Kettlebottoms are columnar masses of rock--the preserved casts of ancient tree stumps--embedded in coal mine roof strata (of which they are a part). Because unsupported kettlebottoms can detach from a mine roof without warning, they are a hazard to miners. The primary objectives of this investigation were (1) to better define and describe kettlebottoms and (2) to evaluate kettlebottom support techniques in terms of safety and effectiveness. A telephone survey of mine operators, interviews with Mine Safety and Health Administration (MSHA) personnel, and underground mine visits were conducted in Pennsylvania, West Virginia, and Kentucky. Information gathered during this investigation indicates that the size and frequency of kettlebottoms in mine roof are dependent upon past geologic events and biological processes active during the deposition of roof sediments. To ensure the safety of mine personnel, all undermined kettlebottoms should be supported. The roof should be bolted next to kettlebottoms less than 3 ft in diameter, close enough to allow a portion of a wood or steel header to be extended beneath each kettlebottom for support. Two bolts and a wood plank or steel strap should be employed to support kettlebottoms over 3 ft in diameter.

Mathematical expressions are derived for the histories of the pressure, flame radius, mass fraction burned, and burned and unburned gas temperatures associated with a spherical flame propagating concentrically in a spherical vessel. The equations are solved numerically for a 9.5 pct CH4/air mixture using the best available information for the burning velocity, expansion ratio, and specific heat ratio. Calculated histories are in complete accord with experimental measurements. The accuracy of calculated histories is determined relative to errors in the system parameters, and it is found that 10 pct errors in either the burning velocity or the expansion ratio results in a 40-pct error in the pressure history. A 10-pct error in either burned or unburned specific heat ratio results in a 22-pct error &apos;in the pressure history. It was further established that the usual assumption of constant specific heat ratio is unacceptable, but equating the burned and unburned specific heat ratios result in no apparent error in the histories. The cubic law (P = Kt3 + Po) is derived and discussed, and it is found that the law is valid only during the early period (P<2 atm) of flame growth.

Improve the effectiveness of person-wearable self-contained self rescuer (PWSCSR) training by enhancing the memory retention of trainees in proper donning procedures. Background In the fall of 1989, a total of 185 miners and inspectors were trained by Bureau of Mines personnel to don the SR-100 PWSCSR using the Bureau&apos;s 3+3 method. With the exception of a few individuals, miners were trained underground in an area set up within their working sections. The instructional protocol was as follows: (1) after placing an SR-100 simulator (equipped with a cleaned and disinfected mouthpiece assembly) on the mine floor in front of the worker, a researcher guided him or her step-by-step through the complete donning procedure, (2) the miner was required to perform each step slowly, methodically, and correctly while being talked through the sequence, (3) following this pre-practice instruction, the apparatus was repacked and the subject donned the device without coaching, while being evaluated, (4) if an error was made, the worker received corrective feedback, the unit was repacked, and the entire donning trial was redone. This procedure was repeated until the miner achieved a perfect 3+3 sequence.

Laboratory batch-flow tests conducted on a highly ferruginous acid mine water with an activated carbon showed that ferrous iron is rapidly oxidized. This indicates that air oxidation of ferruginous acid in mine waters is catalyzed by activated carbon. The ferrous iron content of an acid mine water flowing through an aspirated activated carbon column was reduced from about 700 to about 10 parts per million in less than 1 minute. Highly efficient ferrous iron oxidation was achieved by conditioning the activated carbon by repeated treatment with acid mine water and air. The reaction proceeds rapidly in the acid environment (pH about 2.5) engendered by ferrous iron oxidation. The activated carbon was used repeatedly with little loss in efficiency, no discoloration, or solids deposition. In these batch tests, about one-third of the iron was adsorbed by the carbon, but with continuous flow, little iron adsorption is expected. Incorporating a catalytic oxidation step in the treatment of acid mine waters containing ferrous iron would greatly facilitate neutralization--precise control of pH, lower reagent costs, elimination of aeration equipment, and smaller holding ponds.

