Federal law mandates that all miners receive safety and health training when first entering the mining industry and at least 8 hours annually thereafter. Although the mining industry has historically relied on an experiential master-apprentice model for training new employees, the formal safety training provided to miners is generally done in a classroom, with mixed results. In a series of stakeholder meetings held by NIOSH across the West in 1997-2000, trainers identified significant gaps in materials that were available to teach new and experienced miners. They asked whether NIOSH could develop effective materials to fill these perceived gaps, as well as make training more effective for those who were required to attend, but who often refused to be attentive. Adult learning theories, social learning theories, mentoring, and storytelling were all employed in the development of a series of safety training videos that have become very popular in the mining industry. This Report of Investigations describes the theoretical frameworks that were used, the process that was developed to produce the videos, and the results of the evaluations as to whether or not they were effective in training new and experienced miners.

"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1990, to December 31,1991. This report revises an earlier publication by the Bureau of Mines on tungsten analytical procedures and expands the coverage by including appropriate procedures for the critical impurity elements that commonly occur in tungsten ores and concentrates (13).3 The basic methods described are not original, but many of the modifications to improve reliability and sensitivity were developed by the Bureau. Gravimetric and colorimetric methods currently used for the determination of tungsten in ores, mill tailings, and concentrates are described. Colorimetric procedures are preferred for low concentrations of tungsten, whereas either procedure is satisfactory for moderate concentrations. Conversely, a gravimetric method is preferred for the determination of tungsten in concentrates.

This report describes field investigations conducted in 1953 of two occurrences of manganese and a separate magnetic anomaly in the Southern manganese district of Aroostook County, vicinity of Houlton, Maine -the Pierce deposits, in Hammond Plantation Township; the Burnham anomaly, also in Hammond Plantation; and the Nickerson-Farm prospect in Hodgdon Township. The manganese occurs in a thinly laminated sedimentary rock containing manganiferous carbonate interlayered with fine-grained metamorphosed sediment, rich in chlorite or hematite. The surrounding rocks are mostly dark gray-green slates. Samples composited for metallurgical testing from the Pierce deposits and the Nickerson-Farm prospect assayed 9.0 to 12.3 percent of manganese. More than 90 percent of the manganese could be extracted with sulfuric acid, but in most instances 30 to 40 percent of the iron was also extracted. Leaching tests indicated that, after being reduced in a hydrogen stmosphere at 600° C., about 85 percent of the manganese could be selectively extracted by a solution of ammonia-ammonium carbonate with iron extraction of only 14 percent.

Saturated hydrocarbons from 60 selected samples of a 2,300-foot Green River Formation oil-shale core (Piceance Creek Basin, Colo.) were analyzed by gas-liquid chromatography techniques. Emphasis was placed upon the distribution of normal alkanes and 15 key-branched and cyclic alkanes. The latter compounds consisted of the C15, C16, C18, C19, and C20 chain isoprenoids, the 5-a and 5-ß C27, C28, and C29 steranes, three C30 pentacyclic triterpanes, and perhydro-ß-carotene. The results showed definite evidence of maturation of both the n-alkanes and the branched and cyclic alkanes; however, most if not all of the changes were limited to the indigenous soluble extract and were not the result of additional soluble extract generation from the insoluble kerogen. Source material and environmental variations were important factors in some of the observed differences in the branched plus cyclic alkane compositions.

Electric discharge ignition has been reinvestigated in a modified Hartmann apparatus for lycopodium powder with air. Minimum stored energy to ignite air dispersions of lycopodium was 25 to 30 mj; ignition occurred with 1 gram of lycopodium dispersed into the 2.7-liter vessel. Ignition energy was measured as a function of the weight of powder used, although some reservations are expressed concerning the uniformity of the lycopodium-air mixtures. In particular, wall layers of lycopodium, remaining after dispersal of 1 gram of lycopodium, were as easily ignitable as the most easily ignited air dispersion. Thus, an unanswered question has arisen concerning the role of surface coatings in the flammability of all marginally ignitable mixtures.

The National Mining Association and the Mine Safety and Health Administration requested that the National Institute for Occupational Safety and Health (NIOSH) conduct full-scale evaluations of a recently developed carbon fiber-reinforced polymer (CFRP) reinforcement technique for upgrading existing mine ventilation seals to withstand an explosion pressure of 50 psi or greater. The evaluation was conducted in the NIOSH Pittsburgh Research Laboratory’s Lake Lynn Experimental Mine (LLEM) near Fairchance, PA. The purpose of the evaluation was to determine the blast resistance of the CFRP reinforcement technique, designed to increase the strength of two types of existing 20-psi-rated in situ mine ventilation seals. Two candidate ventilation seals were selected to represent the 20-psi alternative seal designs typical of those used in mines prior to July 2006. Installed within the LLEM were (1) a 4-ft-thick pumpable cementitious foam seal using material with a designed 150- to 200-psi average compressive strength at 28 days and (2) a 24-in-thick, low-density cementitious block seal with a center pilaster and keyed to the floor and ribs. The materials necessary for the CFRP reinforcement technique were then installed on the outby (active) side of each seal, and the seals were subjected to explosion overpressures. Both seals with the CFRP reinforcement retrofit successfully withstood explosion pressures of 60 psi or greater during the full-scale evaluations in the LLEM.

