Since 1990 and the publication of the Ergonomics Program Management Guidelines for Meatpacking Plants by the US Occupational Safety and Health Administration, numerous reports of companies implementing ergonomics program have been published. However, despite these numerous reports, no examples of implementing an ergonomics program in the mining industry have been reported. In 2000, NIOSH initiated a long-term project to demonstrate the implementation of an ergonomics process designed to identify and reduce exposures to ergonomic risk factors found in mining. The mine selected for this project was the Jim Bridger Mine, a surface coal mine located 35 miles northeast of Rock Springs, Sweetwater County, WY. This paper discusses how a large, surface coal mine implemented an ergonomics program and the lessons learned while doing so.

The Bureau of Mines conducted tests on seven samples of Florida phosphate operations.slimes to develop a method to recover phosphate presently being discarded because of its small grain size. A system of hydrocyclones and hydroseparators was used to recover up to 96 pct of the plus 400-mesh material from the slimes. This plus 400-mesh material was subjected to fatty acid flotation, and concentrates containing up to 33.4 pct P205 were produced. As much as 88 pct of the phosphate (P205) was recovered from the plus 400-mesh material, and up to 29.6 pct was recovered from the total slimes.

Gas occurs in coalbeds in an adsorbed and a free gas state. Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. Conventional methods of reservoir engineering analysis are not applicable to coalbeds

This Bureau of Mines report presents an iterative approximation method for microseismic source location that was developed to adapt microseismic techniques for rock structure analysis to investigations of surface problems, such as slope failure in an open pit mine. The source location method and two derivative location algorithms are described in detail, and the speed and accuracy of the two algorithms are compared.

NIOSH conducted a strategic planning effort to identify those areas in mining with the greatest research needs. Data analysis and stakeholder input identified the need to reduce worker exposure to respirable crystalline silica dust as a high priority area. MSHA dust sampling data were analyzed to target the mining commodities and occupations with the greatest percentage of samples containing silica above compliance levels. In response, the Pittsburgh Research Laboratory (PRL) has implemented a multi-faceted research program to improve silica dust control for these problematic commodities and occupations. A review of silica compliance trends, PRL silica research programs, and recent control technology developments are provided here.

An ozone detector was built and evaluated for its applicability in smog-chamber studies. The detection method is based on the reaction of ozone with ethylene and the measurement of resultant chemiluminescence. In the first phase of evaluation, the detector's response to ozone was studied as a function of several instrument parameters, and optimum conditions were defined for the maximum and most stable responses to ozone. In subsequent evaluations, the method was checked for sensitivity, precision, and interferences and was compared with two alternative methods. Results showed the chemiluminescence method to be acceptably sensitive and precise for smog-chamber studies and superior to the Mast ozone meter and KI (colorimetric 1 percent neutral-potassium iodide method) methods in that it is specific for ozone.

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Beaver and Lawrence Counties, Pa. Washability analyses were made on seven coalbed samples, none of which were of metallurgical quality as received. Five of the samples could be sufficiently upgraded to produce acceptable products, and the remaining two samples could not be upgraded to metallurgical quality because their sulfur contents could not be lowered to meet the standard. For steam or power generation, one sample was of low sulfur content as received, one sample could be upgraded to low sulfur content, and three samples could be upgraded to medium sulfur content. The original sulfur content of the remaining two samples can be appreciably reduced by removal of the sink 1.58 speci fic gravity material; however, these coals would be classified as medium sulfur coals both before and after removal of the sink material.

The Bureau of Mines evaluated the hydraulic stimulation of a gob-degasification borehole to determine if this procedure would aid in degasifying a longwall panel. The stimulated borehole did not degasify the longwall panel as expected either before or after mining of the panel started. It reduced the underground methane emission only 11 pct, considerably less than the reductions effected by two unstimulated boreholes in the same panel. Some probable reasons for the reduced methane flow from the hydraulically stimulated borehole are very low reservoir gas pressure, location of hydraulically stimulated zones within the grouted casing, a casing break caused by lateral shifting, possible vertical movement of rock strata during caving, grouting of a 4-inch pipe blocking three stimulated zones, plasticity of shales, and possible hole damage by swelling of water-sensitive minerals. The borehole was also located between two second-mined areas, which may have allowed partial degasification of the overburden and the coalbed in advance of mining. Finally, a period of 3 months is probably not long enough for the borehole to degasify the overburden before mining.

This Bureau of Mines report presents the results of a study to rank technologies for extraction of alumina from bottom ash and coal shale. The available literature on composition and availability of coal waste was reviewed, and papers pertinent to alumina extraction are referenced. Types of coal waste were categorized by method of waste generation, coal content (heating value), location, coal type (ash nomenclature), and alkaline earth content. The differences and similarities among the categories of coal waste are summarized as to factors that my affect aluminum extraction, especially factors concerning chemical composition, current production, storage problems, and accumulated tonnage. Data available on physical characteristics and mineralogy did not correlate well with the individual categories of coal waste, and discussion on these two aspects is limited to the differences between coal ash and coal shale.

Electrical grounding is essential for the safe operation of power systems. A low-impedance path to ground is necessary to prevent the possibility of dangerously high potentials in human work areas. If for any reason this ground connection becomes faulty, a serious hazard may exist. One reason for faulty ground connections is ground bed corrosion. Corrosion of electrical ground rods has plagued the power industry and appeared in coal mine power systems. This paper will investigate ground rod corrosion, its cause, and possible solutions. Included is an evaluation of various ground rods for their ability to resist corrosion under stray current conditions. -The first known study of X-it3 Rod Corrosion is also presented.