The bureau of Mines conducted a laboratory scale investigation of the process of selective flocculation with the objective of developing a method to effect separations on suspensions consisting predominately of ultra-fine-size (minus 400-mesh) particles of coal and refuse. Selective flocculation of coal from coal-refuse slurries could be achieved with a wide variety of reagents. Typically as much as 15 to 20 weight-percent of high-ash solids (70 to 80 percent ash) could be retained in suspension. The flocculated sediment remained a high-ash product, however, and would require further treatment to be regarded as clean coal. No combination of reagents and conditions led to selective flocculation of the refuse component. The dispersing agent was found to be the critical factor; dosages of 3 to 8 lb/ton2 were necessary to stabilize the suspension for subsequent selective flocculation. In addition, most of the dispersants that worked were most effective at substantially elevated pH (11 or so). It was concluded that this process would be prohibitively expensive and, because of yield and quality constraints, it would be of questionable utility in today&apos;s coal preparation industry.

To develop a simple device for rapidly determining the shearing strength and angle of Internal friction of coal and rock in situ. Approach Use a portable, permissible, hydraulically operated device in boreholes as deep as 100 feet into the rib, floor, or roof of the mine. How it Works The device, called a Borehole Shear Strength Tester (BST), is inserted Into a 3-inch-diameter borehole to the desired depth, locked Into position, and activated to shear the rock or coal in the borehole walls. The normal and shear pressures exerted by the BST, which are recorded during the test, are used to calculate the shearing strength and the angle of internal friction. The BST consists of 3 main components and several minor components. Main components are: ? A shear head with 2 shear plates that bite into the rock when normal pressure is applied. ? A hollow hydraulic jack with RW drill rods that pull the shear head when shear pressure is applied. ? A console with a hand pump and two hydraulic gages to activate the device and to indicate the pressures that apply the normal and shear faces to the shearing plates.

Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due to both nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustions. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines.

Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. "It has been recently learned that certain foreign manufacturers are offering far importation into this country detonators at greatly reduced prices, some of these detonators being of such low grade (No.4), that their use would greatly increase the dangers in blasting.Detonators and electric detonators are used in initiating the explosion of the various high explosives that are now so extensively employed in a great variety of mining operations. Originally a large number of different grades (or ""strengths"") of detonators and electric detonators were marketed, the grade number indicating the weight of the charge of fulminating material contained in the copper case of the detonator. As late as 1914, a report of the Bureau of Mines (Bulletin 80, A primer an explosives for metal miners) shows that grades Nos. 3, 4, 5, 6, 7, and 8, containing from 0.54 to 2.00 grams each, were being offered for use. However, the writer bad observed as early as 1896, when the more insensitive types of explosives like nitro-substitution explosives began to be introduced for use in mining and other blasting operations, that use of a high-grade detonator was essential to insure certainty of discharge."