The combined value of production of natural abrasives, which include tripoli, special silica stone, garnet, staurolite, and emery, decreased about 24% in 1992. The decrease in the value of tripoli production was the result of a decrease in total production. Emery decreased owing to a decrease in the volume of the material produced. Special silica stone experienced a significant increase in unit value and decrease in the quantity produced. Garnet showed a 6 % increase in quantity and a 36 % decrease in unit value. Staurolite decreased about 27 % in the quantity produced and value compared with those of 1991. The fused aluminum oxide industry showed a slight increase in the quantity produced and a 4 % increase in the value of production. The silicon carbide industry saw a 7 % increase in the quantity produced and a 10 % increase in the value of production. Combined, the industries increased 4 % in quantity and 6 % in value compared with those of 1991.

This report is part of the U.S. Bureau of Mines Idaho Land Assesment Program to study the mineral resources of priority roadless areas in Idaho. The results of these mineral inventories provide minerals information needed to make wise decisions regarding future land management practices, and to ensure a dependable supply of minerals at a reasonable cost. The 16,300-acre Lionhead area, studied in 1991, lies along the Montana border north of Henrys lake, 10 mi west of West Yellowstone, Montana. The study area includes much of the rugged Henrys Lake Mountains, and is largely covered with conifer forest. Several peaks are over 10,000 ft in elevation. The Lionhead area has been proposed for Wilderness. No mineral resources were identified within or near the Lionhead study area. Five prospects occur in, or within 1 mi of the area: these include 1) an intermittently used road gravel pit, 2) the Thimbleberry lateritic iron prospect, of geologic and historic interest only, 3) the Tick Heaven talc prospect, 4) the Dry Fork garnet prospect, and 5) the lynx prospect, which appears to be of historic interest only. Talc is seen only as float at the Tick Heaven prospect, but the geology is permissive of talc resources at depth. The garnet prospect, and nearby similar alluvial terrane, mainly outside the study area, appears to be the most likely setting to contain mineable resources. Examined workings include four trenches and pits in rock and one gravel pit.

Since 1910, the U.S. Bureau of Mines (USBM) has investigated practical ways of dealing with the consequences of major fires and explosions in underground mines. The results of this research have had a significant positive impact on the mining community by enhancing mine workers’ chances of surviving an underground mine disaster. Today, the Bureau continues to conduct research in mine disaster mitigation. Much of this work has direct application to search and rescue situations, such as: emergency evacuation through smoke-filled or otherwise unbreathable atmospheres, locating and rescuing survivors from rubble piles, and fire fighting in confined spaces. Three USBM research areas are discussed: (1) Life Support -- This effort is directed toward research into and development of closed-circuit breathing apparatus for use in hazardous environments which are likely to be encountered in the aftermath of a mine disaster. (2) Trapped Miner Location -- A mine disaster may result in the entrapment of miners whose normal escape routes are cut-off. This research activity resulted in the development of transportable seismic technology that can be used to locate trapped miners. (3) Mine Fire Diagnostics -- This research involves developing practical techniques for remotely monitoring how the atmosphere inside a mine changes during a fire, in order to estimate the spread and severity of an underground fire. This information is critical in deciding how best to fight a mine fire, or whether it is safe to mount a rescue and recovery mission.

"More than 73 million pounds of rock dust were used by the bituminous-coal-mining companies in the United States during 1930 to present or limit loss of life and destruction of property from explosions of gas and coal dust in underground mining operations, according to statistics compiled by the United States Bureau of Mines from reports furnished by mine operators. The mines using rock dust produced 65. 691, 753 tons of coal during the year, more than 30 percent of the total production of bituminous coal from underground mines in the United States that year. Although only 382 out of a total of 5,629 active underground bituminous mines applied rock dust to underground working as a precaution against explosions, they were chiefly the larger producing mines, employing 25.4 percent of all of the underground bitumious mine workers in the United States and accounting for 27.4 percent of the total number of man-hours worked underground at bituminous mines.a summary of the reports for the 382 mines using rock dust showed a total production of 96,691,755 tons of bituminous coal, 89,503 men employed underground, and 129,718,965 man-hours worked by the underground employees. (See tables 1 and 2.) These mines averaged 8.76 pounds of rock dust per ton of coal shown by reports from 385 mines using rock dust in 1932 (See table 3.)"

