This information circular is one of a series published by the Federal Bureau of Mines describing methods and costs at various mining operations. The Schwartzwalder uranium mine, situated about 20 miles west of Denver, Colo., is an important source of uranium ore in the Front Range. Production was begun in 1953, and nearly 36,500 tons of ore had been shipped by September 1, 1958. The mine is operated by Denver-Golden Oil & Uranium Co., Denver, Colo. Much interest has been shown in the property since uranium mineralization tit was found by Fred Schwartzwalder in 1949. The Atomic Energy Commission, Federal Geological Survey, Office of Minerals Exploration (formerly Defense Minerals Exploration Administration), and Federal Bureau of Mines have done work in the area, and various private concerns have shown interest in the property.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruction3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. To make a thorough survey of a coal mine in order to eliminate hazards, the competent safety engineer must be familiar with mere than one branch of engineering. It is essential that he know the properties of mine gases and the methods of detecting them, as well as hew to prevent dangerous as accumulations. It is also essential that he understand the action of overlying strata when the coal is removed, and the proper methods of protection by timbering or other suitable means of support. He must know the value of protective clothing in reducing injuries and mast be informed as to the correct handling and use of explosives to avoid premature blasts, misfires, and ether failures in blasting practice. He must understand hew to operate locomotives and cutting, loading, and various other types of machines to be able to recommend effective safeguards for protecting the men who use them in addition to being informed as 'to these and many ether activities connected with the mining of coal, he must net overlook electrical engineering if he wishes to combat the fire, shook, and ignition hazards attendant upon the use of electrical machinery and circuits in and around the mine intelligently. There are many points relating to safely in the selection, maintenance, and use of electrical circuits and equipment that are perfectly obvious to the electrical engineer but perhaps are not se evident to those not trained in this particular branch of engineering. Engineers of the U.S. Bureau of Mines who have made a special laboratory study of electricity as related to safety in minus haw e also made inspections of electrical installations at a large number of bituminous mines. These inspections have revealed practices and conditions that not only do not contribute to safety but that add nothing to efficiency and economy in the operation of the mine.

The Bureau of Mines investigated the effect of refractory oxide additions, introduced in soluble form, on the high-temperature properties of 90- and 98-pct-MgO brick. Brick samples were soaked in solutions containing Al, Ca, Cr, Co, Fe, Mg, Mn, Mo, Ni, Si, Sr, Sn, Ti, or Zr ions. Additions to 98-pct-MgO brick did not generally result in statistically significant property improvements. Statistically significant improvements were noted in hot modulus of rupture (MOR), slag resistance, and spalling resistance of the 90-pct-MgO brick for additions of Al, Mg, or Sn. High-temperature performance of treated 90-pct-MgO refractories was equal to or approached that of 98-pct-MgO brick. The marked improvements due to tin were obtained with additions of only 1.14 wt pct Sn02.

The performance of electrical grounding systems in open-pit metal mines is evaluated, using techniques which are described thoroughly. The normal electrical distribution and grounding practices used in metallic open-pit mines are reviewed and compared with coal mine usage. The results are used to generate the included recommendations for Federal Regulations concerning open-pit metal mine grounding systems.

The Bureau of Mines investigated reports of mineral deposits within 10 miles of the route of the proposed pipeline from Prudhoe Bay to Valdez. No producing lode deposits or lode prospects of possible national economic significance were found. Measured placer deposits in the route are or slight value except possibly some deeply buried gold placer deposits in the Fairbanks and Livengood Quadrangles. The pipeline corridor crosses five belts of minerals having potential economic value: (1) The north slope of the Brooks Range (oil, gas, oil shale, coal, phosphate); (2) the south slope 01 the Brooks Range (copper, gold); (3) the Livengood area (gold); (4) the Fairbanks area lead-silver, antimony); and (5) the Wrangell Mountains-Denali copper belt (copper-gold). The Jarvis Creek coalfield, an eastern extension of the Nenana coalfield, is on the north side of this belt. Scattered along the corridor across the Chugach Mountain and in the vicinity of Valdez are a wide variety of metallic deposits that make up the eastern margin of the Chugach gold belt but do not seem to constitute a well-defined zone.