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. It was decided to demonstrate the use of latex as a soil sealant by irrigating three small plots at Lanse coded 03A on the west of Brown&apos;s run, 3C on the east of the stream, and SB, an area on the spoil bank. Earlier plans to sprinkle latex on twenty acres of the side were abandoned because of easement difficulties. On the basis of results from laboratory soil columns and small plot experiments at Lanse, Naugatex J-3471 was the latex of choice. The irrigation system consisted of plastic pipe (two inch size) for the main line from the water meter to the irrigation area because of lower price and ease of handling. Because the municipal water supply was limited to 20 gpm, low-volume 14V-LA-TNT Rainbow sprinklers were specified with low angle 20° 3/32 inch nozzles to reduce wind effects. At the expected nozzle pressure of 50 psig, each sprinkler covers a 56 foot diameter area at a delivery rate of 1.64 gpm. Each of the three test areas was covered with twelve sprinklers, six used with water alone as a control area and six used with latex and subsequent water spraying. One-quarterturn inlet valves were positioned on the main lines leading to each area. Flow to the treated and untreated areas was set at 10 gpm by Dole flow control valves in the&apos; main entry lateral to each of the six sprinklers. To avoid the use of dilution tanks, a Moyno pump operated by a 1/2 HP, 1140 rpm 5:1 reducing drive was used to deliver 1/2 gpm 48% latex for mixing with 10 gpm water. A 3500 watt gasoline generator provided power for pump and light. Latex was applied at night to take advantage of the lower evaporation and higher humidity. Neutron gauge access tubes were placed in orthogonal arrangement in the areas that were irrigated, with four tubes in the section that were sprinkled with latex and four tubes in the untreated irrigation section in each of the three locations. Each tube, five and one-half feet long and sealed at one end with a plug welded in place, was inserted five feet into the ground in a cored hole. In each irrigation area, the left section of six sprinklers spread the dilute latex while the right section sprinkled the same amount of water to serve as a control plot. As shown in Figure 7 each sprinkler has a 56-foot sprinkling diameter at 50 psig design water pressure. The sprinklers are 30 feet apart on the laterals and 35 feet apart between the laterals. The access tubes (coded AT on Figure 7) were placed in comparable spots on the two sections of each area, so that four soil moisture measurements on the two sections could be compared. Bouyoucos resistance blocks (BB) were also placed in areas 03A and 3C at one, two and three foot depths, but not on the spoil bank area.

"The McLeod sand pits, on the northeast side of the Little Ocmulgee River in Wheeler County, Ga., opposite Lumber City in Telfair Co., were examined by the Bureau of Mines under its war program of Investigation of Critical and Essential Minerals. The pits are about a quarter of a mile above the bridge, which is half a mile above Lumber City. Mrs. A. T. McLeod of Lumber City owns the land, including the pits. The property was inspected by an engineer of the Bureau of nines on March 8, 1945, on recommendation of Capt. Garland Peyton, director, Division of nines, Mining, and Geology of Georgia.The Mcleod pits are at the northwestern extremity of a mile-long series of old pits that were worked from about 1900 until the 1920's. The burning of the spur railroad bridge connecting the pits with the Southern Railway at Lumber City stopped mining operations. The pits on the south-east, or opposite, side of the Glennwood Road from the McLeod pits were first worked by F. L. Hinson and later, in 1921, by Mrs. n. H. Mobley. The glass sand was shipped to Tallapoosa, Ga., and Chattanooga, Tenn., where it was used in the manufacture of bottles for soft drinks. Some of the sand was used as molding and construction material. The sand was mined by hand shoveling it into wheelbarrows, which were unloaded on freight cars. The pits were partly refilled with overburden, so that it is impossible to estimate even roughly the amount of sand excavated.Analyses of samples of glass sand made years age3/ and later in 19404/ roughly check those made by the Bureau of Mines laboratory, except that in the former the iron oxide content usually was greater, attaining a maximum of 0.72 percent.The sand pits are in a valley slightly more than a quarter of a mile wide that lies along the northeast side of the Little Ocmulgee River. The land is either flat or marked by ridges only a few feet high. . A rather thick growth of scrub trees covers most of the valley. The surrounding country consists of gently rolling farm lands. The altitude of the valley is not known, but, judging by its distance from the seashore, it probably is about 200 feet. In addition to the Glennwood highway, which crosses the valley, several old sand roads lead to the pits."

