The Bureau of Mines performed laboratory experiments to evaluate the triboelectric effect of particulate-laden gas streams on polyethylene pipe at various velocity, humidity, dust-size, and dust-load conditions. Charges in excess of 10 kV were produced on the outside and inside surfaces of laboratory pipe samples, when exposed to 40 pct relative humidity (RH) gas stream containing coal dust. However, no charges were produced in laboratory tests that duplicated the over 75 pct RH and dust-free gas streams found in working underground pipelines. Bare cop- per wire, which is wound around the polyethylene pipe in a 1-ft (31-cm) spacing and grounded, eliminated the charge on the outside surface of the pipe, but not on the inside of the pipe surface,

National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. Much has been written and many discussions have been held concerning the prevention of accidents in coal mines , and considerable progress has been made in eliminating hazards to the health and safety of underground workmen . Although much progress has been made in the reduction of injury rates in the Pennsylvania anthracite field , the injury rates for the anthracite mines of Pennsylvania are generally higher than the average for coal mines in the United States as a whole , because the mining conditions , including the safety problems , in the Pennsylvania anthracite fields are more complex than in other coal fields of the United States . Several factors contribute to this extremely difficult problem , among which are : Multiple - vein mining , steeply pitching measures , folds or faults , hard smooth floors underneath the veins , and the remining or reclaiming of pillars in severely crushed , broken ground . In the early days of the Pennsylvania anthracite industry , only the more productive veins were mined , and this resulted in bypassing those veins that were relatively thin and those containing considerable proportions of impurities . However , the development of modern coal - preparation equipment , improved marketing conditions , and the adoption of mechanical equipment , such as the various types of conveyors and scraper loaders , have made possible the recovery of the thinner and poorer veins . Furthermore , in the early days , little or no attempt was made to recover the coal pillars , usually owing to the great amount of virgin coal available . Consequently , much of the anthracite produced within the last few years has been recovered by second and third mining and frequently by fourth mining - in areas where operations had been suspended for many years . In such areas , the coal veins and intervening strata are usually crushed as the result of gradual subsidence , which intensifies the hazards incidental to roof control , haulage , ventilation , and mine gases . Moreover , the use of coal - cutting equipment is not practicable in most anthracite mines because of. the inclination of the veins and because , in crushed -ground areas , the faces must be advanced slowly and for short distances at a time to permit the erection of timber sets and the placing of forepoles to support the roof and sides . Thus , the slow process of mining brought about by these conditions has resulted in the production of only 0.424 ton of anthracite for each man- hour worked , as compared with 0.753 ton? for each man - hour worked at other coal mines in the United States . A summary contained in Bulletin 462,8/ a publication of the Federal Bureau of Mines , reveals that the rate of fatal injuries in the Pennsylvania anthracite industry was improved from 13.47 deaths per million tons produced in 1870 to 3.88 deaths per million tons mined in 1942. During the period March 16 , 1942 to January 1 , 1947 , the fatality rate was reduced from 3.88 to 2.87 deaths for each million tons mined . On the million man-hour basis , the rate of fatal injuries was reduced from 1.643 to 1.130 and the nonfatalinjury rate was lowered from 119.01 to 83.12 during the same period . The improvements made in both the fatal- and nonfatal - injury rates have required the cooperation of the workmen , the mining companies , and the State and Federal inspection departments . Many individual mines and companies have achieved commendable safety records which contributed greatly to the over - all average for the industry , particularly during the 1942-47 period . One of the most outstanding of these is the Continental mine of the Continental -Archbald Coal Co. , a member of the Moffat Co. Interests .

The Bureau of Mines experimental blast furnace was operated successfully with anthracite metallurgical briquets . Tuyère pressures were higher and more erratic than for operations using coke , and furnace " hangs " occurred more frequently . Higher hot - blast temperatures were required to maintain the quality of the metal . By using higher hot blast temperatures , the fuel and production rates and slag volumes were comparable to those obtained for all - coke operation . The anthracite metallurgical briquets exhibited excellent mechanical strength and descended through the shaft of the furnace with little breakage or reduction in size .

