of stresses continually changes throughout the mining cycle and can be especially complicated when multiple-seam mining is involved. Numerical mine structural analysis methods provide a way of calculating the redistribution of overburden stresses and the resulting loading for any given area of an underground mine, thus enabling engineers to design safer and more productive mines. In 1973 Crouch and Fairhurst developed a mine structural analysis computer program called MINSIM. This computer program was based on the three-dimensional displacement-discontinuity approach, a subvariation of the boundary-element method. In 1979 Sinha expanded MINSIM's capability to provide an analysis of parallel multiple seams. Sinha called his program MULSIM. During 1984 and 1985, the Bureau of Mines upgraded and completely restructured MULSIM into what is now called MULSIM/BM.

This paper is concerned with the theoretical study of UHF radio communication in coal mines, with particular reference to the rate of loss of signal strength along a tunnel, and from one tunnel to another around a comer. Of prime interest are the nature of the propagation mechanism and the prediction of the radio frequency that propagates with the smallest loss. Our theoretical results are compared with measurements made by Collins Radio Co. This work was conducted as part of the Pittsburgh Mining and Safety Research Center's investigation of new ways to reach and extend two-way communications to the key individuals that are highly mobile within the sections and haulage ways of coal mines.

Estimate costs for projected uranium in-situ mining operations. Approach Develop a computer model and an associated data base which will allow users to supply data applicable to a specific mining site in order to estimate total capital and operating costs for a potential in-situ mining operation at the site. How the Model Works The model requires a minimal amount of input from the user. The data input must be known or estimated information about a potential in-situ mining operation. The user can also supply any additional project specifications. The computer model uses a process-engineering approach and determines through a discounted cash flow analysis the total capital and operating costs for the life of the project. This time-span measures from the start of the pilot-scale operation through to the site's restoration and reclamation. The model will determine the production cost per pound of material mined subject to the rate of return identified by the user. Conversely, it will also solve for the rate of return realized for the specific sales price per pound. [ ] Currently the model's data base can tai ns costs, rates, and specifications for Texas and Wyoming, the only states where commercial uranium in-situ mining is being conducted. However, this model can be used by anyone who is conducting in-situ leaching or who plans to leach uranium in-situ. At least part of any uranium deposit has a potential for in-situ mining.

Material used for flame safety lamp gauzes should possess the following qualities: (1) mechanical strength, (2) resistance to corrosion under service con- ditions, (3) a relatively high thermal conductivity, (4) a melting point above the ignition temperature of mine gas. Heretofore, three metals have been used for flame lamp gauzes, namely: steel, brass and copper. While each of these has the requisite qualities to some extent, none of them is an ideal gauze material. Copper gauzes lack mechanical strength, especiall, after they have been heated; brass and copper both have comparatively low melting points so that before the gas ignition is reached the gauze metal is attacked and oxidized under the action of the heat. Steel corrodes readily in damp atmos- pheres and if the lamp stands unused under these conditions for some time, the gauzes become unfit for service. Tests of these three materials have shown that steel offers the highest degree of safety. Manel metal, the natural alloy of nickel and copper, is practically noncor- rodible. Its relting point is approximately the same as that of steel. From time to time it has been suggested that this alloy might be a better gauze material than steel, since gauzes made of Monel metal should have all of the good qualities that steel gauzes possess and, in addition, would not corrode appreciably in ordinary mine atmospheres. One advocate of this use for Monel metal, the International Nickel Co., through their development engineer, Mr. Robert J. McKay, cooperated with the Interior Department, Bureau of ines, to the extent of supplying twelve sets of 30 mesh, Monel-metal gauzes for tests. Those gauzes were made up by the same lamp manufactur- er ho rade the steel gauzes used in the previous investigation. Being made by the same processes as the steel gauzes, these Manel-metal gauzes were needlessly given the same anti-rust coating that is always applied to steel gauzes to prevent any corrosion before the gauzes are used. In previous tests the Bureau of Mines had collected data as to the behavior of steel gauzes. In determining the value of Monel metal as a gauze material, it was planned to obtain similar data with Monel-metal gauzes, and thus make a direct comparison with the steel gauzes. In 2004, management at Unimin's Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

Determine the extent to which remote-sensing techniques, primarily lineament analysis, can be used to identify geologic structures that may affect the location and migration of subsidence over abandoned underground coal mines in the Colorado Springs, CO, area. Compile data using a geographic information system (GIS) to allow efficient and reproducible comparisons and analyses. Background The basis for evaluating abandoned mine land (AML) sites with remote-sensing techniques comes from past and ongoing Bureau ground control research using remote-sensing data to identify potential hazards caused by geologic structures (faults, joints, etc.) above active underground coal mines. Research showed that lineament (linear feature) analysis of Landsat Multispectral Scanner (MSS) images could indicate locations of fractures and fracture trends that had varying, but significant, impacts on the stability of mine openings. Such geologic structures should be identifiable over abandoned mines as well. If fractures are present, even if they arc not faults, they should represent areas of potential instability over these mines and, therefore, should tend to localize subsidence when it occurs, particularly for deep and moderately deep portions of mines.

Carbonaceous gold-bearing ores of the type that occur in north-central and northeastern Nevada were investigated by the Bureau of Mines as part of its Heavy Metals Program. Specific objectives were to identify the carbon and organic compounds that prevent adequate gold recovery from the ore by cyanidation and to develop an economical process that would overcome the detrimental effect of the carbonaceous constituents. Activated carbon and long-chain organic compounds containing sulfur and nitrogen were found in the ore. Part of the material consisted of stable gold organic complexes. A mild oxidation technique that allowed gold extraction as high as 96 percent by subsequent cyanidation was developed. A variety of oxidants was shown to be effective in improving gold recovery, including chlorine and sodium hypochlorite (NaOC1). An electrolytic oxidation process was developed that was particularly advantageous from an economic and effectiveness standpoint.

"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

The Bureau of Mines conducted an investigation to observe the effect of cetane improvers upon nitrogen oxides concentration in diesel exhaust gas. Amyl nitrite and amyl nitrate were used as additives to the fuel used in a four-cycle, single cylinder type test engine. It was concluded that nitrogen oxide concentrations were not enhanced at fuel-air ratios above 0.03 pound of fuel per pound of air.

Provide the mining industry with an easy-to-use means of accurately predicting surface subsidence caused by longwall mining in the northern Appalachian Coal Basin. Approach The Bureau of Mines developed a subsidence prediction model using the novel approach of a variable subsidence coefficient. This approach had to be used because of the resistant strata types which commonly occur within the relatively thin overburden material typical in northern Appalachia. Such resistant strata precluded the use of the popular European methods that assume homogeneous overburden or overburden behaving as homogeneous from a subsidence point of view. The model is available in a BASIC computer program for use on most personal computers. The user has the options of obtaining individual subsidence calculations or may choose to develop a subsidence profile using an average overburden value. The program output can be generated in graphic or tabular form showing the location of the surface point with respect to the longwall panel edge, overburden depth, and the subsidence value.