Objective To characterize the roof fall risk associated with underground limestone mining. Background During the first 5 years of this decade, more than one-fourth of the underground mining fatalities occurred as the result of fall of ground. The large openings in underground stone mines present limitations in observing ground conditions because of floor-to-roof heights ranging from 20 to 60 ft or more. Generally, the status of ground conditions in under-ground stone mines is based on observation and experience obtained during mining development. Some mines use monitoring instruments to gain information on roof conditions, but this practice is typically focused and localized to address issues in a particular area or section of the mine. The Roof Fall Risk Index (RFRI) described here provides a method of systematically characterizing the risk of roof falls to enhance the safety of mine workers. Approach As in many industries, a defective product signals the potential for failure. Similarly, defective rock or strata in an underground stone mine presents a potential risk. Assessing ground conditions relative to the concentration of defects observed provides a way to index or rate these conditions and the subsequent risk. Through observations at approximately 50 underground limestone mines in the United States, strata defects were categorized to develop a quantitative method for determining the RFRI. This method is specifically geared to underground lime-stone mines because strata defects are difficult to see and limited by the experience and knowledge of the observer. Overall, 10 defect categories were deter-mined: 3 that relate to geology, 4 that result from mine development, 2 that are indicative of the roof profile, and 1 that addresses moisture or water flow (see RFRI Chart 1). The defect categories are also weighted to reflect the conditions indicative of roof or strata movement or separation (categories 4 through 8). These weights are multiplied by the assessment value to determine the total category value. The benefit of using monitoring techniques to gain information on roof conditions is also factored into the RFRI for overall assessment of an area in the mine. Each defect category is assessed with a value of 1 to 5 based on parameters as defined in each defect category, with 5 indicating the highest degree or level of defect. The assessment value of 3 is also used when information on a parameter is unknown. The parameters for the defect categories are illustrated in RFRI Chart 2 for use in determining the assessed value. How It Works The RFRI provides a means to categorize the risk for roof falls in underground stone mines. The concept of this calculation is aimed at providing an indication of the level or degree of defect relative to the area of the mine examined. The RFRI for the calculation produces a distribution where RFRI values approaching 0 represent a stable condition and those ap-proaching 100 represent an unstable condition.

"One of the products of the activities of the United States Chemical Warfare Service is a simple device and method for nearly instantaneous determination of small quantities of carbon monoxide in air. Since the war, this device has been diverted to commercial uses, and is now being marketed in connection with rapid determination of the comparatively small but dangerous quantities of CO, which may be found in garages, in sewers, about blast furnaces, etc. Also, it probably has a definite field of use in both coal and metal mines in connection with fires and explosions, as well as in confined places after firing of explosives) the latter applica-tion being of especial importance in metal mining.The device as marketed is readily portable, being small and light enough to carry in a coat pocket of medium size. In operation, a sample of the air mixture is drawn into a small rubber bulb, then forced through a small glass tube filled with certain chemicals upon which CO has the effect of changing the original color from gray or white to shades of green, the deepness of the green determining the percentage of CO in the air. A color scale is attached for purpose of comparison and determination of CO percentage. Only a few minutes are consumed in obtaining the result, all work being done on the ground.The exact effect of minute quantities (up to 1/10 of 1 percent) of CO on the human system is somewhat uncertain, and much research has been and is being done to obtain definite data on this point. It is, however, definitely known that in air containing more than 1/10 of 1 percent CO men doing hard work are quickly and seriously affected. As the gas is tasteless, colorless and odorless, methods of determining the presence of both small and large quantities have been of much importance. Technical Paper 11 of the U. S. Bureau of Mines gives much data as to effect of CO on mice and canaries. It was found that mice show very little distress until the CO content is about 0.20 percent, but quickly succumb when that percentage is exceeded; canaries are somewhat more susceptible; they quickly show distress in as little as 0.15 percent 00, and soon collapse when that percentage is exceeded."