The presence of considerable mineralization at the surface together with other favorable conditions suggested inclusion of the Nigger Jim diggings area in a comprehensive study of shallow lead deposits in southwestern Wisconsin. The area, which was the site of considerable shallow development some 60 to 70 years ago, offered the possibility of substantial quantities of lead at near-surface horizons. The investigation included completion of 30 churn-drill holes totaling 1,808 feet of drilling, 2 diamond-drill holes totaling 164.5 feet of drilling, and 25 feet of test pitting in two excavations. The degree of mineralization was determined in an area l,500 feet long and 150 to 300 feet wide along a mineralized trend that has not been investigated beyond the limits of the zone drilled by the Bureau of Mines.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating those materials-handling tasks in underground mines that appear to generate a high number of injuries. Data from the Mine Safety and Health Administration for the years 1989-1999 were studied to find out if there were any trends in materials-handling accidents and if so, to determine what tasks were involved and the sources of injuries. Several underground coal and metal mines we revisited to document innovative materials-handling technologies. Considerations for safety training and mechanization needs for continued reduction in materials-handling injuries are described.

This Bureau of Mines investigation determined the effects of so-called annealing at high temperatures on radon-222 emanation from domestic uranium ores. Concurrently, a method was developed for closely estimating the emanation coefficients of hot samples from measurements of their gamma activity after cooling. Emanation coefficients of 102 samples from 14 domestic areas of past, present, and possible future uranium production were investigated using modifications of the closed-can, gamma-only assay method at and after cooling from 100° to 1,000° C. True annealing probably does not occur below 500° C. In limited investigations at 500° C and above, effects of annealing are masked by the effects of other parameters. Emanation is commonly less at one or more of the steps investigated in the 100° to 500° C range than before heating. This decrease is tentatively attributed to water loss at temperatures dependent upon the minerals present. The average sample emanates least at 300° C; emanation increases with higher temperatures to at least 900° C. Emanation decreases sharply on cooling, but it is partially restored by prolonged exposure to the atmosphere at room temperature. Higher than average emanation of coffinite ores at 500° C and above may be related to destruction of the coffinite crystal structure.

The principle of explosive crushing depends upon the fact that an expandable substance contained within the pores of a solid body will disrupt such a body upon expansion. Such expansion may be obtained by the detonation of an explosive or by the sudden release of pressure of a superheated liquid. That this principle of disruption may be applied to minerals rests on the fact that cracks, cleavage planes, and pores exist in all minerals to an extent hardly conceived possible heretofore. Crushing by this method takes advantage of forces applied from within the mineral rather than from forces applied from without. The application of a force from within would appear to be more effective.

"The size distribution of coal mine dust is one of its most important characteristics because the particle size is known to govern the region of deposition of dust within the human respiratory tract. In addition, dust characteristics, particle settling rate, transportability of the dust and the efficiency of dust control measures are all affected by the particle size. As a result, particle size distribution of the airborne dust in a coal mine is a fundamental property that impacts on the health of underground workers.This paper deals with some basic findings on the size distribution of cool mine dust based upon the results of data collection in six underground coal mines using continuous miners. All airborne dust sampling was performed on development sections using eight stage cascade impactors and permissible 2. O l / min pumps. Samplers locations were fixed in the sections with respect to the continuous miner and roofbolter or with respect to the intake and return airways • Sampling times varied from 45 minutes to 6 hours , depending upon the dust concentration. The first topic of analysis was the test to determine whether the commonly used lognonnal distribution is valid when applied to airborne coal mine dust. Secondly, the conventional method of representing the· distribution using two parameters, the geometric mean and the geometric standard deviation, is questioned. Since almost all size data were found to show some degree of bimodality, the two parameter lognonnal distribution may not represent the total airborne coal mine dust size , quite adequately. Bimodal lognonnal distribution was tested to be a good approximation in the case with two modes in the size distribution.The final topic discussed in this paper is the 'locational variation of the airborne dust size distributions within the continuous mining section. The size distributions varied considerably at the different sampling locations with the continuous miner and roofbolter producing the coarser distributions. Fine size modes in the range of 2 to 4µ m including mostly respirable dust particles were present in almost all samples • Second dust generating sources such as the shuttle car movement were found to be major causes of high respirable dust concentrations in some cases ."