The effect of fluoride inclusions on the properties of titanium produced from the Bureau of Mines-developed induction slag melting process is of concern to the titanium industry. The objective of the research was to determine the effect of removing the nonconductive molten calcium fluoride (CaF2) slag used as an insulator between the titanium and the segmented copper crucible. The data were obtained from single-induction-melted ingots prepared with no CaF2 insulating slag and an ingot prepared with the normal addition of 4 pct CaP2 slag. The results showed that the mechanical properties of single-induction-slag-melted and annealed Ti-6AI-4V alloy exceed the minimum values specified in "Aerospace Materials Specification for Titanium Alloy Bars and Forgings AMS4928H." High-cycle, tension-tension fatigue testing yielded similar results. The data from 44 of the 45 specimens were contained within the typical scatter band for fatigue data on wrought Ti-6AI-4V alloy. Although the removal of the insulating slag is a desirable change, the data from the specimens with the previously standard 4 pct slag addition showed no detrimental effect from the slag inclusions.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made, Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

INTRODUCTION The pager phones used in many underground coal mines are battery- operated, party-line telephones with provisions for loudspeaker paging. The system is two-wire, non-polarized, and is operated by self-contained batteries. Many of the individual units are certified as permissible. Requirements for installation are specified in state and federal regulations, such as in the Code of Federal Regulations, Title 30, Mineral Resources, Part 75. The major federal regulations that affect communication in coal mines are noted below, with a brief description of the subject matter in each of the relevant paragraphs. Refer to the cited paragraphs of Title 30 for explicit details of these regulations. (This brief description is for reference purposes only.) Minimum Requirements (paragraphs 75.1600, 75.17 13-2, and 75.1003-1) Approved telephone or two-way communication will be provided between the surface and each main shaft landing and each working section ; to the nearest medical assistance; and shall be protected from contact with trolley wires or trolley feeder wires. Installation Requirements (paragraphs 75.5 16-2, 75.52 1, and 77.508-1 ) Communication wires will be supported on insulated hangers, attached to messenger cables, or buried, to protect against mechanical damage ; installed opposite trolley wires; and insulated near power conductors . . . each cable will have lightning arresters within 100 feet of going below ground . . . and arresters will be provided wherever telephone wires enter a building. Wire and Cable Requirements (paragraphs 75.5 16-2, 75.5 17, and 75.52 1) Communication cable means two or more insulated conductors, covered by an additional abrasion-resistant covering; power wires and cables shall be adequately insulated and fully protected; and lightning arresters shall be connected to low-resistance grounds, more than 25 feet from neutral grounds.

Horizontal displacements and ground strains induced by mine subsidence are significant information needed for calculating damage and developing precautions against subsidence effects on surface structures. To devise a simple method for determining the surface horizonal displacements and strains simultaneously with the subsidence prediction, the U.S. Bureau of Mines examined the significance of the tilt number, which is the proportionality constant in the relationship between the horizontal displacement and the slope of the subsidence profile. The ratio of the tilt number to the critical radius of the subsidence trough is identical to the ratio of the maximum possible horizontal displacement to the full subsidence, which is found to be constant in most European coalfields. If this ratio is known for a particular minesite in the United States, then horizontal displacement and ground strains can be readily obtained from the primary subsidence data.

The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. The primary objective of the research was to grow aluminum borate whiskers or fibers and to determine their properties . Molten salt bath and vapor deposition methods were used for synthesis . Whiskers exceeding 25 mm in length were grown . The best results were obtained by vapor deposition and most of the data presented were determined on whiskers produced by this method of synthesis . Three different aluminum borate compositions ( 4.8A1203 B₂03 , 3.8A1203 B203 , and 2.5A120, B203 ) were identified by X- ray and chemical analyses . The aluminum borates 4.8A1203 B20, X- ray diffraction pattern was indexed . Optical data were obtained on the three aluminum borates . In addition the following whisker properties and growth factors were determined : ideal atmospheric dewpoint for vapor deposition method , near 65 ° F ; temperature range of whisker formation , 1,000 ° to 1,400 ° C for the molten bath method of synthesis , > 1,000 ° to < 1,400 ° C for the vapor deposition method ; whisker growth rates by the vapor deposition method , maximum 12 mm per hour ; raw material vaporization , 50 to 60 percent of the fluoride lost in 1 hour ; tensile strength , maximum obtained 174,162 psi ; melting points , ranged from 1,675 ° to 1,795 ° C.