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

The Rare and Precious Metals Station of the U. S. Bureau of Mines has investigated several cases in which widely divergent amounts of molybdenum were reported by a number of custom laboratories to which quartered portions of the same sample had been sent for analysis . On an oxidized lead ore containing considerable vanadium and a little molybdenum , the amount of the latter reported ranged from 3.14 to 0.24 per cent M003 . The high results were due to the fact that vanadium was estimated with , and reported as , molybdenum . When analyzed by the method described in this paper , 0.15 per cent Moog was found, which is a fair agreement with the lowest figure previously reported . In another and more unusual example , a fine- grained rock containing considerable graphite was submitted for analysis . As a white residue could not be obtained by treating this material with acid , several chemists decomposed the ore by a prolonged fusion with soda ash and nitre and leached the melt with hot water in crder to insure the dissolution of any and all the molybdenum present . After precipitating and filtering the silica from the solution , acetic acid , ammonium acetate , and lead acetate were added to precipitate lead molybdate . The solution contained phosphorous derived from the ore , which precipitated as lead phosphate . The latter was mistaken for , and reported as , molybdenum. As two different chemists used essentially the same procedure , their results , although incorrect , checked . Other chemists using different methods found no molybdenum . From these and other instances it is evident that reputable and conscientious assayers may make serious errors in determining molybdenum, and even duplication of results by different chemists does not necessarily insure against error . The elements most likely to cause trouble are vanadium, tungsten, uranium , arsenic , antimony , titanium, tin , phosphorous , and chromium . The precautions necessary to eliminate these and other impurities vary with the type of ore and the method of analysis . Most texts present methods of limited application and omit or fail to emphasize adequately such precautions . No one method can be given that will best fit every case , but the following procedure has been selected as being the simplest reliable method for such occasional determinations of molybdenum in an ore as are encountered in customs work.

This report examines the effects of mining height on injury rates in U.S. underground nonlongwall bituminous coal mines, controlling for both the employment size of the mine and the mining methods. Using the mine-level employment and injury data reported to the Mine Safely and Health Administration, mines were stratified by average coal seam height (<43 in, 43-60 in, and >60 in) and by the average number of employees working at the mine (<20 employees, 20-49 employees, 50-99 employees, and >99 employees). To reduce the confounding effects of mining method on injury rates, mines using longwall mining methods were identified and excluded from analysis. The employment data show that as the mine size increases, the proportion of hours worked in low seams decreases substantially. Additionally, miners injured in small, low- scam mines arc, on average, younger and less experienced than those injured in large high-seam mines. Nonfatal disabling and fatal injury rates were computed within each category of employment size and seam height for the major types of accidents (ground falls, powered haulage equipment, machinery, handling materials, slips and falls, and hand tools). Our findings suggest that, regardless of the employment size, as mining height increases, miners are at increasingly higher risk of injury from accidents due to slips or falls and accidents involving shuttle cars and falls of ground. As mining height decreases, miners are at higher risk 01 injury from accidents involving roof bolting machines, load-haul-dump types of powered haulage equipment, personnel carriers, and powered haulage conveyors. On the other hand, regardless of the height of the coal seam, miners working in large underground mines had higher rates of injuries resulting from accidents involving handling materials and nonpowered hand tools, but lower rates of injury from accidents involving continuous mining machines and lower rates of fatal injuries from falls of supported and unsupported mine roof. Finally, miners working at small mines in low or medium seams are at higher risk of being fatally injured by a ljll of unsupported mine roof. These findings suggest the importance of&apos; considering the working height of the mine, as well as the employment size of the mining operation, when developing intervention strategies to reduce injury risk to underground coal miners. Results also identify the need to further explore how mining height contributes to the frequency and severity of injuries.