The Spokane Research Laboratory, National Institute for Occupational Safety and Health, is investigating various remote sensing technologies as possible tools to detect, monitor, and mitigate hazardous situations in surface mines that could lead to catastrophic slope failure. Promising technologies include a field-portable spectro-polarimetric imager and a stationary interferometric radar device. Field tests were conducted of a prototype visible and near-infrared spectro-polarimetric imager (SPI) built at the Carnegie Mellon Research Institute. The SPI employs anacousto-optical tunable filter (AOTF) to control wavelength, a phase retarder to measure polarization signatures, and a digital camera and computer to capture data. Images obtained at the Mountain Pass and Castle Mountain mines in southeastern California showed that the instrument is capable of obtaining hyperspectral images of highwalls, outcrops, hand samples and drill core in the field. We have retrieved spectra from Mountain Pass images that closely match those of bastnaesite and have had some success in classifying images. Although radio frequency noise in the data limited spectral classification of imagery, we project that careful alignment of the AOTF should minimize the noise and greatly improve classification.

"With a view of elucidating the role of glutathione (GSH) in the biochemical pathways of the chromate-exposure related carcinogenesis, we carried out electron spin resonance (ESR) spectroscopic investigations of the chromate-GSH redox reactions. The ESR measurements, employing spin-traps, provide evidence for the involvement of the glutathione (GS•) radical, as well as an isolable Cr(V)-glutathione intermediate. These results indicater a new mechanism for the reduction of chromate by GSH in cellular environment and help understand the (unexpected increase in Cr(VI)-induced DNA strand breaks at elevated GSH levels.We report here indirect electron spin resonance (EGR evidence for the involvement of the glutathionyl (GS) radical and direct evidence for a Cr(V) intermediate in the reactions of glutathione ¬(GSH) with chromate for the first time.. This work was undertaken to clarify the biochemical pathway of the reduction of chromate by GSH, since this reduction process is thought to be a critical step in the pathogenesis of the chromate-exposure related carcinogenesis. This follows from the literature reports which show that (a) Cr(VI)compounds have been proven to be carcinogens in laboratory animals as well as in human studies2-4, (b) Cr(VI) and not Cr(III) compounds are mutagenic 5-7, (c) Cr(VI) and not Cr(III) compounds can penetrate cell membranes 8.9 (d) the final state of Cr(VI) in cellular reductions is Cr(III)', (e) by itself chromate (or Cr(VI)) cannot be directly mutagenic since Cr(VI) is known not to interact with isolated DNA under physiological conditions 10, suggesting the significance of Cr(VI).reduction processes. One of the major reductants in cellular environments is thought to be the GSH, both outside and inside the ce11s 11-13. Other evidence for the role of GSH in the chromate toxicity is seen from recent studies showing that exposure of hamster cells to non-toxic levels of added selenite increases the levels' of GSH as well as the Cr(VI)-induced DNA strand beaks 14, and thatsuch DNA strand breaks in hepatocytes also change in direct proportion to their GSH content 15,16. These observations wereinterpreted as implying that the reduction of chromate by GSH, to some reactive intermediate is an important step in the chromatecarcinogenicity 15,16. THE RICH and varied occurrences of metallic ores in Australia, extensive nickel deposits on New Caledonia and phosphate rock on several widely scattered small islands were important aspects of the economy of the South Pacific area. Relatively small quantities of gold and nonmetallic minerals produced in New Zealand, Fiji, and the Territory of Papua-New Guinea remained important to the domestic economies of these islands, but had little importance to overall world mineral supplies. The value of mineral commodities produced in this area in 1964 was estimated at $658 million,3 compared with $585 million in 1963. The year's greatest commodity gains were in bauxite and aluminum, beryl concentrate, manganese ore, nickel smelter products, tin, and coal. Annual increases were recorded in virtually all countries and possessions in the area except Papua-New Guinea, where the drop in output of alluvial gold accounted for a decline of about $160,000. Mineral industry activities in Australia overshadowed those in all other parts of the South Pacific in 1964. Outstanding developments were the sales contract negotiations and physical preparation for exploiting the rich iron ore discoveries in Western Australia, the initiation of domestic crude oil production, the commissioning of two new steal mills and an alumina refinery and a start on the new alumina-aluminum project based on Cape fork bauxite deposits. The principal mineral development in 1864 in New Zealand was the progress on plans of the Newzealand Steel Co. to use indigenous iron sans as the resource base for a local steel industry. In New Caledonia, additions and expansion of the nickel mining and smelting facilities continued throughout the year. Plans for extensive geophysical studies were announced by the Government Geological Departments of British Solomon Islands and Fiji.

Tests ere conducted at the Mount Weather testing adit of the 57 Bureau of Mines on the effectiveness of spraying water along the outside of the drill steel as compared with standard wet-drilling practice. The spray equipment used in the tests was designed primarily for the control, in quarries, of dust from dry drilling with solid type drill steel. Equipment Spray equipment is made in sizes to fit different drill steel but is alike in design, the only difference being in the diameter of the ring and the number of spray holes. The device is mace of cast steel and has a coating of Stellite on the inside edge that comes in contact with the drill steel. It looks like a garden spray, except that the spray holes point in only one direction.