In its efforts to maintain production of tungsten during the recent war period, the Bureau of Mines explored certain parts of the properties of the Atolia Mining Co. in San Bernardino County, Calif., by diamond drilling. Owing to past production record and other available data, the area was considered attractive for possible development of new ore bodies. Scheelite occurs in narrow veins ranging in width from a fraction of an inch to several feet. The veins are in quartz monzonite in a zone 2 miles long and 500 feet wide. Production from the district was reported to have been over 1,000,000 units of W03. Twelve diamond-drill holes, totaling 5,056 feet, were drilled by the Bureau of Mines in the vicinity of the Papoose, Papoose No. 5, Amity, and Union mines, the tailings pond, and the "Old Spud Patch." The work began in August 1943 and was completed in June 1944. This publication briefly describes the history and deposits of the district and gives full details of the work performed by the Bureau.

This report summarizes a Bureau of Mines review of selected literature on the effects of subsidence due to high-extraction underground coal mining on farmland areas. The data are presented for consideration in evaluating the subsidence effects due to similar mining techniques on the prime farmland areas of Illinois. In Illinois the ground water level in the glacial drift is only 2 to 15 ft below the nearly flat to gently rolling ground surface. The main subsidence concern is flooding, as caused by the lowering of the ground surface, and the subsequent effects on crop production. Positive drainage must be maintained in the farmlands, and the need exists for extensive regional planning by the mining and agricultural industries to maximize short- and long-term production from both efforts. The Bureau is cooperating with the State of Illinois to develop basic information necessary for such planning.

Bureau of Mines researchers developed and tested equipment to measure corrosion rates on a commercial scale mill. Bench-scale experiments were designed for duplicating ore grinding conditions closely enough so that realistic rate determinations could be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

"Brattice cloth is an important material in coal-mine ventilation practically all coal mines use some brattice cloth, gassy mines a large amount. It is employed in three ways:Crosscut brattices.Curtains in haulageways.Line brattices in gassy mines.In each case brattice cloth is used to deflect part or all of a split of the mine ventilating current into or toward the face of a working place. As a general rule, its use in a particular location is temporary.A crosscut brattice should be employed only until a permanent stopping has been erected. Such a brattice is subject to little wear when in actual service, the chief damage occurring when it is taken down and put up again.When used for curtains on haulageways or haulage crosscuts to deflect the air current up into rooms or headings, the wear on brattice cloth is considerable, as mine cars, machines, and personnel constantly pass under the curtains which last only a few days or a few weeks in an active part of the mine. For such purposes tightly woven smooth cloth is desirable, so that it will not be easily torn. Curtains should not be used back from the working places, as they sometimes are, to deflect the main. split, as the leakage of air is too great. Doors should be used in such places."

The U.S. Bureau of Mines assessed mineral resources of the BLM Malheur-Jordan Resource Areas (MJRAs) in southeastern Oregon in 1993 and 1994. The study relied heavily on acquiring and analyzing existing data. In order to efficiently handle and analyze a large quantity of data, a minerals information management program, informally called MINFO, was developed as a frontend for three databases created to store basic information gathered during the minerals resource assessment. The MINFO program will also provide the BLM with a method of tracking and updating minerals information in the future because program modules in MINFO allow the addition of new data and the correction of errors, creation of print files, transfer of data to other database formats, exportation of data to other software packages, and creation of AutoCAD script files to be used in conjunction with AutoCAD to produce maps. The report specifically identifies significant past and present mineral exploration and development activities and possible areas of future mineral exploration and development. These areas are informally designated as areas of development interest or ADIs. The report contains a scenario of what mineral development might reasonably occur in the foreseeable future if the BLM does not substantially change its present resource management plan, and it shows the possible socioeconomic impacts of that development. The uncertainty of the political and economic situation makes it extremely challenging for the USBM to accurately predict a reasonably foreseeable development scenario. The reasonably foreseeable development (RFD) scenario developed by the USBM for the BLM indicates short-term RFD of minerals should have a negligible socioeconomic impact, and longer-term RFD of minerals should have a slight socioeconomic impact on the MJRAs. The mining industry is facing a rapidly changing business and regulatory environment in Oregon. Several signal changes have occurred recently, including State regulations that require significant bonding prior to the startup of "chemical process" mining, an initiative by a special interest group to stop all chemical process gold mining within the State, and an opinion by the Oregon Attorney General (AG) banning all forms of placer mining without exemption. In the AG opinion, not even gold panning is allowed, and the prohibition applies to mining claims on Federal lands. The State legislature may amend the statute to allow small scale placer mining to occur, as was allowed under an AG opinion issued in 1982. These and other changes occurring at the local, State, and National levels are making it more challenging for the mining industry to operate in the United States. Several epithermal gold properties in the MJRAs attracted the mining industry's interest. Only the Grassy Mountain Project of Newmont Grassy Mountain Corporation may be developed in the next few years. It is probable that at least two other properties will be developed if Grassy Mountain is successful. Mining companies are waiting to see the effect recently promulgated State mining regulations and more stringent proposed regulations, particularly bonding regulations, may have on Grassy Mountain. Resources of bentonite, diatomite, and zeolite are abundant. The almost Ubiquitous stone, sand and gravel, and semiprecious gemstone resources also were examined. Little environmental or socioeconomic impact is expected from reasonably foreseeable development of these mineral resources.