Falls of ground continue to be one of the most serious causes of injury to U.S. miners. Of the 256 fatal injuries that occurred in mining between 1996 and 1998, 59 (23%) were caused by falls of ground (Table 23.1). Falls of ground affect some sectors of the mining industry more severely than others. For instance, nearly 40% of the 98 coal mine fatalities between 1996 and 1998 were caused by falls of ground. Underground miners are at much greater risk than surface miners. Nearly half (45 out of 101) of underground mine fatalities were attributed to roof, rib, and face falls, while only 6% of the 155 surface fatalities were caused by falls of highwalls or slopes. The goal of this chapter is to provide guidance to safety professionals tasked with preventing ground fall injuries. This chapter combines an analysis of the Mine Safety and Health Administration&apos;s (MS HA) accident and injury data with a survey of industry "best practices" to safeguard miners from ground falls. Ultimately, this approach can help to form the basis of a sound, proactive ground control program for the mining industry. SOURCES OF DATA All the injury data examined in this study were derived from MSHA&apos;s fatal investigation reports and the MSHA accident database. Because falls of ground often result in serious injury, MSHA "Fatalgrams" and fatal investigation reports provide a useful snapshot of ground control issues in the mining industry. These reports are available to the public (on the M FHA Web site at www.msha.gov). Fatalgrams, are one-page summaries that are usually published within a month of an accident. They contain very basic information about the accident with a graphic and a short section on relevant best practices. Fatal investigation reports are the official accident investigation reports filed by MSHA personnel. These reports contain general information about the mine, a, description of the accident, physical factors involved in the accident, a conclusion, and enforcement actions, Enforcement actions typically identify citations and discuss violations to the Federal Mining Law. MSHA also maintains comprehensive statistical data on the mining industry&apos;s accident and injury record. The law requires that mines file a report on every reportable accident that occurs, containing information on the accident&apos;s location, severity, classification, activity, and nature of injury A short narrative is generally included as well. Accident reports can be searched by many of the above fields.

Tool manufacturers continue to incorporate new designs to the internal mechanism of tools in order to decrease the vibration that is delivered to the hand during operation. Modification of some tools to minimize tool vibration is not easily resolved through internal tool design. For this reason, vibration damping materials applied between the tool and the hand are a simple alternative. The damping materials may be applied to the area of the tool directly contacted by the operator or in a glove containing a vibration absorbing pad. These interventions are developed specifically to damp vibration but are not necessarily produced and tested under the same work conditions that a company may expose their workers. Therefore, it is important to test the value of the proposed interventions for the specific applications. This study evaluates the effectiveness of anti-vibration interventions currently in use at a local manufacturing company. Methods The design of this study evaluates the vibration energy produced at the tool handle and from the back of the operator’s hand. Each operator performed a series of fastener installations in metal using several interventions and one series with no intervention as a control. Four of the interventions were gloves containing anti-vibration material and the fifth intervention was an anti-vibration material wrapped around the tool handle. The protocol for wrapping the tool handle was developed and is part of the equipment procedure at this manufacturing company. Test conditions mimicked production work conditions including similar materials, fasteners and technique for installation. Vibration values were collected using 3 tri-axial accelerometers with one firmly glued to the tool handle close the hand grip as recommended by ISO 5349. A second accelerometer was placed on the top of the pistol shaped tool. The third accelerometer was attached to the back of the hand close to the third knuckle using double sided tape. Results Preliminary results for 3 volunteers show a difference between the vibration values of the control condition (mean hand vibration on bare hand = 1.77 Gs) compared to all of the interventions (p=.0001 using Mixed Procedure, Tests of Fixed Effects). The graph below shows individual trials for each subject for each condition. Glove 3 with the air bladder insert shows large variability between subjects (Range = 0.84-3.33 Gs). The other interventions show much less variability both within subjects and between subjects indicating consistent response with use of the intervention.

The Bureau of Mines inventoried Federal lands in the State of Oregon and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal status and agency management practices. The Bureau determined areas of the State having past mineral production and/or known metallic mineral resources and areas favorable for coal, oil, gas, and geothermal resources, and prepared maps that spatially compare the availability of Federal mineral land with these mineral areas to demonstrate the extent of restrictions to mineral entry. Oregon contains 62.1 million acres, of which 33.9 million acres or 55% is Federal mineral land. About 2.3 million acres of Federal land is favorable for selected metallic mineral deposits, of which 64% is available, 13% is restricted, and 23% is unavailable. Of the 21.1 million acres of Federal leasable land favorable for oil and gas, 68% is available, 11 % is restricted, and 21 % is unavailable. Of the 146,720 acres favorable for coal, approximately 71% is available, 13% is restricted, and 16% is unavailable. Federal leasable land favorable for geothermal resources amounts to 458,968 acres, of which 42% is available, 34% is restricted, and 24% is unavailable.
