"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. A list of these libraries appears immediately following this introduction. Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

To improve communication among Government, industry, and academic researchers in the field of thermodynamics, the Federal Bureau of Mines sponsored a Workshop on Techniques for Measurement of Thermodynamic Properties in August 1979. Participants at the workshop presented 33 papers on the subjects of temperature measurement and control, general calorimetric techniques, low-temperature calorimetry, high-temperature calorimetry, galvanic cells, ionic solutions, and heterogeneous phase equilibria. A special invited lecture was presented by E. F. Westrum, Jr., on the resolution of lattice heat capacity. This Information Circular comprises the proceedings of the workshop and includes the texts of papers presented and discussion by attendees.

In 1939, American industry got, off to a poor start, slowed down further during the first quarter, quickened after May, speeded up still more when war broke out again in Europe, and ended the year at a pace close to an all-time record. The average index of general business activity for the entire year (105) was well ahead of that for 1938 (86), failed to equal that of 1937 (110), and fell behind the average for 1929 (119) by a wide margin. During the fiscal year 1935-36, the Ore-Testing Section has been active in carrying out a program designed to attain the objectives that have been set up for it. For the purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

Mine seals are used extensively in underground coal mines to segregate mined-out areas and to isolate fire zones or underground areas that are susceptible to spontaneous combustion. Over the years, 30,000 mine seals have been erected in underground coal mines in the United States. Mine seals, along with rock dusting and ventilation, represent the fundamental means of preventing underground coal mine explosions. In this study the National Institute for Occupational Safety and Health (NIOSH) used ground penetrating radar (GPR) technology to determine if each of three test mine seals were uniformly constructed. Three mine seals representing different construction methods and materials (cast-in-place foamed cement; solid block, polyurethane foam and gravel; and wire mesh, rebar and gunite) were erected at the NIOSH Lake Lynn Laboratory’s underground mine as part of an on-going research program. The seals were imaged using GPR with 400-, 500-, 900-, and 1,000-MHz antennas. We found that variations in uniformity existed in the material for the cast-in-place foamed cement seal. Variations in uniformity also existed in the seal made from solid block, polyurethane foam and gravel. The post-processed radar records correlated closely with recovered core samples (areas of gravel and polyurethane foam, and areas containing only polyurethane foam). Finally, the radar records of the seal made of wire mesh, rebar and gunite showed the various components. The results of this work suggest that GPR could be used as a tool to evaluate mine seal characteristics and construction uniformity.

Use of nuclear reactors to furnish high-temperature heat is a field that has not received as much attention as propulsion and electric power production. Investigations are being conducted under a joint Atomic Energy Commission (AEC)--Bureau of Mines research program to determine the feasibility of using nuclear heat for chemical processing. A part of this process-heat-reactor program is the study of a system in [hich] helium transfers heat from 8 nuclear reactor to a chemical processing [essel]. This requires construction of (1) a nuclear reactor to operate with helium exit temperature of 2,500° F. and with pressures in the range of 250 to 500 p.s.i.g. and (2) a processing vessel (heat exchanger) to convert the enthalpy of the helium into chemical process reaction heat. Neither component exists at present, and development of each promises to be a formidable task. To aid in the study of such a system, the Bureau of Mines has designed and constructed a vessel heated by electrical induction to simulate a source of nuclear fission heat. This vessel is undergoing preliminary testing. Gasification of coal and reforming of hydrocarbons are promising uses for nuclear heat. It appears that a higher price per unit of nuclear heat can be tolerated for chemical processing than that allowable for power generation.

The need for lightweight aggregate for use in concrete products ,and structures has caused the Bureau of Mines to undertake an investigation to determine the availability of suitable raw materials and to study methods, procedures, and equipment to supply that need. Evidence is at hand to prove that the shortage of lightweight aggregate is nationwide. A survey recently covered in a report (13)5/ by the Construction Branch of the National Housing Agency has pointed out the locations in which lightweight aggregates are produced. A study of this information discloses that the producing centers are widespread, and that certain areas, notably the region east of the Mississippi River, and especially the sections along the Atlantic coast line and the Southeastern States, have only a few such plants. Certainly, many localities are badly in need of installations equipped to provide an ample supply of high-grade lightweight aggregate. The work undertaken by the Bureau of Mines includes investigation of the use of clays, shales, slate wastes, coal-mine wastes, diatomite-clay combinations, and various other 'mineral mixtures as possible raw materials. Likewise, special consideration has been given to the development' of equipment and techniques to produce the lightweight products.