Although secondary recovery of lead and lead-tin alloys has been common practice in the United States during recent years, there is little published in-formation concerning recovery techniques. Available information does not cover metal recovery from wet dross skimmings. This investigation by the Bureau of Mines was undertaken to develop techniques that would allow lead-tin alloys to be recovered from wet dross skimmings containing large amounts of zinc chloride. A process was developed, on a laboratory scale, for recovering lead-tin alloys from wet solder dross skimmings. Straight water leaching, either with or without a second leaching operation carried out with a Na2C03 addition for removing chloride, produced a dross that could be smelted without further treatment. Overall recoveries averaging 92 percent of the metal values in the dross were obtained in the form of lead-tin alloys, which had an average tin content of 16 percent and lead content of 84 percent. The recovered alloy contained less than 0.02 percent zinc, as determined by both chemical and spectrographic analyses.

"Contact-angle and flotation techniques were used to evaluate the influence of oxygen - both that inherent in the coal and that introduced by ambient temperature, aqueous oxidation - on a wide range of coal ranks. Oxidation was found to decrease the hydrophobicity and floatability of coal; with the effect being minor for coals of high rank but becoming increasingly important as the rank of coal is reduced. As an approximation, oxidation makes a coal behave as if it were one of lower rank. Frother only flotation' of coal· correlates with the captive-bubble contact angle whereas when oil is used as a collector, the flotation appears to follow the pattern shown by the water sessile drop on a fresh, un-reagentized coal surface. Coal recovery lost through oxidation may often be recovered by use of a variety of collectors, of which No. 2 foe! oil is among the best of those reagents tested. A simple alkali-extraction test may be used to estimate the influence of oxidation on coal preparation processes and use.INTRODUCTIONThe hydrophobicity of coal is not only a function of its rank but also of the extent of oxidation of the coal during and subsequent to its formation. Weathering and oxidation processes may proceed in-situ for coal deposits that outcrop near the earth's surface, or the oxidation of the coal particles may occur during mining, stockpiling or processing. Such oxidation, whether it affects the bulk-coal sample or on1y a thin outer layer on the coal surface, can dramatically influence the wettability of the particle and hence such processes as flotation, filtration, flocculation and dispersion.Many of the studies made on the oxidation of coals ·were designed to study its effect on flotation, coking or pyrolysis. The. present study 'is directed exclusively toward the effect of oxidation on the hydrophobicity and floatability of the coal. One of the first studies of the effect of oxidation on coal flotation was that of Sun [l] who found that as oxidation proceeds, coal becomes progressively more hydrophilic. Low-temperature oxidation (100-150°C for 250 h) generally lowered the coal floatability with an oily collector only slightly, but more extensive oxidation (200- 3500 C for 250 h) reduced coal floatability seriously. Sun also found that cationic amines were effective collectors for the oxidized coal which infers that oxidation makes the coal more negative in solution. He attributed the loss of floatability to be due to the accumulation of water-insoluble oxidation products at the coal surface. Gayle et al. [2] found that oxidation adversely affected coal flotation when an aliphatic-alcohol frother was used, though a small amount of oxidation appeared to improve the floatability of some coals using a kerosene-pine oil, collector-frother mixture in pilot-plant testing. Prolonged oxidation adversely affected the flotation recovery of the coals tested, the effect being more pronounced when an alcoholic-type frother only was used. They also noted that the reduction in floatability of lower rank bituminous coals was more affected by oxidation than was that of higher rank bituminous coals."