ASARCO Incorporated, the only domestic arsenic producer, terminated copper-smelting operations and the associated recovery of byproduct arsenic trioxide at Tacoma, W A. in 1985. It still shipped small quantities of trioxide from its remaining stocks in 1987. Imports for consumption of arsenic trioxide were slightly higher than in 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

Electronegativities of the rare-earth elements were calculated from heats of formation. The values obtained from different compounds varied widely. The postulates of Pauling's electronegativity theory were interpreted for bonds that are primarily ionic; the study showed that many compounds obey rules of the form expected. Revised electronegativity values are given for the more electropositive elements, including the rare-earth metals (which are near magnesium in electronegativity). Estimates of un-known heats of formation are made from electronegativities and are compared with other estimates. INTRODUCTION Calculation of the electronegativities of the rare-earth elements is interesting to show how these metals stand relative to the other metals and to each other, and also possibly to systematize the thermochemical data on them.

The Bureau of Mines has successfully used sulfur hexafluoride (SF6) as a tracer gas to measure mine air flows under conditions where conventional methods have failed. SF6 was employed experimentally to measure accurately recirculation of return into intake air caused by leakage through an old stoped area, to check for potential leakage from an adjacent mine, to trace 10,000 cfm of “lost” air from an intake airway, and to measure transit air time through uranium mines. It proved useful as a means of accurately measuring airflow volumes in airways of large cross section and very low flow velocity, and in determining the recirculation resulting from underground cooling plants.

The types of compounds present in aromatic concentrates derived from high-boiling petroleum distillates can be estimated from a gel permeation chromato-graphic (GPC) analysis by the use of tables developed from extensive GPC and mass-spectral analyses on fractions from four crude oils. For a fraction from the GPC analysis, the retention volume and the molecular weights (from mass spectrometer) suffice to indicate the types of compounds which predominate. The tables which show these qualitative analyses were developed through the use of pure compounds as well as the extensive analyses on Prudhoe Bay (Alaska), Gach Saran (Iran), Swan Hills (Canada), and Wilmington (California) crude oils. These tables provide a rapid method for determining which types of compounds are present in a GPC fraction before attempting to develop quantitative data.

This paper reports determinations of heats of formation (from the oxides and elements) of crystalline cadmium metasilicate and crystalline lead meta-silicate by hydrofluoric acid solution calorimetry. The results, in conjunction with known entropy values, yield free energies of formation. There are no earlier data of this type for cadmium metasilicate. The results of this investigation for lead metasilicate deviate from the literature values (which are less reliable) in the direction of increased thermodynamic stability. Both cadmium and lead metasilicate are much less thermodynamically stable with respect to their constituent oxides than are the corresponding compounds of the alkaline earth metals.

Increasing longwall panel dimensions, particularly face width in gassy coalbeds, may result in unexpected increases in methane emissions. To investigate this problem, continuous longwall face emission monitoring studies were conducted at two adjacent mines operating in the Pocahontas No. 3 Coalbed, where longwall faces were to be extended from 229 to 305 m (750 to 1,000 ft). It was predicted by regression analysis of methane emissions data from 229 m (750 ft) wide longwall faces that extending faces to 305 m (1,000 ft) would increase methane emission rates by only 7 percent (0.6 m3/min (20 cfm)), to 8.6 m3/min (304 cfm) at the VP-1 Mine. In contrast, it was predicted that extending faces at the VP-3 Mine could increase methane emissions by as much as 13 percent (1.8 m3/min (65 cfm)) to 16.1 m3/min (567 cfm). The geologic and mine design factors influencing the variation in face emissions between the two mines will be discussed.

A remarkable explosion of fire-damp caused by a discharge of lightning at the new shaft at the Sitalpur coal mine, has been reported by the Chief Inspector of Mines of India, who gave the following details: "The explosion occurred during a thunderstorm, and the evidence showed that a flash of lightning had, to all .appaarances, passed down the shaft causing disruptive disohalges at certain points between the guides and the winding rope, Tending the latter at two places situated respectively 228 feet and 278 feet frem the surface, The distance between the winding rope and the side of the shaft was 6 feet 4 inohes, indicating a spark gap;of this width, and an intensity of discharge which could not fail to ignite the explosive mixture of gas and air known to be present in the shaft."

The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient. points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of, life and damage to property, with special application to the mining industry The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment,, through improved types of lightning arresters,, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures. LIGHTNING PHENOMENA In 1751, Franklin proved that lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition, to define the various phases of the phenomenon. "INTRODUCTION Of the occupations in and about coal mines, those of the haulage crews are among the most hazardous. Statistics indicate that the second largest number of fatalities about coal mines occurs during haulage operations and through the use or misuse of haulage equipment. Despite the fact that relatively few coal-mine employees are engaged continuously at haulage operations, approximately 20 percent of all coal-mine fatalities are attributable to haulage.Most of the hazards in haulage operations could be very greatly reduced if more serious consideration were given to the problems of the haulage crews and if sincere efforts were made to reduce the hazards. Underground haulage is similar in many respects to railroading; yet, railroading is now considered one of the safest of occupations a distinction that has been attained only by honest effort and whole-hearted cooperation on the part of all concerned. Underground haulage is also similar to street and highway operation and has in it some of the difficulties encountered in the reduction of traffic accidents the seriousness of which has not by any means been con¬trolled as yet, notwithstanding the fact that much effort has been expended through a multiplicity of laws, ordinance regulation, etc., as well as by thousands of enforcement agencies and officers.The men working on the locomotives are among the most important members of a coal-mine organization; without skilled haulage employees, the production of coal would be greatly retarded. Their jobs, particularly the job as brakeman, require physical endurance, agility, and mental and physical alertness; in thin coal beds, especially where the roof is not brushed and the coal is loaded into mine cars by hand, the need for these qualifications is greatly increased."