The National Institute for Occupational Safety and Health (NIOSH), as part of its continuing research program for evaluating coal dust explosion hazards, has investigated several areas in which current practices may need to be updated in order to adequately protect mines against coal dust propagated explosions. In the United States, current rock dusting requirements remained largely unchanged since 1969. US Title 30 Code of Federal Regulations Section 75.403 is based on a coal dust particle size survey performed in the 1920s and later was supplemented by full-scale testing of the rock dust ability to inert a coal dust explosion. NIOSH recently conducted a comprehensive survey of US underground coal mines to determine the range of coal particle sizes found in dust samples collected from the mine entries. Due to advancements in technology and modern coal mining techniques, the current coal dust particles in intake airways are significantly finer than those found in the mines in the 1920s. According to past full-scale dust explosion test results, the current rock dusting practices used in today?s mines to inert a coal dust explosion may not be adequate. Other closely related issues such as rock dust testing methods and sampling procedures are discussed.

The Bureau of Mines conducted laboratory batch flotation tests and continuous pilot plant flotation tests on a complex calcareous fluorspar ore from Cave-in-Rock, Ill., to determine the technical feasibility of producing commercial-grade concentrates by the sodium fluoride-calcium lignin sulfonate-fatty acid method of concentrating fluorspar previously developed by the Bureau. The continuous flotation tests, treating about 150 pounds of ore per hour, produced fluorspar concentrates assaying 96.4 percent CaF2; 90 percent of the fluorspar was recovered.

A separator for minerals of low magnetic susceptibility and fine particle size in a water suspension is described. A ring-shaped matrix of ferromagnetic fragments rotating so as to pass successively through magnetic-field and field-free regions provides for the separation. Application is illustrated in the separation of hematite and ilmenite from quartz.

The effect of fluoride inclusions on the properties of titanium produced from the Bureau of Mines developed induction slag melting process is of concern to members of the titanium industry. The objective of the research was to determine the effect of CaF2 inclusions on the properties of titanium and its survival rate during melting. The data were obtained from single induction-slag-melted ingots prepared with the normal addition of 4 pct and also with 2- and 1-pct additions of CaF2 slag. The results of this effort showed that the mechanical properties of single-induction-slag-melted Ti-6Al-4V alloy exceed the minimum values specified in Aerospace Materials Specification for Titanium Alloy Bars and Forgings AMS4928H, but these materials are much more notch sensitive in fatigue than normal Ti-6A1-4V alloy titanium. First and second vacuum-arc remelts of single-induction-slag-melted ingots fragmented and increased the number of inclusions, while reductions in the amount of flux resulted in an upward trend in the spatial distance between pores in an x-y plane.

The Vest nickel prospect, in Floyd County, Va., was discovered about 25 years ago. Limited exploration of the deposit had indicated some appreciable nickel mineralization in the sulfide ore. The property was examined on March 9, 1943, by an engineer of the Bureau of Mines in company with C. W. Vest, owner of the property. A limited exploration program was recommended. Two holes totaling 320 feet were diamond-drilled in January 1944. Drilling indicated the sulfides are sparsely disseminated. The only nickel values of interest were at the old prospect shaft.

A study was made of the economic factors governing silver production in the Coeur d&apos;Alene mining region, Shoshone County, Idaho. Production and other statistics were analyzed. It was concluded that if the rapid rise in the open market price that began late in 1961 continues, greater production of the metal should result from the mines of the Coeur d&apos;Alene mining region. However, the output gain would be limited, because costs per ton of ore mined would rise as production was increased beyond optimum capacity. Advances in the price of silver would increase the size of ore reserves by making some marginal ore profitable to mine and by providing greater funds for exploration projects that might result in discoveries adding to the reserves. Output of byproduct silver from Lead-zinc mining probably will not exceed 4.3 million ounces, judging from the trend from 1946 to 1961.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau&apos;s data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor&apos;s Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900&apos;s, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920&apos;s, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930&apos;s and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950&apos;s and 1960&apos;s, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.