Many gold-bearing ores in the Western United States also contain small amounts of mercury. The presence of mercury creates potential pollution and health hazards during several steps in gold processing. An investigation was undertaken by the Bureau of Mines to develop techniques for removing mercury from cyanide mill solutions by selective electrowinning to reduce the potential hazards. Sixty-five percent of the mercury was selectively electrowon from synthetic carbon strip solution at applied potentials of 1.00 to 1.50 V when using a mercury-coated platinum or copper plate cathode. Increasing the active surface area by using mercury-coated copper wool resulted in up to % pct of the mercury being electrowon from mill carbon strip solutions that contained 1.9 to 20 ppm Hg, 20 to 345 ppm Au, and 0.35 to 39.5 ppm Ag. About 98 pct of the silver was electrowon with the mercury onto the mercury cathode. Gold extraction ranged between 0 and 20 pet. Results of the investigation showed that choice of cathode material was critical to the success of the process. Selectivity was not achieved using uncoated steel wool cathodes.

Tills U.S. Bureau of Mines report briefly evaluates the advantages and disadvantages of basic dust control techniques presently used by U.S. coal preparation and mineral processing plants. These include ventilation, baghouse-type collectors, wet scrubbers, electrostatic precipitators, source control, sprays, good housekeeping, and personal protection devices. Two specific problems in these types of operations are also considered: dust collector system duct clogging, and control room dust control. Information provided in this report results from dust control research projects conducted by the Bureau at various coal preparation and mineral processing plants over the past decade to reduce workers' dust exposure. These studies indicate that plant ventilation systems normally provide the most cost effective method for dust control. Baghouses and scrubbers were also effective in specific applications, and examples of each are given. In extreme dust conditions, personal protection devices, such as respirators or the dust helmet, can also be highly cost effective.

The economic viability of four depleted mines near Kennicott, Alaska, was determined by the Bureau of Mines to assess their profitability if they were developed today and thus estimate cost data for a medium-sized mine, mill, and town complex. This information should help the State and Federal Governments appraise the potential development of similar-sized mining operations in Alaska. Modern conventional mining and milling techniques were assumed, and I capital and operating costs were derived using flowsheets and standard costing methods. A total capital investment of $37.6 million was necessary to install a 1,000-ton-per-day shrinkage stope mine, flotation-type mill, and support facilities; capital requirements were divided about evenly among the three components. Operating costs, including labor, supplies, power, water, and ' indirect and fixed costs, totaled $42.79 per ton of ore; the mining accounted for nearly one-half the cost. To obtain a 12-percent discounted cash flow rate of return on investment, the analysis showed that the ore could be mined and milled, and the concentrate could be trucked via public roads to a dock facility in Valdez, Alaska, barged to Tacoma, Wash., and smelted and refined for 34.7 cents per pound for copper and 104.0 cents per ounce for silver. The average May 1972 price was 52.6 cents for copper and 158.3 cents for silver. The same set of data was used to examine the economic viability of the mine with the cost of constructing a private road from McCarthy, Alaska, To Valdez, Alaska. The 148-mile road added $53.3 million to the original capital costs and raised the required price of copper to 57.4 cents per pound and the required price of silver to 172.0 cents per ounce. The additional coat of building, maintaining, and paying taxes on a private road from McCarthy, Alaska, to Valdez, Alaska, would make this venture uneconomical.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing and grinding methods, and costs, at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The, cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the methods employed by the Evans Pipe Co., Uhrichsville, Tuscarawas County, Ohio. Equipment has been designed and fabricated for study of the vaporization of oil during gas-cycling operations, A sand-packed steel tube, which can be rotated to minimize gravity drainage, is used as a model oil reservoir. A minute windowed cell at the discharge end of the tube through which the liquid-gas interface may be observed, makes possible the separate removal of produced free gas and gas-saturated oil. The operation of the model oil reservoir, and auxiliary equipment, are described by use of a schmatic flow diagram. Details of the specially designed equipment are illustrated by isometric and pictorial drawings, and a description of the experimental procedure is given.

This is one of a series of papers describing mining and crushing methods and costs at cement plant quarries throughout the United States and deals directly with the methods employed and costs obtained at the Reliance quarry of the Giant Portland Cement Co. at Egypt, Pa., although it is more or less descriptive of the methods used throughout the Lehigh Valley cement district. Systems of transportation vary according to local conditions, such as proximity to the mill, depth of quarry floor with relation to the mill level, etc. Methods of prospecting differ mainly in the type f drills used. Systems of storage, crushing, and grinding vary chiefly in the types of units. ACKNOWLEDGMENTS Most of the information regarding the early history of the Lehigh cement district was obtained from the History f the Portland Cement Industry of the United States, by Robert W. Lesley, the first president of the Portland Cement Association.