"The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

This bulletin deals with prime movers, power-transmitting machinery, and the surface equipment and methods used to pump oil wells. It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

The Smuggler is one of the mines in the Aspen district, located the central part of Pitkin County, Colo. It was first examined in July 1943 by C. R. Wilfloy, former mining engineer of the Bureau of Mines at Salt Lake City, Utah, in, company with the lessees, R. D. Rohlfing of Aspen and J. W. Vanderwilt of Denver. The purpose of this examination was to sample a mineralized breccia zone that appeared continuous along the contact between the Leadville and Weber formations. These preliminary samples showed that the zone contains low but significant amounts of lead and zinc and that the minerals are partly oxidized and thus not easily concentrated. The mine was examined again in May 1946 by the senior author and William Herron, one of the present lessees of the property. This examination reviewed the previous sampling and recommended investigations by the Bureau of Mines. Sampling and drilling investigations were conducted by the Bureau from October 1946 to February 1947 and again from August 1947 to April 1948. Aspen is the center of a famous mining district that produced over $102,000,000 in silver and lead ores from 1880 to 1918, when a dispute closed down the mines (fig. 1). All of the workings below the Cowenhoven tunnel in Smuggler Mountain and the lower Durant tunnel in Aspen Mountain have been flooded since that time. The Cowenhoven portal now is caved, and Smuggler Nos. 1 and 2 tunnels are the only accessible workings in Smuggler Mountain. The only operating mine is the Midnight, situated 4 miles south of town at an altitude of 9,700 feet.

Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

[For almost 2 decades the Bureau of Mines has been Interested in converting solid fuels to liquid fuels. Small-scale laboratory investigations were carried on for a number of years.4/ This work wad expanded substantially under authority of Public Law 290, approved by the 78th Congress on May 5, 1945. As part of the. broadened program, coal-hydrogenation demonstration plant was designed and erected at Louisiana, Mo., where: hydrogen-manufacturing and compression equipment, shoes, electric power, and other utilities and facilities were available from a discontinued wartime ammonia works . The plant uses the direct -hydrogenation or Bergius process, but the process differs from prewar European practices in many respects. Many noteworthy improvements h eve bean made, particularly by substituting automatic instruments for manual control of process variable's, in line with modern American processing practices. The over-all objective of the demonstration plant is to bridge the gap between laboratory end commercial-scale operation by furnishing cost and engineering data to develop a synthetic liquid-fuels industry when it proves technically and economically justified. Fitting into the over-all program, specific objectives o early runs were to (1) train personnel who had no experience with this type of operation, (2) break in the installed equipment, (3) obtain successfully integrated operation of the entire plant, and (4) work towards obtaining data on the hydrogenation of coal-tar oil and a typical low-ash coal. In beginning fan integrated operation, it is common practice to operate and obtain reaonably smooth performance of each unit before the over-all operation is undertaken. The first part of the plant completed was the refinery, consisting of several fractionating systems, a stabilizer, and a chemical treater.]

"Asbestos" is a name applied to a group of naturally fibrous minerals. Because it has the fibrous characteristics of silk or cotton and at the same time will not burn and has other advantageous properties as well, asbestos has specialized uses for which no adequate substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products, the manufacture of which constitutes a vast industry. Asbestos generally occurs in irregular veins scattered throughout rock masses. Most of the fiber-bearing rock is mined in huge open-pit or underground workings. The fibers are separated from the rock and sorted into groups, according to length, in large, complex mills. The longer fibers are stripped to textile plants, where they are further fiberized and prepared in special machines and are used for spinning into yarn and weaving into unburnable cloth that has many important uses. The shorter fibers, which are much more abundant than the long ones, are used in asbestos-cement building materials in heat-insulating products and for a multitude of other applications. These processes and uses are covered in considerable detail in later sections of this report.

WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

The utilization of large diameter drilled holes for mine shafts seems to have had its beginning in Europe about 1850 (28) where the mining industries of Germany and The Netherlands first used drilled shafts. Recent shafts in softer formations of diameters as large as 25 feet and as deep as 1, 700 feet have been drilled in both The Netherlands and Germany. The first shaft drillers utilized cable tool or churn drilling techniques which limit both hole diameters and drilling speeds. Though some churn drilling of shafts is still performed, rotary drilling has been the dominant technique for many years.
